For weeks, hundreds of international law and genocide experts have been warning that the situation in Gaza is approaching or has become an active genocide, a conclusion very vociferously rejected by Israel and its allies. Today on Speaking Out of Place, we are joined by state crime expert Penny Green and Holocaust historian Omar Bartov to discuss the applicability of the term genocide, the history of its framing, and ways of moving beyond genocidal dynamics. We also talk about how the term has circulated far beyond legal circles and taken on a particular affective power in the popular imagination. We consider how this language circulates in such a way to form a basis for acts of solidarity at the level of civil society to describe the horrors that people see before them. We consider how this massive protest at the level of civil society might be a more powerful means to move leaders than the implementation of law.Omer Bartov is the Samuel Pisar Professor of Holocaust and Genocide Studies at Brown University. Born in Israel and educated at Tel Aviv University and St. Antony's College, Oxford, his early research concerned war crimes in World War II and the links between war and genocide. He has also written on representations of antisemitism in twentieth-century cinema. More recently he has focused on interethnic relations, violence, and population displacement in Europe and Palestine. His latest books include Anatomy of a Genocide: The Life and Death of a Town Called Buczacz (2018), Tales from the Borderlands: Making and Unmaking the Galician Past (2022), and Genocide, The Holocaust and Israel-Palestine: First-Person History in Times of Crisis (2023).  He is currently writing a book tentatively titled “The Broken Promise: A Personal-Political History of Israel and Palestine,” which is dedicated to investigating the first generation of Jews and Palestinians in Israel, a generation to which he also belongs. His novel, The Butterfly and the Axe, was published in 2023 in the United States and Israel. Penny Green was born in Tasmania and educated at the Australian National University and Cambridge. She is Professor of Law and Globalisation and former Head of the Law School at Queen Mary University of London and an elected Fellow of the Academy of Social Sciences.  She has written extensively on state crime theory (including her monographs with Tony Ward, State Crime: Governments, Violence and Corruption 2004 and State crime and Civil Activism: on the dialectics of repression and resistance 2019), state violence, Turkish criminal justice and politics, ‘natural' disasters, forced evictions and resistance to state violence. She has a long record of researching in hostile environments and her most recent projects include a comparative study of civil society resistance to state crime in Turkey, Tunisia, Colombia, PNG, Kenya and Myanmar; forced evictions in Palestine/Israel and Myanmar's genocide against the Rohingya. In 2015 she and her colleagues Thomas MacManus and Alicia de la Cour Venning published the seminal ‘Countdown to Annihilation: Genocide in Myanmar' and in March 2018 ‘The Genocide is Over: the genocide continues'.  She is  completing a book on the Rohingya genocide. Professor Green is Founder and Director of the award winning International State Crime Initiative (ISCI) and co-editor in Chief of the international journal State Crime. She is an Adjunct Professor at Birzeit University, Ramallah and is a Distinguished Visiting Professor at the University of NSW and Ulster University.

Then, after the victory of the CCP, he, fearing for his safety, left for Hong Kong. He continued to write but drifted into obscurity. Alex Cores Hayes is a writer, producer, mixer and executive producer from East London. Originally making his name as part of the Haunted House collective, who came up on the pirate radio shows in and around the E5 postcode in the mid 00s, he became known to the wider world after produccing his long time collaborator and childhood friend Professor Green's Upper Clapton Dance. He would go on to Executive Produce the majority of Green's records including "Alive Till I'm Dead", "At Your Inconvenience, and "Growing Up In Public. He has since turned his unique skill set, which involves bringing together often disparate beats and ideas into one collective artistic whole, with artists as successful and diverse as Emili Sande, JP Cooper, The Streets and Murkage Dave  The Process of Production is presented by Lawrence Diamond and Bob Matthews. Lawrence cut his teeth playing and writing in Indie bands before finding international success and touring the world with his band CITIZENS! During that time he worked with a host of revered producers including Liam Howe, Mark Ralph and Alex Kapranos. Since the band ended in 2016 he's been using that experience to help other artists develop their careers as a writer and producer while continuing to release his own music under various different guises. In the study of 19th and 20th century Chinese history, there is often focus on the intense Christian missionary activities happening in China. Yet at the same time, members of China's Hui (or Sino-Muslim) community were also beginning to reconnect with their co-religionists overseas. Armed with knowledge of Arabic, Persian, and Urdu and trained in Western orientalist discourses in new religious schools overseas, these Hui scholars began to "rediscover" aspects of Islam and in the process rewrite the history of Islam in China both for audiences within China and for a non-Chinese audience overseas. In this episode, we are joined by Professor Nile Green of UCLA to talk about how and why these exchanges took place and some of the implications of these exchanges. Contributors Professor Nile Green Professor Nile Green is a Professor of History and the Ibn Khaldun Endowed Chair in World History at UCLA. He works on the Islamic history of Asia, the Middle East, Africa and Europe, publishing numerous monographs and articles and editing seven books on a wide range of topics related to the history of Islam. His recent research interest is on the global history of Islam and Muslims, focusing on intellectual and technological interchange between Asia and Europe; Muslim global travel writings; the transnational genealogy of Afghan modernism; and the world history of 'Islamic' printing. He was a founding director of UCLA's Program on Central Asia and serves on many association and editorial boards. He is also the host of Akbar's Chamber, a podcast that offers a non-political, non-sectarian and non-partisan space for exploring the past and present of Islam. Yiming Ha Yiming Ha is a Ph.D. candidate in the Department of History at the University of California, Los Angeles. His current research is on military mobilization and state-building in China between the thirteenth and seventeenth centuries, focusing on how military institutions changed over time, how the state responded to these changes, the disconnect between the center and localities, and the broader implications that the military had on the state. His project highlights in particular the role of the Mongol Yuan in introducing an alternative form of military mobilization that radically transformed the Chinese state. He is also interested in military history, nomadic history, comparative Eurasian state-building, and the history of maritime interactions in early modern East Asia. He received his BA from UCLA and his MPhil from the Hong Kong University of Science and Technology.
