Bill has a seasoned background in marketing, business operations, strategic planning, and nonprofit management, with most of his career serving as a senior executive in the media and entertainment industries with Fortune 500 companies. Bill also ran a consulting practice which advised companies on strategic business opportunities and brand transformation strategies. From May 2014 until August 2015, Bill was Vice President, Advertising and Marketing at The Philadelphia Tribune. He made a strategic investment in The Tribune to help ensure the long-term sustainability of Black media in the US. In July 2012, he was named President and CEO of the National Newspaper Publishers Association, a Washington based organization, which represents over two hundred Black owned and operated newspapers across the nation. Bill joined the Eastman Kodak Company in 2000 as Chief Marketing Officer for the Entertainment Imaging Business unit and became Vice President and General Manager of the Motion Picture Film Group while also serving as a corporate vice president. Prior to Kodak, Bill spent nineteen years from 1982 until 2000 at The Washington Post Newspaper in a variety of executive positions. His most recent position there was Vice President of Marketing with most of his career spent in the Advertising and Circulation Departments. Bill has been in active leadership positions on several nonprofit Boards including the Mosaic Theater Company of DC where he is Treasurer and the former Chair of the Board, Rockville Economic Development (REDI), Worksource Montgomery and the Advisory Boards of the Universities at Shady Grove and Montgomery Moving Forward. He was previously Chairman, National Kidney Foundation, National Capital Area, member, Board of Directors, California Chamber of Commerce, the Advertising Council, the Studio Theatre, The Washington Convention and Visitors Association, The Boys and Girls Clubs of Greater Washington, the American Black Film Festival Advisory Board, and The Helen Hayes Awards Committee. He is also a member of the Executive Leadership Council, and a graduate of Leadership Washington. Bill is a member of the Economic Club of Washington, the Executive Leadership Council, and a graduate of Leadership Washington. Why Didn't California Vote To Raise the Minimum Wage?   In the recent November election, California voters surprisingly rejected Proposition 32, a measure aimed at increasing the statewide minimum wage to $18 per hour by 2025. This decision occurred despite prior legislative successes, such as the passage of a bill raising fast food workers' wages to $20 per hour. The rejection of Prop 32 reflects a broader trend in voter priorities, as economic concerns have overtaken issues like systemic racism, which dominated public discourse in the aftermath of the George Floyd protests in 2020.    Polling data from the Associated Press at the time of the election indicated that a majority of Californians cited the economy as their primary concern, with worries about inflation and rising costs playing a significant role. Opponents of Prop 32, including the California Chamber of Commerce and other business groups, warned voters that such an increase could lead to higher prices and economic instability—a message that appears to have resonated widely.   Simultaneously, growing public frustration with corporate power and wealth inequality has fueled more radical critiques. The recent assassination of United Healthcare CEO Brian Thompson prompted a flood of online commentary expressing disdain for the perceived exploitation by corporate elites. United Healthcare, in particular, has faced criticism for profiting at the expense of denying essential care. Despite widespread economic precarity—evidenced by the rising number of "ALICE" (Asset Limited, Income Constrained, Employed) households—and persistent issues like housing insecurity, public responses suggest a declining collective empathy for the economically vulnerable. For example, San Francisco recently announced the closure of its only RV parking site for unhoused residents, underscoring this shift.   This growing tension highlights a paradox: while frustration with corporate greed is palpable, there is little evidence of a coordinated working-class movement capable of enacting systemic change. As he tells us, he was a top producer firm wide, and as the leading rainmaker within the organization, he was routinely generating 40% to 60% of the total revenue for their division. Lloyd had the relationships, contacts and chutzpah to know that that success he had at Sutro would carry over, even if he was starting Greif & Co. during a recession. Lloyd's extreme work ethic is legendary, and he had no doubts that he would pull off the new venture. Lloyd is a highly accomplished investment banker of four decades' standing. The fact that he routinely lectures on negotiations at all three of his alma maters – UCLA, USC and Loyola – speaks to his knowledge and expertise. California State Senator Brian Dahle is the Republican candidate for governor. Earlier this year in California, two State Assembly members— Democrat Buffy Wicks and Republican Jordan Cunningham— introduced the California Age Appropriate Design Code Bill. The California Age Appropriate Design Code would place limitations on what companies can do with youth data, including tracking location and profiling. It puts limitations on manipulative design, and includes transparency measures so users are aware and consent to the use of their information. The bill makes the California attorney general responsible enforcement of the state's rules, opening up the possibility of litigation or fines against companies that do not follow the Code. It would also require the California Privacy Protection Agency to create a Children's Data Protection Task Force that would formulate recommendations on best practices. A coalition of civil society and tech policy groups supports the Code, including organizations such as Common Sense Media, Accountable Tech, the Electronic Privacy Information Center, the Sesame Workshop, the Consumer Federation of California, and the National Hispanic Media Coalition. Industry groups, such as TechNet and the California Chamber of Commerce, oppose the bill, and other experts have raised concerns in particular about requirements for age verification. This is Coronavirus 411, the latest COVID-19 info and new hotspots… Just the facts… for June 4th, 2021. The United States sends its first shipments of surplus vaccine doses abroad today. 80 million doses by the end of June to start with. 75% of the first 25 million doses will be allotted through COVAX, the international distribution system to help with vaccinations in the world's poorest countries. California will fully reopen in less than two weeks and do away with almost all mask and social distancing requirements for the vaccinated people. But the California Occupational Safety and Health Standards Board is considering new workplace rules that even vaccinated employees must remain masked unless everyone in their workspace is inoculated. The California Chamber of Commerce is not pleased. We’re hearing a lot about vaccinations but what about effective treatments for COVID-19, and what about outright cures for it? The task is to develop a drug that targets the virus itself. So far, only one antiviral treatment — remdesivir — is recommended for use in the U.S., and experts say it’s not effective enough. A team at Miami’s Ridgeback Biotherapeutics began work in the spring of 2020 to find a possible treatment and get ready for the clinical trials. Now their drug, molnupiravir, is one of two medicines to treat COVID-19 nearing the end of clinical testing. Another report of inaccurate reporting. Two new studies show COVID-19 is many times more prevalent in Indonesia than shown by official figures. The inaccuracies are the result of a lack of testing and contact tracing. One study suggested 15% of Indonesians had already contracted COVID-19 - when official figures had infections at only around 0.4% of people. You’d think with all the lockdowns and working from home U.S. traffic deaths would have dropped tremendously. Not at all. In fact, the National Highway Traffic Safety Administration says traffic deaths rose 7% last year, the biggest increase in 13 years. The agency blamed it on drivers taking more risk because roads were less congested. In the United States cases were down 46%, deaths are down 35%, and hospitalizations are down 22% over 14 days. The 7-day average of new cases has been trending down since April 14. There are now 5,537,566 active cases in the United States. The current top 5 states by number of active cases: California, Virginia, Maryland, Kentucky, and New York. The top 10 counties with the highest number of recent cases per capita according to The New York Times: Chattahoochee, GA. Livingston, MO. Linn, MO. Dimmit, TX. Karnes, TX. Lincoln, WA. Moffat, CO. Tyler, TX. Reeves, TX. And LaSalle, LA. There have been 596,401 deaths in U.S. recorded as Covid-related, with a current national fatality rate of 1.8%. The states with the most new deaths reported as COVID-related: Michigan 62. Texas 57. Florida 49. Pennsylvania 34. Georgia 33. Oklahoma 25. Illinois 24. Washington 23. California 22. And Alabama 21. The top 3 vaccinating states by percentage of population that’s had at least one dose, Vermont at 70.7%, Hawaii at 66.9%, and Massachusetts at 66.7%. The bottom 3 vaccinating states are Mississippi at 34.3%, Louisiana at 35.9%, and Alabama at 36.1%. The percentage of the U.S. that’s been fully vaccinated is 41%. In this episode of All Hazards, we talk about the important relationship between Cal OES and the private sector. We sit down with two people who have forged a working relationship that exemplifies the symbiotic nature of disaster response and recovery teamwork. Abby Browning is the Chief of the Office of Private Sector/ Non-Governmental Organization Coordination at the Governor’s Office of Emergency Services; Tim James is Senior Manager, Local Government Relations, California Grocer's Association. The California Governor’s Office of Emergency Services (Cal OES) recognizes the need for communication, coordination and cooperation among all emergency management stakeholders in California. This is underscored by our long-standing relationship with the private sector. The impact of the 2007 and 2008 California wildfires emphasized the critical need for the organized synchronous exchange of information and resources between public and private sector organizations in mitigating against, preparing for, responding to, and recovering from disaster events. Historically, information and resource sharing activities between the public and private sectors have too often taken place in an ad hoc, isolated, and reactive fashion, resulting in less than optimal assistance to individuals, families, communities, and the economy. Realizing the need for stronger public-private collaboration, legislation was enacted (Senate Bill 546) and issued, giving Cal OES greater authority to partner with private industry. The “Authorities” Section of this document provides additional information about the statue and directive. A copy of the legislation may be found in the “Appendices” Section. To further support those efforts, Cal OES signed Memorandum of Understandings (MOUs) with private sector and non-profit organizations creating the Business and Utility Operations Center (BUOC) comprised of the Utility Operations Center (UOC) and Business Operations Center (BOC). Abby Browning is responsible for developing and maintaining CalOES’s relationships with business, associations, companies, and universities, as well as nonprofit, nongovernmental and philanthropic organizations.  Prior to joining CalOES, Abby was the Special Advisor for International Trade in the Governor’s Office of Business and Economic Development. She was an essential member of the Brown Administration’s international team, working on trade missions to China and Mexico, as well as fostering countless other international business connections for California.  Abby has also worked with the California Chamber of Commerce in the International Affairs and Corporate Relations departments, as well as the California Seismic Safety Commission. She holds a B.A. in Political Science from West Virginia University and she earned an M.A. from the School of Government at California State University, Sacramento. Today, the Heels of Justice interview Noreen Farrell whose entire legal career has been dedicated to the pursuit of social justice. Noreen is a nationally-recognized leader on a variety of gender justice issues. She chairs the Equal Pay Today! Campaign, a national campaign led by ERA and 20 other organizational partners closing the gender wage gap in states across the country. She also founded and now chairs A Stronger California Advocates Network, a collaboration of 30 organizations advancing a comprehensive women’s economic security policy agenda. A key victory of the Stronger California Campaign in 2015 was the passage of the California Fair Pay Act, a bill co-sponsored by ERA that is the strongest equal pay law in the country. Noreen also leads national impact efforts to address gender discrimination in schools, sexual harassment, workplace leave and accommodation, and the protection of caregivers from discrimination at work. [17:44] Noreen explains how the California Fair Pay Act was built, how making sure that employers could make pay decisions based on non-discriminatory factors enabled the bill to garner unprecedented support at the California Chamber of Commerce, as well as how it started the domino effect that can be seen in 41 States and through the Federal Paycheck Fairness Act. [20:23] Stronger California is an agenda that speaks to the needs of all communities in California, not just pay equity but also poverty, income support, paid leave for low-income workers, quality affordable childcare, etc. [22:26] What about Noreen’s third major initiative? The Women’s Agenda Initiative is trying to take the wins from Stronger California and help other advocates in other States trying to pass similar laws. It includes a Women’s Workplace Digital Hub, strategies, and pitfalls as well as a rapid response policy team. [27:33] Sarita asks Noreen to talk about how she got into this line of work, to begin with. [29:59] Noreen believes that her dedication to advocating for all women is how she also advocates for herself, but it’s not always easy. … She shares a story about a panel where all the women were all modesty and she came out guns blazing: I earned it!
