One of the challenges for spaceports is attracting new business to be able to sustain operations. At Spaceport America, that is the job of Dr. Francisco Pallares, the newly-appointed Director of Business Development. Dr. Pallares joined the New Mexico Spaceport Authority from Sul Ross State University and was the former Deputy Director for Economic Development at the City of Las Cruces prior to accepting his new position. Spaceport America is probably best known as the home of Virgin Galactic, which is poised to resume crewed flights as early as May 25. But the spaceport has other clients and functions as well, and attracting new business is critical to the facility's ongoing operations. Built for Attracting New Business Spaceport America was the first commercial spaceport in the world. It is an FAA-licensed launch complex, situated on 18,000 acres adjacent to the U.S. Army White Sands Missile Range in southern New Mexico, has a rocket-friendly environment of 6,000 square miles of restricted airspace, low population density, a 12,000-foot by 200-foot runway, and vertical launch complexes, so there is plenty of room for expansion. On the podcast, Tom Patton talks with Dr. Pallares about how the NMSA goes about marketing the facility to potential clients,what kinds of new business they are looking to secure, and why they are important to the overall success of Spaceport America. The vision for the NMSA is for Spaceport America to become a premier multi-modal Spaceport for point-to-point space transportation, aerospace operations, research, development, and testing in support of our Nation's commercial, civil, and national security space sectors. "I would not see it as something far fetched that we can start thinking about Spaceport America as having that value added, that additional production, into how can we deliver things across the world in two hours," Dr. Pallares said.

While Spaceport America is best known for its high-profile tenant Virgin Galactic, there's a lot more going on at the world's first purpose-built spaceport. Our guest on this edition of The Ex Terra Podcast, host Tom Patton talks with Alice Carruth, public relations coordinator for Spaceport America in New Mexico. According to the spaceport website, the FAA-licensed launch complex is situated on 18,000 acres adjacent to the U.S. Army White Sands Missile Range in southern New Mexico, has a rocket friendly environment of 6,000 square miles of restricted airspace, low population density, a 12,000-foot by 200-foot runway, vertical launch complexes, and about 340 days of sunshine and low humidity. Some of the most respected companies in the commercial space industry are tenants at Spaceport America: Virgin Galactic, HAPS Mobile/ AeroVironment, UP Aerospace, and SpinLaunch. With customers EXOS Aerospace and Swift Engineering regularly using the complex for testing and launches. The New Mexico Spaceport Authority was created by the Spaceport Development Act (New Mexico Statutes Annotated 1978 §58-31-1 et seq., Laws of 2005) for the purpose of developing the spaceport. NMSA is an autonomous state-established authority, administratively attached to the Economic Development Department (EDD), and governed by a Board of Directors consisting of six members appointed by the Governor and the Cabinet Secretary of Economic Development (or the Secretary's designee) who serves as chair of the board. The Lieutenant Governor and the Executive Director of NMSA serve in the board as nonvoting members. Ms. Carruth talks about the many tenants at the spaceport, as well as the STEM education programs offered at the facility and much more on this edition of The Ex Terra Podcast. S.T.O.P. Personnel Personnel assigned to the S.T.O.P. shall be commissioned law enforcement officers of the Rio Rancho Police Department. Personnel assigned to the S.T.O.P. shall be trained on the equipment and processes of the program. Personnel assigned to the S.T.O.P. shall not divulge any Confidential or Private Information. A Program Manager shall be appointed by the Chief of Police to manage the S.T.O.P. The Program Manager shall be responsible for the effective and efficient administration of the S.T.O.P. The Program Manager will recommend to the Chief of Police locations for fixed S.T.O.P. equipment. The Program Manager will organize the deployment of mobile speed enforcement equipment. The following criteria will be used to determine locations for fixed and mobile equipment location of collisions, traffic density, traffic collision contributing factors, and requests from the public. Enforcement Each potential violation submitted by the contractor shall be reviewed by a police officer assigned to the S.T.O.P. Upon approval of the potential violation by the reviewing officer, the online application will attach the electronic signature and a Notice of Violation will be issued. Speed violations will be authorized when a vehicle exceeds the speed limit by established criteria for the specific road. Red light violations will be authorized when a vehicle passes the stop bar for a red light by "a car length". Following are examples of authorized exceptions: Safe turn on red, funeral procession, unclear images, incorrect plate, incorrect details, MVD mismatch, responding emergency vehicle, controlled intersection, reviewing officer discretion (officer discretion is strongly discouraged and must be justified), weather and equipment malfunction. The Program Manager may issue a warning letter later upon request and review of the violation. Emergency vehicles that are operating in emergency mode as defined by NMSA 66-7-66 and Rio Rancho Municipal Ordinance 12-3-4 will not be not be subjected to action from the S.T.O.P. However, administrative action may be taken due to evidence provided by the S.T.O.P. Notices of Violation involving Department vehicles that are not operating in emergency mode shall be forwarded to the manager of the MOS for review. If the MOS is found to be in violation of Department Policy the following action shall be administered: 1st violation- Assume legal responsibility and follow civil remedies. 2nd violation- Assume legal responsibility, follow civil remedies and a documented oral counseling. 3rd violation- Assume legal responsibility, follow civil remedies and a written warning. 4th violation- Assume legal responsibility, follow civil remedies and a written reprimand. 5th violation- Assume legal responsibility, follow civil remedies and administrative sanctions. Egregious violations may result in more severe disciplinary or administrative action than outlined above. The manager of the MOS shall provide the Office of Professional Standards with documentation of any action taken. The Office of Professional Standards shall record all violations in a database. Actions will be removed from the database after a 24 month period from the date of violation and those actions will no longer be considered if future violations occur. Violations involving emergency vehicles belonging to another agency or department that are not operated in emergency mode shall be forwarded to the agency or department for appropriate action. The notice may be dismissed upon receipt of evidence that the vehicle was involved in public safety emergency response. Video evidence of traffic collisions may be retained by any member of the S.T.O.P. and transferred to DVD for criminal prosecution upon request of an investigating officer. Adjudication The registered owner/recipient of a Notice of Violation may pay the fine, request a hearing or may nominate the driver of the vehicle at the time of violation. Only one nomination is permitted. Hearings will be held in accordance with, statute, ordinance and established procedures of due process and evidence. If found responsible, the S.T.O.P. will update the status to Found Responsible via the contractor's online application. If found not responsible, the S.T.O.P. will update the status to "Found Not Responsible" in the contractors tracking system online application. Failure to appear at the hearing will result in being "Found Responsible". The S.T.O.P. will update the status in the contractor's online application. The recipient of a Notice of Violation may only make one nomination per notice. If the registered owner/recipient of a Notice of Violation fails to take action, default will result and appropriate action will be taken. Jokes: On Our Mind: NMSA 2010 Conference (If you’re going, contact us. We have a great link for you). Keep in mind that new flight rules take effect on Nov. 1st. Middle School Science Minute From our Listeners: As far as the testing discussion goes, I am blown away by states that test the previous year's material at the beginning of the following year. That just doesn't make sense to me (not that I agree with all of NC's testing program either). Here in NC, we administer EOG (End-of-Grade) tests about 3 weeks before school is out for the summer. Admin get the scores back about 5 hours after the last test is finished, and teachers usually get scores the following day. Scores are released to students before going home for the summer. The past couple of years, we have had a retest program for students who did not score at proficient levels. Granted, there are issues with this system as well. Testing that far in advance of the end of school leads to a "Why are we still here?" attitude from some of the kids after the test. I think that makes much more sense than not being able to start the year covering relevant grade-level material. Mike Cohen This weekend I attended WAMLE10 and had the opportunity to listen to Christian Moore present on his program Why Try? Listening to him present, he reminded me of so many of my "at risk" kids. He talked about how many of "them" are visual learners, yet many teachers predominately use auditory ways to present information. His program is built around visual metaphors and music and I thought it was right on target. He said something surprising during his breakout session though. He mentioned presenting at NMSA this year and there being an absence of dropout prevention presenters. While I was not able to attend, do you recall that being true? Do you know anything about his program? Did either of you attend his session this year? I have included some to links in case you aren't too familiar with him. It sounds to me like a great advisory or enrichment program for schools to look into. What do you think? Ron From Doc. Why Middle Grades Matter Finding 1 half or more of eventual dropouts can fall off the path to graduation in the middle grades. Asked how early in the middle grades could we identify students who, without intervention, likely would not graduate. Wanted reliable and valid inidcators Collectively wanted the indicators to produce a high yield of future non-graduates. Four sixth grade indicators emerged 1. Attending less than 80% of the time. 2. Receiving a poor final behavior grade in a core course. 3. Failing Mth. 4. Failing English. Sixth graders with any one of this indicators had 25% or lower graduation rates. Colectively indicators identified 40% of all dropouts.

The plan is called departmentalization, in which students have different teachers for reading/language arts, math, science and social studies, similar to middle school. Principals are free to use this model for first and second grades and even kindergarten. Students who are eligible for gifted classes will continue to receive the same amount of specialized instruction, Hernandez said. At the Del Prado meeting, parents asked for research or some proof that student performance improves under departmentalization. Join us as we get specific about the NMSA 2007 Conference. It’s amazing how much excellent material we picked up there. In this episode, we discuss a couple of the presentations that we attended. Rick DuFour’s presentation was fantastic. I really do hope that NMSA will be able to broadcast it at some point. I then discuss Walt Grebring’s Presentation “Effective Leadership Equals Successful Schools” Shawn also discusses one of the sessions that he went to on RTI (Response to Intervention).
