A new state law will soon require school districts in California to create new rules restricting student smartphone use. California Governor Gavin Newsom signed the law recently. The legislation makes California the latest state to try to reduce student phone access. Florida, Louisiana, Indiana, and several other states have also passed laws aimed at restricting student phone use at school. The legislation is aimed at reducing distractions in the classroom. It is also meant to address the mental health effects that social media can have on children. Newsom said in a statement, “This new law will help students focus on academics, social development, and the world in front of them, not their screens, when they're in school." 纽瑟姆在一份声明中表示,“这项新法律将帮助学生在学校时专注于学业、社会发展和面前的世界,而不是屏幕。” But some critics of such policies worry the rules will make it harder for students to seek help if there is an emergency. Critics also argue that decisions on phone bans should be made by school districts, and not state governments. 但此类政策的一些批评者担心,这些规定将使学生在发生紧急情况时更难寻求帮助。批评者还认为,关于电话禁令的决定应该由学区而不是州政府做出。 The law requires districts to pass rules by July 1, 2026. The rules should limit or ban students from using smartphones on school grounds or while students are under the supervision of school employees. 该法律要求各学区在 2026 年 7 月 1 日之前通过规则。这些规则应限制或禁止学生在校园内或在学校工作人员的监督下使用智能手机。 The new law comes after Newsom signed an earlier law in 2019 permitting school districts to restrict student phone access. 这项新法律是在纽瑟姆于 2019 年签署一项早期法律允许学区限制学生使用手机之后出台的。 In June, Newsom announced plans to seek more legislation. His announcement came after the U.S. surgeon general called on the United States Congress to require written warning on social media platforms describing their effects on young people. Newsom sent letters to districts in August, urging them to limit student device use in school. 六月,纽瑟姆宣布计划寻求更多立法。在他宣布这一消息之前,美国卫生局局长呼吁美国国会要求在社交媒体平台上发出书面警告,描述其对年轻人的影响。纽瑟姆八月份致函各学区,敦促他们限制学生在学校使用设备。 Assembly member Josh Hoover represents the city of Folsom. Hoover introduced the bill with a group of lawmakers. Phones are restricted where Hoover's children attend school. He said many of the students do not always like the policy. He said that is in part a sign of how addictive phones can be. 议会成员乔希·胡佛代表福尔瑟姆市。胡佛与一群立法者一起提出了该法案。胡佛的孩子们上学的地方,电话受到限制。他说许多学生并不总是喜欢这项政策。他说,这在一定程度上表明手机是多么容易让人上瘾。 Hoover said, "Any time you're talking about interrupting that addiction, it's certainly going to be hard for students sometimes." 胡佛说:“每当你谈论戒掉这种瘾时,有时对学生来说肯定会很困难。” Some parents have raised concerns that school cellphone bans could cut parents off from their children if there is an emergency, such as a school shooting. 一些家长担心,如果发生校园枪击等紧急情况,学校禁止使用手机可能会切断家长与孩子的联系。 The 2019 law permitting districts to restrict student phone access makes exceptions for emergencies. The new law does not change that. Some supporters of school phone restrictions say it may be safer to have phones off in an active shooter situation. 2019 年法律允许学区限制学生使用手机,但紧急情况除外。新法律并没有改变这一点。一些学校电话限制的支持者表示,在发生枪击事件时关闭手机可能更安全。ShaKenya Edison is assistant superintendent with the Santa Barbara Unified School District. The district put in place a ban on student phone use in class during the 2023 to 2024 school year. He said that before his school's cellphone ban, students recorded fights, filmed TikTok videos and spent lunchtime looking at their phones. 塔里克·麦克福尔 (Tarik McFall) 是福尔瑟姆萨特中学的校长。他说,在学校禁止使用手机之前,学生们会录制打架、拍摄 TikTok 视频,并在午餐时间看手机。 The ban has “totally changed the culture” of the school, he said. Now, students spend more time talking to one another. “To have them put away, to have them power off…it has been a great thing,” McFall said. 他说,这项禁令“彻底改变了学校的文化”。现在,学生们花更多的时间互相交谈。“把它们收起来,让它们断电……这是一件很棒的事情,”麦克福尔说。

John McFall's life changed forever when, at the age of 19, he lost the lower part of his right leg in a motorcycle accident. His dream of joining the British Army was over - but sport gave him a way to find the challenges he'd been seeking. A little over eight years later, he sprinted to bronze at the Beijing Paralympics. Then he left the track behind, and turned his attentions to a new challenge: training as an orthopaedic surgeon. He also began raising a family with his wife Sonia, herself a former Olympic gymnast. But a few years later, a phone call from a friend would send John on another unexpected journey - one that might even take him to outer space.Eliza Skinner and Ed Harry talk to John about the passions that have driven his life, and which are now fuelling his work with the European Space Agency to test what it will take to send a physically disabled person to space safely. He shares the emotional impact that learning to run again had on him, and how he wants his new career to challenge preconceptions of what disabled people can do, both among the scientific community and with the wider public. He also explains why he thinks his Paralympic medal was less important than the eight years of work it took to earn it, and reveals the small memento he keeps from the accident that changed everything. As the 2024 Paris Olympics and Paralympics approach, delve into our archive to discover more stories of extraordinary sporting journeys. Basketball champion Breanna Stewart and shot-putter Raven Saunders explain why they use the platform sport gives them to act as advocates. Swimmer Anastasia Pagonis and rower Brigit Skarstein share how sport helped them rebuild their futures after life-changing events, while Markus Rogan and Maarten van der Weijden talk about the lives they have found after leaving competition behind. Multi-sport stars like Oksana Masters and Jana Pittman reveal what it's like to compete at both the summer and winter Games. There's stories of memorable victories, like the moment high jump champion Gianmarco Tamberi chose to share his gold medal, and Shaunae Miller-Uibo putting everything on the line to reach the top step of the podium. Plus, the triumphs nobody predicted, including Molly Seidel's shock marathon bronze, and the day Anna Kiesenhofer rode away from cycling's biggest names to claim gold in Tokyo.
FP&A professionals are the original business intelligence (BI) experts, says Len Mcfall, senior consultant, finance at Windstream Holdings, a $1billion US telecoms company. “FP&A itself is synonymous with business intelligence,” he says. “And honestly, weren't, weren't we the first business intelligence? We've always been working with data. We've always been trying to simplify and present data in a meaningful way to people who might not, otherwise be literate.” In this frank and honest interview McFall, whose background is heavily influenced by BI, gives insights from a 20 year career including HCT Investments, Sitel, Crossroads Treatment Center and a minefield of data at Windstream. “I'm not a bullet point guy. I'm a paragraph guy” says Len– warning he's not one for short, snappy answers, but a storyteller who loves to dive deep, as he reveals: Why 40% of my job is touching base with people to curate all the data we use across the organization Putting sales on blast: how often do you catch a forecast from a sales organization that's even 50%, right? Coming into a company to save them after they were delivering finance reporting 30 days after close (from 30 days to day 8) the role of data analysis and bi in finance and in the decision making process. How business runs on “hunches” and why it is FP&A to prove that hunch Why if you cannot communicate to the business you are useless The vast amount of data we have access to in telecoms and how we separate the signal from the noise How finance rubs against IT and why it's not pretty Why AI in finance is like a “very smart but green intern” and prompt engineers are ridiculous Killing for food in winters during his childhood Connect with Len on Linkedin: https://www.linkedin.com/in/len-mcfall-6274857b/

The question of how to reform the House of Lords dominates discussions about the upper house, with less attention focused on its day-to-day activities. Since his election as Lord Speaker in 2021, Lord McFall of Alcluith has sought to champion its important role of revising legislation and advising the government, while ensuring the Lords remains on the path of modernisation. Lord McFall has focused on parliamentary outreach and prioritised communicating the value of the House of Lords externally, bringing the devolved parliaments and Westminster closer. He has also worked with schools and universities, and launched a podcast, to demystify the upper house. What are public perceptions of the upper chamber and how have they changed? How has the Lords changed its ways of working? What kinds of links does it have with the devolved parliaments? And what might all of this mean for discussions about reform of the Lords? Lord McFall addressed these questions and more in a keynote speech at the Institute for Government, before taking part in a discussion with the IfG's Director Dr Hannah White and an audience Q&A. Lord McFall of Alcluith became Lord Speaker in 2021, having served as senior deputy speaker for five years. He entered the Lords in 2010 after spending 23 years in the Commons as Labour MP for Dumbarton and later West Dumbartonshire. Follow us on X (formerly known as Twitter) @IfGEvents and join the conversation using #lordspeaker. Lord McFall of Alcluith became Lord Speaker in 2021, having served as senior deputy speaker for five years. He entered the Lords in 2010 after spending 23 years in the Commons as Labour MP for Dumbarton and later West Dumbartonshire. There, he served as a minister in the Northern Ireland Office, a government whip, and chaired the Treasury Select Committee between 2001 and 2010, including during the global financial crisis. In this episode Matt chats with Gemma McFall. Gemma has 15 years experience working in HR and is a Clifton Strengths Coach.Think of the CliftonStrengths assessment like a gardener evaluating a variety of seeds. Each seed (or individual) has the potential to grow into a unique plant (or display a unique strength), but only if it's planted in the right environment and given the proper care. Just as a gardener wouldn't expect a sunflower seed to thrive in the shade, we can't expect a person to excel in an area that doesn't align with their natural talents. The assessment helps identify what kind of "seed" each person is, so they can be "planted" in the right role and "nurtured" in a way that allows them to grow and flourish, ultimately leading to a more vibrant and productive "garden" (or workplace).Gemma shares his experience of using the CliftonStrengths assessment in the workplace and how it can be mapped onto many areas of life.Interested in working with Gemma. Joining us today is Mike McFall, the Co-Founder/Co-CEO of BIGGBY Coffee. Mike's story is truly fascinating: in 1995, he and his friend decided to make a coffee chain, and their simple agreement has blossomed into one of America's largest coffee chains, a franchise operation with over 350 locations. It's clear that Mike is an “entrepreneur's entrepreneur”, and in this episode, he tells me something I'm truly envious of: that he doesn't suffer from crippling anxiety at 3am and rather has an innate sense that everything will always work out. I'm sure you're just like that. No? Must be nice, right? Well, even though his path has been slow and steady, everything has appeared to work out for this remarkable human, and he's documenting his unique, human-forward approach to business in a series of books. I know I'm about to get schooled in this conversation, and if you and a buddy ever thought about building something cool, you are too. ➡️ https://www.biggby.com/ ➡️ Highlights: https://rosspalmer.com/mike-mcfall ➡️ Follow me on Instagram: @therosspalmer ➡️ Subscribe on YouTube: @therosspalmer

After starting as a barista in 1996 to becoming the co-founder, owner, and Co-CEO of Biggby Coffee, this week's guest on Insight Out is Mike McFall, a growth-minded entrepreneur that believes in the power of self-awareness, positivity, and conscious capitalism as the core values of a successful business. His book, Grind: A No-Bullshit Approach to Take Your Business from Concept to Cash Flow, focuses on the importance of revenue and practical ways to build cash flow in a budding company. He also explores his philosophy that business requires us to be aggressive and simultaneously self-aware. In this episode, Mike and I discuss the road to becoming CEO of a successful corporation, why conscious capitalism and company culture are at the core of employee retention, why focus is a critical component in building a business, and more. In this episode, we discuss: The key lessons that sailing around the world at 16 taught Mike (3:40) Mike's journey as a Red Wings fan and the importance of visioning work (5:43) A breakdown of the visualization process (10:06) How Mike was introduced to conscious capitalism and the way it transformed his business (13:10) How Mike became partners with Bob Fish (23:44) The importance of competition in business (27:28) Why self awareness is a critical component of your business (29:43) How to ask for valuable feedback (33:10) The biggest contributor to Biggby Coffee's success (35:41) Mike's advice for aspiring or current business owners (38:26) Why entrepreneurs need to be like the sun (44:30) Mike's approach to fostering a people-first company (48:07) How to develop company culture that respects the employees (51:37) Where to find Mike McFall and his final word of advice (56:35) Notable Quotes: “When you say something enough, you begin to hear yourself say it, other people hear you say it, and they can support you. And it helps to reaffirm that you're on the course to go where you want to go.” – Billy (9:26) “The real root of conscious capitalism is that it's an inclusive environment where you don't make tradeoffs between these different components and that you make decisions that everyone benefits from.” – Mike (20:29) “Your self awareness is the most critical component to the success of your business.” – Mike (30:31) “In the end it's not about revenue. What it's about is it's about improving, and it's an obsession with improvement.
