If you've listened to our most recent episode of Talking Taiwan, you'll know that the sixty-ninth session of the Commission on the Status of Women or CSW69 is now taking place at United Nations Headquarters in New York. It began on March 10th and runs until March 21st.   Related Links: https://talkingtaiwan.com/taiwan-on-the-margins-of-csw-69-celebrating-womens-resilience-progress-at-taiwan-main-stage-ep-307/   On March 12th the Taipei Economic and Cultural Office in New York (TECO-NY) hosted an event called “Taiwan Main Stage: Celebrating Women's Resilience & Progress on the margins of CSW 69.” This smartly worded event title is undoubtedly a soft reference the fact that Taiwan is not a member of the United Nations, and therefore on the margins of CSW69.   We were there at TECO-NY's fully packed event on the 12th where we heard from Po-Chun Sophiyah Liu and Chia-Hui Lu. Sophiyah is Ambassador-at-Large for Sports Diplomacy of Taiwan, and she is Taiwan's first female umpire. Over the past three years, several seemingly frozen conflicts (Sudan, Russia/Ukraine, Israel/Gaza, Armenia/Azerbaijan, etc) have broke out into hot conflicts that are challenging the current international order. There is, however, one of the longest standing potential flashpoints that has not entered the fray, but is listed as one issue that could embroil the world. That is the unresolved issue of cross-strait relations between the People's Republic of China (PRC) and the Republic of China (ROC), also known as the island of Taiwan. For more than seventy years, the question of who controls Taiwan has simmered just under the surface of geopolitical tensions, as the PRC continues to claim control of Taiwan, while recognizing that reunification is necessary (the juxtaposition here is insightful). The ROC continues to maintain that the political status of Taiwan can only be decided by the people of Taiwan, who currently support maintaining the status quo (having their own democracy, while not openly trying to claim full independence). In this episode we speak with Director General Charles Liao of the Taiwan Economic and Cultural Office in Boston. As the US and Taiwan do not maintain official relations, they do not maintain an embassy or series of consulates throughout the US, so these offices act as the representatives of the ROC in the US. Listen to gain insights into the current state of cross-strait relations and how the ROC views their relationship with the PRC. This becomes increasingly important as the PRC continues to ramp up military drills surrounding Taiwan, increasing the chances for a miscalculation or accident that can lead to all out war. He was Section Chief in the Department of East Asian and Pacific Affairs at the Ministry of Foreign Affairs from 2010 to 2013. From 2004 to 2010, Mr. Liao served as Senior Consular Officer at the Taipei Economic and Cultural Office in Los Angeles.Mr. Liao earned a Bachelor of Arts in Diplomacy from National Chengchi University in 1999. CWA: Typhoon Kong-rey Strengthens May Make Landfall Hualien or South Tomorow Noon to Evening The Central Weather Administration is expanding its land warning, as Typhoon Kong-rey continues to pick up strength. The CWA says the storm's maintaining its radius of 300 kilometers, and the land warning now includes Hualien, Taitung, Pingtung, and the Hengchun Peninsula. Officials say the storm is moving quickly, and could make landfall sometime between tomorrow noon and evening, with the eye of the storm arriving south of Hualien County. Kong-rey is currently about 520 kilometers southeast of Eluanbi, but forecasters say the storm's periphery (外圍) could hit southeastern Taiwan early tomorrow morning. The CWA says based on the typhoon's current path and speed, the entire island may be included in the land warning as soon as late tonight. Kong-rey is packing sustained wind speeds of 184 kilometers per hour, with gusts of up to 227 kilometers per hour. A heavy rain advisory is also in effect, for Keelung North Coast, as well as mountainous areas in Taipei, New Taipei, and Yilan. (NS) Taiwan donates 500 metric tons of rice to storm-hit Philippines Taiwan donated 500 metric tons of rice to the Philippines in the wake of recent destruction caused by Tropical Storm Trami and Typhoon Gaemi in late July, at a ceremony held in the city of Makati on Tuesday. Wallace Chow, head of the Taipei Economic and Cultural Office in the Philippines, handed over a bag of rice printed with a Republic of China (Taiwan) flag and "Love from Taiwan" to Philippine officials during the ceremony. Chow also says the Taiwan Technical Mission in the Philippines will soon begin projects in Isabela and Cagayan provinces in northeastern Luzon to increase rice production, in a bid to ensure (確保) no one will suffer from hunger when the Southeast Asian country is hit by natural disasters in the future. Philippine officials say their country appreciates the generosity of Taiwan for the donation, which will go a long way in easing the burden of victims and the poorest in the communities. UK Teen Accused of Stabbing Attack Also Made Ricin Police say a British teen accused of fatally stabbing 3 girls also made poison and had a terror manual (手冊). AP correspondent Haya Panjwani reports Argentina Hotel Collapse Authorities say a 10-story hotel under renovation in Argentina has collapsed, leaving one person dead and at least seven trapped in the debris. Firefighters searching for survivors rescued a woman who was alive from the rubble of the Dubrovnik Hotel in Villa Gesell, 350-kilometers south of the capital Buenos Aires. Officials say an 80-year-old man died in the collapse, and between seven and nine people, presumably (據推測) masons working on the hotel's restoration, remain trapped. A prosecutor opened an investigation to determine the cause of the collapse, but Villa Gesell's municipality said in a press release the hotel was undergoing a renovation without the proper permits. China Launches 3 Astronauts to Orbiting Space Station China launched a new three-person crew to its orbiting space station today, as the country seeks to expand (擴張) its exploration of outer space. The team of two men and one woman will replace the astronauts who have lived on the Tiangong space station for the last six months. They are expected to stay until April or May of next year. Unpacking China's Anti-Secession Law: A Conversation with Dr. I-Chung Lai and Professor Jacques deLisle

In this episode of the ChinaPower Podcast, we are joined by Dr. I-Chung Lai and Professor Jacques deLisle to unpack China's 2005 Anti-Secession Law and its important implications for cross-Strait relations—the topic of an international conference co-hosted by CSIS and Prospect Foundation in early August 2024. Dr. Lai dissects the legislation's nine articles, particularly Article 8's conditions in which China can employ ‘non-peaceful means' toward Taiwan. Professor deLisle speaks to the implications of the recent “22 Opinions” that China released to strengthen the Anti-Secession Law. The 22 Opinions criminalizes support for Taiwan independence and could be even used against foreign individuals who are not from China or Taiwan. However, Professor deLisle suggests that international recognition and enforcement of these laws would raise human rights concerns. Finally, Dr. Lai and Professor deLisle offer their recommendations on how the United States, Taiwan, and the international community can effectively respond to China's actions.  Dr. I-Chung Lai is the president of Prospect Foundation, a Taiwan-based think tank. Prior to joining the Prospect Foundation, he held several prominent positions within the Democratic Progressive Party, serving as executive director of the DPP Mission to the United States and as the director general of the Department of International Affairs. He has also worked as a special assistant with the Taipei Economic and Cultural Representative Office in Tokyo.  Professor Jacques deLisle is a Stephen A. Cozen professor of law and professor of political science at the University of Pennsylvania. His research and teaching focus on contemporary Chinese law and politics, including legal reform and its relationship to economic reform and political change in China, the international status of Taiwan and cross-Strait relations, China's engagement with the international order, legal and political issues in Hong Kong under Chinese rule, and U.S.-China relations. DeLisle is the director of the Center for the Study of Contemporary China, co-director of the Center for Asian Law, and director of the Asia Program at the Foreign Policy Research Institute.

The market plunged 1,807-points on Monday, as the main board recorded its biggest points and percentage decline in history. The fall came as the bellwether electronics sector and artificial intelligence development-related stocks all tumbled, This comes amid reports of economic weakness in the U-S and heightened geopolitical (地緣政治的) tensions. There's speculation the Cabinet could now seek to use to the National Financial Stabilization Fund to support the stock market following the sharp decline. NCC to Mediate Copyright Fee Dispute Between Homeplus and Yong Xin The National Communications Commission has announced that it will mediate (調解) a dispute over copyright fees between cable TV provider Homeplus Digital and Yong Xin Multimedia - the Taiwanese agent for several well-known foreign channels. The statement comes after Yong Xin notified Homeplus of its plan to stop transmitting 12 channels on August 16, after negotiations on copyright fees with the cable TV operator brokedown. Those channels include HBO, Animax, Cinemax, CNN and the Cartoon Network. Homeplus has just over 1-million subscribers and accounts for 22-per cent Taiwan cable TV market. Taiwan Promotes India Ties And, Taiwan's representative to India has presented scholarships to more than 100 Indian students. He expressed his hope that they will become an "important bridge" between the two countries. Representative Baushuan Ger presented scholarship certificates to local students at a ceremony hosted by the New Delhi-based Taipei Economic and Cultural Center in India. According to Ger, more than 40 students were awarded Taiwan Scholarships, which fund (資助) university-level study, while more than 90 others received Chinese-language Huayu Enrichment Scholarships. US Harris to Announce VP Pick Today US Democratic candidate Kamala Harris is expected to announce her vice presidential pick on Tuesday morning, ahead of the pair's first campaign rally in Philadelphia. Harris has reportedly cut her pool of possible running mates (競選夥伴) down to just two. As Nick Harper reports from Washington. Venezuela AttorneyGeneral Investigating Gonzalez Venezuela's top prosecutor has announced a criminal investigation against the opposition's presidential candidate Edmundo Gonzalez and its leader Maria Corina Machado. The attorney general says the case is related to their call on the armed forces to abandon their support for President Nicolas Maduro and to stop repressing (鎮壓) demonstrators. The statement tied the investigation directly to a written appeal the two members of the opposition sent hours earlier about Maduro and the demonstrators who have come out in force to defend their votes in the July 28 election. Although global attention is focused on the upcoming US presidential election in November 2024, a key regional election looms much sooner — the Taiwanese presidential election on 13 January. The contest to succeed the term-limited President Tsai Ing-Wen has already seen intrigue and drama, with four candidates vying for Taiwan's highest office and, at one stage, two of them mulling a joint bid to unseat the ruling Democratic Progressive Party. Frontrunner and current vice president William Lai's views on independence have been the source of much discussion and, with high tensions in the Taiwan Strait and belligerent rhetoric from Beijing, the results of the election will hold significant implications for the entire region.How might the election affect cross-strait relations? What are the possible implications of the election for Australia? Taiwan donates US$50,000 to flood-hit Brazil Taiwan's government recently donated 50 thousand NT to Brazil to help the country cope (應付) with devastating floods. The floods have wreaked havoc across nearly 90 percent of municipalities in the state of Rio Grande do Sul. Over 300 thousand homes were damaged, as well as roads, bridges and a hydroelectric plant. Local media reports say the death toll has risen to 126, and 141 are missing. The Taipei Economic and Cultural Office in Sao Paulo said the overseas Taiwanese community in Brazil have delivered essential supplies to disaster areas. The office hopes all victims can return to normal life as soon as possible. Brazilian officials said they're very grateful to Taiwan for providing immediate assistance. They say the people of the state will not forget the good deed. Taichung government introduces pet-friendly taxi service The Taichung City government is announcing a pet-friendly taxi service, allowing owners to bring their pets along without any additional charge. It said pet-owning passengers can choose from 16 local service providers listed on the website of the City's Transportation Bureau. And many drivers are pet owners themselves. Transport officials said passengers are required to place their pets in a cage before boarding. They must also ensure taxi cleanliness throughout the journey to avoid incurring (招致、遭受) an additional cleaning fee. They said the taxi fare is metered as a regular yellow cab service. But officials caution that those who choose non-traditional ones with various sizes and functions should pay attention to how they charge. Good afternoon, I'm _____ with today's episode of EZ News. **Tai-Ex opening ** The Tai-Ex opened down 199-points this morning from yesterday's close, at 14,695 on turnover of 3.3-billion N-T. This morning's decline comes after renewed (重新開始的) inflation fears in the U-S triggered the biggest selloff on Wall Street in two years overnight. The Tai-Ex extended gains from the previous session on Tuesday, but turnover remained thin and the main board also met with stiff technical resistance ahead of the 15,000-point mark. **US Senate Committee Expected to Pass Taiwan Defense Bill ** The U-S Senate Foreign Relations Committee is expected to pass Taiwan Policy Act of 2022 early tomorrow morning Taiwan time. The bill is aimed at increasing America's support for Taiwan and was introduced in June by Senates Bob Menendez and Lindsey Graham. The bill promotes the renaming of the Taipei Economic and Cultural Representative Office in Washington to the "Taiwan Representative Office" and requires the appointment of the director of the American Institute in Taiwan to be subject to (以……為條件的) the approval of the Senate. It also calls for the "negotiating" of a bilateral free trade agreement with Taiwan and the use of a Foreign Military Financing Program and other measures "to accelerate the modernization of Taiwan's defense capabilities." **Japan to Relax Entry Rules for ROC Passport Holders Today ** Japan's Ministry of Foreign Affairs has announced that R-O-C passport holders living in Taiwan will be able to apply online for visas to travel there on business or for family visits or group travel from today. Under the new rules, Taiwanese nationals will need a Japanese organization, such as a company, school or a private group, to register their personal information and vouch for them in Japan's Entrants, Returnees Follow-up System. After receiving a "certificate of completion" for registration, people will be able to use the Japan eVisa website to complete the rest of their visa application. The application can be processed (處理) in around five working days. **Queen Elizabeth Arrives at Buckingham ** The body of Queen Elizabeth II has arrived at Buckingham palace where thousands of people had gathered (聚集) in the rain to watch the arrival of the UK's longest serving monarch, who died last week at the age of 96. She will remain at the palace overnight Tuesday before moving to Westminster Abbey on Wednesday, where she will lie in state for four days ahead of her funeral on Monday. How does it practically happen on the field? Moreover, shall we blame China for this COVID-19 pandemic and if yes, how to hold China accountable for this? Also, how is the impact of relationship between Taiwan and the World Health Organization (WHO) on the efforts to fight against the virus? In January 2020 Taiwan will hold elections for the president and the legislature. Campaigning for the presidency has long since commenced, and the two main political parties, the KMT and DPP, have selected their candidates. Please join the Freeman Chair in China Studies on September 12th for a discussion on the election dynamics on the island. The event will feature an in-depth analysis of polling data and campaign strategies by Nathan Batto, Associate Research Fellow in the Institute of Political Science of the Academia Sinica, Taiwan’s premier research institution. Following Batto’s presentation, initial commentary will be given by Susan Lawrence, Specialist in Asian Affairs at the Congressional Research Service. Upon his election in 2008, President Ma Ying-jeou dispatched Jason Yuan to represent Taiwan in Washington, D.C. Ma has just been reelected and in many respects Taiwan's relations with both the United States and China are stable and healthy. But problems remain, including Taiwan's desire for more advanced weaponry and America's reluctance to provide it. China's leaders appear pleased with greatly expanded economic ties, but have not been willing to allow Taiwan to gain official or unofficial standing in most international bodies. At the same time, official delegations from China have resumed visits to Taiwan. These were stopped in the months leading up to the January election. Beijing Mayor Guo Jinlong's visit last week signals that economic and cultural discussions have resumed. Jason Yuan is one of Taiwan's most senior diplomats. Before becoming the chief representative at the Taipei Economic and Cultural Representative Office in Washington, Yuan headed the North American Affairs Department at Taiwan's Ministry of Foreign Affairs (1991-1994), served as Taiwan's chief representative to Canada (1994-1996), as ambassador to Panama (1996-1998), and as director general of the Taipei Economi and Cultural Office (TECO) in Los Angeles (1998-2003). He also headed the Ministry of Foreign Affairs NGO International Affairs Office from 2003 to 2008. Ambassador Yuan earned his undergraduate degree at the Chinese Naval Academy at Tsoying and later earned a master's degree at Southeastern University in the United States.
