In other news, The Nasdaq on Tuesday unveiled a new regional headquarters that would be located in Dallas, becoming the latest elite financial institution tapping into a “Texas Miracle” of pro-business sentiment and strong regional growth; and cell phone bans that launched in some North Texas schools in recent years may be expanded statewide. A committee of Dallas City Council members voted Wednesday to recommend the city support leaving Dallas Area Rapid Transit's funding structure untouched amid two proposed state laws that could cut member cities' contributions by up to 25% each. In other news, the measles outbreak that began in West Texas has rapidly added cases over the past month, with confirmed cases found in the Panhandle and potential exposures reported in San Antonio and San Marcos. So far, the outbreak has not led to any confirmed cases in Dallas-Fort Worth, according to a Tuesday news release from the Texas Department of State Health Services; Forest Hill police officials are searching for 24-year-old Adonis Robinson and 21-year-old Jakobie Russell. They're wanted in the shooting deaths of 35-year old Ronnie Sibley and his 5-year-old daughter. If you have information, you are asked to call Crime Stoppers at 713-222-TIPS; and the Dallas Cowboys adjusted starting quarterback Dak Prescott's contract to create $36.6 million in cap space for this season.Coupled with a similar move with CeeDee Lamb, it will result in roughly $56.6 million to work with this offseason. The measles outbreak that began in West Texas has now grown to 159 confirmed cases. That's according to the Texas Department of State Health Services in an announcement Tuesday afternoon. The case count, up from 146 cases on Friday, is still spread across nine counties in West Texas and the Panhandle, with no new counties impacted as of Tuesday. In other news, Southwest Airlines will close flight attendant bases in Austin and Fort Lauderdale … the latest in a series of cost-cutting moves by the Dallas-based carrier. Southwest will close the “domiciles” on July, and relocate the 280 flight attendants located in Fort Lauderdale and Austin to other crew bases; one of Tarrant County Sheriff Bill E. Waybourn's sons was arrested Monday on charges of solicitation of a person under 18, assault on a peace officer and resisting arrest; and Texas Lt. Gov. Dan Patrick is putting a $5 million pledge to Dallas on hold after he said he was not told about significant changes to the city's plans for a new academy for police recruits. Burns, MD, is a physician and public health official with an extensive background in infectious disease surveillance, medical research, clinical healthcare, scientific literature review, and statistical data analysis. She is a Nationally Certified Counselor, a Certified Advanced Alcohol and Drug Counselor, and is certified in Trauma-Focused Cognitive Behavioral Therapy. Professional achievements include piloting a co-occurring disorders treatment program, developing and providing training on mental health screening and treatment best practices for healthcare providers, and developing and providing training on harm reduction techniques for patients with substance use disorders in healthcare settings. Her Doctoral program culminating project focused on mental health treatment and diagnosis using technology and artificial intelligence, as well as the ethical implications and considerations of using these digital tools. Dr. Cara English, DBH is the Chief Executive Officer and Chief Academic Officer of CGI and Founder of Terra's Tribe, a maternal mental health advocacy organization in Phoenix, Arizona. Dr. English spearheaded a perinatal behavioral health integration project at Willow Birth Center from 2016 to 2020 that received international acclaim through the publication of outcomes in the International Journal of Integrated Care. Dr. English served as Vice-President of the Postpartum Support International – Arizona Chapter Founding Board of Directors and co-chaired the Education and Legislative Advocacy Committees. She currently serves on the Maternal Mortality Review Program and the Maternal Health Taskforce for the State of Arizona. She served as one of three Arizonan 2020 Mom Nonprofit Policy Fellows in 2021. For her work to establish Cummings Graduate Institute for Behavioral Health Studies, Cara was awarded the Psyche Award from the Nicholas & Dorothy Cummings Foundation in 2018 and is more recently the recipient of the 2022 Sierra Tucson Compassion Recognition for her work to improve perinatal mental health integration in Arizona.

As East Texas residents return to clean up their homes and businesses, after extensive flooding earlier this month, the Texas Department of State Health Services urged residents and business owners to exercise caution. Among the recommendations: •Never use gasoline-powered generators or charcoal grills indoors. Keep them outside, at least 20 feet from homes to avoid possible carbon monoxide poisoning. Direct generator engine exhaust away from windows and doors. •Never mix bleach with products that contain ammonia. Well-qualified in her field, she has extensive experience in public speaking on health-related topics at medical conferences and community events. Dr. Burns' professional accomplishments include the LSU Greek Excellence Award, West Monroe High School Distinguished Alumni Award, Ouachita Parish School Board Certificate of Excellence, Young Conqueror under Forty Female of the Year, and recognition as "One Million Women in STEM." Their security standards lean towards negligence and apply only to the “bulk power system.” The current cybersecurity standards clearly state: companies are NOT required to seek detection, mitigation, or even removal of malware (like the virus Russia employed to terminate electricity in Ukraine and then implanted in our systems). Even more shocking: these standards do not protect against catastrophic cyber-physical threats such as “Aurora” and don't apply to imperative systems that allow grid operators to control the flow of electricity. Federal regulators have long been warned about these severe deficiencies. We must continue to push and encourage the federal government, state legislators, and public service commissioners to mandate upgraded cybersecurity standards to protect our power grid…Help Resolve This THE MEDIA  Recent attacks on substations in Washington and Carolina have put everyone on high alert as we have seen firsthand how easily and quickly things can go awry. The grid has become a popular news topic as many states, like California, have continued to report rolling blackouts during heat waves. In recent months, government officials and reporters alike have urged citizens to refrain from excessive usage, even suggesting people forgo charging electric vehicles to reduce stress on the grid. THE STORY BEHIND ‘GRID DOWN, POWER UP' THE DOCUMENTARY: Three years ago, Texas resident David Tice discovered a documentary in progress illuminating the grave risks and associated outcomes of a complete power grid collapse. After the initial shock, he took action to carry the production to completion. Grid failure is a real and imminent threat to our modern way of life, a devastating and deadly occurrence that recently “hit home” as outages ravaged Texans in February 2021. Disaster struck our grid as three severe winter storms swept the United States, triggering the worst energy infrastructure failure in Texas state history. This incident ultimately led to critical, life-threatening shortages of heat, food, and water along with rolling blackouts affecting more than 4.5 million businesses and residences over several days. A final report released from the Texas Department of State Health Services concluded that a minimum of 246 fatalities occurred with some estimates climbing as high as 702. The documented causes of death included: house fires, automobile collisions, drowning, hypothermia, and carbon monoxide poisoning as citizens desperately fought to survive the loss of power. According to officials at ERCOT, Texas' power grid was “seconds and minutes” away from a catastrophic failure with the potential to leave residents in darkness for months. After much consideration, David took matters into his own hands. When asked why, he stated: “The human brain does three things. It remembers the past, builds connections, and creates ideas for the future.” The shocking realization that humans have become so reliant on power to survive sparked the initiative to release this electrifying documentary while connecting with fellow energy warriors like Senator Hall. “We are here to kindle a movement and fix this problem.” In the midst of research and investigation, one thing became abundantly clear. Natural disasters and weather phenomena are only one facet in the frightening scope of future failures. An orchestrated physical attack, electromagnetic pulse (EMP), cyber-attack, or geomagnetic disturbance (GMD) could shut down our electric grid for a year; or longer. In this episode, Rich has a conversation with Dr. Susan Landers.Get to know Dr. Susan Landers, an accomplished neonatologist. She holds BS degrees in Biology and Chemistry from Auburn University and an MD degree from the Medical University of South Carolina. Dr. Landers completed her pediatrics residency at the University of Texas Southwestern Medical School hospitals, and her neonatology fellowship at Baylor College of Medicine hospitals. As an academic neonatologist, Dr. Landers conducted clinical research and published twenty-three peer-reviewed papers. On top of that, she also served as a speaker for the Texas Department of State Health Services, Medical Director of the Mothers' Milk Bank at Austin, and on the board of directors of the milk bank. She continued to publish papers and work for the American Academy of Pediatrics (AAP), becoming a Fellow of the Academy of Breastfeeding Medicine in 2002. Dr. Landers also contributed to AAP policy statements and clinical guidelines, serving on the Executive Committee of the Section on Breastfeeding from 2008 until 2014. HARLINGEN, Texas - When Rio Grande Guardian heath reporter Julia Rodriguez interviewed Rita Goodarzi, director of Valley Baptist-Harlingen's 38-bed New born Intensive Care Unit, she said she knows people her age that were born in the NICU.Goodarzi said she can top that. She proceeded to tell an amazing story.“Twenty years ago, we delivered a set of twins, preemie twins that were in here. They were 24-week twins. Last year, I got an application for a nurse. So I interviewed her and she did fine. I was going to hire her and then some of the nurses started talking and they said, you know who that is right? I said no. Twenty years ago, she was a baby, a 24-weeker in here. And they were twins, her and her brother were 24-week twins. Her brother is now an engineer and she is a nurse in the NICU.”Goodarzi added: “She came to work for us after she'd been our baby. So we still call her baby.”Valley Baptist Medical Center-Harlingen is a Level III NICU. It has been caring for region's tiniest and most vulnerable patients for many years.According to the Texas Department of State Health Services, to be certified as a Level III NBICU by the state, a facility must provide care for mothers and comprehensive care of their infants of all gestational ages with mild to critical illnesses or requiring sustained life support in addition to providing consultation to a wide array of pediatric sub specialists and pediatric surgical specialists.Goodarzi has been serving patients throughout the Valley since the early 1980s. As Ebola cases grow in Uganda, state and island area health officials are preparing for the possibility of a case in the United States. While there are no U.S. cases currently, there was an outbreak of Ebola in Dallas in 2014 when Dr. David Lakey was Commissioner of the Texas Department of State Health Services. He joins this episode of Public Health Review to discuss his experience managing the outbreak and what lessons and advice he has as health officials prepare for potential cases of Ebola in the United States. Maram is recognized nationally, locally, and statewide for her work. She received the 2019 Diversity Health Care Leader from the National Diversity Council. She was awarded the Ascendant Award from Leadership Austin. She has demonstrated community stewardship that exhibits the core values of Leadership Austin: Community Trusteeship, Inclusiveness, Collaborative Decision-Making, and Personal Responsibility. In 2016, She was presented with the Jessie A. Yoas Memorial Advocacy Award from Texas Public Health Association for her work on the Health Equity Council. Maram Museitif strives to improve people's lives both locally and abroad. She believes we need to deliver care from an equity lens and be the change we wish to see in the world. Ms. Museitif was appointed by Mayor Steve Adler and City Council Members in 2017 to serve on Central Health's board of managers. She is the first Muslim Arab American health leader in Austin and appointee to the board. In her role, she manages a budget of over 300 million that is generated from property taxes, and she is entrusted with the communities' tax dollars to provide care for the underserved Austin Travis County community. She holds herself to the highest standards in being a good steward and delivering equitable health and healthcare to those who need it most, with deep empathy and personal humility. She works collaboratively with elected officials, community leaders, and organizations across Texas to deliver valuable care and bridge public health with healthcare. Maram is a Public health and healthcare professional with over ten years working in large research, academic, and government health settings. She has a solid understanding of healthcare delivery challenges in the United States and globally. She is also the City of Austin's Human Rights Commissioner, where Maram Museitif works in addressing the health gaps and ensuring everyone has access to equitable health. She has been an epidemiologist working for the past year in combatting the Covid19 pandemic. She is currently a doctorate student at The University of Texas School of Public Health. Her research is focused on cancer survivorship; she holds a Master's degree in Public Health and is certified in Public Health. She was previously the Chair of the Legislative Policy and Advocacy for the Texas Public Health Association. She prioritizes and advocates for statewide policies, programming, and funding to address public health issues. She is a public speaker, health researcher and strategist, and founding member of The Society of Health Communication.   On Friday's show: For the first time in two years, the Texas Department of State Health Services says fewer than a thousand patients with COVID-19 are being treated in Texas hospitals. Even as increasing percentages of COVID cases are coming from the new BA.2 omicron subvariant, hospitalizations remain down and flat. That, of course, is due to widely available vaccines and treatments, which we did not have in April of 2020. To reflect on how far we've come in fighting the pandemic over the past two years, News 88.7's Paul DeBenedetto speaks with Harris County's chief executive, Judge Lina Hidalgo. Also this hour: When should judges recuse themselves? And what happens when there's a potential conflict of interest, and a judge – or a Supreme Court Justice – doesn't? We'll discuss. It's that time of year again when we set New Year's resolutions to get healthy, eat better, and exercise more. The wellness coordinator at the Texas Department of State Health Services gives us tips for sticking to our goals. How do you get started on your fitness goals? Start small and work your way up. Do you want to run a mile? Start by walking. Then you can increase your endurance, which will build your confidence to keep going and do more. How do you stay motivated to keep your resolutions? If you're not commuting to work, use that extra time to get moving and take a walk. Or sit on your patio to get some fresh air. Do health plans offer wellness tips? Your health plan might offer a health risk assessment, tools, and trackers to help with weight loss and fitness goals, or wellness coaching. Visit your plan's website or call them to ask. How do you keep your fitness resolutions? Write your goals down. Having them in front of you to remind you might help. Make your goals more approachable. Do you want to lose 20 pounds? Break it down to drinking more water, eating more veggies, and exercising more. And try not to get discouraged. Do health plans cover mental health services? Many health plans pay for mental health services. If your health plan does, the law requires it to give the same level of benefits. For example, you should get the same number of office visits as you would for a physical illness or injury. Call your health plan to ask about your benefits. And learn more about your right to equal benefits and mental health services at mentalhealthtx.org.

Dr. Landers graduated from Auburn University, in Auburn, Alabama, with BS degrees in Biology and Chemistry. At Auburn, she was elected to Mortar Board, the National Women's Honorary. In 1977, she received her MD degree from the Medical University of South Carolina, in Charleston, South Carolina. There she was a member of Alpha Omega Alpha (AOA), the National Medical Honorary. After graduation from medical school, she completed a pediatrics residency at the University of Texas Southwestern Medical School hospitals in Dallas, Texas, in 1980. She completed her neonatology fellowship at Baylor College of Medicine hospitals, in Houston, Texas, in 1983. Dr. Landers practiced academic neonatology for fourteen years and served on the faculty of two medical schools – Baylor College of Medicine, in Houston, and the University of Arkansas for Medical Sciences, in Little Rock. In this role, she conducted clinical research, published twenty-three peer-reviewed papers, and taught medical students, residents, and fellows. While caring for patients in private practice, she served as a speaker for the Texas Department of State Health Services from 1997 to 1998. She was Medical Director of the Mothers' Milk Bank at Austin, from 2000 to 2004, and served on the milk bank's board of directors from 2006 to 2009.Even though she practiced full-time, Dr. Landers continued to publish papers and work for the American Academy of Pediatrics (AAP). She was an expert in breastfeeding medicine and became a Fellow of the Academy of Breastfeeding Medicine (FABM) in 2002. She served as a physician educator at AAP and ABM national meetings for a decade. She served on the Executive Committee of the Section on Breastfeeding in the AAP from 2008 until 2014. In that capacity, she contributed to AAP policy statements and clinical guidelines, and wrote four more peer-reviewed publications and a book chapter. In 2008, she was recognized by Pediatrix Medical Group with a national award for “Outstanding Accomplishments in Quality Improvement.”Together with her husband, Dr. Phillip Berry, she raised three children, one son and two daughters, each to young adulthood.
