Welcome to Top of the Morning by Mint, your weekday newscast that brings you five major stories from the world of business. It's Tuesday, May 21, 2024. My name is Nelson John. Let's get started.No stock market updates from us today as the markets remained shut on Monday as Mumbai went to the polls.Yesterday, Iran's interior minister confirmed that the country's leader, Ebrahim Raisi, had died in a helicopter crash that also killed the country's foreign minister. We invited Elizabeth Roche, an associate professor at Jindal University, to write about the implications of this tragedy. Roche also answers what's next for Iran, and how this will affect India, the Middle East, and the West.A couple of weeks ago, a research paper by Banaras Hindu University sparked widespread worries among Indians. The paper said a significant number of people faced adverse side-effects after taking Covaxin, the indigenously developed covid vaccine. Bharat Biotech, which developed the vaccine, brushed off the concerns, pointing to other studies that proved the vaccine's safety record. Now, the government is stepping in to dismiss any concerns: the Indian Council of Medical Sciences said that BHU's study was poorly designed, and had no control group of unvaccinated individuals to compare with. Priyanka Sharma writes that the participants were contacted by telephone, and no physical examination was conducted. This ought to put Covaxin users at ease.The Reserve Bank of India has reprimanded a host of financial entities lately, from Paytm to Kotak Mahindra Bank and Bank of Baroda. Under governor Shaktikanta Das, the banking regulator is doing its best to whip every lender into shape. Prior to Das, Raghuram Rajan was at the helm. His goal was cleaning up banks' balance sheets, while Das wants to ensure better governance. But as Shayan Ghosh writes, the way the RBI has been going about this is interesting: it is now not afraid of taking big decisions. Earlier, the central bank relied on fines and warnings. Today, it is cancelling banking licences and preventing companies from taking on new customers — essentially hurting the core of their business. Shayan takes a deep dive into the RBI's practices, and why it's resorting to such measures to protect citizens.If you go to buy an electric vehicle, you'll realise that one big advantage EVs have over their fossil fuel-counterparts is that they don't carry any road tax. For example, in Karnataka, the road tax for petrol cars can be up to 17 percent of the car's price. This is an incentive from the government for companies and buyers to go green. But you don't have to electrify yourself fully to get discounts from the government. Take for example, ethanol-powered cars. Alisha Sachdev reports that union road minister Nitin Gadkari expressed interest in lowering the taxes on ethanol and ethanol-blend cars from anywhere between 2 and 14 percent. This would significantly lower the cost of cars that use either pure ethanol or a blend of ethanol and petrol, called flex-fuel cars. While flex-fuel cars aren't yet produced in India, Gadkari claims they pollute even less than EVs. In the battle between electric and petrol, ethanol seems to have gained the political upper hand.It's a good time to be a premium D2C company. Brands such as bespoke apparel maker Bombay Shirt Company, luggage maker Mokobara, and organic dairy startup Akshay Kalpa have raised funds from some of India's largest venture capital firms in the recent past. Sowmya Ramasubramanian speaks to investors who are bullish on this segment, as they see an increasing number of people willing to pay premium prices. Convenience plays a role, too. Sowmya writes that these products are more likely to be available on quick commerce apps than legacy brands. This is the Catch Up on 3 Things for the Indian Express and I'm Flora Swain.It's the 20th of May and here are today's headlines.Polling is underway for 49 Lok Sabha seats across six states and two Union Territories including Jammu and Kashmir's Baramulla. As of this afternoon, the Election Commission received about 1036 complaints from various political parties in West Bengal related to malfunctioning EVMs, agents being stopped from entering polling booths, and voters being threatened or stopped from going to cast their votes in different constituencies.  Meanwhile, in addition to five Lok Sabha seats in Odisha, voters will also cast their ballot for the second phase of simultaneous state assembly elections in 35 seats today.Prime Minister Narendra Modi today said that he was hurt seeing the poverty in Odisha despite the state having “so many mineral resources”, and alleged that the Chief Minister's Office and residence had been captured by “a handful of corrupt people”. In an indirect dig at V K Pandian, Chief Minister Naveen Patnaik's close aide and BJD's key election strategist who is from Tamil Nadu, Modi also claimed that people were saying the keys of the Puri Jagannath Temple's Ratna Bhandar (treasure trove) had been sent to the souther state. THis is his third visit to Odisha in a fortnight.Days after a Banaras Hindu University study reported long-term adverse events of “special interest” in a group of over 900 people a year after they were vaccinated with Bharat Biotech's Covaxin, the Indian Council of Medical Research (ICMR) has called it a “poorly designed study” with critical flaws. The director-general of the apex medical research body has also written to the authors of the paper and the editor of the journal in which it was published, stating that it “incorrectly and misleadingly” acknowledges ICMR though the body did not offer any financial or technical support for the paper.The Enforcement Directorate has moved an application seeking an extension of Delhi CM Arvind Kejriwal's judicial custody by 14 days in the money laundering case linked to the 'excise policy scam' after he surrenders on 2nd of June. Kejriwal is currently on interim bail till 1st of June after he was granted bail by the apex Court.Iran's President Ebrahim Raisi has been killed in a helicopter crash in the mountains to the northwest of the country, close to its borders with Armenia and Azerbaijan.The helicopter, which was also carrying Iran's Foreign Minister Hossein Amirabdollahian and the Governor of Iran's East Azerbaijan province Malek Rahmati, disappeared in dense fog on Sunday. According to Iran's Constitution, the First Vice President Mohammad Mokhber will take over as interim president.This was the Catch-Up on the 3 Things by The Indian Express.

There has been a discernible change in the narrative over the past few weeks regarding Covid-19 vaccines. From the Andrew Bridgen affair and questions in the House of Commons regarding the unusually high seasonal death rates to the publicity that came with “Novacc” Djokovic winning the Australian Open, to the sudden collapse of Thailand's Princess Bajrakitiyabha, daughter of the King, and the resulting (likely fabricated) story that Thailand is nullifying its Pfizer contracts, the powers-that-be - and I'm still not sure who they actually are - seem to have lost control of the narrative.The take-up of boosters was low and there is now widespread doubt amongst those who had the vaccine that they did the right thing, while there is both pride and vindication amongst those who didn't.In a world awash with both censorship and misinformation (which is worse? - there is another thing I'm not sure about), it is difficult to know who or what to believe.We do, however, have price. There is a truth to price. Price, like the truth, can change every day, many times per day, but the price of something, or should I say the price of a publicly traded asset, reflects all the available information about that asset at any given moment. In that respect, there is a truth to price.The price of Brent Crude Oil, currently $84, reflects all the available information there is about current and future oil supply, current and future demand, current and future government policy, net zero, global risk appetite and more. All the information, opinion, and research, the truths, the half-truths and the lies, the ideals and the realities - everything is distilled into those two digits: 84 dollars.And so today, with all this in mind, I thought it would be informative to ask - how are the vaccine stocks doing? How're they are doing might tell us about the vaccine narrative itself.Covid-19 vaccine stocks The main vaccine stocks are as follows: * Pfizer (NYSE: PFE) - although not a “pure” play (its share price is determined by the success or failure of many of its products and patents), it did bring the world's most famous and controversial vaccine to market. * Biotechnology company BioNTech (NASDAQ: BNTX), which teamed with Pfizer to produce its vaccine, can be seen as much more of a “vaccine bellwether” stock. Its messenger RNA (mRNA) technology was critical to the Pfizer vaccine.* Moderna (NASDAQ: MRNA). The ticker's on brand! Moderna was quick in the wake of Pfizer and BioNTech to win a US EUA for its vaccine. Unlike Pfizer and BioNTech, it doesn't have to split profits. It's also a ‘pure play”, so a good bellwether.* Johnson & Johnson's (NYSE: JNJ) sold its vaccine at cost during the pandemic and it is so diversified with numerous other products that we can probably discount it as a vaccine bellwether. Still, we can include it on the list as it is a key player.* Likewise AstraZeneca (LON: AZN) -was an early winner in the vaccine race, but then it got embroiled in disputes with the European Union. Like Johnson and Johnson, it is also heavily diversified with other products and it also initially delivered the vaccines at cost. So, again, it is not a “pure play.”* There is the lesser-known Novavax (NASDAQ: NVAX), whose product is not as widespread as the others.* Ocugen (NASDAQ: OCGN), also not very well known, is partnered with Indian drugco, Bharat Biotech, and has a vaccine authorised in India. * Finally, Vaxart (NASDAQ: VXRT), is developing an oral vaccination tablet. At this stage of writing this article, I haven't yet looked at a single chart of a “vaxco”, so I don't know what I'm about to discover. I'm going to post 4-year charts - ie going back a year before Covid - along with a 200-day moving average (200DMA) in green to help identify primary trends.Let's start with Pfizer (NYSE: PFE)You can see the run it had since 2020. But, shorter term, since early December, it's been falling like a boulder off a cliff. It's not seen any of the rally that accompanied the broader stock market since Christmas. It's below its 200DMA and trending down. On the other hand, it's still at $43, above its October low, and well above its pre-Covid price in the low- to mid-$30s, so all is not lost. I do not like the look of that chart at all. I'm pretty sure its handle will no longer be a four but a three before long.Next is BioNTech (NASDAQ: BNTX). This is a classic pop-and-drop and could just as easily be the chart of some crypto currency or junior miner.At $140, it's 70% down from its $460 high, and it too is in a downtrend. There is support at $120 and it's still three or four times higher than it was before Covid. I wish I'd known about BioNTech in 2020!Moderna (NASDAQ: MRNA) is next and like BioNTech, the other “pure vax play,” this is another pop-and-drop. Cynics would say pump and dump.Gosh, this was a $25 stock in 2020. It went to $500. How fortunes can change.Now it's at $175, 65% of its highs, but above its 200DMA. The shorter-term trend is down, however.Gosh, these vaxco stocks are volatile. As volatile as crypto. (I don't see the FCA warning against them, or indeed banning them though).Johnson & Johnson's (NYSE: JNJ) is next. Like Pfizer, it's not a pure play, but I do not like the look of this chart at all. Double tops and stuff.It's come down hard in 2023. What does the market know that I don't?It's below its 200DMA and trending lower. You want to see that October 2022 low, just around $158, holding, or failing that $152.To be fair to Johnson and Johnson, and not wanting to get too sensationalist, it has previous when it comes to spiky, up-and-down action. See early 2022 for more details.And so to AstraZeneca (LON: AZN) and this too could be displaying the worrying, early 2023 chart sickness of the vaccine major. Not as bad as the other two though.I'm going to give this one the benefit of the doubt and say it's a standard pullback to the 200DMA, which is rising, amidst an ongoing secular bull market.Pre-Covid it was around 7,000p, so it's about 45% up on the back of the pandemic.If they've banned cryptocurrencies, why the FCA hasn't banned speculating in the likes of Novavax (NASDAQ: NVAX), I cannot understand. Where's the consistency? Surely that is what we want from our regulators. In any case, this is one brutal chart, and it's back where it was before Covid.This was a $3 stock at the beginning of 2020. It went to $330. Somebody made a lot of money. Nancy Pelosi is my guess. Or maybe that Fauci bloke. (For the avoidance of legal doubt, I'm joking).Now it's a $10 stock. I make that a 97% drop. Somebody lost a lot of money.By the way, here's a chart of Novavax since its IPO in 1995. I don't think I've ever seen anything like it. Talk about hype cycles. Fortunes have been made and lost in this company over and over. Remind me to buy it in about a year's time at $5. It'll be $150 or $300 a couple of years after that. (Then remind me to sell it).Next, we have Ocugen (NASDAQ: OCGN). Cripes, it's another one. From a buck to 18 bucks back to a buck. I need to get more into biotech. It's extraordinary.And last up, Vaxart (NASDAQ: VXRT) is developing an oral vaccination tablet. I almost don't need to post this one. You know what's coming.From below a dollar to $25 back to a dollar - and trending lower.So what can we learn from all this?One: vaccines are dead in the water.Two: there might be something nasty lurking in the pipeline for Pfizer, and perhaps Johnson and Johnson. How did India waste over 100 million Covid vaccines?

Somewhere in May last year, when the second wave of pandemic was in the full swing, India was struggling to vaccinate its people. The government and vaccine makers were trading charges while Covid-19 was taking a heavy toll on human lives. India, which was home to the world's largest producer of Covid-19 vaccine, failed to inoculate the entire population during the course of that lethal wave. But a few months on, by the month of July, India became the only country after China to administer over two billion Covid vaccination doses. The vaccination drive, on scale, was hailed as one of the best in the world. So far, over 98% of adults have received at least one dose of the Covid vaccine, while 90% have been fully vaccinated. Nearly 22.7 million doses are available with states as of October 1. And just about 15 months later -- by the end of September -- over 100 million doses of vaccines ended up being wasted as their shelf life expired. Were there no takers of these booster doses or they simply didn't reach the needy? The loss, pegged at Rs 2,250 crore, fades in front of the loss it may have cost to people's health as the world is still facing acute vaccine inequality. The shelf life of Covishield is currently nine months, while that of Covaxin is 12 months. The shelf lives of both the vaccines were extended by three months last year. Non-Covid vaccines typically have a shelf life of three years. Why were 100 million doses wasted? As the pandemic waned, people became complacent. Masks disappeared from public places and there were few takers for booster doses. Over 84% of India's population is eligible for booster dose, but only 27% of them have received the shot. The booster coverage improved, thanks to a 75-day free booster dose campaign by the Centre. In mid-July, the booster dose coverage was at a meagre 8%. Despite the gains, India still has a long way to go in improving booster coverage. Had it not been the free booster dose campaign, the wastage would have been higher. In an interaction with Business Standard earlier, Adar Poonawalla indicated that he was trying to save around 50-100 million doses of vaccines in a free booster dose drive. Some amount of vaccine wastage is inevitable with such a large vaccination drive, however, governments try to minimise the damage. For all vaccines, GAVI recommends countries to keep the maximum wastage of 25% for the first year, with gradual reduction to 15% by the third year. For Covid vaccines, GAVI assumed the wastage rate could be 10%. If we look at the global scenario, the number of Covid-19 vaccines which are likely to have been wasted since the global roll out began is estimated to be 1.1 billion as of mid-July, according to data analytics firm Airfinity. “While wastage at any level is undesirable, it is the result of unprecedented vaccine production which has saved millions of lives. If we want a fast reacting global vaccine response system, we will have to accept some level of wasted doses,” says Airfinity CEO, Rasmus Bech. The other major reason why so many doses ended up being wasted in India was because of mis-anticipation of demand. Experts say companies were unclear about the purchase orders from the Centre and ramped up capacity in a big way. Serum had accumulated 250 million doses of formulated vaccines, and another 250 million in the bulk form by December last year and stopped Covishield production. Bharat Biotech too had a stock of 50 million doses lying at its plants around April and had halted production of Covaxin. The restrictions on exports did not help either. As India grappled with a deadly second wave in April last year, the government halted vaccine exports and resumed only towards the later end of the year. The Union Ministry of Health (MoH) approved Bharat Biotech's Covid-19 nasal vaccine, Incovacc, for emergency use in India on Tuesday. Union health minister Mansukh Mandaviya announced the development on Twitter. With this, India will no longer have to depend only on the intramuscular shots that were hitherto available. But what are nasal vaccines? There are several methods of administering a vaccine. The most common is the intramuscular vaccine, where the shot is delivered into the muscle. In subcutaneous vaccines, the shot is delivered between the skin and the muscles. Vaccines may also be delivered orally, as in the case of Polio drops. However, in nasal vaccines, the shot is sprayed into the nostrils and inhaled. Several viruses enter the human body through the mucosa. These tissues line the nose, mouth, lungs, and digestive tract. When it enters the body, the immune cells get activated and flock to the site of infection to stop its spread. In the case of nasal vaccines, the virus may be stopped from entering the body by attacking it at its point of entry. How do vaccines work? When a vaccine is administered to a human body, the B cells in the blood start churning out antibodies. The most important of these are called IgG antibodies. They search for the virus in the body and, with the help of T cells, destroy the infected cells. How do nasal vaccines work? B cells, however, also reside around the mucosal tissues. When a nasal vaccine is administered, they form another type of antibody, IgA. IgA with T cells destroys the pathogens in the airway only. Also, they memorise the pathogen and prevent it from entering the body ever again. How is a nasal vaccine better than the usual ones? There are three main reasons why nasal vaccines are better than intramuscular ones. First, these vaccines reduce the administration cost as they do not need syringes and needles. Second, Nasal vaccines can be easily self-administered. They do away with the dependence on trained individuals. Third, as the virus is not allowed to enter the body, the symptoms, if any, are mild. How will Bharat Biotech's nasal vaccine be administered? Bharat Biotech's Incovacc will have a two-dose schedule. The first dose would involve a total of 4 drops with 2 in each nostril. The second dose will have to be repeated within 28 days. This second dose would also involve a total of 4 drops, 2 in each nostril.

Bharat Biotech hasn't yet released the results of its studies or details on when the vaccine will be available on the market, according to AP. Meanwhile, in China, CanSino Biologics announced on Sunday last that Chinese regulators have approved an inhalable version of the company's vaccine – to be used as a booster dose. The company pointed to preliminary results of studies suggesting the inhaled version improved immune protection after one puff, but it's not clear if it also increases effectiveness, according to AP. Apple's annual September iPhone event – which the company has tagged with the phrase ‘far out' – is expected later today. Four new iPhones, three new Apple Watches, and a new AirPods Pro model are expected, according to various media reports. Apple is likely to raise the price of the high-end iPhone Pro that Apple trackers are expecting to arrive with a major camera upgrade and an ‘always on' display. The company's latest software, iOS 16, is also expected soon. On the services front, Apple is jumping into the buy-now-pay-later market, with its Apple Pay Later product. Apple is also doubling its ad business team, according to the Financial Times. China aims to accelerate the autonomous cars ecosystem in the country. The port city of Shanghai, one of China's biggest industrial and commercial centres, estimates that autonomous cars and related technologies can produce 500 billion yuan ($72 billion) in economic value by 2025, South China Morning Post reported yesterday. A new plan, released by the General Office of Shanghai Municipal People's Government, on Monday, calls for establishing an ecosystem that is self-reliant concerning R&D and core technologies related to autonomous vehicles, according to SCMP. Reliance Industries has entered into definitive agreements for acquiring a 79.4 percent stake of SenseHawk, through primary infusion and secondary purchase, for a total consideration of $32 million, the Indian conglomerate told the stock exchanges in Mumbai in a filing yesterday. SenseHawk, founded in 2018, is an early-stage California-based developer of software-based management tools for the solar energy generation industry. The threat of a fresh Covid-19 variant is looming large and half of the country's population is yet to be fully vaccinated. Adding to the woes, Pune-based Serum Institute of India has now announced that it will reduce the production of the Oxford-Astra­Ze­neca vaccine, marketed as Covishield in India, by at least 50 per cent from next week. The vaccine maker says that it does not have fresh orders from the Indian government. And if we factor in the possibility of a booster dose, then the vaccine shortfall could only increase. Let us see how much stock we are left with and what is the road ahead.  Serum CEO Adar Poonawalla said that the company has about 500 million doses of Covishield left in stock. And half of it is in an unfinished state. Poonawalla said SII will start exporting the available stock if the Indian government doesn't need the supply. And on Tuesday, the government told the Parliament that 227.6 million doses were available with the states as on December 1, 2021. A Business Standard analysis shows that the government, on December 1, did not have enough doses to administer a second jab to people who have not been fully vaccinated and vaccinate the remaining unvaccinated individuals. Of the 36 states and UTs for which data is available, only 11 states had enough doses to cover their partially vaccinated population with a second dose and the unvaccinated people with first doses. Uttar Pradesh, for instance, had a shortfall of 67.7 million doses, while Maharashtra and Bihar were short of over 25 million doses each, as on December 1, 2021. Tamil Nadu and West Bengal were short of nearly 20 million doses during the period. Serum Institute of India's 500 million doses of Covishield -- if they have been prioritised for the Indian government--plus the stock of Covaxin with Bharat Biotech, should be enough to fulfill India's vaccination requirements for the adult population.  However, if India goes for an additional dose for the fully vaccinated population or a booster dose, then there might be a shortfall. This shortfall in vaccines is particularly telling when we still don't know how the Omicron variant of coronavirus will act up. Medical experts and epidemiologists have warned that Covid-19 will become endemic and people will require annual booster shots. And India is yet to take a final call on vaccinating children. Given all these uncertainties, the country cannot afford disruption in supply of vaccines. Watch video

On 12 October, the expert panel in a statement said that “after detailed deliberation, the committee recommended for grant of market authorisation of the vaccine for the age group of 2 to 17 years for restricted use in an emergency.” This announcement makes Covaxin the second vaccine after Zydus Cadila's ZyCoV-D DNA based vaccine, to be approved for vaccinating those under the age of 18, and the first vaccine in the world to be approved for children below the age of 12. Though DCGI has not given the formal nod yet, the lack of publicly available data regarding the clinical trials and the fact that Covaxin has still not been approved by the World Health Organisation has raised some concerns with health experts on how effective the vaccine will be on children. What also does not help Bharat Biotech's case is its previous lack of transparency about the conduct of Covaxin clinical trials in adults and how it reported adverse side effects. And this brings up the pertinent questions on every parents mind-how safe is Covaxin for children? How many doses should be administered? And do children already affected with COVID-19 need the vaccine? The Indian benchmark indices ended a volatile day in the positive territory with the BSE Sensex closing above the 60,000 level. The 30-pack index rose 149 points to 60,284. The Nifty50, meanwhile, was slightly below the 18,000-mark at 17,992, up 46 points. Titan Company, Bajaj Auto, Bajaj Finserv, SBI and Hindalco were among the major gainers on the Nifty. HCL Technologies, HDFC Life,  Coal India, Tech Mahindra and Shree Cement were among the big losers. About 1,664 shares have advanced, 1,483 shares declined, indicating the breadth remains in favour of bulls. On the sectoral front, auto, FMCG, metal and PSU Bank indices rose 1-3 percent, while the IT index lost nearly 1 percent. The Nifty IT index extended losses for the second day post TCS' earnings. Meanwhile, the broader markets too ended in the green. The BSE Smallcap was up 0.14 per cent, while the Midcap index ended 0.65 per cent higher. The domestic indices managed to end on a positive note while global markets traded with cuts in fears of rising inflation due to soaring commodity prices and energy crunch. Oil price rose towards $84 a barrel supported by a rebound in global demand that is contributing to energy shortages in big economies such as China. Coming to stock-specific moves, shares of Radico Khaitan zoomed 14 per cent following the launch of two new luxury products in the brown and white spirit categories. Lupin's stock ended with gains of 1 per cent after getting the approval for clinical trial of Remdesivir powder. Metal names too gained in the second half of the day with Hindalco and Vedanta closing at day's high. Further, Consumption discretionary stock Titan hit record high today ahead of the festive season, crossing the Rs 2,500-mark. That said, the stock of HCL Technologies was the top Nifty loser ahead of its earnings on October 14. Meanwhile, Bharat Biotech's COVID-19 vaccine, Covaxin, has received emergency use authorisation  for children aged 2-18 years. The SEC has submitted its recommendation to the Drugs Controller General of India (DCGI) for final approval. Going into trade on Wednesday, the markets will take cues from the September CPI inflation and August industrial output data besides companies' earnings for the quarter ended September. All eyes will be on Wipro, Infosys and Mindtree, which will announce their Q2 numbers on October 13. Lastly, global markets, stock-specific moves as well as news related to Covid-19 will be among other major triggers for investors.

A negociação, que era do conhecimento do Presidente Bolsonaro, era intermediada pela Precisa Medicamentos, cujo dono, o empresário Francisco Maximiano, tem ligações pessoais com o senador Flávio Bolsonaro, filho do presidente. Além disso, surgiu ainda, na terça feira, uma nova denúncia sobre um pedido propina de US$ 1 por dose na compra de vacinas por meio da Davaty Medical Supply. A compra de 400 milhões de doses do imunizante geraria uma propina de aproximadamente R$ 2 bilhões. Nos últimos dias, o relato do parlamentar Luis Miranda  (DEM-DF), e de e seu irmão Luís Ricardo Fernandes Miranda, que é servidor do Ministério da Saúde, atearam fogo no debate sobre irregularidades na compra da vacina indiana Covaxin. Segundo documentos do Ministério das Relações Exteriores, o governo comprou o imunizante por um preço 1.000% maior do que era anunciado pela própria fabricante seis meses antes. O deputado ainda garante que avisou à presidência da República sobre o caso.  A vacina produzida pela Bharat Biotech tinha o preço estimado em US$ 1,34 a dose. Em fevereiro deste ano, o Ministério da Saúde pagou US$ 15 por unidade, a mais cara das seis vacinas compradas até agora. O acordo da Covaxin previa o fornecimento de 6 milhões de unidades já em março, mas condicionava a um aval da Anvisa, que só foi dado no dia 4 deste mês. Segundo o deputado Luis Miranda, a denúncia foi apresentada para Bolsonaro com provas e relata ter ouvido uma promessa de que a Polícia Federal iria investigar o caso. Em depoimento ao Ministério Público Federal seu irmão, Luís Ricardo afirmou ter recebido "pressões anormais" para a aquisição da Covaxin, o que não ocorreu em relação a outras vacinas. O Ministério Público Federal, que investiga suspeitas envolvendo a compra do imunizante, afirmou ver indícios de crime e “interesses divorciados do interesse público” na contratação. Um dos investigados é Francisco Emerson Maximiano, proprietário de empresas do ramo farmacêutico, uma delas é a Precisa, que em janeiro deste ano havia se tornado a única representante no País da Bharat Biotech, fabricante indiana da Covaxin.
