À la fin des années 1950, la France a mené au Cameroun une « guerre » marquée par des « violences extrêmes », affirme un rapport d'historiens français et camerounais, qui a été remis le mardi 28 janvier 2025 à Yaoundé au président camerounais Paul Biya. Y a-t-il eu des avancées sur les circonstances de la mort de l'indépendantiste Ruben Um Nyobé et sur les commanditaires de l'empoisonnement de son camarade Félix Moumié ? Quelles suites attendre de ce rapport ? Karine Ramondy est l'une des 14 autrices et auteurs de ce document de plus de 1 000 pages. Elle répond aux questions de Christophe Boisbouvier. RFI : Pourquoi dites-vous que la France a mené une «guerre totale » au Cameroun ? Karine Ramondy : Déjà, on commence par dire que la France a mené une « guerre » au Cameroun. Une guerre de décolonisation. C'est déjà poser quelque chose qui ne va pas de soi, surtout en France où cette page d'histoire est relativement méconnue, même s'il y a eu déjà des ouvrages fondateurs sur cette question. Pourquoi une « guerre totale » ? Parce qu'on part évidemment du constat qu'il y a eu véritablement des violences répressives qui ont été exercées par les autorités coloniales et l'armée française, avant et après l'indépendance, et que ces violences se sont peu à peu inscrites dans ce qu'on appelle la doctrine de la guerre révolutionnaire, qui pratique donc un certain nombre de violences physiques, psychologiques, des violences collectives, des déplacements forcés de populations.Pourquoi déplace-t-on les populations ? Parce qu'une population regroupée, c'est une population qui est coupée de ses bases familiales, claniques. Et ça permet aussi, quand on regroupe les populations, de mieux les contrôler et d'avoir une véritable action psychologique sur ces personnes.Le 13 septembre 1958, Ruben Um Nyobé est abattu dans le maquis. Ses carnets personnels sont alors saisis par l'armée française, mais depuis, ils sont introuvables. Est-ce que vous avez pu en savoir plus ? Alors, écoutez, oui, parce qu'évidemment, on savait qu'il y avait une très forte attente sur ces carnets. Nous avons vraiment retourné toutes les archives [militaires] de Vincennes pour retrouver ces carnets. Nous n'avons malheureusement pas pu retrouver ces carnets. Par contre, là où nous avons fait une véritable avancée, me semble-t-il, c'est que ces fameux carnets, qui ont été retranscrits par Georges Chaffard dans son ouvrage Les Carnets de la décolonisation.Le journaliste Georges ChaffardTout à fait. Et nous avons découvert qu'il y a eu très clairement une correspondance entre Lamberton, le lieutenant-colonel Lamberton,Donc l'un des chefs de la répression françaiseTout à fait, entre Lamberton et Georges Chaffard, à qui Lamberton aurait donc fourni une recopie de ces carnets. Ce qui signifie donc, en fait, qu'on a progressé sur la traçabilité de ces carnets.À partir de 1958, vous dites que, côté français, la répression au Cameroun est également supervisée à Paris par Jacques Foccart, le conseiller spécial du général De Gaulle. Qui a donné l'ordre de tuer par empoisonnement Félix Moumié, ce sera le 3 novembre 1960 à Genève ?Là encore, les ordres ne sont jamais écrits, ou très rarement. Donc on a pu retracer une chaîne de commandement hypothétique, mais qui est réelle, dans le sens où, en fait, on voit très bien comment cette chaîne de commandement a pu se mettre en place, tout simplement parce que nous avons eu aussi accès à des archives, qui étaient jusqu'alors classifiées, sur William Bechtel, qui était l'agent du SDECE [Service de documentation extérieure et de contre-espionnage - NDLR], qui a donc empoisonné Félix Moumié à Genève quelques jours avant son décès, le 3 novembre, comme vous l'évoquiez.C'est assez intéressant parce que ces archives nous ont permis de creuser sur le portrait de cet agent qui apparaissait comme un simple honorable correspondant au départ. Mais là, on s'aperçoit que c'est vraiment un cador du renseignement et quelqu'un d'extrêmement introduit, protégé, qui a même pu peut-être laisser beaucoup de preuves derrière lui car il savait qu'il ne serait absolument pas inquiété.Alors, vous écrivez qu'il s'agit d'un assassinat politique impliquant la responsabilité du gouvernement français. Est-ce que Foccart est dans le coup ? [Rires] Oui.À l'origine de ce rapport, que vous avez rédigé avec vos 13 collègues camerounais et français, il y a une initiative du président français Emmanuel Macron. Aujourd'hui, qu'attendez-vous de lui ? Des suites. Nous lui avons formulé un certain nombre de recommandations. C'est une reconnaissance effective de certains faits par des discours, par une lettre. Il y a aussi une très forte demande pour inscrire cette page d'histoire totalement méconnue, ou très peu connue, dans les programmes scolaires. C'est une évidence.Alors du côté du Manidem d'Anicet Ekane, qui est l'un des partis qui se revendiquent de l'héritage de l'UPC de Ruben Um Nyobe, on dit que « les Camerounais ne peuvent pas demander au bourreau de faire le bilan de son œuvre » et que l'initiative mémorielle d'Emmanuel Macron vise en fait à disculper la France de ses responsabilités.Je dirais que les historiens n'ont pas de nation. Ils travaillent en objectivité sur des archives et, pour la plupart d'entre nous, nous ne nous sommes pas illustrés pour avoir réalisé des travaux qui étaient à l'éloge « des bourreaux », pour reprendre vos termes. Donc, je pense que, si on veut considérer qu'aujourd'hui, en France, des historiens français ne peuvent pas écrire cette histoire avec objectivité, c'est faire injure à notre expertise.

During our West Coast trip, we met up with our beloved Patron Members outside of Placerville, California. We usually meet up with our Patrons for a day ride. This year, our Patrons traveled with us for part of our trip. They joined us from Placerville to Lake Tahoe where we enjoyed some food and drink at a local park. Our Patron Members support us financially, so we can continue to help as many bikes as we can worldwide. Of course, our Patron Members get benefits and exclusive access such as meetups like this. There was an awesome day ride prepared for the members. We all met up in the morning and we all went on a beautiful day ride together. We had plenty of time to visit and get to know each other on a more personal level. We ended the day at a private location where the Patron Members enjoyed a catered dinner by Law Abiding Biker Media!. We ate, drank, and visited and it was a great time. Today is August 4, 2021, and earlier this morning we recorded another episode of the Strategic Farming: Field Notes program. The Field Notes program is a weekly update on the current crop situation and crop management considerations. Today's session was moderated by U of MN Extension Crops Educators Anthony Hanson and Ryan Miller. This episode featured Dr. Ken Ostlie, Corn Extension Entomologist, and Dr. Bob Koch, Soybean Extension Entomologist, both with the University of Minnesota Department of Entomology as well as Bruce Potter, IPM Extension Specialist based out of Lamberton, MN. Drought conditions during the growing season have exacerbated some pest issues, such as spider mites. Soybean aphid so far has only been found at low densities in most fields across the state, but there is still potential for aphid populations to reach damaging levels in August. The company was sold in 2017. Andrew and his family moved to Denver in 2018 where he took over leadership of Emerald Isle.
