On March 26th, the European parliament has backed the new and much discussed EU copyright law. One main change is that internet platforms that offer users to upload their own content are now responsible of the right copyright permission for this material. While the law's aim is to protect creators' rights to get paid fairly for their work, one major implication is that anything posted on the internet will be subject to censorship, so opponents of the bill say this will stifle freedom and creativity on online mediums. This might especially affect unsigned artists and parodies. But what does Article 13 actually mean? When will it be implemented and would it need to be changed so that artists get their share, but the freedom of internet is not affected? Find out in this episode of “Hello, Audio!” where Helen discusses this with Felix Stang, associate partner at the law firm Raue in Berlin in the area of copyright and media law; Micki Meuser, composer and music producer from Berlin; and Steffen Holly (Sholly), leader of the business unit Media Management and Delivery of the Fraunhofer Institute.

Reform des EU-Urheberrechts verabschiedet Das Europaparlament hat der umstrittenen Reform des Urheberrechts ohne Änderungen zugestimmt und damit den Weg für eine baldige Umsetzung geebnet. Alle Warnungen vor Zensur im Netz haben die Abgeordneten in den Wind geschlagen. Viele Online-Plattformen mit nutzergenerierten Inhalten werden künftig nicht darum herumkommen, Upload-Filter einzusetzen und damit geschützte Werke schon vor dem Erscheinen auf ihren Seiten unzugänglich zu machen. Für die Initiative stimmten 348 Abgeordnete, 274 waren dagegen, 36 enthielten sich. Apple TV+ kommt im Herbst Apple nimmt mit einem eigenen Video-Streaming-Dienst und einer erweiterten TV-App einen neuen Anlauf auf das Wohnzimmer. Im Herbst soll "Apple TV+" starten, ein Abo-Dienst, der offenbar nur von Apple produzierte Exklusivinhalte beinhaltet. Es soll TV-Serien, Spielfilme und Dokumentationen geben, sagte Tim Cook am Montagabend in Cupertino. Der Konzern hat dafür einen Milliardenbetrag investiert und ein Staraufgebot versammelt, wie schon im Vorfeld bekannt wurde. Den genauen Starttermin und einen Preis nannte Cook nicht. Regierungskommission sieht massiven Mangel an Stromtankstellen Wenn die Elektromobilität so wie von der Bundesregierung gewünscht ausgebaut wird, würden zurzeit viel zu wenig öffentliche und private neue Stromtankstellen errichtet. Das geht laut dem Redaktionsnetzwerk Deutschland aus einem Strategiepapier der Regierungskommission "Nationale Plattform Zukunft der Mobilität" hervor. Die Experten fordern deshalb ein Sofortpaket, das auch staatliche Förderung für die private Lade-Infrastruktur umfasst; bisher werden nur öffentliche Stromtankstellen vom Staat bezuschusst. IC-Züge sollen bis Ende 2021 kostenloses WLAN bekommen Bahnkunden können bald nicht nur im ICE, sondern auch im Intercity kostenloses WLAN nutzen. Bis Ende 2021 sollen alle IC-Züge für insgesamt 30 Millionen Euro mit der gleichen Internet-Technik ausgerüstet werden, die bereits in den ICE verwendet wird. "Ich habe die Sorge, dass das am Dienstag schiefgeht", sagte der CDU-Europapolitiker Elmar Brok der dpa. Im Falle einer Ablehnung wäre diese Reform nach Broks Einschätzung tot. Vor der Europawahl im Mai gäbe es keine Möglichkeit der Nachbesserung und danach müsste man von vorne anfangen. Aus Protest gegen die Copyright-Reform gingen am Samstag Zehntausende in zahlreichen deutschen Städten auf die Straße. E-Autos bringen neue Risiken für Retter Die zunehmende Verbreitung von Elektrofahrzeugen stellt Rettungskräfte vor Herausforderungen. Laut dem hessischen Innenministerium wird bei Feuerwehr-Lehrgängen mittlerweile explizit auf die Gefahren von Fahrzeugen mit alternativen Antrieben eingegangen. Die größten Risiken seien Brände der Batterie und Stromschläge. Dabei sind E-Autos nicht grundsätzlich gefährlicher. Allerdings träten aufgrund von Antrieb und Konstruktion bei Unfällen und Bränden von E-Autos andere Gefahren auf als bei Fahrzeugen mit Verbrennungsmotor. Monopolkommission denkt über Entbündelung von Amazon nach In der Frage von Amazons Marktmacht in Deutschland hat sich nun auch der Vorsitzende der Monopolkommission, Achim Wambach, für eine Begrenzung ausgesprochen. "Man könnte bei Amazon in Richtung einer Entbündelung auf Produktebene denken“, sagte Wambach der Welt am Sonntag. Derzeit verknüpfe Amazon Prime verschiedene Leistungen. Ein Vorbild könnte ein Verfahren der EU-Kommission gegen Google aus dem vergangenen Jahr sein. Hacker-Wettbewerb Pwn2Own Der Hacker-Wettbewerb Pwn2Own in Vancouver war für die Teilnehmer ein voller Erfolg, da alle Hacks ans Ziel kamen. Verschiedene Teams knackten unter Wettbewerbsbedingungen beispielsweise Apples Safari, Mozillas Firefox und VMware Workstation. Auch ein Tesla Model 3 wurde mit Erfolg geknackt. Insgesamt haben die Sicherheitsforscher 19 Sicherheitsbugs aufgedeckt. Details über die ausgenutzten Lücken sind noch unter Verschluss und die betroffenen Anbieter haben nun 90 Tage Zeit, die Schwachstellen mit Patches zu schließen. And, revenues were only a tad shy at $13.23 billion compared to the $13.36 billion that had been expected. Until now, the onus has mostly been on the copyright holders to notify the platforms The article intends to get news aggregator sites, such as Google News, to pay publishers for using snippets of their articles on their platforms. Legislation: “may obtain fair and proportionate remuneration for the digital use of their press publications by information society service providers” Nobody knows how these will work – The EU politicians voting on this haven’t even read it. They have their assistants read it and they tell them how to vote. WHAT'S RUSTLING MY JIMMIES One of these days, I plan to do an episode on why copyright is wrong and totally illegitimate. It's been on my radar for a long time, I just keep pushing it back. However, this story about the European Union passing a law under the auspices of copyright that could essentially break the internet is too crazy to pass up. So, what happened? The EU has voted to approve its hugely controversial Internet Copyright Directive, which has been lambasted by experts across the globe. The overall bill seeks to update Internet copyright laws for the modern era. But two parts of it, Articles 11 and 13, have been criticized for stifling small companies and introducing a “meme ban”. The bill will now need to be signed off by leaders of the EU member states, so it is not formally law yet. Each country will then be tasked with enforcing the law themselves. WHAT'S IN THE NEWS In government relief news, hundreds of thousands of water bottles meant for victims of Hurricane Maria are still sitting at a Puerto Rico airport — nearly a year after the deadly storm, according to a report. In Catalonia secession update news, about a million people gathered in Barcelona to renew their calls for Catalan independence and to demand the release of jailed political leaders almost a year after the unilateral referendum that triggered Spain's worst political crisis since its return to democracy. In bad apples update news, following the shooting death of Botham Jean by the hands of Dallas Police Officer Amber Guyger that we talked about last week, multiple search warrants were executed at Jean's apartment as part of the investigation. In avoiding World War III news, a day after reiterating his commitment to denuclearization of the Korean Peninsula, North Korean leader Kim Jong Un has set out a timeline for the process, saying he intends to get the process done by the end of President Trump's first term in office. In killer cops news, in June, the taxpayers of Burlington, Iowa were told that they will be hit with a $2 million bill to pay for a police officer who shot and killed an innocent mother. The tragic scenario was captured on video and the fact that most of that video remained a secret was part of the reason the family received the settlement in the wrongful death suit. However, all that has now changed and the video was released this week. PAX LIBERTAS PRODUCTIONS TRAILER Now, you guys know I've completely given up on the Libertarian Party as a vehicle for true liberty. However, I know there are many actual libertarians who refuse to give up on the party as easily as I did. I respect that, even though I disagree with them on it. But, that certainly doesn't mean I won't help those real libertarians have a voice. That's what I try to do here. I try to help libertarians use their voice to fill niches in podcasting that need to be filled. And, a new show coming to the Pax Libertas Productions line-up attempts to do just that. When Pax Libertas Productions was still an idea in the back of my head, I wrote out a list of potential podcast ideas for shows on the network that didn't even exist yet. I still have that list today and I refer to it every once in a while. One of the items on that list from way back is an unofficial Libertarian Party Watch podcast. A note I put beside that idea is "preferable hosted by an anarchist. Tom Knapp? Caryn Ann Harlos?" And now, this week marks the beginning of that podcast that started out as one idea of many, and, I am so thankful to have one of the hosts from my original list, Caryn Ann Harlos, the Pink Flame of Liberty. The parliament of the European Union narrowly voted down legislation intended to control copyright violations on the internet. The sponsors of the legislation argued that multinational internet companies like Google were essentially stealing content from newspapers and publishers. Their proposed fix would have levied what critics called a “link tax” on hyperlinked content, making it prohibitively expensive for a program like Google News to aggregate news content. In addition, the rules would have essentially forced platforms like Youtube that rely on user-uploaded content, like Youtube, to put in place content filters to screen out copyrighted content. However, the expense of these filters and regulatory compliance would have, ironically, given the major companies an advantage over smaller startups, leading to a less competitive internet. In addition, the content filters would have accidentally excluded legitimate non-copyrighted material, including memes, parodies, and covers. This week, I talked to Diego Naranjo, Senior Policy Advisor at EDRi, to know more about the copyright reform that is still in the making in the EU. EDRi (European Digital Rights) is an association of civil and human rights organizations that advocates for the protection of our rights and freedoms online. On top of working directly with high instances in the EU, they also work in public campaigns, providing ordinary citizens with tools to engage with policy making, such as the Save the Meme website and The School of Rock(ing) EU Copyright workshop (happening in Lisbon, Slovenia and Hungary later this year).
