Dans les premières heures du 7 juillet 2021, le président haïtien Jovenel Moïse était assassiné dans sa résidence privée par un commando. Son épouse Martine Moïse, qui se trouvait à côté de lui, a été grièvement blessée. Elle accorde aujourd'hui une interview exclusive à RFI. RFI : Madame la Première dame, vous avez été grièvement blessée cette nuit du 7 juillet 2021. Vous avez été soignée aux États-Unis. Un an plus tard, comment allez-vous ? Martine Moïse : Un an déjà. C'est vraiment difficile de répondre à cette question. L'assassinat de mon mari, qui était le 58ème président, et la tentative d'assassinat sur moi, les séquelles sont et seront, je pense, permanentes. Mais malgré le choc et les blessures physiques, pour mon mari, pour nos enfants, pour le pays, nous faisons de notre mieux pour panser nos blessures, pour panser nos plaies. Et j'en profite pour remercier ceux qui, cette nuit-là, sont venus me sauver. Parce que sans eux je ne serai pas là aujourd'hui pour faire cette interview. Et je veux qu'ils sachent que je leur serai éternellement reconnaissante. Craignez-vous encore pour votre vie aujourd'hui ? Oui. La menace est permanente. Les assassins qui ont tué le président le 7 juillet 2021 sont encore là. Je remercie Dieu pour m'avoir donné vie. Peu de temps après ma sortie de l'hôpital, j'étais obligée de faire le tour du pays pour remercier ceux qui étaient restés fidèles, qui m'avaient soutenue et qui pourtant après le tremblement de terre (du 14 août 2021 qui a dévasté les trois départements de la péninsule sud d'Haïti, NDLR) avaient besoin d'une présence. Le président n'était pas là. Il fallait y aller. Donc craindre pour sa vie ? Il faut continuer à travailler, malgré tout. Parce que comme je le dis toujours : on ne peut pas nous tuer tous. Martine Moïse, vous avez décidé de ne pas prendre part aux cérémonies officielles de commémoration, notamment à l'inauguration d'un mausolée à la mémoire de votre mari. Pour quelles raisons ? J'ai décidé de ne pas y prendre part. Est-ce que je peux dire que c'est pour une question d'élégance ? Parce que j'ai trouvé la façon de m'inviter très peu élégante. Le monument (dédié à Jovenel Moïse, NDLR) devait être construit bien avant que le président soit enterré. Pourtant il n'était pas prêt. Un an après, il n'est toujours pas prêt. Donc on a décidé de nous cotiser nous-mêmes et de construire à partir de ce qu'on avait. Et d'ailleurs ce n'est pas fini. À mon grand étonnement, je vois sur les réseaux sociaux que 'quelqu'un' va nous donner ce que nous, nous avons construit. Je trouvais que cela manquait d'élégance. C'est pourquoi j'ai sorti une note pour dire que je n'allais pas prendre part et que la famille Moïse allait de préférence sur ses terres pour rendre hommage à son président, mais qu'on n'allait pas prendre part à ce qui se faisait à Port-au-Prince. D'autant plus que Port-au-Prince est vraiment compliqué avec la violence, les kidnappings et tout cela. Donc on préfère rester sur les provinces. Dans le communiqué que vous avez partagé sur les réseaux sociaux, on peut lire que « la famille Moïse ne compte en aucun cas assister aux activités commémoratives prises en charge par l'État haïtien dont le chef de gouvernement fait l'objet de présomption grave d'assassinat sur le président de la République ». Vous faites allusion à Ariel Henry, le Premier ministre nommé par votre mari deux jours avant son assassinat. Il est soupçonné d'avoir reçu des appels téléphoniques de la part de l'un des principaux suspects quelques heures après le drame. Ces soupçons-là, ce n'est pas moi mais c'est l'enquête qui le dit. C'est après que le commissaire du gouvernement a mené son enquête auprès de la compagnie de téléphone Digicel, qu'il s'est rendu compte que le Premier ministre avait des contacts avec les présumés assassins. Donc pour ma part, je suis obligée de prendre des précautions. C'est pourquoi, quand je suis revenue en Haïti, j'ai dû porter plainte pour tous ceux dont les noms sont cités. Et puisque son nom (le Premier ministre Ariel Henry, NDLR) était cité, il fait partie de ceux contre lesquels j'ai porté plainte. J'ai également porté plainte contre ceux qui sont complices, mais dont les noms ne sont pas encore sortis. Aux funérailles de votre mari, vous aviez déclaré : « les rapaces sont toujours là. Ils nous regardent et rient de nous ». Est-ce aujourd'hui toujours votre sentiment, Martine Moïse ? Oui ! Tant qu'on n'aura pas de mesures judiciaires et policières sévères à l'encontre des assassins, et bien ils vont toujours continuer à rire de nous, à se moquer de nous également, en savourant ce qu'ils pensent être une victoire. Malgré ces blocages institutionnels et à cause de la détermination du peuple, la plupart des assassins étrangers sont connus. Mais il y en a d'autres qui ne sont pas encore connus. « Le simple fait que les juges soient obligés à chaque fois de se démettre du dossier traduit un malaise et un refus des autorités en place de donner justice au président » Vous avez des noms en tête ? Vous êtes-vous forgé votre opinion sur les commanditaires de l'assassinat et sur leurs motivations ? Vous savez que l'enquête est encore en cours que ce soit en Haïti ou à l'étranger. Donc je ne peux pas citer des noms pour ne pas entraver l'enquête. C'est pourquoi je dois garder pour moi toutes mes suspicions et mes doutes en attendant que lumière soit faite et que la justice se prononce. Justement, cinq juges d'instruction ont été successivement nommés en Haïti pour enquêter sur l'assassinat de Jovenel Moïse. Aujourd'hui, un an plus tard, l'enquête est au point mort. Faites-vous confiance à la justice de votre pays, Madame Moïse, pour mener à bien cette enquête et pour trouver les responsables ? Le simple fait que ces juges soient obligés, à chaque fois, de se démettre du dossier, traduit un malaise et un refus des autorités en place de donner justice au président. Le premier juge est parti, un de ses greffiers est mort. À chaque fois qu'un juge d'instruction pourrait donner justice au président, quelque chose se passe. Mais ces manipulations ne vont pas affecter notre détermination, comme famille, comme peuple, à continuer à demander justice pour notre président. Madame Moïse, vous dites que l'enquête est d'une certaine façon empêchée en Haïti ? Et si oui, par qui ? L'enquête traîne. Par qui ? Je ne sais pas. Mais si on menait une petite enquête, on verrait que le ministre de la Justice est l'ancien avocat des oligarques contre lesquels le président se battait*. Rien que cela met n'importe qui sur la piste pour voir que ça va traîner. Mais je ne vais pas me décourager. Je vais continuer à demander justice jusqu'à ce que le peuple et nous, la famille, l'obtenions. De son côté, la justice américaine mène sa propre enquête du fait de l'implication de ressortissants américains dans cette affaire. Les preuves sont classifiées et donc secrètes. Vous, Martine Moïse, en tant que victime de cette nuit tragique, avez-vous accès à certaines de ces informations de la justice américaine ? Ces preuves sont bloquées. Si on fait une petite analyse : est-ce que la justice haïtienne coopère ? En douze mois, combien d'extraditions ont eu lieu vers Haïti ? Aucune. Combien d'obstructions à la justice en Haïti ont été faites ? Plusieurs. À chaque fois qu'on demande (aux autorités haïtiennes, NDLR) des dossiers pour extrader quelqu'un, elles envoient des dossiers mal fagotés ou elles ne les envoient pas du tout. Entre temps, les extraditions se font ailleurs. Donc si en Haïti l'enquête est bloquée je ne peux que me reposer sur le lieu où l'endroit où ça bouge un peu. Je ne peux pas parler de preuves qui sont classifiées puisqu'il y a plein de choses qui sont publiques. Avez-vous des informations supplémentaires qui n'ont pas été révélées par la presse ? Non, les informations on les reçoit par la presse, celles qui sont publiques. Il n'y a aucune information qui est donnée spécifiquement à la famille. Tout le monde a accès à ce qui est public.  Malgré toutes les difficultés que vous évoquez, avez-vous l'espoir qu'un jour la lumière soit faite sur l'assassinat de votre mari ? Oui, je garde espoir que lumière sera faite sur l'assassinat. Parce que si on regarde qu'aujourd'hui, on peut parler de Lumumba (Patrice Lumumba, ancien Premier ministre de la République démocratique du Congo, assassiné en janvier 1961, NDLR) ou de Sankara (Thomas Sankara, ancien président du Burkina Faso, assassiné en octobre 1987, NDLR) et que justice sera faite pour eux, je pense qu'un jour – j'espère ne pas devoir attendre 35 ou 40 ans – Jovenel Moïse obtiendra justice. « Vous voyez un membre de gang avec un fusil d'assaut M14 alors qu'il ne peut même pas s'acheter une paire de chaussures. Où est-ce qu'il trouve l'arme ? Et les munitions ? La violence en Haïti est commandée et utilisée pour garder le peuple dans son silence ». Un an après l'assassinat de votre mari, la situation politique en Haïti est totalement bloquée. Pléthore de propositions de transition ont été mises sur la table, mais pour l'instant sans aucun effet réel. La communauté internationale, elle, plaide toujours pour la tenue d'élections. Quel regard portez-vous là-dessus ? Les propositions qui sont mises sur la table par des politiciens et leurs patrons impliqués dans la corruption et les crimes qu'affrontait le président Jovenel Moïse pour changer le système ne vont pas rétablir la sécurité et l'ordre constitutionnel. Le président est mort parce qu'il voulait le référendum (constitutionnel, NDLR) et les autres voulaient encore la Constitution de 1987 derrière laquelle ils pouvaient se cacher pour continuer de faire ce qu'ils sont en train de faire dans le pays. Donc je pense qu'il est très important que le pays ait une nouvelle Constitution, bien entendu de consensus, qu'entre Haïtiens finalement on puisse s'assoir et décider de la Constitution. Et avoir des élections. Parce que finalement un gouvernement de transition ne peut pas vraiment prendre de décision. C'est seulement un gouvernement avec des élus qui peut prendre des décisions et changer les choses. C'est pourquoi je pense qu'il est important d'organiser des élections dès qu'ils disent que les élections sont difficiles à cause de la violence. En dépit de la violence, il faut qu'il y ait des élections, c'est ce que vous nous dites ? Je pense que la violence est commandée. Parce que parfois on voit un chef de gang qui passe des mois et des mois à ne rien dire. Et un jour, plein de gens meurent. Moi je pense que la violence en Haïti est commandée. Par qui ? Les enquêtes le révéleront un jour. En un an, les gangs ont proliféré en Haïti, et l'insécurité concerne désormais presque toute la population. Cette violence s'était accentuée pendant le mandat de votre mari. Selon vous, est-elle aujourd'hui encore maîtrisable ? Et comment ? Je pense que la violence est maîtrisable dans la mesure où on peut s'assoir. Les gangs par exemple : vous voyez quelqu'un avec un M14 (fusil d'assaut, NDLR) alors qu'il ne peut même pas s'acheter une paire de chaussures. Où est-ce qu'il trouve l'arme ? Ça ne coûte pas 15 ou 20 gourdes (13 ou 17 centimes d'euro, NDLR). Et les munitions ? Il les trouve où ? C'est pourquoi je dis que la violence en Haïti est quelque chose de commandé. C'est quelque chose qui est utilisé pour garder le peuple dans son silence et pour que le pays continue à décliner. Et si vous dites qu'il faut s'assoir autour d'une table, vous pensez qu'il faut d'abord un accord politique avant de pouvoir mettre fin à la violence ? Non, je ne parle pas d'accord. C'est un vain mot. Ce n'est pas un mot que les gens vont respecter. Ce que je veux dire c'est que ce qu'avait tenté de faire le président, à savoir mettre tous les acteurs ensemble. Qu'on dise : « ok, c'est Haïti avant nous. Qu'est-ce qu'on va faire pour notre pays ? » Partout où les Haïtiens vont, ils sont mal reçus. Parce qu'ils ne peuvent plus vivre chez eux. Parfois ils sont nomades même chez eux. Ce n'est pas une condition qui est acceptable pour qu'un peuple puisse vivre. Un étranger ne peut pas venir changer cela pour vous. Donc si on a des désaccords entre nous, discutons de nos désaccords, et entendons-nous sur nos désaccords ! Je ne veux pas parler d'accord. C'est un mot vain ; un mot que les gens utilisent pour avoir « Résolvons nos problèmes pour qu'entre Haïtiens nous puissions vivre chez nous, en Haïti, et que nous cessions d'être des nomades. Mon avenir est chez moi, en Haïti ». Vous l'évoquiez : votre mari comptait défendre le référendum constitutionnel. Vous aviez dit, Martine Moïse : « c'est une bataille qu'il menait pour nous, qu'il faut continuer ». Est-ce que vous comptez continuer son combat d'une manière ou d'une autre ? L'actuelle Constitution date d'il y a 35 ans. Elle est aujourd'hui dépassée. C'est pourquoi le président se battait pour avoir une nouvelle Constitution. Donc on a déjà le texte qui est écrit. On l'a partagé au niveau de toutes les sections communales (la plus petite division administrative en Haïti, NDLR) pour que tous les Haïtiens puissent mettre leur empreinte à l'intérieur de la Constitution, pour qu'ils puissent s'y retrouver. Sans une nouvelle Constitution, on aura toujours ce même schéma : quelqu'un va aux élections, fait des promesses et ne sait même pas qu'il ne pourra pas les tenir. Parce que les gens qui sont en place et qui connaissent bien la Constitution, ce sont eux qui dirigent. Eux qui nomment. Eux qui révoquent. Même si vous (le président haïtien, NDLR) avez le droit de choisir votre Premier ministre, c'est quelqu'un d'autre (les élus du parlement haïtien, NDLR) qui doit vous dire : « ok, je suis d'accord avec ce Premier ministre ». Mais parfois ça coûte beaucoup ! Donc ça engendre la corruption. Mais vous voulez mener ce combat ? Vous personnellement ? Ce n'est pas moi, personnellement, qui veux mener ce combat, c'est le peuple en entier. Parce que c'était le vœu du président. Et le président avant sa mort avait demandé au CCI (Comité consultatif indépendant, mis en place par Jovenel Moïse pour élaborer le projet de la nouvelle Constitution, NDLR) de s'en charger. Parce que le président ne connaissait rien à ces histoires de Constitution. Le CCI s'en est chargé et a partagé le texte avec tout le monde. Donc ce n'est pas Martine Moïse qui va prendre le combat en charge. Mais je crois que c'est le peuple haïtien qui va prendre son destin en main. Martine Moïse, votre avenir à vous, est-il en Haïti ? Oui. Je suis Haïtienne et mon avenir est en Haïti. Quand j'étais à l'hôpital aux États-Unis, après avoir récupéré de mes blessures, j'ai compris pendant que je me faisais soigner ce que vivait la diaspora : on laisse son pays pour une vie meilleure, mais après on a envie d'y revenir. Parce qu'à la fin de la journée, votre vie c'est chez vous. Chez vous, s'il y a un problème, c'est à vous de le résoudre ! Donc, résolvons nos problèmes pour qu'entre Haïtiens nous puissions vivre dans le pays et que nous cessions d'être des nomades. Pour que nous puissions vivre chez nous !
