Il y a un sandwich populaire par excellence que l'on consomme aux quatre coins du Maroc. Dans un pain rond, on glisse deux sardines ouvertes, farcies et collées l'une contre l'autre, c'est ce qu'on appelle les sardines « chrikat ». Elles incarnent tout un pan de l'histoire de la street food marocaine, aujourd'hui menacé. De notre correspondant à Casablanca, Il plonge les sardines dans l'huile bouillante. Le son creuse encore un peu plus les estomacs des clients alignés devant le kiosque ambulant de Hicham. « Généralement, les gens, avec les sardines, ils mettent de la coriandre, de la harissa, du citron, du paprika, de l'ail. Le chrikat, c'est typiquement marocain, "made in Morocco" ! Les clients commencent à venir dès le matin. Des fois, j'ai même pas encore commencé qu'ils font déjà la queue. Ils viennent à toute heure de la journée, certains les prennent au petit-déjeuner, d'autres pour le déjeuner, pour le goûter », explique-t-il. Hicham prépare ses sandwichs chrikat dans le quartier commerçant et très animé de Derb Omar. « Il y a des clients qui sortent du travail affamés. Ils viennent me voir pour vider leur sac. Moi, mon travail, c'est de vendre de la nourriture, mais je suis aussi un peu leur psychiatre. J'ai des clients très anciens, de plus de 10 ans. Il y a même une femme qui venait chez moi quand elle était enceinte ; maintenant, son fils est collégien et lui aussi, il vient ici », raconte-t-il. Ahmed se régale. Il est coursier et a très peu de temps pour manger. D'ailleurs, il répond aux questions tout en mâchant ses sardines chrikat. « C'est rapide et ça rappelle les plats de la maison. À chaque fois que le travail me conduit ici, je dois absolument venir chez Hicham. On est habitué à son sandwich, il se mange sans faim », clame-t-il. Il lui a fallu cinq minutes, top chrono, pour engloutir ses sardines, poisson qui occupe une place à part dans le panthéon gastronomique marocain. Hicham explique que « les Marocains entretiennent une relation forte avec les sardines. On a grandi avec, c'est notre culture, c'est notre nourriture, c'est un repas populaire ». Pourtant, quelques rues plus loin, Bouchra vend aussi des sandwichs, mais ici, pas de sardines. « Je les ai remplacées par les anchois. Ça me fait de la peine de ne pas faire les chrikats, parce que c'est ce que les gens préfèrent. Le chrikat, c'est quelque chose ! Ça leur manque. Il y en a moins maintenant parce que c'est de plus en plus cher. Ils ont augmenté les prix des sardines, on ne peut plus les acheter, le kilo coûte entre deux et trois euros, ce n'est pas possible », se désole-t-elle. La réduction du stock de sardines au large du Maroc, couplée à la hausse des prix imposée par les intermédiaires, explique pourquoi le sandwich chrikat se fait plus discret dans les rues marocaines ces derniers temps. Dans ce nouvel épisode de notre série d'été consacrée aux « délices du continent », nous partons pour Casablanca, à la découverte d'un sandwich populaire. Ce dernier convoque, pour des générations de Marocains, l'enfance, la plage, les vacances d'été… Vendu autour d'un euro, il est emblématique de la culture toujours très vivante de la street food à la marocaine. La suite vous est contée par Matthias Raynal. Il s'appelle le « thon o'lahrour », littéralement « le thon et le piment ». Ce sont les deux ingrédients phares de ce sandwich marocain. Mais il y en a d'autres… Sur son comptoir mobile, Imad, 36 ans, prépare des thon o'lahrour depuis treize ans : « Le plus important, c'est le pain ! Le croquant, le croustillant, c'est ça le secret ! ». Il poursuit : « Premièrement, le thon ne va jamais te rendre malade. Deuxièmement, c'est léger, c'est bien quand il fait chaud. Troisièmement, c'est le sandwich de toutes les générations, il convient à la fois aux petits et aux grands. » Voilà la recette du succès, qui ne s'est jamais démentie au fil des années. Kenzi vient de sortir du bureau. Elle prend sa pause déjeuner avec des copines : « Mmmmm, c'est très très bon, c'est mon enfance… Ce sandwich, tu le trouves à la plage, au stade, dans la rue, à côté des écoles… » Hicham, 43 ans, en est déjà à son deuxième thon o'lahrour ce midi : « On oubliera jamais ce sandwich, il fait partie de l'histoire. Le jour de l'Aïd, quand tout est fermé, il y a toujours un gars dans le quartier qui profite de ce moment pour se mettre à vendre des sandwichs, car le jour de la fête, les gosses reçoivent un peu d'argent de poche, quelques dirhams qui sont aussitôt dépensés ». Imad reprend : « Il n'y a pas un Marocain qui est parti à la plage et qui n'a pas mangé ce sandwich. C'est un pan de la culture balnéaire au Maroc. » Ce monument de la street food marocaine a évolué à travers le temps : « Par exemple, il n'y avait pas de pommes de terre avant. Certains en ajoutent désormais, ils mettent aussi de la charcuterie halal, des sauces, du fromage… Son avantage, c'est qu'on n'a jamais marre d'en manger. «C'était il y a un an, c'était il y a un siècle » remarque le Nouvel Obs. « Un an après le massacre commis sur le sol israélien par les commandos du Hamas, la terrible riposte de l'Etat hébreu contre la bande de Gaza et désormais contre le Hezbollah au Liban, a pris l'allure d'une fuite en avant militaire, sourde à tous les appels au cessez le feu  », résume l'hebdomadaire. « Un an plus tard, chacun réalise à quel point cet événement a un impact profond, dont on n'a pas fini de mesurer l'étendue ». D'abord,  le 7 octobre. Ce jour-là, raconte le Nouvel Obs, Abigaël était au festival Nova. Cette jeune femme a survécu cachée dans une voiture, sous les corps de deux amis, morts. « J'aurais dû mourir au moins trois fois », dit-elle, « mais je suis toujours là. La question c'est : pourquoi ? » se demande celle qui se dit aussi « morte à l'intérieur ». Les Israéliens sont traumatisés. « Alors qu'une centaine d'otages sont toujours aux mains du Hamas » explique Le Point, « le pays tente de se reconstruire psychologiquement ». « Notre pronostic vital est engagé », s'emporte l'écrivaine israélienne Zeruya Shalev. « Aujourd'hui, alors que presqu'une année s'est écoulée, me voilà, avec autant de douleur que de rage, à mettre des mots sur des choses que jamais je n'aurais pu imaginer. Jamais je n'aurais pu imaginer que cette incurie criminelle durerait encore. Qu'au bout d'un an il y aurait encore des otages à Gaza. Que cette guerre se poursuivrait encore, sans qu'aucun horizon politique se dessine, dans le Sud et dans le Nord ».« Il s'en fiche »Dans ces propos, on entend bien sûr la dénonciation de la politique menée par Benyamin Netanyahu. Dénonciation que reprend à son compte Yaïr Golan, général de réserve et chef de la gauche israélienne. « Netanyahou n'a pas de stratégie », explique-t-il au Point. A la question : « Le Premier ministre peut-il sacrifier la vie d'Israéliens, de soldats, dans le seul but de rester au pouvoir ? », il répond : « sans équivoque. Il s'en fiche. S'ils meurent, ils meurent. Et les otages ? j'affirme qu'il y a eu au moins trois possibilités d'obtenir un accord sur  la libération des otages, en janvier, en mai et en juillet. Qui les a empêchées ? Netanyahou. Il ne veut pas mettre fin aux combats. Cette situation lui convient ». Yaïr Golan qui appelle au sursaut : « nous devons manifester tous les jours, toute la journée. Nous devons assiéger la Knesset avec un demi-million de personnes. Nous devons expliquer à ce gouvernement que nous ne coopérerons pas avec lui ».Le cauchemar des GazaouisLes hebdomadaires consacrent aussi cette semaine de nombreux articles à la situation à Gaza.  « L'interminable calvaire des civils », titre Le Point. « Un million neuf cent mille Gazaouis habitent désormais des abris de fortune. Plus de 41 500 ont été tués », selon le ministère de la Santé à Gaza. Selon l'ONG Airwars, composée de journalistes et de chercheurs, « 67 % des victimes qu'elle a identifiées sont des femmes et des enfants. Pourquoi la bataille de Gaza a-t-elle été si meurtrière ? » interroge Le Point. Parce que « les militaires font peser le fardeau de la guerre sur les civils palestiniens », estime le sociologue Yagil Levy, de l'Université ouverte d'Israël, qui s'explique : « c'est un transfert de risque par les bombardements aériens, pour épargner nos troupes ».  Les civils paient donc le prix fort : le Nouvel Obs « a suivi l'évacuation d'une quarantaine d'enfants de l'enclave palestinienne » vers les Émirats Arabes Unis. Les photos parlent d'elles mêmes : celle d'un bébé « malnutri », « c'est le cas de presque tous les enfants présents sur ce vol humanitaire », nous dit-on. On voit aussi Hicham, 6 ans, dont le corps est « criblé d'éclats d'obus », ou encore Sarah, « piégée dans une maison en feu et n'ayant survécu que par miracle ». La petite fille a le visage marqué de larges cicatrices.Regain de l'antisémitismeEn France, enfin, un an après le 7 octobre, les juifs font part de leur douleur et de leurs blessures. « Douleur » parce que « les victimes françaises du Hamas ont été invisibilisées », dénonce Rachel Binhas, journaliste à Marianne. Elle vient d'écrire un livre sur le sujet.  « Aujourd'hui encore, dit-elle, qui sait que 43 Français sont morts à la suite des massacres et que l'on compte encore deux otages français que l'on espère vivants aux mains du Hamas ? » « Cet événement tragique, ajoute-t-elle, aura surtout ouvert un débat un peu triste avec pour thématique : ces juifs partis en Israël sont-ils des nôtres ? ». De son côté l'Express, fait sa Une sur la « flambée antisémite » en France. « Depuis un an, les attaques contre les Français juifs ont plus que doublé et atteint un niveau inédit », annonce l'hebdomadaire, qui décrit « ces petits gestes auxquels les membres de la communauté juive se résignent ». « Kippa cachée sous une casquette », « pseudo pour passer une commande livrée à domicile ». « Plus que jamais, ajoute l'Express, on prend l'habitude de ne pas s'attarder à la synagogue après l'office, pour ne pas se rendre vulnérable ».

In conversation with Professor Hicham Safieddine, we get to grips with Lebanon's banking system. He walks us through the history of central banks, who Lebanon's Barons of Banking were, and how Lebanon's banking sector got to where it is today. We reflect on Beirut's economy and banking system from the 1800s to the present day, taking into account the Ottoman Imperial Bank, Banque de Syrie et du Liban, Banque du Liban and the Intra-affair. Finally, we discuss the current state of affairs and if change is on the horizon. Hicham Safieddine is an Associate Professor and Canada Research Chair in the History of the Modern Middle East at the University of British Columbia. His research mostly focuses on the 19th and 20th century financial, economic and intellectual history of the MENA region. Safieddine is currently examining the emergence and transformation of global and national monetary regimes and financial systems under capitalist expansion, debt, war, colonial conquest, national liberation and revolution. Outside of his academic work, Hicham is the co-founder of e-zines Al-Akhbar English and The Legal Agenda's English Edition. About “Banking on the State: The Financial Foundations of Lebanon”: Banking on the State reveals how the financial foundations of Lebanon were shaped by the history of the standardization of economic practices and financial regimes within the decolonizing world. The system of central banking that emerged was the product of a complex interaction of war, economic policies, international financial regimes, post-colonial state-building, global currents of technocratic knowledge, and private business interests. It served rather than challenged the interests of an oligarchy of local bankers.
