Oregon Legislature Sends Ranked Choice Voting Proposal to Voters on the November 2024 BallotToday's Script(Variations occur with audio due to editing for time) Today's Links now below the scriptYou're listening to the American Democracy Minute, keeping YOUR government by and for the people.Oregon voters will have an opportunity to approve statewide Ranked Choice Voting, after the Oregon Senate referred it Sunday to the November 2024 ballot.The action is the first for a state legislature.  Maine and Alaska have statewide ranked choice voting through a citizen ballot initiative, not legislation. The Oregonian reports that the referral was championed primarily by Democrats, but the measure has some Republican support.The Voter Choice Act would implement RCV in the 2028 election for the offices of President, U.S.Senator, Congress, Governor, Secretary of State, State Treasurer and Attorney General.   It also allows its use for elections in local government, counties, and school districts, and allocates money to educate the public on how to use it.Voters would rank their choices of candidates in order of preference.   If one candidate receives 50%+1 first place votes, that candidate is the winner.   If 50% isn't reached, the lowest vote-getting candidate is eliminated, and votes are recalculated using second and third choices until a majority winner is reached. KTVZ 21 reports that Benton County and the city of Covallis already use RCV for local elections, and it was recently adopted in Multnomah County, passing with 69% support. We have Oregon's RCV proposal and a tool to see how Ranked Choice Voting works at AmericanDemocracyMinute.org. Full-text: Most Republican members of the Oregon Senate have refused to participate in floor sessions since May 3, in a show of opposition to Democratic leadership. As a result, hundreds of bills are waiting for floor votes, which may never be taken before the mandatory adjournment date of June 25. While this is frustrating for legislative insiders, the average Oregonian probably doesn't care. Most people have no idea what is going on in the Capitol, for good reason. Bills are usually introduced for the benefit of narrow interests. If passed, they would eventually raise taxes for voters. Only on rare occasions does legislation actually benefit the public. Some political analysts are focused on how future legislators can be compelled to show up, but perhaps the real lesson is how useless the legislature is. This may be the Wally Pipp moment for politicians, a nod to the New York Yankees first basemen who sat out a game in 1925 and was replaced by Lou Gehrig— for the next 2,129 consecutive games. Legislative arguments about the walkout sound like kids arguing in the sandbox. Full-text: The Oregon Senate has come to a standstill over the past several weeks. Most Republican Senators are boycotting floor sessions due to objections about both policy and process. Media accounts have portrayed the missing Senators in a negative light, but voters should ask why the majority party has driven Republicans to such extreme measures. Democrats hold all the power, so only they can broker a compromise. They've been unwilling to do that. One of the most basic rules of political leadership is to treat minority members with respect, because you won't always be in control. Democrats have been unwilling to do that since they became the majority party in 2013. Their abuse of power has only grown, leading to repeated walkouts by Republicans. Last November, voters passed Measure 113, which limits legislators to 10 “unexcused absences” during a session. The punishment for going past 10 is the loss of eligibility to run for a legislative seat in the next election. Most of the Republican Senators have already missed more than 10 days. I respect that they are willing to pay the price, but it doesn't bode well for the institution. One-third of Oregon's Senate Now Ineligible for Re-election in High Stakes Quorum ShowdownToday's Script:  (Variations occur with audio due to editing for time) Today's Links now below the scriptYou're listening to the American Democracy Minute, keeping YOUR government by and for the people.One third of Oregon's Senators are now ineligible to run for re-election, in a dramatic showdown to block passage of gun safety, reproductive health and Trans rights legislation.  The Oregon House and Senate must have a two-thirds quorum to conduct business, according to the state constitution.  The Oregon Capital Chronicle reports a constitutional amendment passed by voter referendum in November 2022 allows 10 unexcused absences from full House or Senate “floor sessions,” after which the legislator forfeits re-election.  By thwarting quorum in the previous 13 days, Senate Republicans are attempting to block passage by the Democratic majority of four bills protecting reproductive and transgender rights, and another gun safety bill increasing the minimum age to buy most firearms from 18 to 21, ban untraceable “ghost guns,”  and give municipalities the power to ban firearms in public buildings.  As of May 19th, nine Republicans and one independent crossed the 10-absence threshold, making themselves ineligible for re-election.  Thus far, the bills have been blocked, but so have all other bills before the Oregon Senate.   The Republican minority leader indicated the Senators would return for a vote on the state budget.  The Senate's president pleaded in Friday's ill-fated session, QUOTE, “This walkout must end.  The people of Oregon desire it. Oregon voters narrowly passed Ballot Measure 114 which, among many other provisions, would require a background check and permit before people are sold firearms. But that measure is now tied up in a court challenge with no clear timetable for implementation. Meanwhile, Democratic lawmakers in the Oregon legislature have advanced a gun safety bill that would make a few different legal changes. HB 2005 passed the House and is scheduled to be heard by the Senate. Republican senators have been deliberately absent from the chamber in recent weeks, slowing the progress of considering this and other legislation. We invited senators from both major parties to join us to discuss the gun safety proposal. We hear from Democratic Sen. Floyd Prozanski from South Lane and North Douglas counties, and Republican Sen. David Brock Smith from Port Orford.

Full text: Yesterday, the Oregon Senate overwhelmingly approved a $9.3 billion education budget. That amounts to $11,800 per student—and that doesn't count the money from local sources. What do we get from that kind of spending? We get the third worst graduation rate in the country and a middle-of-the-pack ranking in college preparedness. What could we get with that kind of money? One thing you don't hear much in the mainstream media is that the average private school tuition is about $9,800 a year. Think about that: Our kids can get a private school education for $2,000 less than the average cost per student in the public school system. Just think of what a family could do if state school fund money went to the student instead of the system. Their kids can get a first rate education and still have money left over to buy books, pay for tutors, and enroll in enrichment classes. Our state is failing its students and the system is failing families. Introduction: Charging children with prostitution is counter to our values as a community. Given that children cannot, by law, consent to sex, it is inherently contradictory to criminalize them for prostitution. They are experiencing a crime, and should not be treated as committing one. Experiencing arrest, prosecution, and/or custody by law enforcement is deeply traumatizing, especially for sex trafficking survivors of color who have already faced trauma, systemic racism, and trafficking. SB 274 Priorities: prevention, decriminalization, reducing barriers. SB 274 focuses on decriminalizing prostitution for minors -- including removing the ability to arrest and/or charge minors who are experiencing sex trafficking with prostitution. Sex trafficking disportionality impacts Black and Brown minors, so making this adjustment would directly support reducing the unnecessary criminalization of these populations. Senate Bill 274 would reduce further systemic trauma and protect minor sex trafficking survivors from incurring legal consequences and penalties for being trafficked. It would also address reports of child abuse involving survivors of sex trafficking.

Because I have run for state legislative office a couple of times, I completely understand the process, but more importantly the need to make the Parents' Rights In Education Issues relevant, on a legislative level is mandatory. We have to change laws and in order to do that, we have to change lawmakers!In addition, where better to inform and debate the issue than on the political stage, during the election cycle. And who better to carry the torch than candidates, especially those who have children of their own?  We crafted a Questionnaire for candidates, and asking them to fill it. Our endorsement follows. Give me a few to share it with you. I am curious what you think. OREGON CANDIDATE SURVEY“Do you support the following? Teachers, counselors, administrators, and school board members shall honor the constitutional and statutory rights of parents/guardians affirming the parent-child relationship?”“Do you oppose K-12 public schools Comprehensive Sexuality Education (CSE) curriculum addressing sexual relations and related activities, designed to challenge or change traditional sexual and gender norms of society? If adopted, CSE shall be an elective.”“Do you support the following? OPT-IN Policies: School officials shall adopt “OPT-IN” policies to replace “OPT-OUT” policies with respect to student participation in medical, social, family questionnaires and surveys.”“Do you believe all students shall have the right to have their viewpoints respected, allowed and expressed on an equal basis with other student viewpoints in curriculum and curriculum-related matters.”“Do you believe the best way to assure the rights of parents/guardians to raise and educate their children according to their sincerely-held values and beliefs is to provide competitive statewide school choice alternatives?”Several candidates approached us to endorse them during the primary. And several since then. But there are many conservatives who have held back. Do they see this as a hot potato, one they cannot touch? Really? What is not to support?Oregon Right to Life just published their Voters' Guide, and many candidates chose to align with that issue, even though Oregon is the only state in America with NO protective pro-life laws. Oregon also legalized abortion before the Roe v. Wade Supreme Court ruling.Republican candidates seem to have no problem aligning with the Pro-Life stand and yet, do not believe in Parents' Rights to direct the education of their children. What is the value in elections, win or lose? It's important to stay engaged in the process, even though we are not so popular. In 2012 I ran for the Oregon Senate against an incumbent Democrat. Voter registration was impossible to overcome. We engaged more volunteers in our campaign than most others. Our campaign was positive and gave hope to the voters who share our views. We raised money and moved the dial in our favor several points and volunteers placed signs everywhere. It was one of the most positive races, ever. And we informed voters!I am concerned with some candidates' lack of integrity to stand for what they believe. Where is the integrity in avoiding an issue that will come up later, and require a vote? This program is a debate amongst the 3 candidates running to represent Oregon's Senate District 10.  There was a hard fought and close race for this position in 2016 between Incumbent Jackie Winters and Reverend Deb Patterson (D). Deb is now coming back for another run at the seat. Listen Now Tax Credit for Pet Adoption A bill introduced in the Oregon Senate would allow a tax credit of up to $100 for someone who adopts a dog or cat from an animal rescue facility. Senate Bill 326 would provide a credit for qualified adoption expenses, including adoption fees, vaccinations, spaying or neutering and micro-chipping. Opponents of the proposal say, "SB 326 creates a new tax credit, despite the fact that the state has a current budget shortfall of $1.8 billion dollars." Listen Now Do Pets Grieve For Other Pets? The Democrats’ signature climate change bill is headed to the Senate floor, but Republicans aim to stop its passage by denying Democrats the quorum they need. Senator Elizabeth Steiner Hayward has lived in Oregon since 1991. In December of 2011, she was first appointed to the Oregon Senate. With strong support from her District 17 constituents, she returned to the Senate in 2012. Senator Steiner Hayward's primary areas of combined concern and expertise include creating an affordable healthcare system, improving education statewide, improving the economy for small and local businesses, and building a balanced state budget. In the Oregon State Legislature, Senator Steiner Hayward serves on the following committees: Joint Committee On Ways and Means, Co-Chair Joint Committee On Ways and Means Sub Committee on Capital Construction Joint Committee on Legislative Audits When she is not serving in the Legislature, she works as physician practicing Family Medicine at OHSU. Tax Credit for Pet Adoption A bill introduced in the Oregon Senate would allow a tax credit of up to $100 for someone who adopts a dog or cat from an animal rescue facility. Senate Bill 326 would provide a credit for qualified adoption expenses, including adoption fees, vaccinations, spaying or neutering and micro-chipping. Opponents of the proposal say, "SB 326 creates a new tax credit, despite the fact that the state has a current budget shortfall of $1.8 billion dollars." Do Pets Grieve For Other Pets? The impact of the loss of a pet in some people is as great as the loss of a human. A new study indicates that our cats and dogs also grieve after the loss of a furry-sibling. Cats seemed to be needier after the death of another family pet. 40% demanding more affection. 36% of cats sought out the deceased favorite spot. Almost half of the cats had a change in vocalization behavior. Labrador Falling Out of Favor in U.K. The Labrador is no longer the top dog in Britain; it's now the French Bulldog, which is a celebrity favorite for David Beckham and Lady Gaga. It will be the first time the Labrador Retriever will have been knocked off the top spot in 27 years. this week, the president gave the State of the Union address... did anybody care? Oregon was proud to have its governor, John Kitzhaber invited to sit with the first lady... and the biggest question on Oregonians minds were, "did the governor wear blue jeans to the event?" Oregon Senate bill would protect workers OSHA media privacy, making it a legal for prospective employers to ask you for your personal passwords to Facebook, twitter and your e-mail accounts. On a side note, it is already against the EULA agreement would be accounts that you do not share your passwords. taxes -- taxes -- and more taxes... the list of courses growing.
