*) Russia hails China's willingness to resolve Ukraine conflict Russia's President Vladimir Putin has welcomed China's willingness to play a "constructive role" in ending the conflict in Ukraine, saying Sino-Russian relations were "at the highest point" in history. His Chinese counterpart Xi Jinping heads to Russia hoping to deliver a breakthrough on Ukraine as Beijing seeks to position itself as a peacemaker. The quality of ties between Moscow and Beijing is "higher than the political and military unions of the Cold War era", Putin said in an article written for a Chinese newspaper and published by the Kremlin on the eve of Xi's visit. *) Biden in call with Netanyahu expresses 'concern' over judicial reform plan US President Joe Biden has spoken with Israeli Prime Minister Benjamin Netanyahu to express "concern” over his government's planned overhaul of the country's judicial system which has sparked widespread protests across Israel. The White House said on Sunday Biden reiterated US concerns about the measure to roll back the judiciary's insulation from the country's political system, in a call a senior administration official described as “candid and constructive.” There was no immediate indication that Netanyahu was shying away from the action after rejecting a compromise offered by the country's figurehead president last week. *) North Korea's Kim supervises drills 'simulating a nuclear counterattack' North Korean leader Kim Jong-un led two days of military drills "simulating a nuclear counterattack", including the firing of a ballistic missile carrying a mock nuclear warhead, state news agency KCNA has reported. Kim expressed "satisfaction" over the weekend drills, which were held to "let relevant units get familiar with the procedures and processes for implementing their tactical nuclear attack missions", the report said on Monday. The drills were the fourth show of force from Pyongyang in a week and came as South Korea and the United States stage their own military manoeuvres - 11 days of joint drills known as Freedom Shield, their largest in five years. *) Governing party in Kazakhstan sweeps parliamentary election: exit polls Kazakhstan voted in a snap parliamentary election widely expected to cement President Kassym-Jomart Tokayev's position and complete a reshuffle of the ruling elite that began after he fully assumed leadership last year. Exits polls showed the ruling Amanat party winning 53-54 percent of the vote, enough to retain a comfortable majority. Voter turnout stood at 54.2 percent, the Central Election Commission said. A stronger mandate will help Tokayev navigate through regional turmoil caused by Russia-Ukraine conflict and the subsequent damage to trade, investment and supply chains throughout the former Soviet Union. *) 'Jurassic Park' actor Sam Neill diagnosed with stage-three blood cancer Actor Sam Neill has revealed he is being treated for stage-three blood cancer, writing in a memoir that he was "possibly dying" from the illness diagnosed a year ago. Although he was an ethnic Qazaq born in Qazaqstan, he had absorbed the colonial mindset that Russian language and culture were superior to the Qazaq language and culture. With Russia's attack on Ukraine, many in Qazaqstan are coming to a reckoning with Russian imperialism and its legacy in Eurasia. 2022 is arguably the most eventful year in the history of Kazakhstan since it gained its independence. The tragic turmoil of early January 2022 led to extensive changes in the Kazakh government and society. President Tokayev proposed a series of reforms aimed at building what he has termed as ‘New Kazakhstan' or ‘Just and Fair Kazakhstan'. This included amendments to the country's laws, including the Constitution, as approved by the nationwide referendum of June 5th. Additionally, in his address at the opening of the Parliament session on September 1st, Tokayev proposed limiting the presidential mandate to a single term of seven years without the right of re-election, a practice in use for popularly elected heads of state in a handful of states in Asia and Latin America, but so far unknown in Central Asia. The relevant amendment to the Constitution was later approved by the parliament. To finalise the re-boot of the country's political system under an updated constitution and political realities on the ground, Tokayev announced early presidential elections scheduled for November 20th and parliamentary elections to be held in the first half of 2023. The country's economy has largely withstood the effects of the January turmoil and the regional geopolitical tensions. The government has kept its adherence to a free market and a favourable investment climate. Internationally, Kazakhstan's neighbourhood has been rocked by Russia's war on Ukraine and the exchange of sanctions between Russia and other G20 nations. Join this EURACTIV Hybrid Conference to discuss the preliminary outcomes of the country's presidential elections following a turbulent year, and how the elections will shape Astana's relations with the EU and the international community.

Temur Umarov, Fellow at the Carnegie Endowment for International Peace, discusses Kazakhstan, its relations with Russia, and the war in Ukraine - why has Tokayev refused to support Russia's full-scale invasion? How has Russia's mobilization impacted Kazakhstan? How has the war impacted other Central Asian states? 'What Kazakhstan is doing right now [not supporting the war] is pretty risky. We have already seen that Russia is not happy with that... but Kazakhstan understands that it doesn't really have other options... because staying so closely connected to Russia means that together with Russia you would go to this isolation... it's a one-way ticket... so for Kazakhstan it's even more risky to continue being Russia's close ally' 'Tokayev is very popular in the society right now... after his tough and clear stance on the war in Ukraine... On June 5, Kazakhstan held a referendum on amendments to its Constitution that were proposed by President Kassym-Jomart Tokayev. If you ask the Kazakhstani government, these amendments are a serious step on the path towards Kazakhstan's democratization. But many political scientists, activists, and Kazakhstani citizens believe that the referendum's main goal is to consolidate Tokayev's own power. Meduza explains what's happened in Kazakhstan since the protests that swept through the country in January, how Sunday's elections went, and how Kazakhstani citizens see the situation. In early 2022, a small peaceful https://www.youtube.com/watch?v=e-ymKHqE5Zo (protest) over rising fuel prices began in the large Central Asian country of https://ocindex.net/country/kazakhstan (Kazakhstan). In under a week the protest had spread across the country and turned violent. President Tokayev ordered the national forces to "https://www.youtube.com/watch?v=FgIJhcYMXr4 (shoot to kill, without warning)” - at the end of the day at least 180 people were killed and thousands were injured. How did the peaceful protest over fuel price rises escalate so quickly? And what does it have to do with organized crime? That is the question we are asking in this episode. In January this year, Kazakhstan experienced a series of large protests, sparked by the sudden increase of fuel prices, after the government had removed a previously enforced price cap.The protestors first came out into the streets in the petroleum-producing city of Zhanaozen in western Kazakhstan but then spread rapidly across the country, first to other oil and mineral producing regions and then to other districts of Kazakhstan.Protestors' demands and grievances varied widely. They included oil workers as well as liberal activists in Almaty, Kazakhstan's largest city. Young people throughout the country also joined in.An array of related challenges were brought forward: inflation, inequality of opportunity, corruption, injustice, lack of benefits, fuel prices, low wages, and lack of labour bargaining power. According to Kazakh officials, peaceful demonstrations were hijacked by violent criminals.Kazakhstan's President Kassym-Jomart Tokayev reacted by declaring a state of emergency and announced that the Collective Security Treaty Organization will step in to help the Kazakh forces to protect the strategic facilities. He also made radical changes to the country's national security leadership. Former President Nazarbaev stepped down from the position of the chair of the National Security Council.A few days after the protests swept across some city centres, the government declared that constitutional order had been mainly restored in all regions and promised ambitious economic reforms, aimed at reducing the state's deep involvement in the economy and bridging the gap between the wealthy minority and the majority of the population.Relisten to this EURACTIV Debate to find out about the recent unrest that shook Kazakhstan and the way forward in building back better. Will the recent internal strife prompt real change? How will president Tokayev move forward? How will the demands and needs of protesters be addressed?

Kazakhstan Rusuh, Blok Barat dan Timur Berlomba Mencari Pengaruh Oleh. Yuliyati Sambas (Pegiat Literasi Komunitas Penulis Bela Islam AMK) Voice over talent: Sofia A NarasiPost. Suasana terasa kian mencekam. Hingga pemerintah setempat mengambil kebijakan berupa pengumuman kondisi darurat nasional dan jam malam. Perdana Menteri, Askar Mamin, dinyatakan lengser, diikuti bubarnya kabinet. Sangat kentara dari ucapan Menlu AS, Antony Blinken. From early January of this year Kazakhstan was rocked by a wave of protests. They started in Zhanaozen over fuel price hikes but soon spread all over the country. The initial demands –economic reforms and regime change –were overshadowed by looting and violence. It's been reported that 225 people lost their lives in the bloodshed, although the real number might be higher. This new episode of Trouble with the Truth explores what happened in Kazakhstan during the protests. We take a look at the vast property empire of the Nazaebayev's family and its links to the crisis. Journalist Madina Alimkhanova talks about her experience reporting from the street in Almaty during the protests and the attacks she faced. Regional expert Erica Marat discusses the underlying causes of the unrest, the potential power struggle between the former and the current presidents and the dangers of inviting foreign troops to handle a domestic crisis. Journalist and activist Lukhpan Akhmedyarov, who was imprisoned during the protests, talks about the role of agent provocateurs and how the latest crisis in Kazakhstan might benefit president Putin.

Tokayev, Rusya'nın da desteğiyle Nazarbayev'in saltanatına son vermek istiyor. Başarabilecek mi? Ve olayların başından beri hiç ortalarda görünmeyen Nazarbayev nerede? Bu yayında, bu iki sorunun yanıtına odaklandım.

Precious little is known about the immediate family of Kazakhstani President Kassym-Jomart Tokayev. But according to a recent investigation from RFE/RL's Russian Service and Current Time TV, Tokayev's ex-wife and son are both closely connected to Russia. Indeed, according to media reports, Tokayev's ex-wife is a Russian citizen. And both she and her son have been linked to pricey real estate in and around Moscow. More recently, their ownership of two apartments in the Russian capital appears to have been covered up in Russia's federal property database. Meduza summarizes the investigation's findings here. In this week's podcast, join Liana Semchuk, our Lead Europe and Eurasia Analyst and Zsofia Wolford and Alex Lord, our Europe and Eurasia Analysts, to discuss the uprising's implications for the future of the Tokayev government and for the wider region. Last week's nationwide protests in response to a surge in liquified natural gas prices were marked by unprecedented violence and harsh repression, resulting in more than 160 deaths and almost 8,000 arrests. With the authorities initially struggling to control the situation, President Kassym-Jomart Tokayev appealed to the Russian-led Collective Security Treaty Organisation (CSTO) for help in quelling the protests. Although the Tokayev regime has subsequently managed to re-establish order with CSTO's help, the underlying drivers of dissatisfaction remain and are likely to continue undermining government stability and driving policy and human rights risks moving forward. Moreover, the deployment of CSTO peacekeeping troops is likely to increase Kazakhstan's dependency on Russia in the year ahead.
An online discussion hosted by the Central Asia Program at George Washington University and co-sponsored with the Carnegie Endowment for International Peace, the Davis Center for Russian and Eurasian Studies, the Oxus Society for Central Asian Affairs, and RFE/RL on January 10, 2022. The riots that erupted on January 5, 2021 in Almaty and then spread to Kazakhstan's other cities have taken the government by surprise, but signals of unrest were present since Nazarbayev left the presidency in 2019. The dismissal of the Cabinet, the removal of Nazarbayev from the Security Council presidency, the storm of the Parliament and the Almaty airport, as well as police violence will, without a doubt, mark a turning point in the history of Kazakhstan. At a more geopolitical level, the impact will be decisive too, as the CSTO has, for the first time in its history, sent peacekeeping troops at President Tokayev's request. Who are the protesters? What do they want? What are the genuine grassroots aspects and the instrumentalization of popular resentment by some elites for internal struggles? How can the regime survive such clashes? What will be the regional impact of the crisis in what was until then the most stable and prosperous country of Central Asia? SPEAKERS Merkhat Sharipzhanov, RFE/RL's Sr. Central Newsroom Correspondent, former Director of Kazakh Service; Temur Umarov, Research Consultant at Carnegie Moscow Center; Pauline Jones, Professor of Political Science and Director of the Digital Islamic Studies Curriculum at the University of Michigan (UM); Barbara Junisbai, Associate Professor of Organizational Studies, Pitzer College; Nargis Kassenova, Senior Fellow and Director of the Program on Central Asia at the Davis Center for Russian and Eurasian Studies (Harvard University); Moderator: Marlene Laruelle, Director and Research Professor, the Institute for European, Russian and Eurasian Studies (IERES), The George Washington University.
*) Kazakhstan: 'Attempted coup' defeated, CSTO troops to leave 'soon' Kazakhstan's President Kassym-Jomart Tokayev has said his country has defeated what he called an “attempted coup d'etat” during historic violence last week. He blamed foreign militants for the violence and promised foreign troops deployed to stabilise his country will vacate "soon". In a video conference with leaders from several ex-Soviet countries, Tokayev said "armed militants" had used the backdrop of protests to try to seize power. Last week's protests were sparked by a fuel price hike. *) US shatters world record with 1.13 million new Covid cases The United States has reported at least 1.13 million new coronavirus infections, the highest daily total of any country in the world. The surge comes as the spread of the highly contagious Omicron variant showed no signs of slowing in the country.
