Milhares de pessoas invadiram e depredaram as sedes dos três poderes, destruindo o patrimônio físico, artístico e histórico. Tentaram também destruir a democracia, mas fracassaram nesse intento. A reação institucional foi forte e rápida. O presidente Lula decretou a intervenção federal na segurança do Distrito Federal, depois confirmada pelo Congresso. O STF afastou o governador do DF por 90 dias. Depois, foi decretada a prisão do comandante da Polícia Militar do DF no dia da tentativa de golpe, assim como do então secretário de Segurança Pública, o bolsonarista Anderson Torres. O que explica o episódio? Como chegamos a esse ponto? Qual a responsabilidade das forças policiais? E como se pode analisar a atuação do Supremo Tribunal Federal nesse episódio? O avanço de uma agenda igualitária de direitos relacionados a gênero tem um sentido claramente democrático. Por isso mesmo, a reação ultraconservadora a ela representa mais uma faceta da recessão democrática que marca nosso tempo. Essa agenda democratizante tem diversas dimensões: direitos reprodutivos, casamento igualitário, valorização da diversidade, educação voltada para a tolerância. Pois a reação a essa democratização ataca cada um desses pilares, denunciando uma suposta "ideologia de gênero". No âmbito internacional, um marco desse processo de afirmação de direitos foi a "IV Conferência Mundial sobre a Mulher: Igualdade, Desenvolvimento e Paz" das Nações Unidas. A ele se seguiram outros avanços no âmbito de organismos transnacionais. Não à toa o reacionarismo contemporâneo vê nos órgãos multilaterais um inimigo "globalista", que faz avançar o "marxismo cultural", em que a questão de gênero ocupa papel central. Mas afinal de contas, qual o sentido dessa democratização? E qual o significado dessa reação? No intervalo de duas semanas, Sérgio Moro foi lançado pré-candidato à presidência pelo Podemos, o PSDB realizou suas prévias, definindo João Dória como seu postulante, e Jair Bolsonaro se filiou ao PL de Valdemar Costa Neto – além da bem menos ruidosa filiação de Rodrigo Pacheco ao PSD. Desse modo, a direita política sacramentava quatro novos concorrentes à chefia de governo em 2022. Não são candidatos demais? A candidatura de Rodrigo Pacheco não parece ser para valer, ao menos quanto às suas chances reais de embolar a disputa. Assim, as atenções se voltam para os outros postulantes, com destaque para a polarização entre Sérgio Moro e Jair Bolsonaro, ex-aliados. O presidente extremista e o ex-juiz justiceiro disputam entre si não apenas a liderança no campo direitista, mas também o protagonismo da condição de principal postulante anti-Lula – que por ora lidera todas as pesquisas de intenção de voto. João Dória, bem mais atrás nas pesquisas, corre por fora. Como compreender a natureza dessa disputa e as bases de apoio dos três concorrentes direitistas? Este episodio del pódcats está dedicado a la historia de la carrera espacial latinoamericana, a propósito de la firma y constitución de ALCE en México.ALCE y la Carrera espacial latinoamericana.En julio de 2021 se firmó la constitución oficial de ALCE, LA AGENCIA LATINOAMERICANA Y CARIBEÑA DEL ESPACIO. Fue firmado por los cancilleres de 6 países. Argentina, Bolivia, Costa Rica, Ecuador, México y Paraguay. Dando inicio formal a la Carrera Espacial Latinoamericana. México y Argentina han impulsado la creación de una agencia espacial latinoamericana: la ALCE, Agencia Latinoamerica y Caribeña del Espacio.Se habla de poner en órbita un primer satélite en 2022. En realidad se había creado el 9 de octubre de 2020 y se planteó que debí iniciar operaciones en 2021. Si bien los países impulsores fueron México y Argentina, en poco tiempo se sumaron Bolivia, Ecuador, El Salvador y Paraguay.Como observadores han estado Perú y Colombia. ¿Como la NASA? 
No, más bien como la ESA, Agencia Espacial Europea, que también es un organismo de cooperación internacional. ¿Se va a dedicar a viajes al espacio?
Sí tiene prevista la exploración espacial, pero también la investigación científica y probablemente asuntos prácticos para la región como por ejemplo el internet satelital para varios países. Historia: En 1957 México quería lanzar cohetes e incluso creó una estación terrenal en Sonora. En 1985 un astronauta mexicano, Rodolfo Neri Vela, viajó con la NASA para poner en órbita un satélite. Desde Cabo Cañaveral se lanzaron 2 satélites mexicanos en ese año. Ambos terminaron ya su vida útil. Y el total de los satélites mexicanos sería de 11. Para 2020 se calculaba el número de satélites de países latinoamericanos en 47, la mayoría de Brasil, México y Argentina. ¿Se sumará Brasil?Brasil ha puesto en órbita 20 satélites desde 2003, usando la órbita geoestacionaria. De esos 20 satélites, todos han tenido desarrollo brasileño. 3 de ellos son completamente brasileños y están activos, y tienen más planeados, con el lindo nombre de Amazônia 1, 1B y 2. 6 más han sido fabricados entre Brasil y China. Al tiempo con México, en 1985, brasil puso en órbita el BrasilSat A1. Un año después el A2. Y durante los años siguientes el los B1, B2, B3 y B4. Los lanzaron en cohetes Ariane, de fabricación francesa por la empresa Aéroespatiale. Solo el B4 continúa activo. Los primeros fueron lanzados por la empresa estatal Embratel. Pero luego la empresa se convirtió en Star One, y ha lanzado al menos 6 satélites más.Pero además tienen micro y nanosatélites en órbita. En 2017 lanzaron un satélite con Francia e Italia y tienen planeados 2 con Argentina: los SABIA Mar 1 y 2.Argentina lanzó uno en 2017 desde China y en 2018 en el Falcon 9, de la empesa SpaceX de Elon Musk. Son 7 los satélites argentinos.3 serían de Venezuela y 2 de Colombia. En 2018 la Fuerza Aérea Colombiana puso en órbita uno lanzado desde India. Fue el segundo, pues el primero se lanzó en 2007 el Libertad 1 por un grupo de investigadores y profesores de la Universidad Sergio Arboleda. Así como el colombiano, desde India se lanzó también el “Suchai” satélite chileno, en 2017.Venezuela lanzó su primer satélite en 2008, el VENESAT-1 Simón Bolívar. En 2012 el Miranda VRSS 1. Y en 2018 el Antonio José de Sucre.Perú lanzó en 2016 el Perú SAT1. Ecuador tuvo 1, el NEE-01 PEGASO, pero se estrelló con basura espacial apenas 1 mes después de su lanzamiento. Sigue en órbita, pero no funciona. Son muchos, son 47 satélites. Pero hay 2666 girando sobre La Tierra y aproximadamente la mitad son de Estados Unidos. De los países de la Comunidad de Estados Latinoamericano y Caribeños, Celac, hay 10 países con agencias espaciales:Argentina, Brasil, Chile, Venezuela, Colombia, Perú, México, Bolivia, Ecuador y Paraguay. La única misión conjunta entre países latinoamericanos ha sido la de 2007 entre Brasil y Argentina, con un cohete lanzado desde el Centro de Lançamento da Barreira do Inferno, en Rio Grande do Norte, que funciona desde 1965 y ha tenido proyectos también con Guayana Francesa y la Agencia Espacial Europea. Y además, Brasil tiene un segundo centro de lanzamiento, el de Alcântara, que queda a tan solo 2,12 grados de latitud, muy cerca de la línea del ecuador. Además, en Latinoamérica está desde 1968 el Puerto Espacial de Kourou, en Guayana Francesa, y es el principal puerto espacial de la Agencia Espacial Europea. En realidad se había creado el 9 de octubre de 2020 y se planteó que debí iniciar operaciones en 2021. Si bien los países impulsores fueron México y Argentina, en poco tiempo se sumaron Bolivia, Ecuador, El Salvador y Paraguay.Como observadores han estado Perú y Colombia. ¿Como la NASA? 
No, más bien como la ESA, Agencia Espacial Europea, que también es un organismo de cooperación internacional. ¿Se va a dedicar a viajes al espacio?
Sí tiene prevista la exploración espacial, pero también la investigación científica y probablemente asuntos prácticos para la región como por ejemplo el internet satelital para varios países. Historia: En 1957 México quería lanzar cohetes e incluso creó una estación terrenal en Sonora. En 1985 un astronauta mexicano, Rodolfo Neri Vela, viajó con la NASA para poner en órbita un satélite. Desde Cabo Cañaveral se lanzaron 2 satélites mexicanos en ese año. Ambos terminaron ya su vida útil. Y el total de los satélites mexicanos sería de 11. Para 2020 se calculaba el número de satélites de países latinoamericanos en 47, la mayoría de Brasil, México y Argentina. ¿Se sumará Brasil?Brasil ha puesto en órbita 20 satélites desde 2003, usando la órbita geoestacionaria. De esos 20 satélites, todos han tenido desarrollo brasileño. 3 de ellos son completamente brasileños y están activos, y tienen más planeados, con el lindo nombre de Amazônia 1, 1B y 2. 6 más han sido fabricados entre Brasil y China. Al tiempo con México, en 1985, brasil puso en órbita el BrasilSat A1. Un año después el A2. Y durante los años siguientes el los B1, B2, B3 y B4. Los lanzaron en cohetes Ariane, de fabricación francesa por la empresa Aéroespatiale. Solo el B4 continúa activo. Los primeros fueron lanzados por la empresa estatal Embratel. Pero luego la empresa se convirtió en Star One, y ha lanzado al menos 6 satélites más.Pero además tienen micro y nanosatélites en órbita. En 2017 lanzaron un satélite con Francia e Italia y tienen planeados 2 con Argentina: los SABIA Mar 1 y 2.Argentina lanzó uno en 2017 desde China y en 2018 en el Falcon 9, de la empesa SpaceX de Elon Musk. Son 7 los satélites argentinos.3 serían de Venezuela y 2 de Colombia. En 2018 la Fuerza Aérea Colombiana puso en órbita uno lanzado desde India. Fue el segundo, pues el primero se lanzó en 2007 el Libertad 1 por un grupo de investigadores y profesores de la Universidad Sergio Arboleda. Así como el colombiano, desde India se lanzó también el “Suchai” satélite chileno, en 2017.Venezuela lanzó su primer satélite en 2008, el VENESAT-1 Simón Bolívar. En 2012 el Miranda VRSS 1. Y en 2018 el Antonio José de Sucre.Perú lanzó en 2016 el Perú SAT1. Ecuador tuvo 1, el NEE-01 PEGASO, pero se estrelló con basura espacial apenas 1 mes después de su lanzamiento. Sigue en órbita, pero no funciona. Son muchos, son 47 satélites. Pero hay 2666 girando sobre La Tierra y aproximadamente la mitad son de Estados Unidos. De los países de la Comunidad de Estados Latinoamericano y Caribeños, Celac, hay 10 países con agencias espaciales:Argentina, Brasil, Chile, Venezuela, Colombia, Perú, México, Bolivia, Ecuador y Paraguay. La única misión conjunta entre países latinoamericanos ha sido la de 2007 entre Brasil y Argentina, con un cohete lanzado desde el Centro de Lançamento da Barreira do Inferno, en Rio Grande do Norte, que funciona desde 1965 y ha tenido proyectos también con Guayana Francesa y la Agencia Espacial Europea. Y además, Brasil tiene un segundo centro de lanzamiento, el de Alcântara, que queda a tan solo 2,12 grados de latitud, muy cerca de la línea del ecuador. Además, en Latinoamérica está desde 1968 el Puerto Espacial de Kourou, en Guayana Francesa, y es el principal puerto espacial de la Agencia Espacial Europea. Multi-Hazard early warning systems for potential disasters can mean the difference between life and death for local residents. Dr. Bapon Fakhruddin, an expert who has been involved with implementing these early warning systems in more than 25 countries, is on the Multi-Hazards podcast today to tell us all about it. Dr. Bapon Fakhruddin's Bio: Dr. Fakhruddin is an expert climate change risk assessor with 19 years' global experience in working on disaster risk and climate resilience projects. This experience is a major advantage in climate change adaptation and mitigation strategy development. His key areas of expertise are climate and multi-hazard risk assessment, disaster preparedness, early warning and emergency response and coastal community resilience. He has designed climate change and disaster response projects in more than 25 countries in Asia and the Pacific. During his career, Dr. Fakhruddin helped to design major international multi-hazard early warning systems for floods, cyclones and tsunamis to save lives and stop property damage. His most high profile work has been developing multi-hazard warning systems including a tsunami warning system for Indian Ocean countries following the deadliest one in history - the 2004 Boxing Day Tsunami. Dr. Fakhruddin was appointed by the Government of New Zealand to develop a national climate change risk assessment framework. Dr. Fakhruddin graduated in civil engineering and has a Masters' in Water Engineering and Management from AIT, Thailand. He has a PGD in Integrated Water Resource Management from Canada's United Nations University and a PhD in Water Engineering and Management from Italy's Politecnico di Milano. He is a certified Instructor of Incident Command System (ICS) for disaster response from United States Forest Service (USFS). Dr. Fakhruddin is currently working as a mentor and supervisor for postgraduate study in disaster risk management in University of Auckland (UoA). He is a Steering Group of the Global Risk Assessment Framework (GRAF) of UNDRR. Co-Chair for the Disaster Loss DATA and Risk Interpretation and Applications (RIA) Working Group of IRDR of ISC/UNDRR. He is also Co-Chair CODATA task group FAIR Data for Disaster Risk Research.
