In our final fifth episode we explore the importance of informal and non-governmental channels in maintaining and building international scientific collaborations, the role of informal diplomatic channels such as science and culture in building and maintaining peace, the realities of science diplomacy in practice and the importance of ordinary scientists in fostering scientific collaboration.
Peter Jones is a professor of international relations at the University of Ottawa and director of the Ottawa Dialogues, an organization that develops "backchannel" communications between nations that are in conflict. Often the two sides take the public position that they will "never negotiate" with each other, while in fact they are conducting unofficial meetings – or at least authorizing citizens to carry out such meetings. This is "track two diplomacy." The term also can apply to the kind of contacts that civil society organizations conduct without authorization, or even against the wishes of their governments, because they wish to lower the acrimony between the two sides and create conditions that in the future may allow negotiations to take place. In the end, the more seat time you have and the more car behaviors you learn to drive and adapt to, the better your skills will be and the faster you will be in a different car or track or weather or tires etc. in the future. Retired U.S. Ambassador Dr. Susan Elliott tells us that back channel diplomacy is currently going on in ways unimagined by most citizens, through her organization, the National Committee on American Foreign Policy. She became the organization’s President and CEO in August 2018. Officially known as Track II Diplomacy, these closed-door and off-the-record conferences provide opportunities for senior U.S. and foreign officials, subject experts, and scholars to engage in discussions designed to defuse conflict, build confidence, and resolve problems, including recent talks on North Korea. Says Ambassador Elliott, “Our organization is playing a critical role at a time when perhaps governments don’t talk to each other, we can help promote dialogue.” Ambassador Elliott gives us an inside look into the world of U.S. foreign policy and the current hot spots in the world from the perspective of her 27-year career in the foreign service, where she rose to the rank of U.S. Ambassador to Tajikistan from 2012 to 2015. Dr Elliott also served as Civilian Deputy and Foreign Policy Advisor to the Commander of the United States European Command, as well as Director of the Executive Secretariat Staff of Secretary of State Condoleezza Rice.

Suzanne DiMaggio specializes in what is called Track Two diplomacy with countries that have limited or no diplomatic relations with the United Stats. In practice, this has meant that she's spent countless hours over the last nearly twenty years in meetings with North Koreans and Iranians and those encounters have lead to some major diplomatic breakthroughs. We kick off defining our terms. She explains what Track Two diplomacy means, as opposed to, say "back channel" diplomacy. We then preview an upcoming major summit between the Kim Jong UN and South Korean president Moon Jae-in. And that meeting, of course, will lay the groundwork for the Trump-Kim meeting, which we discuss in detail. As diplomacy with North Korea intensifies in the coming months, Suzanne DiMaggio is someone you will see quoted often on TV and radio and so I also wanted to use our conversation to learn how she first got involved with this kind of unique diplomatic endeavor. In different ways, Harriet Martineau and Linton Kwesi Johnson both use their art to give unheard or unfamiliar voices a platform. In recognition of this, members of the Norwich International Youth Project drew on music and poetry to celebrate Norwich's rich and diverse linguistic culture and to remind us of the voices that sometimes pass us by. This project is part of Writers' Centre Norwich's UNESCO Creative Leader Scheme.
