Milov is a vocal critic of Vladimir Putin and the hypernationalist group of leaders who dominate the government. H.R. McMaster is the Fouad and Michelle Ajami Senior Fellow at the Hoover Institution, Stanford University. He is also the Bernard and Susan Liautaud Fellow at the Freeman Spogli Institute and lecturer at Stanford University's Graduate School of Business. He was the 25th assistant to the president for National Security Affairs. Upon graduation from the United States Military Academy in 1984, McMaster served as a commissioned officer in the United States Army for thirty-four years before retiring as a Lieutenant General in June 2018.

L'oligarque russe Alexeï Kouzmitchev a été mis en examen en France pour blanchiment de fraude fiscale. Il a été interpelé lundi 30 octobre dans le Var, ses propriétés à Paris et Saint-Tropez ont été perquisitionnées. La justice française cherche aussi à savoir s'il ne s'est pas soustrait aux sanctions européennes qui le visent. Le magnat a été placé sous contrôle judiciaire. Il a dû verser une caution de 8 millions d'euros et a pour interdiction de quitter le territoire français. L'Union européenne le considère comme « l'une des personnes les plus influentes de Russie », qui entretiendrait des liens étroits avec le président russe Vladimir Poutine. Pour autant, contrairement à d'autres magnats russes, il reste une personnalité peu connue du public. Un homme très discret, qui donne peu d'interviews : le milliardaire au crâne chauve, âgé de 61 ans, protège sa vie personnelle. Tout juste sait-on que ce père de trois enfants est un amateur d'art contemporain. Co-fondateur en 1989 d'Alpha Group, l'un des plus grands conglomérats financiers et d'investissement privés de Russie, puis, en 2013, du fonds d'investissement Lettre One, dont le siège est au Luxembourg, Alexeï Kouzmitchev est beaucoup moins dans la lumière que ses partenaires commerciaux Mikhail Fridman, German Khan et Piotr Aven.« C'est un personnage plutôt secret », note l'économiste Serguei Aleksashenko, ancien vice-ministre de l'Économie et gouverneur adjoint de la Banque centrale de la Fédération de Russie dans les années 1990, aujourd'hui exilé aux États-Unis, qui connaît les trois autres coactionnaires du groupe Alpha. « Autant que je me souvienne, il n'a jamais été chargé de la gestion opérationnelle des entreprises, au sein du groupe. Ce n'était pas un personnage public », complète l'ancien haut fonctionnaire russe.« Il ne s'est jamais occupé des relations avec l'État. Il a pu assister à certaines réunions, mais ça n'était pas sa tâche essentielle. Lui se concentrait plutôt sur les relations commerciales à l'international », raconte l'opposant en exil Vladimir Milov, qui a été vice-ministre de l'Énergie au tout début des années 2000 et dit l'avoir brièvement croisé il y a une vingtaine d'années. Quant à ses supposés liens « bien établis » avec le président russe - tel que cela figure dans le Journal officiel de l'UE — ils ne sont, en tout cas, pas publics. « Il vit en France depuis de nombreuses années, il a un passeport chypriote, il n'a rien à voir avec Alfa depuis vingt ans et n'a jamais rencontré Poutine », déclare un homme d'affaires qui le connaît, sous couvert d'anonymat, au journal russe en ligne Meduza.Personnage secret C'est lors de ses études à l'Institut de l'Acier et des Alliages de Moscou, dans les années 1980, qu'Alexeï Kouzmitchev fait la connaissance de Mikhail Fridman et German Khan, avec lesquels il fondera Alpha Group. Ces derniers, visés par les sanctions européennes et britanniques, ont fini par rentrer de Londres à Moscou. Alexeï Kouzmitchev a, lui, fait le choix de rester en France, ayant des attaches dans l'Hexagone. En avril 2020, en pleine épidémie de Covid, il finance le transport de 25 tonnes de matériel médical venu de Chine vers la ville de Nice, selon un communiqué de Flytrans. Le magnat russe possède un hôtel particulier à Paris, une villa à Saint-Tropez, et deux yachts amarrés sur la Côte d'Azur, gelés et saisis, mais pour lesquels il a engagé des actions en justice et partiellement obtenu gain de cause.  « Sur les 110 milliardaires estimés en Russie, seuls quelques-uns ont dénoncé la guerre et sont partis à l'étranger, la majorité soutient la guerre ou du moins ne dit rien et continue de gérer ses actifs », affirme Peter Rutland, spécialiste de la Russie à l'université Wesleyenne (Connecticut). Alexeï Kouzmitchev fait partie d'une minorité, « celle qui tente de rester en Occident et essaye d'échapper aux sanctions, tout en faisant des déclarations sur la tragédie de cette guerre », soutient cet auteur d'un ouvrage sur les élites économiques russes (« Business And State In Contemporary Russia »). L'oligarque, qui se trouvait en France au moment où l'Union européenne l'a placé sur la liste des personnes sanctionnées, le 15 mars 2022, est resté très prudent dans ses commentaires sur l'invasion russe en Ukraine, affirmant, dans un entretien à Forbes, que sa mère était originaire d'Ukraine, qu'il y avait des amis et que la guerre « ne pouvait jamais être la solution ». Mais dénoncer la guerre du bout des lèvres ne fait pas de lui un opposant. « Les mots choisis devraient être différents, il s'agit de dénoncer une agression criminelle, inacceptable, qu'il faut arrêter », affirme Vladimir Milov.  Le média en ligne russe d'investigation Proekt, classé « organisation indésirable » par Moscou, a publié les noms de 81 hommes d'affaires russes qui participent d'une manière ou d'une autre au financement du conflit en Ukraine. Alexeï Kouzmitchev y figure au même titre que les autres actionnaires d'Alpha Bank. « Nous l'avons placé sur cette liste parce que la banque, qui lui appartient en partie, a toujours prêté de l'argent à l'industrie de la défense, y compris après 2014 et l'annexion de la Crimée. En 2018, Alfa Bank a annoncé qu'elle cesserait de délivrer des crédits aux entreprises tombées sous le coup des sanctions, mais elle a continué à prêter aux entreprises militaires qui y échappaient, comme, par exemple, l'usine de cartouches de Toula, qui produit des munitions pour l'armée », détaille l'un des auteurs de l'enquête Vitaly Soldatskikh.Suite à la publication de sa liste d'oligarques sponsors de la guerre, la rédaction de Proekt a reçu un courrier d'Alfa Bank indiquant que les actionnaires cités dans l'article, y compris Alexei Kouzmitchev, étaient sortis du capital d'Alfa Bank, un mois après le début de l'invasion à grande échelle de l'Ukraine par la Russie. « Nous n'avons pas eu confirmation indépendante de cette information », note Vitaly Soldatskikh.  Sanctions occidentales Inscrit sur la liste des personnes ciblées par les sanctions européennes, dans les premières semaines après le déclenchement de l'invasion russe de l'Ukraine, Alexeï Kouzmitchev a lancé une procédure pour faire annuler les sanctions européennes qui le visent. En septembre, trois hommes d'affaires russes, dont Alexandre Choulguine, le patron d'Ozon, « l'Amazon russe », ont obtenu de l'UE la levée de ces sanctions.  Après son interpellation en France, le Kremlin a fait savoir qu'il était prêt à aider son ressortissant à « protéger ses droits ». Vladimir Milov n'exclut pas que le pouvoir russe cherche à le faire rapatrier, rappelant que les autorités sont « très critiques vis-à-vis de ceux qui sont partis » et « souhaitent arrêter la fuite des capitaux ». Cette affaire peut aussi servir à « effrayer les hommes d'affaires » établis à l'étranger, selon l'opposant. L'économiste Sergueï Aleksashenko estime, pour sa part, que le magnat russe arrêté en France pourrait être inclus, à l'avenir, dans un « fonds d'échange d'otage ».Pour autant, il y a peu de chances que le Kremlin fasse beaucoup de publicité à cette affaire. « Les oligarques ne sont pas populaires, les Russes ordinaires ont beaucoup de ressentiment envers eux », note Peter Rutland, estimant que « Vladimir Poutine ne va pas se lancer dans une sorte de campagne publique pour sauver Kouzmitchev parce que cela irait à l'encontre de l'image d'un président sévissant contre les hommes d'affaires corrompus ».

The Russian journalist and Cambridge-educated historian Vladimir Kara-Murza has been a long-time opponent of President Putin's regime. A dual national who also holds a British passport, he was instrumental in getting the Magnitsky Act passed in now over 30 countries, in a campaign led by financier Bill Browder. The legislation enables governments to sanction Russians engaged in corruption or human rights abuses. He has been a thorn in the side of Putin ever since. More recently he has also spoken out against Russia's war in Ukraine. He was poisoned in Russia, and almost died, twice, in 2015 and 2017, suffering long-term health consequences. Yet he returned to Moscow from the US last year, because he didn't think he had any right to call people onto the streets into action in Russia if he was sitting safely in America. He was arrested soon after his return, and this week was sentenced to 25 years in a Russian penal colony. But as he wrote from prison: 'the night is darkest before the dawn, but what do you know, the dawn may be just around the corner.' His friends however fear for his life. Huit ans et demi de prison pour avoir critiqué la guerre en Ukraine : le jeune opposant russe Ilia Iachine a été condamné, la semaine dernière par un tribunal de Moscou pour avoir diffusé de « fausses informations ». Son procès en appel, dont l'issue ne fait guère de doute, ne devait pas se tenir avant les mois de janvier ou février, selon ses avocats. Portrait de l'un des derniers grands opposants au Kremlin. À l'énoncé du verdict, il ne s'est pas départi de son sourire et a conservé son sens de l'humour. « Les gars, ne soyez pas contrariés, tout va bien. Si quelqu'un pense que Poutine va encore gouverner pendant huit ans, il est très optimiste », a lancé Ilya Iachine, en col roulé beige, menotté, dans sa cage de verre du tribunal moscovite, qui venait de la condamner à une lourde peine de prison. L'opposant était jugé pour avoir dénoncé, sur sa chaine YouTube, « le meurtre de civils » dans la ville ukrainienne de Boutcha, près de Kiev, où l'armée russe a été accusée d'exactions, ce que Moscou refuse de reconnaitre. Ilya Iachine était poursuivi sur la base d'articles du Code pénal introduits peu après le début de l'offensive russe en Ukraine, qui punissent ceux qui « discréditent » l'armée russe ou « publient de fausses informations » sur ses agissements. Même privé de liberté depuis fin juin, il a continué de critiquer les autorités de façon acerbe et de dénoncer la guerre. Il a, à maintes reprises, expliquées son refus de fuir la Russie : « j'aime mon pays et je suis prêt à sacrifier ma liberté pour vivre ici [...]. Je suis un patriote », avait-il lancé lors de son procès. « Il a toujours considéré qu'en émigrant, il ne pourrait pas continuer à militer de manière efficace dans l'opposition. Il estimait qu'il fallait continuer à travailler uniquement en Russie, quel qu'en soit le prix payé », raconte Vladimir Milov, opposant en exil, ancien vice-ministre de l'Énergie. Ami avec Ilya Iachine depuis plus de quinze ans, il affirme avoir plus d'une fois débattu du sujet avec lui, « mais c'était son point de vue et il est digne de respect », conclut-il, une pointe de regret dans la voix. Le politologue indépendant, Dmitri Orechkine, qui s'est exilé à Riga, est tout aussi circonspect face à cette décision de rester en Russie envers et contre tous. « Ilya Iachine a échangé sa liberté contre environ un à deux mois d'intérêt public envers sa personne, ensuite, cet intérêt s'éteindra », soutient l'expert, citant le cas d'Alexei Navalny, condamné, lui aussi, à une lourde peine de prison. « De l'étranger, il aurait apporté plus de problèmes à la verticale du pouvoir de Poutine qu'emprisonné en Russie et je pense que ça aurait été aussi le cas pour Ilya Iachine », estime Dmitri Orechkine. À 39 ans, l'opposant a déjà derrière lui une longue carrière politique. Actif depuis le tout début des années 2000 au sein du mouvement de jeunesse du parti d'opposition Iabloko de Grigori Iavlinsky, avant d'en être exclu en 2008, il a été le compagnon de route de Boris Nemtsov, assassiné en 2015. « Il a coopéré avec Grigori Iavlinsky, avec Alexei Navalny, avec Boris Nemtsov, mais il avait ses propres ambitions politiques et depuis au moins cinq ans, il avait pris son envol », explique Dmitri Orechkine. « Il a lancé son programme politique, il a remporté une élection et il avait depuis son propre électorat. J'ai le sentiment qu'il était un acteur politique indépendant ». Élu municipal En 2017, il parvient à se faire élire au conseil d'un quartier de Moscou. Deux ans plus tard, il vise un échelon plus haut, mais sa candidature au parlement local de Moscou est invalidée comme celle de 26 autres opposants, dont Vladimir Milov. Ce dernier se souvient de la campagne de parrainages préalable à l'enregistrement des candidats, organisée dans un lieu qui regroupait plusieurs de ces candidats au centre de Moscou : « les gens qui venaient apporter leurs parrainages étaient environ dix fois plus nombreux pour Ilya Iachine que pour les autres candidats. Il y avait une file d'attente impressionnante devant son bureau. Il était déjà devenu un homme politique très connu ». Pour l'opposant en exil, il ne fait aucun doute qu'Ilya Iachine aurait fait un concurrent sérieux pour le maire de la capitale Serguei Sobianine, s'il n'avait pas été écarté de l'élection municipale de 2018. « C'est une personnalité très brillante, un homme de principe, honnête, un politicien né, qui sait parler aux gens. Il a un instinct politique très fort. Et je suis persuadé qu'il aura un grand avenir, qu'il finira par sortir de prison, et qu'il jouera un grand rôle dans l'histoire de la Russie. C'est quelqu'un qui n'a pas peur de toujours dire la vérité », raconte son collègue. Ilya Iachine est aussi l'une des victimes préférées des médias pro-Kremlin, qui n'hésitent pas à s'attaquer à sa famille. Il se fait aussi piéger au lit avec deux femmes, mais la vidéo ne fait surface que dix ans plus tard, envoyée à la fiancée de l'opposant. « Discréditer un jeune homme de 24 ans parce qu'il est avec deux filles, même dans un pays aussi conservateur que le nôtre, c'est assez difficile, vous en conviendrez », avait dit Ilya Iachine dans une vidéo sur sa chaine YouTube consacrée à ce sujet, qu'il avait intitulée : « Les jeunes femmes du FSB : l'arme secrète de Poutine ». À cette même époque, l'opposant était tombé dans un guet-apens : lors d'un contrôle routier, il avait proposé de l'argent pour éviter une amende. La scène avait été filmée. D'autres personnalités avaient été piégées de la sorte, comme Dmitri Orechkine. « Il m'a appelé après cette affaire, il était très choqué », se souvient le politologue. « Il attendait du réconfort de ma part, il était encore très jeune. Il trouvait que c'était répugnant de recourir à de telles méthodes ». Plus d'une décennie après ces affaires, le jeune politicien a bien mûri : « désormais, il a la peau aussi dure que celle d'un rhinocéros. Son avocate a dit qu'elle n'avait jamais rencontré de prévenu aussi calme qui savait parfaitement comment tout cela allait se terminer. Il avait réfléchi à tout et il avait conscience de ce qui l'attendait », raconte Dmitri Orechkine. Soigner ses caries avant la prison L'opposant qui critiquait ouvertement la guerre menée par la Russie en Ukraine, savait qu'il risquait gros. Mais, en homme sérieux et prévoyant, il se préparait à la prison, moralement et physiquement, comme il l'a raconté, en juin, sur la chaine du journaliste et blogueur populaire Iouri Doud quelques jours avant son arrestation : « dès que les premiers missiles ont été envoyés sur l'Ukraine, je suis allé chez le dentiste et j'ai fait réparer toute ma mâchoire, je me suis fait soigner des caries, on m'a mis des plombages, parce que je savais qu'en prison, personne ne me soignerait les dents », raconte Ilya Iachine.  Dans un message publié cette semaine sur Facebook, l'opposant s'adresse à ses soutiens : « ils voulaient m'écraser moralement avec un jugement féroce. Ils ont fait un calcul : je ne me suis jamais senti aussi fort qu'aujourd'hui. The health of Alexei Navalny is becoming a question of diplomatic urgency.The Russian opposition leader is on a hunger strike in prison — and his health deteriorating."We have communicated to the Russian government, that what happens to Mr. Navalny in their custody is their responsibility and they will be held accountable by the international community," said US national security adviser Jake Sullivan, speaking yesterday on CNN.Related: Pro-Navalny protesters clash with Russian policeThe Russian state penitentiary service said that Navalny was moved on Monday to a hospital at another prison in Vladamir, a city about 110 miles east of Moscow, and that he agreed to receive vitamin therapy. But close advisers have cast doubt on this claim, and are seeking to confirm Navalny's whereabouts and health status. Dr. Yaroslav Ashikhmin said Saturday that test results provided by the family show Navalny has sharply elevated levels of potassium, which can bring on cardiac arrest, as well as heightened creatinine levels that indicate impaired kidney function.“Our patient could die at any moment,” Ashikhmin said in a Facebook post.Navalny began a hunger strike to protest the refusal to let his doctors visit, when he began experiencing severe back pain and a loss of feeling in his legs. In January, Navalny, one of Vladimir Putin's most outspoken critics, was arrested upon his return to Moscow from Germany, where he was receiving medical care after nerve-agent poisoning. The arrest sparked mass nationwide protests. Related: Putin critic Navalny faces Moscow judgeVladimir Milov, an adviser to Alexei Navalny, joins The World from Vilnius, Lithuania, to discuss Navalny's current condition. Marco Werman: Vladimir, first of all, what can you tell us about Alexei Navalny's current condition?Vladimir Milov: There is a grave danger to his health, which is pretty unusual to expect because I've seen many hunger strikes before and usually after that, almost three weeks into a hunger strike, the condition of a person who does it must be essentially very bad. So, we [have] got to do something urgently to save him. Navalny’s personal medical team wants to treat him, but they weren't granted access. How do you know exactly what his medical condition is?  We know some bits and pieces and fragments of information. First, we know his reports about his health condition, how he feels [about] himself. There were some of the medical test results provided to his team somehow by the penal colony. So, we know generally bits and pieces of information. Bottom line, the main conclusion from that is that there is a justified grave concern for his health. And some of the medics have been commenting [on] it, going as far as saying that he could die in a minute.  Until doctors actually see him, I guess we won't know precisely what's going on. How worried are you that Navalny could soon die in prison?I'm very severely worried for two reasons. First, we now clearly see that there are symptoms that he is not fully recovered from the Novichok poisoning. Some symptoms like numbness in the hands, not in the legs, but in the hands of Navalny, show that there is no connection with the back pain. This is probably some residual effect from his poisoning. Point number two is, he's been firmly denied real, normal medical treatment since he first complained about his health condition. All of that combined, this is all increasing our concern because it means that some foul play involved, the authorities have something to hide.   We know Alexei Navalny as the man who was poisoned likely by Putin's government and who still returned to Russia to fight against Putin. Vladimir, you're an opposition politician yourself. What is it like being an opponent of Vladimir Putin's?  It's dangerous, it's very dangerous because, listen, I've seen many of my friends, colleagues being either murdered, like Boris Nemtsov, or facing murder attempts, sometimes more than one, like Vladimir Kara-Murza, who was poisoned twice. We all face continuous threats of being arrested, intimidated, physically assaulted. It's really dangerous.But on the bright side of things, I have to say that when you're in Russia, and you were a prominent opposition figure, you're being approached by many people on the streets, in transportation, in stores during the day who say, "Listen, we saw you on YouTube, we know what you're doing, we know you're part of Navalny’s team, we greatly appreciate and support what you do, we're all against Putin."So, there is a major movement, a bottom-up, grassroots movement in Russia, emerging for defending the normal future, the freedom of our country against Putin's regime. So, Navalny and his team, we really did a lot in the past four years to force this great awakening of the Russian people, which is happening right now. So, danger is one thing, but there is also the positive, the bright side, which tells you that Russia has a future, a normal democratic future. Vladimir, finally, we heard Jake Sullivan, the US national security adviser, earlier saying that there will be repercussions if anything happens to Navalny. What role do you think the international community has here?  First, we are very grateful for solidarity expressed by various members of the international democratic community. However, I think in terms of Western governments, response is a bit too slow because they say that, yeah, there will be consequences if Navalny dies, but that might happen any minute now. So, some stronger action is needed. If there is real solidarity just beyond words we still hope for, something of that is going to happen. We have been talking to American officials multiple times and there's one clear issue which I think is broadly supported by the Russian public itself — sanctions against Kremlin-linked oligarchs and financiers, enablers who actually keep and control the stolen money. That's not OK that Putin and his clique continue to rob Russia and safely store stolen money in the West. It has to be stopped. We want to see action. And I think it's going to be hugely supported by masses of [the] Russian population because oligarchs are universally hated in Russia much more than anything else.  This interview has been edited and condensed for clarity. Stephen Sackur talks to Vladimir Milov, founder and leader of the Democratic Choice movement. There are few more thankless tasks in world politics than being an opposition leader in Russia. Vladimir Putin's approval ratings continue to defy gravity, even in the teeth of a prolonged economic recession. Kremlin opponents are starved of media airtime, routinely harrassed and often locked up, or worse. Maybe democracy isn't a Russian priority?
