The Genesis of the Human Development Report and Index — Meghnad Desai

The landscape of development theory, measurement, and policy was transformed in 1990 with the publication of the first Human Development Report by the United Nations Development Program (UNDP). This report also introduced the Human Development Index, which is a summary measure of average achievement in 3 key dimensions of human development: life expectancy at birth, literacy and income. In 1981, Amartya Sen published a paper titled "Public action and the quality of life in developing countries", discussing global advancements in quality-of-life metrics such as longevity and literacy despite rising poverty in some areas. Sen highlighted the significant variance in progress among countries, examining how public policies influenced improvements in these indicators. His research on human capabilities, stressing the need for equitable opportunities and choices for everyone, also significantly contributed to the concept of human development. The noted Pakistani economist Mahbub ul Haq shared Sen's vision of focusing on human capabilities and well-being and moving beyond GDP in the pursuit of development.Haq also pioneered the practical application of the human development approach by introducing the Human Development Index. Both Sen and Haq were aided in this effort by Meghnad Desai, who taught economics from 1965 to 2003 at the London School of Economics, where he now holds the post of Professor Emeritus. Professor Desai has authored numerous books, the most recent being The Poverty of Political Economy: How Economics Abandoned the Poor (2022). He is also a member of the House of Lords of the United Kingdom. I recently had the pleasure of meeting Meghnad Desai at a conference in New Delhi, titled “Advancing Human Development in the Global South”. In this conversation, he highlights the shift in development metrics from traditional economic indicators to a more holistic approach that includes longevity, education, and income, explaining how this led to a transformative ranking system for countries and influenced international development policy. Our conversation took place outside the conference hall, on a chilly January day, amidst the hustle and bustle of traffic and fellow conference attendees. Dr. Niloufer Siddiqui and Dr. Asad Liaqat discuss these constraints and how the upcoming election outcomes can be influenced by the way parties are structured and the way they interact with voters.This is a guest episode from the "Let's Talk Development" podcast by CDPR. Dr. Niloufer Siddiqui is an Assistant Professor of Political Science at the Rockefeller College of Public Affairs and Policy, University at Albany-State University of New York (SUNY). She is a Nonresident Fellow at the Stimson Center and a Fellow at the Mahbub ul Haq Centre at LUMS.  Her research interests include political violence, political behavior, the politics of religion and ethnicity, voters and foreign policy, and the politics of South Asia. Dr. Faisal Bari is an economist with over twenty years of research/teaching experience in the areas of economics of education, social protection, industrial organization and economic development. He is an associate professor of economics at the Lahore University of Management Sciences (LUMS), Lahore, Pakistan, where his areas of teaching and research relate to the economics of education, inclusive education, philosophy of education, microeconomics, game theory and industrial organization. He was also the Dean for the School of Education at LUMS (2020-2023). He is a Senior Research Fellow at the Institute of Development and Economic Alternatives (IDEAS). My chat with Siila Watt-Cloutier so moved me, and she made me think differently. For example, she believes that the trauma we are going through as a Planet and Human Species are the same, and so is the path to healing.  If she were sitting down with me today, I would ask:  If everything on this Planet is interconnected, does that mean we all feel the loss when a species goes extinct, or a fire consumes a forest? You will also have many questions as Silla Watt-Cloutier will open your mind to our planet's realities and told through her gift as an observer, storyteller, and someone who can bring together to bring about change. Siila is one of the world's leading thinkers and doers in preserving our planet and humanity, with a particular focus on protecting the way of life of the Inuit. Özellikle ilme verilen değer sebebiyle, ilimle ilgisi olan her şeye karşı da bir edep anlayışı doğmuş. Bu anlayış Hz. Ali'ye nispet edilen “Bana bir harf öğretenin kölesi olurum” sözünde somutlaşır. İlmin/bilginin aletleri olan kaleme ve kâğıda karşı özel bir saygı ve edep anlayışı gelişmiş. Derler ki, Ebu Hanife kâğıt üretilen atölyeye karşı ayaklarını uzatıp yatmazmış. Bizim çocukluğumuzda bile yere düşen kâğıtları bize toplatırlardı. Rahmetli babamın her gün okuduğu on iki farklı takvim kâğıdını muhafaza ettiği bir torbası vardı. Yere düşmesinler diye biriktirir sonunda yakardı. Eski kitaplarda hadis/ilim yazımı adabı anlatırken kalem yongalarının yerlere atılmaması, toplanıp ayakaltına düşmeyecek bir yere konması öğretilirmiş. Üniversiteye başladığımda diğer fakültelerle ortak derslerimizde öğrencilerin kitaplarını sandalyelerine koyup üzerlerine oturmaları büyük bir saygısızlık olarak dikkatimi çekmişti. Bu saygı ve adap anlayışı çok detaylara kadar incelmiş, bazen daha önce anlattığımız gibi ifrata kaçtığı noktalar olmuş olsa da bu bir varlığa bakış, kültür ve medeniyet deseni halini almış. Gazali'nin böyle ifrat mı değil mi diye hala tereddüt ettiğim bir açıklaması vaktiyle çok ilgimi çekmişti.
