Der Kern-Mechanismus:  Das Gesetz beschränkt den "Gemeingebrauch" von Straßen (analog zu Sondernutzungserlaubnissen).  Beispiel: Wer heute als Gastronom auf dem Gehweg einen Café-Tisch aufstellt, braucht eine Genehmigung – künftig gilt Ähnliches für privaten Kfz-Verkehr.  Vorteil: Direkte Wirksamkeit ohne Umweg über die Verwaltung.  2. Die großen Gewinner:     - Alle Berliner:innen:       Weniger Stau, Lärm und Abgase.  Mehr Sicherheit für Fußgänger:innen und Radfahrende.     - ÖPNV-Nutzer:innen:  Busse kommen pünktlicher an (keine Staus mehr!).  Mehr Platz für neue Linien und Trams.     - Gewerbe & Dienstleister:  Handwerker/Lieferdienste: Effizientere Routinen durch freie Rettungsgassen und Lieferzonen.  Gastronomie: Mehr Fläche für Außengastronomie (statt Parkplätze).Einzelhandel: Belebtere Fußgängerzonen = höhere Kaufbereitschaft.     - Stadtklima & Gesundheit:       - Gerichtlich bestätigt: "Kein milderes Mittel" erreicht vergleichbare CO₂-Reduktion (Zitat Urteil: „Ein milderes staatliches Mittel, mit dem eine Reduzierung des Kraftfahrzeugaufkommens in vergleichbarem Umfang – aber weniger belastend – erreicht werden könnte, ist nicht ersichtlich.“).  3. Besondere Stärken des Entwurfs:  Rechtssicher: Vom Verfassungsgericht geprüft und für "wasserfest" erklärt.  Pragmatisch: 4 Jahre Übergangsfrist für den ÖPNV-Ausbau.  Sozial gerecht: Ausnahmen für Menschen mit Mobilitätseinschränkungen, Handwerker oder systemrelevante Berufe.  4. Warum es keine Bevormundung ist:  Das Gericht stellte klar: **Es gibt kein Grundrecht auf uneingeschränkte Autonutzung öffentlicher Straßen**.  Vergleich: "Der Nutzer hat sich mit dem zufriedenzugeben, was geboten wird" (Bundesverwaltungsgericht).  Fazit: Das Gesetz ist kein Angriff auf Autofahrende, sondern eine Einladung, Berlins Straßen neu zu denken – für mehr Sicherheit, Klimaschutz und Lebensqualität. I often lean my head against a window so that the vibrations can sing loudly through my body, and I imagine a choir rising up through the droning hum.
