Anti-LGBTQI+ (Lesbian, Gay, Bisexual, Transgender, Queer and Intersex) discrimination is on the rise, both in the United States, where hate crime statistics are climbing, and globally, with the increase in right-wing populist governments weaponizing public sentiment against marginalized people. But there are also rights advocates around the world pushing back, despite threats of physical harm, prosecution, and even death. The Carr Center for Human Rights Policy's Timothy McCarthy and Diego Garcia Blum, who are leading a new program to support those advocates, joined host Ralph Ranalli to on the most recent episode of PolicyCast to talk about the project and about policy responses to a growing threat. The Global LGBTQI+ Human Rights Program recently held a summit featuring 20 leading rights advocates from countries including Kenya, Russia, Brazil, Bangladesh, Morocco, and Pakistan to explore research-based methods to build social movements and to dismantle myths and stigmas harming their communities. McCarthy, a lecturer at the Harvard Graduate School of Education, is the program's faculty chair, Garcia Blum is program director and a member of the Carr Center staff. Together they also co-teach the course “Queer Nation: LGBTQI+ Protest, Politics, and Policy in the United States” at HKS.Policy Recommendations:Diego Garcia Blum's Policy recommendations:Applying international pressure on countries enacting anti-LGBTQI+ laws is crucial, but it must be applied consistently across all nations to effectively curb such policies.Appoint LGBTQI+ individuals to public leadership roles and encourage them to run for public office to increase visibility, listen to their input, and show strong commitment to equality.Tim McCarthy's Policy recommendations:Work with post-colonial nations to remove language from colonial-era statutes that continue to be used to discriminate against LGBTQI+ people.Revoke the tax-exempt status of U.S.-based religious and nonprofit organizations that fund and promote efforts to pass anti-LGBTQI+ statutes in other countries.Require U.S. embassies to work in collaboration with the State Department, and specifically the Office of the Special Envoy to Advance the Human Rights of LGBTQI+ Persons, to grant access to LGBTQI+ people traveling to the United States and asylum to those fleeing persecution.Pass the Equality Act in the U.S. Congress to reaffirm America's commitment to LGBTQI+ freedom and equality at home and strengthen its moral standing as a global advocate for human rights.Contributors:Timothy Patrick McCarthy was the first openly gay faculty member at the Kennedy School and is faculty chair of the Global LGBTQI+ Human Rights Program at the Carr Center for Human Rights Policy. Currently a lecturer at the Harvard Graduate School of Education, he is also a faculty affiliate of the Center for Public Leadership at HKS, where he received the 2019 Manuel C. Carballo Award, the Kennedy School's highest teaching honor, as well as the 2015 HKS Dean's Award for Exceptional Leadership on Diversity and Inclusion. A co-recipient of the 2015 National Humanities Medal from President Barack Obama, McCarthy has published five books, most recently Reckoning with History: Unfinished Stories of American Freedom. A historian of politics and social movements, McCarthy gave expert testimony to the Pentagon Comprehensive Working Group on the repeal of “Don't Ask, Don't Tell,” and currently serves as Board Chair for Free the Slaves, a leading global NGO in the fight against modern slavery. As founding director of Harvard's Alternative Spring Break Church Rebuilding Program, he spent fifteen years organizing hundreds of students to help rebuild Black churches destroyed in racist arson attacks throughout the United States. McCarthy holds an AB in History and Literature from Harvard College and earned his M.A., M.Phil., and Ph.D. in History from Columbia University.Diego Garcia Blum MPP 2021 is the Program Director for the Global LGBTQI+ Human Rights Program at the Carr Center for Human Rights Policy at the Harvard Kennedy School. His work is dedicated to advocating for the safety and acceptance of LGBTQI+ individuals globally, particularly in regions where they face significant risks. At Harvard, Garcia Blum's efforts have centered on driving social change through policy, impactful research, political engagement, storytelling, community organizing, coalition-building, and developing training programs for advocates. Prior to his current role, he worked under former Massachusetts Governor Deval Patrick researching LGBTQI+ issues and creating educational programs as a Social Change Fellow at the Center for Public Leadership. It's been an amazing personal journey for the mission-driven Amanda Held. Overcoming significant odds, Amanda figured out how to merge her love/respect for horses with her military experience to found H.O.O.V.E.S., a nonprofit that provides equine-assisted therapy and intensive programming for veterans and others navigating trauma. For the past 13 years, she has leveraged her extensive knowledge of horse and human behavior to provide high-impact retreats and workshops aimed at helping veterans manage PTSD and find a path forward. She is also co-producer of the award-winning documentary H.O.O.V.E.S. – Healing our Veterans. Prior to running H.O.O.V.E.S., Amanda served in the Air Force in various roles associated with human resources. On this week's podcast, we continue our coverage of the European Industrial Hemp Association (EIHA) annual conference, this year held in Prague, Czech Republic, June 5 to 7. As Lancaster Farming's friendly neighborhood hemp reporter, I was invited to be part of an American delegation to the conference, funded in part by a grant from the USDA Market Access Program to build overseas markets for hemp as a commodity crop. Last week, I shared a slew of interviews with Europeans in attendance at the conference. This week, I am sharing my interviews with American business leaders, entrepreneurs, policy wonks and processors — plus a handful of Canadians and one Australian who attended the event in Prague earlier this month. Zhaohui Wu is a professor of supply chain management at Oregon State University in Corvallis, where he is an affiliate faculty member of OSU's Global Hemp Innovation Center. He said he was eager to learn from the Europeans, because he said they are further along in developing the industrial applications and supply chains. “For me, this is the first time to come to the EIHA conference and to learn from European folks on how things are done, the best practices, and also to find opportunity to collaborate,” Wu said. Tommy Copeland was part of the American delegation, representing Kentucky-based HempWood, a flooring manufacturer that uses hemp instead of hardwood. Copeland said many attendees were not familiar with HempWood, and he enjoyed watching people's reaction to it. “You get to see the wow factor that they have,” he said. “Their mind is blown that you can do this from hemp.” Copeland described to attendees the HempWood process from whole stalk, pressed with soy-based adhesives with no VOC off-gassing. “It's a clean building material, it's eco-friendly to use, and I think that fits with the European mindset of building in a lot of ways,” he said. Tim McCarthy is a business owner from North Carolina where he runs United Natural Hemp Extracts, USA. “I am currently the chair of the policy committee for the NIHC, so I'm here on their behalf and the USDA trying to promote hemp from the United States to around the world,” he said. Roger Gussiaas is oilseed producer at Healthy Oil Seeds in Carrington, North Dakota, where he produces and processes hemp and flax grain for oil and protein. “We process 24 hours a day, seven days a week,” he said. “We're expanding our business. In the next couple months, we (will) be doubling our production.” Currently exporting to over 25 countries, Gussiaas is always looking for opportunity. “This trip here,” he said, “it's just there's a lot of opportunity. Tim has experienced many different aspects of engineering throughout his career. In 1985, he joined the United States Navy where he served onboard the USS Texas CGN 39 as Nuclear Propulsion Plant Engineering Watch Supervisor (NEC 3394). After two tours in the Persian Gulf, Tim was honorably discharged and began attending college while working as a plant engineer at Louis Rich Turkey Products in Tulare, California. In 1996, he began pursuing a Bachelor of Science in Geological Engineering at the Colorado School of Mines, which he in turn completed in 2000. While earning a Master of Divinity degree, Tim worked as a plant engineer at UPS' Worldport in Louisville, Kentucky.Upon returning to Denver in 2006, Tim worked as a design engineer at Stantec Consulting. Tim's desire to learn more about construction led him to join the Construction Management Group at Nolte Associates in 2008. It was at Nolte Associates that Tim was introduced to Colorado Special Districts and began serving Metropolitan Districts as an Independent Cost Verification Engineer.In 2010, at the lowest point of the recession, Tim founded Tamarack Consulting. Over the next seven years, Tamarack Consulting would grow to eighteen employees with an average annual gross revenue of $2.6M. In 2017, Tim sold Tamarack Consulting to Manhard Consulting, a Chicago based civil engineering firm. At 100 years old, the Portland Youth Philharmonic is the country’s oldest youth orchestra, with a rich and storied history. In the early 1920s a young classically trained violinist and teacher, Mary V. Dodge, conceived of what would become the Portland Junior Symphony. It formed in earnest after she convinced a renowned Russian conductor to take on the orchestra composed of students that she was teaching in her attic. The Oregon Historical Society is opening an exhibit on the PYP next month, which will chronicle its birth and achievements over the last century. Joining us are Musical Director David Hattner, PYP principal flutist Macy Gong and former PYP musician Tim McCarthy, who now plays with the National Symphony Orchestra.

As an education consultant, she has worked with thousands of students and families in addition to some of the major global management consulting firms.
