From a new Asiatic superpower in China and a rogue state in North Korea, to domestic political change and an rapidly aging population, 2022 will be a pivotal year for Japan's national security. On this episode, Garrison is joined by Dr. Stephen Nagy, an expert on Japan to discuss these important topics. The two discuss a wide range of subjects, beginning with the political-security implications of the newly minted Kishida administration. They also discuss the historical roots and contemporary complications of Japan's pacifist constitution which drive Tokyo's emphasis on the use of holistic foreign policy soft power even as it maintains a pseudo-military “Self-Defense Force”. How Japan will balance defending against the militaristic assertiveness of China's new power projection strategies (including the issue of Taiwan, maritime security, etc) with the economic reality of the vital level of trade with Beijing is also discussed. The state of Tokyo-Washington relations in the Biden era both in a strategic and political sense; Japan's response to the North Korean nuclear threat, and the evolution of state immigration policy in the face of an aging population round out their discussion. Stephen has been a Senior Associate Professor at the Department of Politics and International Studies at the International Christian University since September 2014. Concurrently, he is a Senior Fellow at the MacDonald Laurier Institute, a Research fellow the Canadian Global Affairs Institute (CGAI); a Senior Fellow with the East Asia Security Centre (EASC); & a Visiting Fellow with the Japan Institute for International Affairs (JIIA). He was selected as a Distinguished Fellow for the Asia Pacific Foundation from 2017-2020. He serves as the Director of Policy Studies for the Yokosuka Council of Asia Pacific Studies (YCAPS) spear heading their Indo-Pacific Policy Dialogue Series and as a Governor for the Canadian Chamber of Commerce in Japan (CCCJ). Prior to returning to Tokyo, he was an Assistant Professor at the Chinese University of Hong Kong from Dec. 2009 -Jan. 2014. He obtained his Ph.D. from Waseda University, Japan in International Relations in Dec. 2008. Stephen is published widely in peer-reviewed international journals such as China Perspectives, East Asia, the Journal of Asian Politics and History and the International Studies Review on topics related to trade, nationalism and China-Japan relations. He has also published in think tank and commercial outlets such as the China Economic Quarterly and the World Commerce Review on trade and political risk. Tháng 11/2019, Viện khảo sát thiết kế số 5 Đường sắt Trung Quốc hoàn thành khảo sát miễn phí cho Việt Nam về quy hoạch tuyến đường sắt khổ tiêu chuẩn Lào Cai - Hà Nội - Hải Phòng, kết nối với đường sắt Hà Khẩu (Trung Quốc). Dài khoảng 388 km, tuyến đường sắt đi theo hướng đông, qua 8 tỉnh, thành phố : Lào Cai, Yên Bái, Phú Thọ, Vĩnh Phúc, Hà Nội, Hưng Yên, Hải Dương, kết thúc tại cảng Lạch Huyện - Hải Phòng. Trang VnExpress (21/11/2019) cho biết theo lộ trình, tuyến đường sắt này được chuẩn bị đầu tư trong giai đoạn 2020-2025 và xây dựng sau năm 2025. Khi dự án Kết nối ASEAN trùng với Sáng kiến Con đường và Vành đai Đây chỉ là một nhánh trong dự án đường sắt cao tốc Bắc-Nam của Việt Nam, sau đó, kéo dài sang Phnom Penh (Cam Bốt), trong khuôn khổ dự án đường sắt xuyên Đông Nam Á. Ngay từ năm 1995, 10 nước thành viên khối ASEAN đã có ý định kết nối với nhau bằng hệ thống đường sắt, một ý tưởng đã có từ thời thuộc địa, khi Anh và Pháp tìm cách kết nối các thuộc địa ở Đông Dương. Đến năm 2013, trong Sáng kiến Vành đai và Con đường (BRI) của Trung Quốc có một hành lang phát triển liên quan trực tiếp đến khu vực Đông Nam Á. Trả lời RFI Tiếng Việt, giáo sư Eric Mottet, Viện Quan hệ Quốc tế, đại học Québec ở Montréal (Canada), giải thích phần nổi bật nhất trong hành lang này chính là việc xây dựng tuyến đường sắt « cao tốc » nối thành phố Côn Minh, tỉnh Vân Nam, Trung Quốc, đến Singapore, điểm cực nam trên phần đất liền ở Đông Nam Á. « Thực ra, có ba trục được lên kế hoạch. Tuyến thứ nhất đi qua Miến Điện, xuống miền nam Thái Lan, rồi qua Malaysia đến Singapore. Tuyến thứ hai đi qua Lào, Thái Lan, Malaysia và Singapore. Tuyến thứ ba đi qua Việt Nam. Tuyến đi qua Miến Điện không tiến triển lắm. Đúng là công việc nghiên cứu khảo sát về khả năng thực hiện đã được tiến hành nhưng hiện bị đình chỉ vì xảy ra xung đột giữa chính phủ trung ương Miến Điện với bang Shan. Một tuyến khác đang được xây dựng với tiến độ rất nhanh, đi qua miền bắc Lào và sẽ được khánh thành vào năm 2021. Sau này, tuyến đường trên sẽ được nối với tuyến được dự kiến xây ở Thái Lan, mới được khởi công và chưa chắc đã hoàn thiện được trước năm 2026-2027. Tuyến đường sắt thứ ba đi qua Việt Nam, ít được nhắc đến trong thời gian gần đây vì cho đến nay, Việt Nam vẫn không có ý định chấp nhận đầu tư ồ ạt của Trung Quốc trong lĩnh vực đường sắt. Nhưng tình hình có vẻ thay đổi trong khoảng vài chục ngày gần đây. Hà Nội đã chấp nhận để Trung Quốc tài trợ miễn phí cho việc nghiên cứu quy hoạch một tuyến đường sắt cao tốc sử dụng khổ đường sắt theo tiêu chuẩn 1,435 m được sử dụng ở Trung Quốc. Hiện chưa có tầu, nhưng điều này cho thấy thiện chí của chính quyền Hà Nội chấp nhận Trung Quốc tiến hành nghiên cứu quy hoạch ». Đây không phải là nghiên cứu đầu tiên về tính khả thi của tuyến đường sắt nối biên giới Trung Quốc với cảng Hải Phòng. Trước đó, đã có một nghiên cứu do Nhật Bản và Liên Hiệp Quốc tài trợ giữa năm 2000. Nhưng lần này thì xa hơn, theo giáo sư Eric Mottet, vì đó là nghiên cứu về một tuyến đường sắt « cao tốc », vừa có thể chở khách, vừa được sử dụng để vận chuyển hàng hóa từ Trung Quốc đến cảng Hải Phòng và ngược lại. Mục tiêu cuối cùng của Trung Quốc là trong 20 hoặc 30 năm tới, có thể đi thẳng từ Bắc Kinh đến thành phố Hồ Chí Minh mà không phải đổi tầu. « Dĩ nhiên, tiếp theo, Việt Nam phải xây ít nhất một tuyến đường tầu cao tốc nối Hà Nội với thành phố Hồ Chí Minh. Dự án này được đưa ra năm 2018. Nhưng chi phí để xây dựng tuyến đường sắt này được thẩm định trong khoảng 60 tỉ đô la. Đây là khoản tiền quá lớn đối với nền kinh tế hiện tại của Việt Nam. Kể cả nếu Trung Quốc, Nhật Bản hay những đối tác kinh tế nào khác tài trợ cho tuyến đường này, thì cũng không thể có được tuyến Hà Nội-thành phố Hồ Chí Minh trong ngày một ngày hai ». Trung Quốc « hất chân » Nhật về đầu tư và công nghệ ở Đông Nam Á Tại thượng đỉnh ASEAN-Trung Quốc vào tháng 11/2019 ở Nonthaburi (Thái Lan), hai bên đã ra thông cáo chung công nhận cần phải cải thiện khả năng kết nối giữa Kế hoạch tổng thể về Kết nối ASEAN (MPAC) 2025 với Sáng kiến Vành đai và Con đường (BRI) của Trung Quốc. Dù chỉ có hơn 10 năm kinh nghiệm về công nghệ đường sắt cao tốc, Trung Quốc hiện là nước có mạng lưới tầu cao tốc lớn nhất thế giới với khoảng 29.000 km. Bắc Kinh muốn từng bước mở rộng mạng lưới này, ngoài đến Đông Nam Á, mục tiêu cuối cùng là vượt qua Trung Á, đến tận châu Âu. Tại Đông Nam Á, Lào là nước nhiệt tình nhất đón nhận đầu tư của Trung Quốc vào dự án đường cao tốc, theo trang Nikkei. Dự án được Quốc Hội Lào thông qua năm 2012 có trị giá 6 tỷ đô la và Trung Quốc đầu tư 70%. Trong phần đầu tư của Lào, chính quyền Viêng Chăn đã phải vay thêm 480 triệu đô là từ Ngân hàng Xuất nhập khẩu Trung Quốc với lãi suất 2,3%. Thái Lan hiện có năm dự án đường sắt, trong đó có ba dự án nối với các nước láng giềng (Lào, Malaysia, Cam Bốt). Trung Quốc trở thành đối tác chính của Công ty Đường sắt Nhà nước Thái Lan (SRT) trong hai dự án đầu tiên được khởi động : tuyến nối Bangkok với Nong Khai (cực đông bắc Thái Lan, 608 km, dự kiến hoàn thiện năm 2026-2027), để nối sang Lào ; tuyến nối ba sân bay quốc tế lớn Don Mueang và Suvarnabhumi ở Bangkok và U-Tapao ở tỉnh Rayong, dài 220 km được ký vào tháng 10/2019, và dự kiến sẽ đi vào hoạt động vào năm 2025. Việt Nam dè chừng đầu tư Trung Quốc Tại Việt Nam, đề xuất phương án đầu tư đường sắt cao tốc Bắc-Nam đạt tốc độ 350 km/giờ được đề cập trở lại cách đây 1-2 năm. Theo giáo sư Eric Mottet, đối với chính phủ Việt Nam, sẽ không có chuyện chấp nhận vay vốn từ Trung Quốc hoặc mua trang thiết bị Trung Quốc. « Hiện tại, ít nhất là chính phủ Việt Nam tuyên bố như thế, có nghĩa là không mua trang thiết bị của Trung Quốc, không để Trung Quốc xây tuyến đường sắt cao tốc này, mà hướng đến Nhật Bản. Nhưng vấn đề là ở chỗ Nhật Bản hiện không có đủ khả năng cho Việt Nam vay khoản tiền cần thiết để xây tuyến đường này, theo thẩm định là 60 tỉ đô la (tương đương khoảng 1/4 GDP toàn nền kinh tế). Đây là một khoản tiền rất lớn, nên còn lâu mới có thể xây tuyến đường này. Ngoài ra, còn có nhiều lý do khác. Trước hết, khối nợ của Việt Nam tương đương với 61-62% GDP đất nước. Từ năm 2017, có một đạo luật quy định nợ công của Việt Nam không được vượt quá 65% GDP. Nếu đầu tư ồ ạt vài chục tỉ đô la vào dự án đường sắt cao tốc Bắc-Nam, chắc chắn nợ công sẽ vượt quá mức cho phép. Đây là lý do tại sao dự án không tiến triển. Lý do thứ hai là còn có một luật khác, theo đó, trong các dự cơ sở hạ tầng, nhà nước Việt Nam phải đầu tư 70%. Vì thế, Việt Nam hiện chưa có đủ điều kiện kinh tế để xây tuyến tầu cao tốc mà không có trợ giúp của các đối tác nước ngoài ». « Đôi bên cùng có lợi » hay « há miệng mắc quai » ? Đã có rất nhiều bài phân tích những lợi ích mà Trung Quốc thu được khi đầu tư vào cơ sở hạ tầng ở nước ngoài trong dự án Những Con đường Tơ lụa mới, sáng kiến giúp Trung Quốc không phụ thuộc vào vận tải đường biển, vốn rất dễ bị trừng phạt hoặc phong tỏa hải quân từ phương Tây. Trong khi đó, các nước « được » đầu tư thì lại mắc nợ. Ví dụ, Lào là một trong 8 quốc gia có nguy cơ mắc nợ Trung Quốc cao nhất ; Sri Lanka thì phải nhượng đất đến 99 năm để trừ nợ. Việt Nam tỏ ra thận trọng, như phát biểu của một cựu quan chức chính phủ, « bên cạnh phát triển kinh tế, cần phải nghĩ đến chủ quyền quốc gia của các nước thành viên ASEAN, đặc biệt là các nước láng giềng ». Phó giáo sư Stephen Nagy, đại học Christian, Tokyo, từng tỏ ra lo ngại ASEAN sẽ « dễ tính » hơn với Trung Quốc, bao gồm cả vấn đề Biển Đông. Về điểm này, giáo sư Eric Mottet nhận định : « Rõ ràng là Bộ Quy tắc Ứng xử đang được đàm phán, tính đến nay cũng đã vài năm, giữa 10 nước thành viên ASEAN và Trung Quốc, nhưng vẫn chưa có giải pháp, chưa đạt được đồng thuận dù thỏa thuận được thông báo là vào năm 2020, thậm chí là vào năm sau đó. Đúng là vào lúc mà một số nước chấp nhận đầu tư ồ ạt của Trung Quốc trên lãnh thổ thì có thể nói khả năng hành động về mặt chính trị và địa-chính trị sẽ khó chống lạilập trường của Trung Quốc về Biển Đông. Ngoài ra, còn phải chú ý đến một điểm khác, đó là tính đến hiện nay đầu tư của Trung Quốc vào Việt Nam là tương đối thấp. Vì thế, người ta nhận thấy từ hai năm nay, Trung Quốc đã tăng tốc đầu tư vào Việt Nam, lên đến hơn 5 tỉ đô la. Có thể thấy là ngay cả Việt Nam cũng bắt đầu có khả năng hành động khá hạn chế về mặt kinh tế đối với Trung Quốc. Và điều này rõ ràng hạn chế khả năng đòi hỏi chủ quyền, khả năng chống đối quan điểm của Trung Quốc về Biển Đông ».
