But when I woke up on Wednesday morning, the meteorologists had the hurricane pretty much coming right over my house. It had changed course and had moved north, and it was supposed to come right through Puerto Rico, rather than just go by it to the South. But then the hurricane kept moving north, and it ended up missing Puerto Rico completely. We were here, the kids were home from school, everybody was battened down waiting for what at that time was maybe a strong tropical storm… maybe a category 1 hurricane. Puerto Rico Spared from Hurricane But we didn't even get a rain drop. Not even a gust of wind, as the hurricane just missed Puerto Rico to the north. I think it did go by the U.S. and British Virgin Islands - didn't really do much damage, there, because the store hadn't intensified but Puerto Rico's gain will be Florida's loss. The storm did not go over Puerto Rico, and initially it was supposed to go over the Dominican Republic, and the mountains there, it's a much bigger island, and it would have really beaten up the storm, but because the storm was really uninterrupted, and it has been over water the entire time, now it looks like it will be a category 4 when it hits somewhere along the Florida coast. It looks like a pretty powerful storm. Broken Window Theory You're going to hear, as is always the case, economists are going to be saying, "Oh, well, this is good for GDP." Whenever there's a hurricane, people say, "Oh, look! We have to spend all this money repairing and rebuilding everything that was destroyed." But that is not good for the economy. If you haven't heard the "Broken Window Theory", Henry Hazlitt does a very good job of explaining that and refuting the Keynesian idea that disasters are somehow good for the economy.

In this episode we are looking at what is called the Broken Window Theory with Bryan McWhorter of Safeopedia. Podcast Transcript:[00:04] Okay. [00:08] All right. Again, welcome to safety with purpose. My name is Scott MacKenzie. You of course you guys, you people are the Safety Sherpa. So you are guiding us to the top of this mountain of success with safety and focus and knowledge to make that happen. Thank you very much for joining. We’re going to be talking about the broken window theory in this particular episode of safety with purpose, the cars. It comes from that man safety, a professional by the name of Bryan McWhorter. Hope you enjoy because I was very interested in. So let’s get going. Busy people out there. I know you guys are busy people. Once again, we’re just going to make it quick, simple, fast, no fuss, no Muss. So let’s get going. Tailgate talk number one. Okay, I’ll go to safest pedia. Once again, I look at the menu, I go to the Q and a and I find a topic that I want to talk about here on safety with purpose. [01:00] And one of the things is because I was a, I’m a journeyman Lineman, I climbed at towers. Uh, and it’s a good thing I didn’t have this information because I’d be petrified, but you know, it is what it is at what heights do falls become deadly. That’s right. At what heights do falls become a deadly. So what’s interesting to me, one of the stats is that a close to 12% of fatal falls result between six and 10 feet. So just, just six and 10 feet. I mean, you must be hitting your head on that, but that’s serious. That’s close to 12% of the fatalities come between six and 10 feet. And then a close to 20% between 11 and 15 and then back to wound 18% falls six 10 to 20% but here, here’s decline Cha. Now, um, I’m looking at this and it says other trauma studies seem to include falls from the fourth four. [01:54] I mean, that’s about 48 feet has a 50% survival rate. 50%. I mean, if you survive that, I mean, you’re, you’re broken up pretty, pretty severely. And then of course about 84 feet or the seventh floor, you’re looking at only a 10% survival rate. That’s 84 feet. Now I climbed towers up to 400 plus 450, uh, feet. So I’m a, I’m really glad. Now there are other factors involved with this, of course, age and condition, like weather and, and, but, but once again, you gotta use the fall protection that is necessary for what you’re doing in the right way because I, I was shocked by the 12% of falls that took place, uh, between six and 10 feet. That to me is not that very tall. And of course you’re looking at a roof line. Of course you’re above six feet. So once again, be careful out there. [02:49] Use Fall protection when you can. Your environment and the expectations of that environment should be persuasive. There is a concept called the Phillip Zimbado’s Broken Window Theory. This theory suggests that a building full of broken windows will cause people to assume that no one cares for the building or its appearance. This in turn will spur more vandalism and more broken windows. In other words, the environment's condition gives suggestions that lead people to hold certain assumptions, and people then act on those assumptions. The broken windows invite greater damage and crime. Zimbardo did a study illustrating this point. He left his car out on the street in Palo Alto California. The first week the car blended in with all the other cars and nothing happened to it. After the first week he broke one on the windows of the car and left it on the street. Just by the one broken window he found that it dramatically increases the chances that it would be vandalized. In his book, The Tipping Point, Malcolm Gladwell uses an example of the Broken Window Theory as he explains the New York City subway clean-up. The subway system was in dire need of rebuilding—a multibillion-dollar endeavor. With the system about to collapse, the focus was understandably on issues like reducing crime and improving subway reliability. As a consultant hired by the New York Transit Authority, George Kelling urged officials to utilize the Broken Window Theory. They were hired to clean up the subways, they immediately assigned people to start cleaning up all the graffiti. Removing the graffiti seemed to be of such little consequence compared to everything else there was to worry about, but Gunn was insistent. In his own words: The graffiti was symbolic of the collapse of the system. When you looked at the process of rebuilding the organization and morale, you had to win the battle against graffiti. Without winning that battle, all the management reforms and physical changes just weren't going to happen. We were about to put out new trains that were worth about ten million bucks apiece, and unless we did something to protect them, we knew just what would happen. They would last one day and then they would be vandalized. The entire anti-graffiti campaign took years, but finally, the incidence of graffiti subsided. In another study, volunteers were asked to participate in an experiment on prison environments. Half of the volunteers posed as prison workers, while the other half posed as prison inmates. The results were astounding. Previously tested to be psychologically sound people, the participants rapidly became more and more hostile, crude, rebellious, and abusive—both those acting as inmates and as guards! One "prisoner" became so hysterical and emotionally distressed that he had to be released. The study was supposed to last two weeks, but was called off after only six days!

Main Street in American Fork runs east and west; for several blocks it is also US 89. One block to the north, in Utah's inimitable way of reckoning streets, is 100 North. At least, that's true for a while. Then, before it reaches 200 West (or "Second West," as we sometimes say), 100 North veers wantonly away from its historic Mormon rectilinearity and becomes Pacific Drive. So our little block of 200 West is actually between Main Street and Pacific Drive. Today and tomorrow, we'll talk about the block and how it has changed in the dozen years I've been watching it from the inside.
James Howard Kunstler often advocates for a return to urban living arrangements. But urban living often bring residents into close proximity to bad behavior. The situation can be especially frightening when people inhabit cities that aren't fully repopulated yet. Suburban style "car cop" policing causes additional problems because car culture can foster bad behavior from the police themselves. Kunstler believes that police on foot and horse would lead to more productive policing and would also allow citizens to police the police. Later Kunstler speaks about the "Broken Window Theory." Host Duncan Crary asks Kunstler about the obligation of citizens to address and correct bad behavior when they encounter it. In his response, Kunstler touches upon the underlying racial issues that are sometimes present in these situations. Finally, Kunstler muses on the future of community policing after insolvent municipalities can no longer afford to pay for overwhelming vehicular policing styles.
