Eles constroem fortalezas designadamente em Sofala em 1505 e na ilha de Moçambique dois anos depois e ao cabo de outras conquistas militares, instalam mais tarde uma feitoria em Sena em 1530 e em Quelimane em 1544. Em jogo estão recursos como o ouro mas também a mão-de-obra escrava, conta o historiador e antigo vice-ministro da educação de Moçambique, Luís Covane. “Moçambique, como território com fronteiras próprias é produto da colonização. Antes da chegada dos portugueses e nos finais do século XV, Moçambique era caracterizado pela existência de reinos, chefaturas, sultanatos, várias unidades políticas independentes umas das outras. Até tivemos impérios. A partir do século XV, principalmente a partir do século XVI, estabelecem-se relações comerciais entre Portugal e as diferentes unidades políticas que existiam no território. Primeiro foi o comércio do ouro no interior, principalmente na zona centro. Estava lá um grande império. E depois, com a exigência de produção de matérias-primas como mão-de-obra ultra barata, entramos no ciclo dos escravos. Depois, prosperou também o comércio de marfim”, começa por recordar o universitário. Ao referir que praticamente desde a chegada dos portugueses em Moçambique que se instaura esse regime, o estudioso detalha que “é em meados do século XVIII que se incrementa a captura de mão-de-obra para as plantações do Brasil e 1752 em diante. Chama-se a isso, na periodização da história de Moçambique, como o ciclo de escravos. Mas este ciclo de escravos termina em 1836-42, quando houve uma primeira abolição e uma segunda abolição”. Questionado sobre o número de pessoas que poderão ter sido capturadas para serem forçadas ao trabalho escravo, o historiador esclarece que “não havia registos, mas sabe-se que houve zonas em Moçambique, como o Niassa, de onde saíram muitos escravos. Na zona de Nampula, também saíram muitos.” Ao evocar o derramamento de sangue que as capturas ocasionavam, Luís Covane cita em particular “a introdução maciça de armas de fogo para alguns grupos que se especializaram quase na caça ao homem e as populações que viviam em Moçambique nas suas unidades políticas”. Nesse tempo, no século XVIII até meados do século XIX, quase até finais, o estudioso refere que “foram momentos terríveis. Agora, esse passado que nós às vezes classificamos como período pré-colonial, em que a presença europeia era mais mercantil, não dominavam as populações, politicamente, não havia (colonização). Fazia-se um negócio só com os produtos negociados que chegou a incluir o próprio o homem”. Muito embora não fossem os primeiros a praticar o comércio de escravos naquele território, ele ganhou uma importância substancial com a chegada dos portugueses que “exportaram” essa força de trabalho para colónias francesas, ou ainda o Brasil, refere Benigna Zimba, historiadora ligada à Universidade Eduardo Mondlane em Maputo, que estudou de forma aprofundada o período da escravatura. “Moçambique tem um papel central na história da escravatura na região e no complexo do Oceano Índico. Nós temos, a partir do Norte, a primeira capital que é a ilha de Moçambique. A ilha de Moçambique não produzia escravos. Ali ficavam escravos de passagem, vindos do interior. Nós temos Quelimane, temos Inhambane, nós temos aqui a zona do antigo Lourenço Marques, que hoje é Maputo, nós temos Sofala, nós temos em Cabo Delgado, vários portos pequenos. Estes portos foram tendo a sua importância consoante as oportunidades de exportação, não só para o oceano Indico, mas também para o Norte de África. Em algum momento, um dos grupos que desenvolviam as suas economias locais com base nos escravos, é o grupo do Norte de Moçambique, actual Niassa. Este grupo exportou nos meados da década de 1880 a 1890, cerca de 5000 escravos, caravanas bem escoltadas e chegavam a maior parte aparentemente andando. Saíam escravos de Moçambique. Outros, não só por via marítima, mas para o Quénia. Também havia capturas do Malawi que vinham para Moçambique para poder sair e dos pontos onde iam, eles espalhavam-se. Ficaram conhecidos como os “Moçambiques”, que não eram necessariamente naturais de Moçambique. À medida que ia se desertificando, houve uma decapitação total de população. É por isso que iam cada vez mais para as costas do interior e não para a costa marítima para ir buscar pessoas”, refere a historiadora. Por outro lado, Benigna Zimba explica que havia um tratamento diferenciado para homens e mulheres. “A diferença está mais ligada à função da força de trabalho. Aqueles que compravam escravos, normalmente diziam ‘nós estamos a comprar escravos para levar para as plantações de cana de açúcar ou de cacau', então precisavam de força de trabalho. E também precisavam de reproduzir a população escrava, através de escravas. De tal maneira que nos preços de compra, muitas vezes as mulheres eram mais caras, compradas por dois tecidos, duas cangas, dois panos. E se elas tivessem bebé ou criança, dependendo da idade e da maturidade, sabiam que aqui nós já temos um escravo bebé masculino. Era mais barato. Bebé feminino porque é uma outra fonte de reprodução, era mais caro”, refere a universitaria. “Muitas delas preferiam não resistir à captura para não serem mortas, não serem violadas, não as separarem dos filhos. Havia escravas que eram compradas para ir reproduzir com os escravocratas. Faziam um filho, depois levavam o filho. E a escrava nunca mais via aquela criança. Quando falamos da demografia da escravatura, se formos a ver, o papel da mulher é extremamente importante, porque sem ela não há reprodução de escravos e também não há reprodução do sistema no nível da cúpula e ao nível das bases”, explicita ainda Benigna Zimba. Questionada sobre o trabalho forçado, pratica que veio a seguir à abolição oficial da escravatura, a estudiosa refere que “a escravatura termina naturalmente, na medida em que ela já não responde às demandas dos sistemas coloniais imperialistas. Para o caso de Moçambique, nós temos os famosos sistemas dos prazos, que são uma outra forma de continuação da escravatura. Quem eram os senhores Prazeiros? Eram os senhores e as senhoras Donas Prazeiros, muitas deles, principalmente na região da Zambézia, que sustentaram os sistemas neo escravocratas a partir da continuidade. O escravo é liberto. Aqui em Moçambique não houve muitas cartas de alforria, isto é mais para a África do Sul, Tanzânia, Quénia, para as antigas colónias britânicas. As portuguesas nem tanto. Havia portugueses que nem sabiam o que é que se passava no mundo em termos de não poderem trabalhar com uma base de mão-de-obra escrava. Então a escravatura continua”, detalha ainda Benigna Zimba. We're in the midst of 1856. This is the year lung sickness took hold of the country, and it's effect was to push some people of the land over the edge. Nongqawuse living in Gxarha had prophesized about salvation which was at hand. The former Anglican now born-again Xhosa Mhlakaza had thrown himself into the messianic messaging business. You heard last episode about the causes of the Xhosa Cattle Killing, now we're going to deal with how it spread. The amaXhosa were not alone. Around the world, frontier battles had lit up the globe, the pressure of these new arrivals on indigenous people had burst into flames. In Seattle, U.S. Marines had been dispatched by ship in January 1856 to suppress a Native American uprising. The First People's were resisting pressure to cede land - they were being herded into reservations and opposed the plan. Just to set the tone, a few days before the attack on Seattle, Washington Governor Isaac Stevens had declared a "war of extermination" upon the Native American Indians. Seattle was a small, four-year-old settlement in the Washington Territory that had recently named itself after Chief Seattle - a leader of the Suquamish and Duwamish peoples of central Puget Sound. In Utah, the Tintic war had broken out in the same month between the Mormons and Ute people - it ended when the Federal Government took the Ute's land but intermittent clashes and tension continued. This went on all the way to the Second World War in the twentieth century, with the Ute's demanding compensation. In India, the Nawab of Oudh, Wajid Ali Shah, was exiled to Metiabruz and his state was annexed by the British East India Company. Following our story about Surveyors in South Africa, it is interesting to note that in March 1856 The Great Trigonometrical Survey of India officially gave 'Peak XV' the height of 29 thousand and 2 feet. We know Peak XV now as Mount Everest and its actually 29 000 and 31 feet. Also in March 1856, the Great Powers signed the Treaty of Paris, ending the Crimean War. Soon thousands of British German Legion veterans of the Crimean war would arrive in South Africa. In May 1856, Queen Victoria handed Norfolk Island to the people of Pitcairn Island — famous for being descendents of the Mutiny on the Bounty. The Pitcairners land on Norfolk Island promptly extend their Pitcairn social revolution idea - to continue with women's suffrage. David Livingstone arrived in Quelimane on the Indian Ocean having taken two years to travel from Luanda in Angola on the Atlantic Ocean across Africa. And in South Africa, since April, amaXhosa had been killing their cattle upon hearing of the Prophet Nongqwase of Gxarha, whose pronouncements were now being managed by Mhlakaza her uncle. King Sarhili had visited the mysterious River and pronounced his support for her visions which spoke of salvation through cleansing of goods and cattle. Killing cattle and throwing away goods, she warned of witchcraft destroying the Xhosa, she had been spoken to by two men in a bush. Nongqawuse and her little ally, Nombanda, were visited by Xhosa from far and wide to hear her story directly. The most privileged visitors were taken to the River and the Ocean, but most of these men and women heard nothing - no voices although Nongqawuse continued to relay the two stranger's messages to those present. A minority began to claim they heard the voices. Rumours of the happenings spread like wild fire and the official sanction of King Sarhili Ka-Hintsa of the amaGcaleka removed the last doubts from many who desperately wanted this prophecy to have power. And yet most of the amaXhosa chiefs intitially opposed the prophecies, but were ground down mentally, dragged into the worse form of cattle killing by the commoners. The believers began the comprehensive work of destruction. This back and forth went on until what is known as the First Disappointment.

Quelimane, Mozambique might not be the first city that comes to an American's mind when she thinks of an active transportation paradise. With 40 percent of trips taken on foot and 35 percent in the saddle, though, the east African city has already been ranked as the most walkable city on Earth — and now, it's setting its sights on becoming an international model for how to support people who walk and roll through visionary leadership and policy. This week on The Brake, we continue our dispatches from Bloomberg Citylab with an inteview with Quelimane's mayor Manuel de Araújo. In his 13 years in office, de Araújo's made it his mission to elevate the social status of his city's cyclists and use the bike as a tool for social change, even building the country's first cycle lanes the help of a $400,000 grant from the Bloomberg Initiative for Cycling Infrastructure. In the process, though, he's come up against many of the same cultural and political challenges that American advocates face, even in a wildly different landscape where car dependency hasn't yet taken hold — and his leadership could be a powerful example for the U.S. as we head into uncertain times.

Increasing Sustainable Modes of TransportationIn 2022, global emissions from transportation reached nearly 8 gigatons of carbon. To achieve the Net Zero Scenario, transportation emissions need to drop by nearly 25% by 2030. Within the Global South, auto-centric planning, transport authorities' structures, and alternatives to cars and buses are some of the challenges in sustainable transportation. Transforming transportation is Mayor Manuel de Araújo's vision for his city, Quelimane, Mozambique. To reduce transportation-related emissions, he advocates for a network of bike lanes throughout the city. Threatened by climate change disasters such as flooding, Quelamine is developing a climate resilient and sustainable public transportation system.  Cycling in the City Cities with growing populations such as Quelimane are using alternative forms of public transportation to get more cars off the road. To increase the usage of bikes, the city plans to connect market and residential areas with bike lanes, totaling a distance of 2.3 kilometers. Planting trees along roads to provide shade, installing brick barriers to protect bikes from fast moving traffic, and making overall enhancements to roads aims to ease the transition to cycling. Biker-friendly programs have encouraged the cycling culture in other cities as well. In Addis Ababa, cycling advocates began the campaign Streets for the People: on the last Sunday of every month, certain roads are open only to bikes. These roads see hundreds of bicyclists, families, and other participants, creating a sense of community.  Advantages to Cycling Biking can help reduce cities' carbon footprints, improve air quality, and increase accessibility to essential facilities such as school and healthcare in crowded cities. Compared to cars, bikes produce significantly less carbon emissions. As much as 67% of transportation-related carbon emissions can be saved if a person chooses a bike over a car for one day. Moreover, existing buses and cars are rapidly deteriorating due to age, emitting excessive pollution; by moving away from older technology, cities with bikers can improve their air quality. Installing bike infrastructure combats accessibility issues in urban sprawl. In Quelimane, bike lanes help citizens navigate uneven terrain of the cities' narrow roads, roads which cars usually can't access. The city wants to expand the network of bike lanes to crucial areas such as the airport, the city center, and the sea port. Thanks to the influx of cyclists, bike shops have popped up along frequented routes. Cyclists are provided cost effective and timely repairs if needed.  Difficulties with Biking Solutions However, many cities' existing infrastructures are car-centric, deterring wide-spread bicycle usage. In Quelimane, a lack of biking infrastructure poses a threat to bikers' safety. Without physical barriers between cars and bikes, road injuries are common. Additionally, intense sun and a lack of shade makes biking an uncomfortable experience. Once bikes complete their journey, there aren't safe storage options to prevent bicycle theft.  A Campaign for SustainabilityThanks to Mayor de Araújo's ten-year campaign, Quelimane has become a city known for its biking culture. By using bikes himself, he has destigmatized negative associations with cycling. Now called ‘sons of the Mayor', locals using bikes have been united by cycling. Quelimane is a member of the Transport Decarbonisation Alliance, a global collaboration that works towards a zero carbon transportation system by 2050. Milhares de moçambicanos voltaram a sair às ruas da capital para protestaram contra os resultados das sextas eleições autárquicas realizadas no dia 11 de Outubro. Os resultados das eleições autárquicas, apresentados pela Comissão Nacional de Eleições de Moçambique, indicam uma vitória da Frelimo, partido no poder, em 64 das 65 autarquias do país, enquanto o MDM ganhou na Beira. O presidente do MDM, Lutero Simango, foi esta semana à Procuradoria-Geral da República para “pressionar” o Ministério Público a investigar “ilícitos eleitorais” denunciados pelo partido e relacionados com as autárquicas.Ainda esta semana, o Conselho Constitucional deu provimento a um recurso da Renamo em Quelimane.
