Nargis Kassenova is a senior fellow and director of the Program on Central Asia at the Davis Center. Prior to joining the center, she was an associate professor at the Department of International Relations and Regional Studies of KIMEP University (Almaty, Kazakhstan). She is the former founder and director of the KIMEP Central Asian Studies Center (CASC) and the China and Central Asia Studies Center (CCASC). Kassenova holds a Ph.D. in international cooperation studies from the Graduate School of International Development, Nagoya University (Japan). Her research focuses on Central Asian politics and security, Eurasian geopolitics, China's Belt and Road Initiative, governance in Central Asia, and the history of state-making in Central Asia.  Temur Umarov is a fellow at the Carnegie Russia Eurasia Center. His research is focused on Central Asian countries' domestic and foreign policies, as well as China's relations with Russia and Central Asian neighbors. A native of Uzbekistan, Temur Umarov has degrees in China studies and international relations from the Russian Presidential Academy of National Economy and Public Administration, and Moscow State Institute of International Relations (MGIMO). He holds an MA in world economics from the University of International Business and Economics (Beijing). He is also an alumnus of the Carnegie-Tsinghua Center's Young Ambassadors and the Carnegie Endowment's Central Asian Futures programs. Geopolitics & Empire: Well, we met briefly in 2017 in Moscow when you spoke to our group, which toured Russia with Sharon Tennison. I'm not a Russian agent. Us Americans, we're simply engaging in peace diplomacy because we were worried about what's happening now. We were worried about just that happening. Do you recall those days speaking at Sharon Tennison's events? Dr. Vladimir Kozin: Well, unfortunately, when we met that time, you have already specified a long time ago, the situation was totally different. Ukraine attacked Donbas and killed a lot of civilians in that area sometimes previously belonged to the Russian Federation before 1922, but the situation was not so dramatic and dangerous as it is nowadays because at that time, when you and your colleagues from Sharon's organization visited Moscow and talked to me, there was only one aggressor against Donbas, namely Ukraine. But currently, we are confronted with a combination of aggressors, mainly Ukraine, plus NATO alliance. And unlike in the past, when aggressor was launched against two republics inside Donbas, currently it's a direct aggression of Ukraine plus NATO against not Donbas, but against the Russian Federation. I have to explain shortly this phenomena because since last October, two republics in Donbas, namely Donetsk People's Republic, and Luhansk People's Republic, plus Zaporizhzhia region or Oblast in Russian and Kherson region, they joined voluntarily of the Russian Federation. And when we are talking to you, they are 100% accurate subjects of the Russian Federation since 2022 October. The Crimea Republic joined the Russian Federation in 2014. So, that's the gist of the situation in that part of Europe. The second issue, when we met before in Moscow, there was not so dramatic situation with nuclear weapons, threats to use it. Michael Yulkin graduated from the Economic Faculty of the Moscow State University named after M. Lomonosov with diploma in Economic Cybernetics; in 1992-1993, he took a 2-year training course of project analysis in the World Bank Institute in Washington, DC (USA). In 1998-1999, Michael participated as a task leader in charge of carbon projects methodology and pipeline development in the Russian Strategy Study on Climate Change, supported by the World Bank and other international donors. In 1999, Michael initiated the foundation of the non-commercial Environmental Investment Center and has remained its leader until March 2021. In 2007-2008, Michael worked in the Russian branch of Camco International, a carbon asset management company listed on London Stock Exchange (AIM), first as Director for JI carbon projects, and later – as Director for policy and strategy. In 2009, he took a position of Managing Director at CCGS LLC, a Russian-Dutch consulting company established in 2008 to help Russian industries design and implement GHG emission reduction projects under the Kyoto protocol and to sell carbon credits in the international market. In 2019, Michael launched his own consulting company CarbonLab LLC which focuses on climate change mitigation and adaptation, including GHG monitoring, reporting and verification, climate change risks and opportunities evaluation and management as well as climate strategy design and implementation. In 2021, he took over CCGS LLC and merged it with CarbonLab. In 2017, Michael started teaching Modern Climate Policy at the Moscow State Institute of International Relations (MGIMO University) and giving training courses on carbon accounting and climate change management to corporate clients. In 2018, Michael wrote a book “Low Carbon Development: from Theory to Practice” which happened to be the first publication in the Russian language where the concept and consequences of the world's transition to low carbon development were explored. He is also well known domestically and abroad for his numerous articles and interviews on climate change and GHG regulation in the Russian and international media. In 2009-2018 Michael was the Head of the Working Group on Climate Change and GHG Management at the Russian Union of Industrialists and Entrepreneurs, in 2014-2018 – deputy Chairman, Head of the Expert (Advisory) Council of the Interregional Working Group for Russian Barents (Euro-Arctic) Region Climate Strategy Development, since 2013 – a member of the Interdepartmental Working Group under the Presidential Administration of the Russian Federation on Climate Change and Sustainable Development; since 2016 – member of the Working Group on the implementation of a pilot project aimed at GHG emissions reduction in the city of Moscow, since 2018 – member of the International Chamber of Commerce (ICC Russia) Commission on the Economy of Climate Change and Sustainable Development, since 2021 – member of the Working Subgroup on GHG Regulation and Carbon Trading at the Bank of Russia. She studied at Moscow State Institute of International Relations, and now lectures at the Department of International Relations. She has an MA and BA in International Relations, and has recently graduated with distinction from the MA in Art Business at Sotheby's Institute of Art, London.  Her PhD was on the role of expertise in decision-making and politics.   In 2016-2021 Anastasia worked in top-level Russian politics as a speechwriter. In 2020-2021 she worked as a researcher on a project devoted to trend-watching in culture.  This analysed trends in exhibitions, the work of museums and cultural institutions.   In 2021 Anastasia launched Art Barometer, Russia's first research platform dedicated to monitoring the art market. With Russia, Ukraine, and the US all embroiled in their own respective bouts of domestic political and economic turmoil, and with all jockeying for position on a rapidly changing geopolitical stage, diplomatic saber-rattling may be a temporarily expedient way to boost support for each country's ruling political establishment. Europe's longest serving ruler, President Alexander Lukshenko is facing unprecedented opposition to his power, especially after he claimed a sixth term in a widely disputed election on 9 August 2020. Opposition leader Svetlana Tikhanovskaya speaks out against the president's aggressive crackdown on all forms of dissent. In the last 24 hours alone, a political activist, facing charges of organising the opposition, stabbed himself in the neck during his court appearance. On May 23, President Lukshenko used his air force and a false bomb threat to ground a civilian airliner in Minsk. Opposition journalist Roman Protasevichand his fiancé were removed from the flight. Svetlana Tikhanovskaya says Lukshenko needs to be hit with strong sanctions. Russia has pledged to support Belarus in the face of any pressure from Europe, but the support so far has been very costly. Olga Puzanova is a Lecturer at the Department of International Relations and Researcher at the International Laboratory of World Order Studies and the New Regionalism at National Research University Higher School of Economics in Moscow. She received her bachelor degree in international journalism from Moscow State Institute of International Relations (MGIMO University), M.Phil in Japanese Studies from the University of Oxford and is now in the final stage of her D.Phil studies at the University of Oxford. She is the author of several articles on Japanese media, politics and Russian-Japanese relations, which were published in leading international journals, including “Russia’s Policy toward Japan and Regional Security in the Asia‐Pacific,” Asian Politics and Policy. 2019. The final panel looks towards the future by bringing four young Russians and Americans from different disciplines to discuss their bilateral work and ideas for the future. A native Californian, Margo Poda chose to study the Russian language as an undergraduate at Georgetown University—her interest in the language and region stemming from Russia's unique history and culture. After graduating, Poda headed home to Silicon Valley and worked at a series of tech start-ups as a project marketing manager, focusing on cybersecurity and artificial intelligence. Now she has returned to school pursuing a joint MBA/MA in international policy and development at the Middlebury Institute of International Studies at Monterey to further develop key business skills, concentrating on the global entrepreneurial ecosystem. Vladislav Chernavskikh is a graduate student in the dual degree in nonproliferation studies program of the Middlebury Institute of International Studies at Monterey (MIIS) and the Moscow State Institute of International Relations (MGIMO). Angelina Davydova is director of the German–Russian Office of Environmental Information in St. Petersburg, Russia. Davydova received a degree in economics from St. Petersburg State University of Economics and Finance. Her nonprofit work focuses on developing environmental journalism in Russia and neighboring countries. She teaches at the School of Journalism at St. Petersburg State University and the Saint Petersburg National Research University of Information Technologies, Mechanics and Optics. Jake Hecla is a graduate student at UC Berkeley in the department of nuclear engineering. He earned an undergraduate degree in nuclear engineering at MIT, where he worked on techniques for zero-knowledge warhead verification and assisted in the development of an intraoperative radiation detector with the Moscow Engineering Physics Institute. In his spare time, he works with Clean Futures Fund, a nonprofit providing support to communities near the Chernobyl exclusion zone.
