Conflicto entre la DGT y las Autoescuelas: El Análisis del Plan PRO El nuevo choque entre la Dirección General de Tráfico (DGT) y la Confederación Nacional de Autoescuelas (CNAE) destapa un problema de gestión que afecta directamente a miles de ciudadanos que necesitan el permiso de conducir para trabajar, opositar o asegurar su movilidad. Enrique Lorca, presidente de la CNAE, expone la postura del sector frente a las últimas medidas y publicaciones de la administración. La polémica del Plan PRO y las listas de espera La DGT publicó recientemente una nota de prensa asegurando que, tras activar un plan de refuerzo operativo de exámenes en sábado, solo se presentó el 10% de los alumnos que las autoescuelas afirmaban tener en lista de espera. • La réplica del sector: Desde la CNAE aclaran que nunca se ha dicho que la bolsa total de alumnos (aquellos que ya han aprobado el teórico) esté lista para examinarse del práctico de forma simultánea. • Maniobra de distracción: Se argumenta que la DGT ha instrumentalizado políticamente este plan para ofrecer una "foto fija sesgada", buscando desacreditar las reivindicaciones de las autoescuelas y desviar la atención de otros problemas regulatorios. • El concepto de lista de espera: Para el ciudadano y las autoescuelas, el hecho de que un alumno tenga que esperar varias semanas o meses para poder fijar su fecha de examen práctico ya constituye una lista de espera real, independientemente de las cifras macroeconómicas que maneje la administración. Un problema estructural: Oferta versus Demanda El colapso en el sistema de exámenes no es nuevo, pero se ha agravado por factores demográficos y normativos europeos que limitan la capacidad operativa de la plantilla pública. • Menos exámenes por funcionario: Antiguamente, un examinador podía evaluar a 16 o 20 alumnos al día. Por normativas de calidad y directivas europeas, el límite actual se sitúa de forma estricta en 12 alumnos diarios. • Aumento de la población: La plantilla de examinadores se dimensionó cuando España contaba con 40 millones de habitantes; hoy la población supera los 49 millones, a lo que se sumará la regularización de casi 900.000 migrantes, incrementando sustancialmente la demanda potencial. • Déficit crónico y cierres: Aunque se ha aumentado la Oferta de Empleo Público (OEP) a 120 o 130 plazas anuales e introducido la figura de los interinos, el volumen de jubilaciones y bajas hace que "salga más agua del cubo de la que entra". Como consecuencia de esta inestabilidad, más de 1.400 autoescuelas han tenido que cerrar en los últimos años. Defectos del Plan PRO de la DGT Las horas extras planteadas por la administración para los sábados reciben duras críticas por su diseño logístico y su falta de equidad territorial. • Exclusión de la España vaciada: El refuerzo solo se aplica en las capitales de provincia, dejando completamente desatendidos los centros de examen desplazados en otras poblaciones. • Bloqueo a sectores clave: El plan se limita casi en exclusiva al permiso de coche (Clase B). Al ignorar los permisos de moto y vehículos pesados, se perjudica notablemente al sector del transporte, que actualmente arrastra un déficit de más de 35.000 conductores profesionales. La respuesta ante las acusaciones de "mala preparación" Uno de los puntos más conflictivos de la nota de la DGT fue achacar el descenso en la tasa de aprobados a que las autoescuelas envían a los alumnos al examen sin la preparación adecuada. "Que alguien diga que los alumnos suspenden porque no estamos preparando bien o porque queremos que suspendan es absoluta y rotundamente falso e indigno. Nos dejamos la piel para que vayan preparados, no solo para aprobar, sino por lo que compromete a la seguridad vial". — Enrique Lorca, presidente de la CNAE. • Exigencia en el tráfico actual: Conducir hoy es mucho más complejo debido a la proliferación de nuevos actores en la vía (patinetes eléctricos, VMP, carriles bici, mayor densidad vehicular). • Presión y costes: Los precios están muy ajustados en un sector altamente atomizado y los costes operativos (especialmente el combustible) no paran de subir. Las autoescuelas no pueden mantener a los alumnos dando clases indefinidamente por la falta de fechas de examen de la DGT. Propuesta de solución definitiva: La Concertación Externas Para solucionar el colapso sin depender exclusivamente de los tiempos de la Oferta de Empleo Público, la CNAE propone un modelo de colaboración público-privada, similar al que ya funciona con éxito en otros sectores estratégicos en España (como las ITVs, la sanidad, la educación o la seguridad privada en los aeropuertos). El espejo en el que mirarse es Portugal, donde se ha licitado a empresas concertadas la inspección de autoescuelas y cursos específicos. Habilitar, formar y certificar a profesionales externos para evaluar, al menos, las pruebas de circuito cerrado (pista), liberaría de forma inmediata a los examinadores oficiales de la DGT para centrarse al 100% en los exámenes de circulación en vía abierta. Además, la Generalitat Valenciana prepara una OEP 2026 de más de 2.600 plazas, con unas 500 previstas para Auxiliar Administrativo. En Policía, Andalucía ha publicado un decreto que regula el ingreso y la convocatoria unificada de Policía Local, y en Castilla y León se habla de iniciar en mayo de 2026 la gestión/arranque del modelo unificado. En paralelo, se investiga un posible amaño en oposiciones de Policía Local en Galicia (se mencionan ofertas de pinganillos) y sigue bajo investigación el supuesto fraude en el examen de Seguridad Social en Galicia. The Office for Environmental Protection, the OEP, has published its annual report on the government's progress and it shows that it is not on track to meet 21 of the 43 legally set out in its Environmental Improvement Plan. We speak to Richard Benwell, CEO of Wildlife and Countryside Link, which represents 94 countryside and wildlife groups across Britain and ask why progress has been so slow.Agriculture is devolved so each of the four home nations has different plans for their post-Brexit support schemes for farmers. Today we ask Jim Fairlie, Minister for Agriculture and Connectivity in the Scottish Government, how Scotland's scheme is going to work.All this week, we're focusing on cheese, and today we're talking about goat's cheese. We meet a husband and wife team who graze around 250 goats in Carmarthenshire. They graze their animals outside most of the year and have a milking parlour like the ones you'd find on a dairy farm. Send us a textParsonage-Turner Syndrome can mimic several other shoulder conditions, leading to misdiagnosis and ineffective treatment if not properly identified and differentiated.• PTS typically presents with sudden onset of severe shoulder pain lasting 2-3 weeks, often triggered by viruses or vaccinations• Common symptoms include limited active and passive range of motion, weakness, atrophy (especially in deltoids), and sometimes altered sensation• Rotator cuff tears differ by having better passive than active motion and usually having a clear mechanism of injury• Cervical nerve root compression can be distinguished by performing Spurling's test and gentle cervical traction• Adhesive capsulitis has a slower onset than PTS and typically doesn't cause the significant atrophy seen in PTS cases• Diagnostic imaging should be used after thorough clinical examination to confirm suspected diagnosis• EMG/nerve conduction studies are most helpful for confirming PTS after 3-4 weeks of symptoms• Always check for skin changes like pustules or rashes that might indicate shingles, which can cause brachial neuritisJoin us for our upcoming live course on May 31st, 2025 where we'll cover more differential diagnoses like these. From diagnostic challenges to treatment options, these Q&As provide practical guidance for patients experiencing hip, foot, and knee conditions.• Young adults with hip pain that mimics arthritis might actually have labral tears or femoral acetabular impingement requiring MR arthrogram for diagnosis • Morton's neuroma and metatarsalgia can coexist because they share common causes like calf tightness and forefoot pressure• Metatarsalgia encompasses several diagnoses including sesamoiditis, capsulitis, and plantar plate tears• Morton's neuroma typically causes paresthesia in the third/fourth toes with sharp, shocking pain• Treatment for foot conditions includes orthotics, stretching, metatarsal pads and intrinsic strengthening• ACL tears won't heal themselves, but some patients can function well without surgical repair• Secondary restraints (menisci, capsule, muscles) significantly influence knee stability after ACL injury• Non-athletes and those avoiding cutting/pivoting sports are better candidates for non-surgical ACL management

Send us a textHow to Perform the Hoffman's Test: In Today's episode I talk about...-Diagnoses we need to consider when a patient has a positive Hoffman's test.-How to perform the test.-Recommendations for what to do when a patient has a positive Hoffman's test.✅ Here's how to perform the Hoffman's Test:        1.          Patient needs to be relaxed (sitting or lying down)      2.          Be sure the thumb and index fingers are slightly flexed and relaxed.      3.          Hold or stabilize the patient's middle finger at the distal IP joint.      4.          Use your finger nail and “flick” the tip of the patient's finger nail in a dorsal to palmar direction.      5.          Keep an eye on the thumb and index finger.      6.          The test is positive if the thumb and index finger flex and/or the thumb adducts. (could be both or one)
