Maraton-konserten har pågått i över fem timmar när U2:s sångare kliver fram till micken. – We are an Irish band and we come from Dublin city, Ireland. Like all cities it has its good and it has its bad. This song is called Bad. Den 25-årige Bono har på sig knähöga stövlar med klack, läderbyxor, vit skjorta och en svart kavaj med guldknappar. Den piratinspirerade outfiten står dock i skuggan av hans frisyr. I caught up with Ndidi Okonkwo Nwuneli at the Aspen Security Forum in mid-July. She is the new President and CEO of the One Campaign, which advocates on behalf of global development, justice, and equal rights, with a particular focus on Africa. I was interested in speaking with her at a major conference dedicated to international security precisely because African security issues are often far from the top concerns of the American foreign policy community. One of the big challenges facing many African countries today is how heavily indebted they are. Many African countries these days are spending far more money servicing debts than on their own economic and social programs. Ndidi Okonkwo Nwuneli explains that this already has international security implications and is bound to get worse unless something changes. We discussed how we can change the narrative around Africa in general and why including Africa in conversations about global security will become increasingly imperative in the future.

IDA, or International Development Association is the world bank's fund for the poorest countries. IDA provides grants and low-cost loans that countries can use for a variety of needs from health to education to infrastructure. This year it's up for replenishment and so the bank is going to donors to ask for a new influx of capital. In this episode, we speak to Dirk Reinnerman, the Director of the IDA Resource Mobilization and IBRD Corporate Finance at the World Bank, about his pitch to donors in the IDA replenishment, and how it ties to broader bank reforms. In this special episode, we're in conversation with Tom Hart, President of the ONE Campaign and former Director of The Episcopal Church's Office of Government Relations. We discuss the U.S. President's Emergency Plan for AIDS Relief (PEPFAR), the role of the faith community in the success of this program, and the urgent need for reauthorization. He will share his insights on the program and share his perspective on what steps must be taken to ensure that progress is not erased.  About PEPFAR: In 2003, President George W. Bush launched PEPFAR, elevating the prevention and treatment of HIV/AIDS as a foreign policy priority. The faith community was instrumental in the development of this program, and we have continued to play a critical role in its success. PEPFAR has saved more than 25 million lives and fundamentally changed the course of the global HIV/AIDS pandemic. PEPFAR's authorization expired on September 30, and reauthorization is needed. Tom Hart is President of the ONE Campaign. Tom has been with ONE since 2003 and most recently served as acting CEO while Gayle Smith was on leave at the U.S. State Department. Tom has years of experience in driving the fight to end extreme poverty, a deep knowledge of and experience in making change happen, and an undying commitment to ONE's mission. Prior to serving as acting CEO, Tom was the North American executive director, where he oversaw ONE's advocacy in the United States and Canada, as well as ONE's global campaign against the COVID-19 pandemic. Tom has been part of the adoption of significant initiatives to support global health, increase electrification and private sector investment in Africa, and raise billions of dollars in poverty-fighting assistance. PEPFAR is an acronym that stands for the President's Emergency Plan for AIDS Relief. It is the largest foreign aid program targeted at a specific disease, and it is widely considered to be one of the most successful US foreign aid programs ever.  George W Bush who started the program in 2003. It continued and expanded under President Obama and even thrived during the Trump years. But today its fate is uncertain. Funding for PEPFAR is provided by congress every five years, and typically this is a highly bi-partisan and wholly uncontroversial affair. It was due to be re-authorized this year -- but with the end of the fiscal year rapidly approaching, this legislation has not gone through.  At issue is domestic politics around abortion. Anti-abortion groups in the United States have falsely accused PEPFAR under the biden administration of somehow indirectly or secretly supporting abortion. This idea has infected Republican politics -- several Republican members of congress who once supported PEPFAR are now preventing a vote on its re-authorization, threatening to undermine what one of these very members of congress once called "The most successful foreign aid program since the Marshall plan." On the line to discuss PEPFAR's history of success and its uncertain future is Gayle Smith, CEO of the One Campaign and former head of the US Agency for International Development.

Gayle Smith, CEO of the ONE Campaign, served in many leadership roles in the federal government as a staunch advocate for evidence-based decision making. As Coordinator for Global COVID Response and Health Security at the U.S. Department of State in 2021, Smith led the U.S. effort to end the global pandemic, helping the Biden-Harris Administration map out a response, identify spikes, and target vulnerabilities through monitoring, testing, diagnostics, and other tools. As Administrator of the United States Agency for International Development (USAID) during the Obama Administration, Smith prioritized a culture of evaluation and learning, emphasizing the importance of focusing on outcomes rather than inputs and using data and evidence to make midcourse corrections on projects and programs. And, as a White House official who played a leading role in the U.S. response to Ebola, Smith saw firsthand the importance of leveraging data to track outbreaks, target treatments, invest resources, and move in real time to maximize impact. We are joined today with Dave Berkenfield. Dave retired after spending 25 years in special operations having served as a Navy SEAL beginning in the 90's and retiring only a couple years ago. Today, he serves in a leadership role on racing teams with Chip Ganassi Racing headquartered in Indianapolis, Indiana. Having served on 20 combat deployments during his time as a SEAL, we discuss with Dave the impact on us veterans upon leaving the service, and the terrible infliction that is veteran suicide. Since his retirement, Dave has worked closely with the American Legion to develop the “Be the One” campaign. The American Legion is known as Veteran's Strengthening America and developed the Be the One Campaign “to begin thinking, talking and acting to save just one life.” We appreciate Dave's leadership and dedication in tackling such a complex, American issue. Before her work at the NSC during the Obama Administration, Smith founded the Sustainable Security Program at the Center for American Progress and co-founded the ENOUGH project and the Modernizing Foreign Assistance Network. She served as Special Assistant to President Clinton and Senior Director for African Affairs at the NSC in the late 1990s, and prior to that lived and worked in Africa for 20 years, working as a journalist and with NGOs. Smith is originally from Bexley, Ohio and earned a B.A. from the University of Colorado. Smith also won first place in the standing long jump in elementary school.

Moe begins today's show with his 'Moe-ment of Truth," where he condemns today's decision by the Supreme Court striking down a New York gun law that had restricted 'conceal carry.' He is then joined by Jacopo Bencini, who since 2019 works closely with Rondine - Cittadella della Pace, in the role of Campaign and Advocacy Advisor under the wider Leaders for Peace campaign project. The two discuss Rondine and its incredible work. Rondine - Cittadella della Pace, is a non-profit organization based in Tuscany, Italy. Through its restored medieval hamlet 15 minutes by car from Arezzo, it hosts university students coming from conflict and post-conflict areas from all over the world, especially the Caucasus, the Balkans, the Middle East, West Africa, and South America, together with students from all over the Mediterranean and Italy. Rondine's approach is based on a methodology developed over more than twenty years of activity, called the Rondine Method for creative conflict resolution. At the core of the Methodology lies the residential experience, living and sharing rooms with the “enemy”, and the deconstruction of the “enemy” itself as a poisonous concept. Rondine's programs last for one or two years, and – as far as we know – are the longest, globally, in the field of creative peacebuilding. Once back home, all Rondine alumni receive support to implement local impact projects, especially if involving communities from the other side of the border. Rondine's students understood that this very experience could not remain a small, yet successful experiment in the Tuscan countryside and, in December 2018, went to the United Nations in NYC to launch a global campaign, called 'Leaders for Peace.' Through the campaign, Rondine's students asked all 193 UN Governments to invest more in peace education and the teaching of human rights in national school systems. So far, the campaign has been endorsed by Italy, Costa Rica, the European Economic and Social Committee, and Pope Francis. In 2021, Rondine gained the status of special observer at the U.N. Economic and Social Council. In April 2022, a delegation of Rondine was received in NYC by U.N. Secretary General Antonio Guterres, right before his trip to Russia and Ukraine. Rondine is currently opening its horizons overseas and it is looking forward to hosting students from the United States for short residential experiences, building on successful experiences with Canadian universities over past years. A little while ago, I had a conversation with Dr. Madhukar Pai about vaccine equity. In it, I tried to understand why and how developed countries were spending billions on COVID vaccine boosters, but so relatively little in low-income countries. Not to say that nothing has been done, but it's a pretty clear-cut case where whatever we have done, however complex the system, it's nowhere near enough. I can't be more clear here. This will affect you. We're handing out 21 million shots a day across the world, and yet, 36.8% of the world's population – 2.9 billion people – still haven't received a single shot. 87% of people in low-income countries still haven't received a single shot. The international organization that was supposed to shepherd this whole endeavor to vaccinate the world, COVAX, has, however you squeeze it, failed. I want to understand technically what the issues have been, but also as always, to understand why we do what we do when it's so morally corrupt, when it costs so many lives, and even when all of the evidence tells us that it will come back to bite us. My guest today is Gayle Smith. Gayle served until recently as Coordinator for Global COVID Response and Health Security at the Department of State and has recently returned to her role as the President and CEO of the ONE Campaign. Prior to the ONE Campaign, Smith was the Administrator of USAID, where she led a staff of more than 10,000 people working to end extreme poverty, foster sustained and inclusive economic growth, and promote resilient, democratic societies all over the world.  Smith has also served as Special Assistant to President Obama and Senior Director for Development and Democracy at the National Security Council, where she helped lead the U.S. and global response to the Ebola crisis in 2014 and 2015, and as Special Assistant to President Clinton and Senior Director for African affairs at the National Security Council.
