Wildfire is a phenomenal, deeply moving, and heart-pounding five-part series that airs on Knowledge Network beginning on April 29. Building a Nation at War: Building a Nation at War: Transnational Knowledge Networks and the Development of China during and after World War II (Harvard UP, 2022) argues that the Chinese Nationalist government's retreat inland during the Sino-Japanese War (1937–1945), its consequent need for inland resources, and its participation in new scientific and technical relationships with the United States led to fundamental changes in how the Nationalists engaged with science and technology as tools to promote development. The war catalyzed an emphasis on applied sciences, comprehensive economic planning, and development of scientific and technical human resources—all of which served the Nationalists' immediate and long-term goals. It created an opportunity for the Nationalists to extend control over inland China and over education and industry. It also provided opportunities for China to mobilize transnational networks of Chinese-Americans, Chinese in America, and the American government and businesses. These groups provided technical advice, ran training programs, and helped the Nationalists acquire manufactured goods and tools. J. Megan Greene shows how the Nationalists worked these programs to their advantage, even in situations where their American counterparts clearly had the upper hand. We've known for a decade that about 50 percent of doctors meet the criteria for burnout, and the figure is up to 70 percent among trainees. But organisations have been left to come up with their own solutions to this, the result being that many simply offer band aid solutions rather than systemic ones. Unforgiving work conditions pose a problem for both recruitment and retention of staff to the health workforce. The New Zealand Health Department, Te Whatu Ora, forecasts that within ten years supply of doctors, pharmacists and nurses will fall short of demand by 14 to 18 percent. In response they have establish they have established a national Health Charter that sets the workplace standards to keep staff safe and engaged.Australia is one step behind, but in early September there was a leadership conference aimed at developing a similar wellbeing strategy nationally. It was envisaged that there would be Chief Wellness Officers at every major health service, reporting validated metrics about their workforce to a national taskforce. And as explained in the keynote presentation at the conference, at the organisational level there are different responses appropriate to the three main domains that influence staff wellbeing; these being personal resilience, professional culture and basic administrative efficiency. Long before foreign TV shows were neatly catalogued and sourced on streaming sites and Wikipedia pages, they were haphazardly dumped onto the schedules of provincial educational broadcasters such as TVO and Knowledge Network and aired as a continuous fever dream with little context or reasoning. One such show was Fables of the Green Forest, the proto-World Masterpiece Theatre anime based on the works of Thornton W. Burgess that aired in its entirety only in certain Canadian provinces. It may also be the anime series most deeply engraved into the minds of Gen X Ontarians due to its excessive overplay on TVO in the 1980s. The Quebecois dub, aired on Radio-Canada, also had a very unique localized flavour that wasn't found in other shows. Indiana University 政治科學系的 Placement Director 高調辭職,他向學生發電郵也在網上瘋傳:「大學想大家繼續相信神話;像我們這種卑微的學系,出來的博士生,一樣可以過中產的生活。不,世界變了。」「讀博害人。」好幾年前已經在網上見到這個講法。我身邊不少朋友都是博士、教授;這裡的讀者,也好像有些是在大學院校任教。所以,我未必是最有資格去討論讀博士的成本效益。現在的我,不會簡單的說讀博是否害人。有些人適合在院校中生活,但又有些人讀博是沒有意義;例如我這種人,興趣變得太快,也太沒有章法,應該有自知之明,這條路是不適合自己。與其說讀博浪費時間,倒不如說要浪費時間的人,無論做甚麼都可以浪費時間。有這種心態的人,也可以說自己浪費了時間在工作、家庭。其實,選擇了那條路並非重點;重點是很多人其實不了解在驅動自己的力量是甚麼。錢?不,錢只是工具。有些人的動力來自恐懼,對未來未知的不安,另一個就是尋求身份;又或者,以上兩者皆有之。錢,只是要來減輕以上兩種感覺的安慰劑。大學畢業、置業和結婚,彷彿是現代社會的成人禮;至少我那一代人很多都這樣想。結婚,是人生最具儀式感的事,但第一次買樓的人都會覺得,由簽臨約到落大訂到交收,置業一樣是充滿儀式感;很多時,結婚和置業是同期發生的。大家又有沒有留意到,簽重要法律文件的時候,除了姓名和身份證號碼,另外一個資料就是地址。在過去的世界,沒有土地的人,是沒有身份的;所以過去就算有選舉政治,也只限於地主。Land 和 Title 是同一件事的兩個面向,家族就是 House ;婚姻和繼承權如此重要,因為過去的有產階層透過婚姻,將資產轉移到下一代,再下一代,並避免流失和碎片化。這也是為甚麼在過去的社會,如此講究門第觀念。現代社會與過去,最大分別就是出現了小資產階級;小資產階級擁有土地,但不是繼承又或者打回來,而是用錢買的。小資產階級的生財資產,舊時大不了就是工具、武器、牲畜等,但工業革命後,生財的最重要是知識。知識份子從來都是舉足輕重,但大多數時候都只是為統治者服務。在現代社會,知識份子的身份漸漸超越了世襲的貴族。現在的政府官僚、專業人士甚至市場上的商賈,都是知識份子。我很記得 snob 這個字的典故。話說在十九世紀,大學裡多了些出身不是貴族的學生,但是大學的名冊上,每個人的名字以外,還會寫上爵位、封地等,這些沒有貴族身份的學生,就只有填上 sine nobilis ,即時拉丁文的「沒有貴族身份」。這些沒有貴族身份的大學生,有些是工業家的後人,有些甚至是在美洲發跡的「新發財」;他們追求成為貴族一份子,到歐洲的大學讀書,甚至會娶歐洲家道中落的千金小姐。但也是這些不愁溫飽的人,才整天擔心身份地位。在過去的世界,一個人的身份是甚麼,很大程度上看你投胎到那一家;家長的決定,也可以影響到一個人終身幸福。有一點點身份的人,還是喜歡比較。然而,現代最崇高的價值,是人人生而平等。究竟在廿一世紀的今日,是否真的已經做到?社會還是追捧狀元學生,又或者奧運金牌運動員、首富、高官、學者等。人人生而平等是理想,但現實中,人難免有差別心。「差別心」是佛學用詞,可想而知這個人人生而平等的思想轉變,是經歷過多長的時間才有今日的影響?二千年前的基督徒,一樣是平等主義者。甚至乎墨子,亦以「兼愛」「尚同」作為理想。二千年後,理想仍然是理想。年青的時候,確實有想過當學者。當時的想法單純,以為入讀收生條件最嚴格的大學和科目,就是對自己的肯定。後來出社會做事,發現在大企業工作,也有同樣的光環。當人家其實不知道怎樣去衡量你的身份和價值,你就可以亮出自己任職的機構,所做的職位,忽然間就有了身份。再有多點社會資本,現代的中產就比較的就是自己的地址,開的車,子女讀那間學校,甚至 MBA 等學位。教育、地產等,都在滿足這個社會需求。文憑量化寬鬆之下,過去廿年,多了很多博士級的人馬。正如一開始所講,如果從錢銀角度去計,投入的時間和精力可能是得不償失。但博士生背後的驅動力,可不只是為了那份中產收入的教職。再者,由於某神奇國度出產輸出學霸,但有理由相信某些學術範疇的勞動力供應太多,令這些科目的博士生平均回報急跌。退一萬步,能夠成功在大學得到終身教藉,薪水和福利,其實也不是那麼差,肯定是中產生活;只不過有這種人,在其他專業一樣可以過得不錯。但如果讀博目標只是有個身份,在名字前稱為 Dr. ;有朋友對我說,這個 suffix 就是她人生裡面,最重要的事。尋求身份,是人類基本慾望。甚麼 Maslow's hierarchy of needs 嘛;越是物質充裕的社會,身份追求的產業也越興旺。大學教育如是,房地產亦如是;甚至乎,航空公司的鑽石、白金會員,何嘗不是?那些獨一無二的限量版、專人訂製的手袋,就更加是。從銷售手法到處都見到這種後現代的階級觀念。其實在 Maslow 之前,早在 1899 年 Thorstein Veblen 寫的 The Theory of The Leisure Class 就有提到炫耀性消費(Conspicuous Consumption)。我們所講的也不是甚麼新奇的事物。但在不同的時空,有甚麼值得炫耀的,也有不同的標準。百幾年前,炫耀是用狩獵時殺死的野獸做標本展出。百幾年後,炫耀是在網絡遊戲打大佬之後得到的寶物。最後,究竟這種透過滿足身份而出現的經濟活動,有沒有一些原則?01,凡是用錢買得到的身份,都是沒有價值。單憑錢,是建立不到社群。所以,用錢買回來的學位沒有價值,學店亦不會有舊生會。02,從前,香港最難得到的身份之一,應該是香港會的會籍。那怕已經是非常富有,都未必可以做到會員。難打入的圈子,才是有意義的身份象徵,尤其是當圈內每個人有權否決你的加入,但最終仍然接受你作為他們的一員,這些都是錢買不到的肯定。03,加入社群的過程,多少有點儀式感,要有公眾的見證。畢業、婚禮是儀式,成為律師、大律師在高等法院宣誓,也是儀式,甚至博士論文的辯護大會,一樣是儀式。以上提到的儀式,重點在於讓現在的成員接納新成員。如果沒有儀式,只是在網上價高者投得的一件紀念品,真是作為擺設都也嫌礙眼的。04,憑這個標準我可以大膽講,沒有金錢以外的付出而得到的 NFT ,都是沒有價值的垃圾。另外,既然每一枚 NFT 都是獨一無二,又怎可以單憑同質化的貨幣買得到。05,很多人將價格等同於價值;正如 Oscar Wilde 在 The Picture of Dorian Gray 的一句:「現在的人知道一切事物的價格,但對價值卻一竅不通。(Nowadays people know the price of everything and the value of nothing.)」06,價值是甚麼?透過努力和實力得到的認證,別人拿不走。有些東西,是有價值,但冇價格。正如大學文憑,轉讓給別人就是沒有價值。07,學費是院校的經營收入,但他們賣的究竟是甚麼?知識?以下是我就這種 business model 而針對的四大 value proposition :(一)Knowledge;(二)Network;(三)Fun;(四)Face 。08,Knowledge 當然是專門的知識,甚至是冷(氣)知識;但重點不在於知識的分享和傳承,更重要是有 signaling 的作用,這是實務的價值。這方面很多時都是以考試來作標準。09,至於 Network ,那不只是「識人緊要過識字」,更重要是人家認識的你是誰,出名的是甚麼。所謂的網絡,其實也是 signaling ;但這個 signaling 不是一般人所講你認識誰,而是甚麼人認識和相信你。10,會員人數越多,付出、積極參與的人口比例越低;最終甚至出現 80/20 甚至是 50/5 的比例。會員人數太多,則沒有社群效應,身份價值也更低。換句話說,要組織一個有點能量的社群,人數不能太多,否則沒有社群的歸屬。但人數太少,又未必有足夠的人力物力。11,社群最理想的人數,是 150 人,這也是所謂的 Dunbar's Number。人類學家 Robert Dunbar 在研究靈長類動物腦袋大小和社群規模時,得出一個推論,就是人類社群最適合的規模,約莫就是 150 人。12,所以當人數越來越多,組織的結構就要再分枝;情況就有如甚麼獅子會、扶輪社等組織,是不斷有旁支屬會分部的出現。13,Knowledge 加上 Network 是一個社群中的實務價值;但是我的觀察是要成為一個完整的社群,還要滿足純心理上對身份的追求。14,不同興趣和習慣的人,是很難交朋友。所以每個社群都有他們的娛樂,當中又以體育和飲食,是絕大多數人的娛樂,所以幾乎所有會,都與飲食有關;而有不少會社都有體育競技的元素。這就是 Fun 的價值。15,最後是 Face 。人數到了某個規模,就會出現少數人的貢獻不成比例地重要。但不要以為這是對這些人的剝削,事實剛好相反;當一個組織開始有人投入地付出時間和精力,這才是一個組織成形的第一步。16,Fun 和 Face 是心理上的追求。從另一個維度去看,Knowledge 和 Fun 是個人的,Network 和 Face 是社會性的。17,以上的 2x2 matrix ,是我在蘋果的最後一個天馬行空的項目。很多人眼中的蘋果和壹傳媒,只是新聞機構。但當時我們很清楚,我們和讀者的關係,不只單純提供資訊,而是連繫著某些香港人的共同回憶和價值。18,至於教育、媒體、甚至房地產、婚宴場地、時裝等;以上種種都只能滿足到很表面的需要。Facebook 、 Twitter 等,更加令人虛幻地以為自己有很多連結。事實上,很多人仍然是孤獨;社交媒體不但沒有令人的社會關係更緊密,相反令人更竭斯底里地對空氣和陌生人對話。19,不論是在本地還是海外,香港人要是懂得如何組織起社群,對自己抑或對社會,都可以有很大的意義。社群提供得到的,正是讀博,做業主,也未必滿足得了的身份不安全感。 This is a public episode. Knowledge Network is the public broadcaster in British Columbia. But what many in the public didn't know until an equity audit laid it bare in February was that, in the past seven years, only 1.7% of the $2 million granted by Knowledge Network to filmmakers went to filmmakers of colour, and 0% went to Indigenous majority-owned companies. To put it in perspective, 1.7% of $2 million is only $34,000. Thus, a group of diverse independent filmmakers and BC residents recently launched a petition calling for new leadership at Knowledge Network so that it can, in their words, once again become “the people's broadcaster, and the trusted repository of BC stories.” Documentarian Joella Cabalu joins Sabrina to talk about the situation at Knowledge Network and what it reveals about the status of white supremacy in BC film. At LSE he is also Co-investigator of the Inclusion Initiative, a Former member of the LSE Court of Governors & Investment Committee. In celebration of Filipino Heritage Month in Canada, we are back with another episode featuring Filipino-Canadian filmmaker Joella Cabalu. The award winning director and producer joins us to talk about her new short film, 'Ode to a Seafaring People' featuring spoken word artist Sol Diana. A story that poetically reveals the often-hidden world of Filipino seafarers, and in doing so celebrates the resiliency of the Filipino community. Produced by Lantern Films, the film is one of the collection of stories featured in 'Behind the Facade', airing on Knowledge Network. According to the Global Maritime Forum, about 400,000 of the world's 1.6 million seafarers are Filipino - contributing $6.14 Billion to the Philippine economy. Filipino seafarers are lauded to be the unsung heroes in the shipping industry and world trade. Upon the development of the film, Joella wanted this film to be rooted in community and reach out to the Filipino Canadian arts & literary community to be a part of telling the story. Sol Diana was able to convey a moving story about the life of a Filipino seafarer. "It's a marvel how we make ghosts out of the living" - a compelling line that illustrates how Filipinos are often forgotten, overlooked and invisible. Even as major contributors in many sectors and industries, we find ourselves as living ghosts fighting for our representation to be known. We discuss at length on the great imbalance and disparity of our representation, along with the other factors that affect our ability to have conviction in our presence; internalized racism and identity insecurity where we find ourselves 'gaslighting' or second-guessing ourselves in what we are able to do. These are the results from colonial influence, capitalism and white supremacy - a reality we are still working through today. We talk about celebrating Filipino excellence in the arts and filmmaking, storytelling with care and the ongoing learning process of exploring our Filipino cultural identity. Joella Cabalu is a Filipino Canadian documentary filmmaker based in Vancouver, BC. Her films lay bare narratives about intimacies, identities, and relationships. Her first mid-length documentary, It Runs in the Family (2015) — a personal exploration of acceptance and what the modern queer family can be in the Filipino diaspora — won the Audience Choice Awards at the Seattle Asian American Film Festival and Vancouver Queer Film Festival and a special jury mention at CAAMFest for the Loni Ding Award for Social Justice Documentary. In 2021, with support from the Canada Council for the Arts and the DOC BC + YT + NWT Breakthrough program, Joella is developing Nakabingwit: First Comes Love, a feature-length documentary that follows four Filipino Canadians and their white partners as they navigate race and romance against the backdrop of Canadian multiculturalism. Nakabingwit is Joella's first feature documentary as a director. Joella is an alumni of the Langara Documentary Production Program (2015), the BC Arts Council Early Career Development program (2014-2015), Hot Docs Shaw Media Diverse Voices program (2015), and CBC Development Workshop for Diverse Creators (2016).
