Let's get started.No stock market updates from us today as the markets remained shut on Monday as Mumbai went to the polls.Yesterday, Iran's interior minister confirmed that the country's leader, Ebrahim Raisi, had died in a helicopter crash that also killed the country's foreign minister. We invited Elizabeth Roche, an associate professor at Jindal University, to write about the implications of this tragedy. Roche also answers what's next for Iran, and how this will affect India, the Middle East, and the West.A couple of weeks ago, a research paper by Banaras Hindu University sparked widespread worries among Indians. The paper said a significant number of people faced adverse side-effects after taking Covaxin, the indigenously developed covid vaccine. Bharat Biotech, which developed the vaccine, brushed off the concerns, pointing to other studies that proved the vaccine's safety record. Now, the government is stepping in to dismiss any concerns: the Indian Council of Medical Sciences said that BHU's study was poorly designed, and had no control group of unvaccinated individuals to compare with. Priyanka Sharma writes that the participants were contacted by telephone, and no physical examination was conducted. This ought to put Covaxin users at ease.The Reserve Bank of India has reprimanded a host of financial entities lately, from Paytm to Kotak Mahindra Bank and Bank of Baroda. Under governor Shaktikanta Das, the banking regulator is doing its best to whip every lender into shape. Prior to Das, Raghuram Rajan was at the helm. His goal was cleaning up banks' balance sheets, while Das wants to ensure better governance. But as Shayan Ghosh writes, the way the RBI has been going about this is interesting: it is now not afraid of taking big decisions. Earlier, the central bank relied on fines and warnings. Today, it is cancelling banking licences and preventing companies from taking on new customers — essentially hurting the core of their business. Shayan takes a deep dive into the RBI's practices, and why it's resorting to such measures to protect citizens.If you go to buy an electric vehicle, you'll realise that one big advantage EVs have over their fossil fuel-counterparts is that they don't carry any road tax. For example, in Karnataka, the road tax for petrol cars can be up to 17 percent of the car's price. This is an incentive from the government for companies and buyers to go green. But you don't have to electrify yourself fully to get discounts from the government. Take for example, ethanol-powered cars. Alisha Sachdev reports that union road minister Nitin Gadkari expressed interest in lowering the taxes on ethanol and ethanol-blend cars from anywhere between 2 and 14 percent. This would significantly lower the cost of cars that use either pure ethanol or a blend of ethanol and petrol, called flex-fuel cars. While flex-fuel cars aren't yet produced in India, Gadkari claims they pollute even less than EVs. In the battle between electric and petrol, ethanol seems to have gained the political upper hand.It's a good time to be a premium D2C company. Brands such as bespoke apparel maker Bombay Shirt Company, luggage maker Mokobara, and organic dairy startup Akshay Kalpa have raised funds from some of India's largest venture capital firms in the recent past. Sowmya Ramasubramanian speaks to investors who are bullish on this segment, as they see an increasing number of people willing to pay premium prices. Convenience plays a role, too. Sowmya writes that these products are more likely to be available on quick commerce apps than legacy brands. As of this afternoon, the Election Commission received about 1036 complaints from various political parties in West Bengal related to malfunctioning EVMs, agents being stopped from entering polling booths, and voters being threatened or stopped from going to cast their votes in different constituencies. Meanwhile, in addition to five Lok Sabha seats in Odisha, voters will also cast their ballot for the second phase of simultaneous state assembly elections in 35 seats today.Prime Minister Narendra Modi today said that he was hurt seeing the poverty in Odisha despite the state having “so many mineral resources”, and alleged that the Chief Minister's Office and residence had been captured by “a handful of corrupt people”. In an indirect dig at V K Pandian, Chief Minister Naveen Patnaik's close aide and BJD's key election strategist who is from Tamil Nadu, Modi also claimed that people were saying the keys of the Puri Jagannath Temple's Ratna Bhandar (treasure trove) had been sent to the souther state. THis is his third visit to Odisha in a fortnight.Days after a Banaras Hindu University study reported long-term adverse events of “special interest” in a group of over 900 people a year after they were vaccinated with Bharat Biotech's Covaxin, the Indian Council of Medical Research (ICMR) has called it a “poorly designed study” with critical flaws. The director-general of the apex medical research body has also written to the authors of the paper and the editor of the journal in which it was published, stating that it “incorrectly and misleadingly” acknowledges ICMR though the body did not offer any financial or technical support for the paper.The Enforcement Directorate has moved an application seeking an extension of Delhi CM Arvind Kejriwal's judicial custody by 14 days in the money laundering case linked to the 'excise policy scam' after he surrenders on 2nd of June. Kejriwal is currently on interim bail till 1st of June after he was granted bail by the apex Court.Iran's President Ebrahim Raisi has been killed in a helicopter crash in the mountains to the northwest of the country, close to its borders with Armenia and Azerbaijan.The helicopter, which was also carrying Iran's Foreign Minister Hossein Amirabdollahian and the Governor of Iran's East Azerbaijan province Malek Rahmati, disappeared in dense fog on Sunday. Somewhere in May last year, when the second wave of pandemic was in the full swing, India was struggling to vaccinate its people. The government and vaccine makers were trading charges while Covid-19 was taking a heavy toll on human lives. India, which was home to the world's largest producer of Covid-19 vaccine, failed to inoculate the entire population during the course of that lethal wave. But a few months on, by the month of July, India became the only country after China to administer over two billion Covid vaccination doses. The vaccination drive, on scale, was hailed as one of the best in the world. So far, over 98% of adults have received at least one dose of the Covid vaccine, while 90% have been fully vaccinated. Nearly 22.7 million doses are available with states as of October 1. And just about 15 months later -- by the end of September -- over 100 million doses of vaccines ended up being wasted as their shelf life expired. Were there no takers of these booster doses or they simply didn't reach the needy? The loss, pegged at Rs 2,250 crore, fades in front of the loss it may have cost to people's health as the world is still facing acute vaccine inequality. The shelf life of Covishield is currently nine months, while that of Covaxin is 12 months. The shelf lives of both the vaccines were extended by three months last year. Non-Covid vaccines typically have a shelf life of three years. Why were 100 million doses wasted? As the pandemic waned, people became complacent. Masks disappeared from public places and there were few takers for booster doses. Over 84% of India's population is eligible for booster dose, but only 27% of them have received the shot. The booster coverage improved, thanks to a 75-day free booster dose campaign by the Centre. In mid-July, the booster dose coverage was at a meagre 8%. Despite the gains, India still has a long way to go in improving booster coverage. Had it not been the free booster dose campaign, the wastage would have been higher. In an interaction with Business Standard earlier, Adar Poonawalla indicated that he was trying to save around 50-100 million doses of vaccines in a free booster dose drive. Some amount of vaccine wastage is inevitable with such a large vaccination drive, however, governments try to minimise the damage. For all vaccines, GAVI recommends countries to keep the maximum wastage of 25% for the first year, with gradual reduction to 15% by the third year. For Covid vaccines, GAVI assumed the wastage rate could be 10%. If we look at the global scenario, the number of Covid-19 vaccines which are likely to have been wasted since the global roll out began is estimated to be 1.1 billion as of mid-July, according to data analytics firm Airfinity. “While wastage at any level is undesirable, it is the result of unprecedented vaccine production which has saved millions of lives. If we want a fast reacting global vaccine response system, we will have to accept some level of wasted doses,” says Airfinity CEO, Rasmus Bech. The other major reason why so many doses ended up being wasted in India was because of mis-anticipation of demand. Experts say companies were unclear about the purchase orders from the Centre and ramped up capacity in a big way. Serum had accumulated 250 million doses of formulated vaccines, and another 250 million in the bulk form by December last year and stopped Covishield production. Bharat Biotech too had a stock of 50 million doses lying at its plants around April and had halted production of Covaxin. The restrictions on exports did not help either. As India grappled with a deadly second wave in April last year, the government halted vaccine exports and resumed only towards the later end of the year. The restrictions meant that vaccine makers might have missed out on some of the export orders. A few days after this announcement, the news website The Wire published a shocking story on how the Central Drug Standards Control Organisation - the CDSCO - the country's drug regulatory agency- never approved of precautionary doses. In this episode, we speak to Banjot Kaur, the reporter who broke this important story this July. Early this year, a Telangana court asked The Wire to take down several articles related to vaccine policy based on a defamation suit by Bharat Biotech, which manufactures Covaxin. One of these stories pulled down was Banjot's story. She has been writing on science and public health for 12 years, and has worked at Down to Earth Magazine and Times of India. As Covid-19 cases rise in various parts of the country, the Drugs Controller General of India has approved the restricted use of Covaxin and Corbevax in emergency for children below 12 years. The later was already being used for inoculation against Covid-19 in the 12-18 age groups. Corbevax is a protein sub-unit Covid-19 vaccine, developed by Hyderabad-based bio-products company Biological E, in collaboration with biopharmaceutical company Dynavax Technologies and Baylor College of Medicine in the US. India's Department of Biotechnology and its public sector undertaking, Biotechnology Industry Research Assistance Council, have supported the vaccine candidate from the pre-clinical stage through Phase III clinical studies. Corbevax uses a traditional recombinant protein-based technology that enables its production at large scales making it accessible to inoculate the global population. The vaccine technology was created and engineered at the Baylor College of Medicine in Texas, US. It was then licensed to Biological E through a commercialisation team at the Texas-based university for development and production. The adjuvant used in the vaccine is developed by Dynaxav Technologies in the US. It is made from the receptor-binding domain (RBD) of the coronavirus spike protein, which allows the virus to latch on and enter human cells. When injected, the harmless piece of the spike protein is expected to trigger an immune response in the body. The available safety and immunogenicity results of the ongoing phase II and III clinical studies indicated that the vaccine is safe and immunogenic. The Translational Health Science and Technology Institute, an autonomous institute of the Department of Biotechnology, provided immunogenicity data for the Phase II and III studies. Corbevax is a two-dose vaccine administered intramuscularly and can be stored at 2ºC to 8ºC. Clinical trials indicate that Corbevax can effectively prevent Covid-19 disease following two doses given at four week's interval. However, the duration of protection against Covid-19 disease is currently unknown.

今天指揮中心公布了近三個月完整接種入境確診比率,這個圖要很小心解讀。 1.指揮中心統計,8月6日至11月2日曾完整接種2劑疫苗(嬌生以接種1劑計算)後入境者確診比率,接種BNT疫苗入境者人數最多,共2萬8818人,確診數為93人,確診比率0.32%;接種AZ入境者9313人,確診51人,確診比率0.55%;接種莫德納入境者6407人,確診12人,確診比率0.19%。科興2劑入境者6054人,其中49人確診,確診比率為0.81%;國藥2劑入境者2539人,10人確診,確診比率為0.39%;至於完整接種只需1劑的嬌生,入境者1449人,其中18人確診,確診比率1.24%;印度國產Covaxin施打2劑入境者有305人,其中2人成為確診者,確診比率為0.66%。 2.但陳時中也強調,這樣的統計樣本不夠科學化,直接以此數據做出推斷很危險,僅是從入境旅客中分析發生突破性感染的狀況,指揮中心將會持續監控。 3.羅一鈞表示,若進一步細分為8至10月及10月至11月,會發現多數廠牌疫苗接種確診率有升高現象,但完整接種AZ跟嬌生確診比率卻有往下降趨勢。 4.羅一鈞也提到,自今年8月6日起,入境旅客接種疫苗問卷調查功能上線,由於接種疫苗問卷調查非屬旅客必填內容,因此人數均可能低估,導致確診比率高估。若是未來入境檢疫措施規劃根據接種疫苗與否進行調整,入境旅客接種疫苗問卷調查功能不排除改為必填欄位,但以現階段入境檢疫策略而言,維持選填即可。 5.傳出若完成2劑疫苗接種且滿14天者,可前7天集中檢疫,後7天採居家檢疫的「7加7」。對此陳時中回應,「7加7」尚未定案,本週將對外宣布。羅一鈞在疫情記者會上說明此研議方案的立論基礎。觀察7月2日至11月7日這波Delta變異株的境外移入,有123名境外移入個案屬Ct值小於或等於25,即病毒量較高的個案,當中32人屬完整接種2劑疫苗滿14天的突破性感染個案,另外91人屬未完整接種的確診個案。 6.這32名高病毒量的突破性感染個案中,多達30人於入境7天內因出現症狀或依規定採檢確診,占比達94%;僅2人是在入境後第10、12天確診,占比約6%。 未完整接種疫苗的91名確診者中,有75人是在入境7天內發現確診,占比約82%;至於入境10天內確診的則有82人,占比為90%。 完整接種與未完整接種,7天內發現確診比率分別為94%與82%,可見已有明顯差距;但未完整接種或未接種者,也有9成可在入境10天內發現。 04b解讀: 1.這個數字要小心解讀,因為旅客所在當地的盛行率,疫苗施打狀況可能有低估等等都可能會影響此數字。你可能不行直接說嬌生疫苗比滅活疫苗保護力還差,因為嬌生應該多半是從美國回來,國藥科興則是從中國回來,兩地疾病的盛行率應該差很多,數字有差是很正常的。 2.很多人在比哪個疫苗突破性感染最高或最低。但有沒有發現,知道分母後,每個疫苗突破性感染的機率都沒有你想像的高?去掉母數較低的嬌生,幾乎都是千分之2~8之間。每一千個打疫苗的人,在入境台灣的這段觀察時間,僅有2~8個人會得到突破性感染。有992~998個人是沒有被感染的。你不要整天放大那2~8,然後忘記那992~998人是沒事的。 3.另外別忽略了這些確診中也有很多是病毒量低的,比較久以前感染的陰陽人。這些人是不足為懼的。 這三個月入境有完整接種,有三日內檢測陰性報告的54885人中,有235個突破性感染。僅有32名是高病毒量的(這數字有包含七月),多達30人於入境7天內可以抓到,僅會漏掉2人。 防疫永遠是劃一條線看你能承受多少風險的問題。我之前就和大家說,如果你要滴水不漏,你就入境一律隔離24天最安全呀。但經過這幾個月的大數據,發現割在7天可以擋下絕大多數的威脅,那是否有必要為了這五萬五千分之2的風險,一律都隔離14天?我很高興對於可否縮減隔離天數這個議題,我們能有這樣的大數據做為參考。接下來經過春節專案,應該會有更多資料可以讓我們進入期末考時做出最好的決定。 4.如果可以蒐集同時間沒打疫苗入境人口的感染率作為對照組,應該是很有趣的觀察!(查證中) 入境突破性感染率數據 BNT莫德納疫苗升高AZ降低 https://www.cna.com.tw/news/firstnews/202111100059.aspx 完整接種入境確診比率 嬌生占比最高 https://www.cna.com.tw/news/firstnews/202111100173.aspx 春節7+7檢疫專案 打2劑WHO認證疫苗、滿14天可入境 https://www.cna.com.tw/news/firstnews/202111100209.aspx 高病毒量突破性感染Delta 94%於7天內檢出 https://www.cna.com.tw/news/ahel/202111100211.aspx 小額贊助支持本節目: https://pay.firstory.me/user/linshibi Powered by Firstory Hosting

El testimonio de un funcionario del ministerio de Salud destapó un caso de posible corrupción, relacionada con la adquisición de tres millones de dosis de la vacuna Covaxin al laboratorio indio Bharat Biontech, con un evidente sobreprecio. En un país que ya suma 500 mil muertos por la pandemia, Bolsonaro es acusado de haber ignorado las denuncias en torno a la operación, que involucraría a un diputado oficialista. Ante esto, la Fiscalía de Brasil abrió el viernes pasado una investigación por prevaricación contra el presidente. Además, un grupo transversal de parlamentarios presentó una nueva solicitud de impeachment o juicio de destitución. Aunque la llave para dar curso a semejante juicio está a cargo de un parlamentario incondicional al presidente, la pregunta es cuánto resistirá el apoyo que le queda a Bolsonaro a medida que las elecciones generales de octubre de 2022 se vayan acercando.
