Following decades of economic integration, the costs of clean energy technology have fallen sharply. But the rising costs of fragmentation, industry-friendly policies, and geopolitical tensions risk slowing the energy transition. With the recent launch of the Trade and Clean Energy Transition initiative, the Center on Global Energy Policy has prioritized navigating the tensions between climate and trade and focused on the potential to use trade policy as a tool to accelerate the pace of clean energy deployment. So how can the rules of trade be better aligned with climate goals and policies? How can the international trading system be modernized to tackle a challenge like climate change? And how can countries reconcile low-cost, clean energy technologies, often made in China, with concerns about economic competitiveness, security, and supply chain resilience? This week, we return to a conversation from earlier this year between host Jason Bordoff and Dan Esty focused on Dan's career, his recent work at the World Trade Organization, and the intersection of climate policy and trade policy. Dan is the Hillhouse Professor at Yale University and director of the Yale Center for Environmental Law and Policy. He has written numerous books on environmental responsibility and economic progress, including Green to Gold and Greening the GATT. Dan also served as commissioner of Connecticut's Department of Energy and Environmental Protection from 2011 to 2014.

Around the world, new policies like the Inflation Reduction Act or the European Union's Carbon Border Adjustment Mechanism aim to accelerate the pace of decarbonization. But these same policies have also fueled trade tensions and raised concerns about protectionism. A successful clean energy transition means much more trade in clean energy technologies and products, according to the International Energy Agency. A rules-based global trading system, governed by the World Trade Organization, underpins much of that trade. But increasingly the WTO has faced challenges and calls for reform, particularly around issues of sustainability and climate change. So what reforms are needed to align the global trade framework with climate goals and policies around the world? And how can the World Trade Organization support both economic progress and sustainable development? This week host Jason Bordoff talks with Dan Esty about how climate policy and trade policy intersect. If “theta is the rent on gamma,” for Robert Bogucki, trading options from the long side has always been worth the inevitable pain from carrying positions during benign periods in markets. Trained in mechanical and aerospace engineering, Rob made his way to Goldman Sachs at a time when the Street was just starting to take on individuals with math and physics background. Starting on the currency options desk at Goldman, Rob would spend time at Morgan Stanley and Merrill Lynch before ultimately leading the global macro trading desk at Barclays, running a large customer and proprietary FX options book. Musing that a “bachelor’s degree in crowd psychology is worth more than a PhD in economics”, Rob stresses that modeling architecture like Black Scholes is important as a starting point for valuation, but we need to appreciate the limitations of models. We review a few fascinating risk events in FX derivatives that Rob traded through. Remembering how disrespected risk premium was in the early summer of 2007, for example, Rob bought vol on the Brazil Yen cross, a pair in which hedge funds had piled into in order to earn the sizable interest rate differential. While difficult to carry, the market ruptures that materialized late summer as the Quant Quake went into full sway made this trade highly profitable. We speak as well about taking in as many data points across the asset classes for clues as to what might sponsor the next risk event, a strategy Rob executed by roaming on different floors to get a feel for what colleagues were up to. Today, Rob is co-head of global trading and head of derivatives trading at Galaxy Digital, a firm focused on various businesses in the crypto landscape. In his role of pricing options on digital assets such as Bitcoin and Ethereum, Rob has plenty to say about these interesting vol surfaces and the interaction of various actors who are net sellers or net buyers of volatility. In his view, derivatives market liquidity is steadily increasing and a virtuous cycle is in place. These products will become more important as the extraordinary thrust of Central Bank actions are creating a broad rethink of the fiat monetary system. International cooperation will be key to unlocking the competitive production of green hydrogen as global trade will be required to link those countries, such as South Africa, that are best suited to producing the energy carrier, using a combination of low-cost renewable energy, water and electrolysis, with the main consuming markets in Asia and Europe. In fact, the secretary-general of the German branch of World Energy Council (WEC), Dr Carsten Rolle, says that all of the nine countries that have already developed national hydrogen strategies make explicit mention of the need for international cooperation and trade to support the development of green-hydrogen projects. Speaking during a virtual energy storage workshop hosted by the South African National Energy Association (Sanea), Rolle said that the steep fall in the cost of producing electricity from wind and solar photovoltaic technologies was the main driver of the current move by countries to prioritise the role of green hydrogen as part of their energy and climate strategies. Electricity makes up about 60% of the cost of producing green hydrogen through electrolysis, the process that combines electricity and water to produce hydrogen and oxygen. Although only nine of the 56 countries surveyed recently by the WEC on the status of their hydrogen strategies had adopted formal policy positions, 11 more had strategies under development, 13 were supporting demonstration projects and 18 others had initiated policy discussions. Rolle highlighted that the pace of the policy debate had quickened materially, describing the northern hemisphere’s 2020 summer as a “hot strategic hydrogen summer”, with the Netherlands, Norway, Germany, Spain and the European Union all adopting official hydrogen strategies during the period. By the end of 2019, by contrast, only Japan, which adopted its strategy in December 2017, France (June 2018), South Korea (January 2019) and Australia (November 2019) had finalised hydrogen strategies. Australia, which is viewed as an ideal location for producing green hydrogen for markets in Asia, owing to the combination of its renewables resources and vast surface area, immediately translated its hydrogen strategy into Japanese and Korean in an effort to align with the hydrogen-import strategies emerging in those two industrialised countries. In June, meanwhile, Morocco and Germany signed an agreement in Berlin on the development of green-hydrogen production, and derivatives, such as ammonia, in the North African country and it is considering similar agreements with other countries, including Southern African countries. “The idea is to start developing the relationships and the infrastructure to begin facilitating trade in this new commodity,” Rolle said. In August, German Federal Ministry of Education and Research’s Dr Christoph Roevekamp said that Southern African Development Community countries were well positioned as a potential exporters of green hydrogen. Roevekamp made the statement during the Green Hydrogen Atlas-Africa project inception meeting of the Southern African Science Service Centre for Climate Change and Adaptive Land Management. Director of hydrogen and energy at South Africa’s Department of Science and Innovation (DSI), Cosmas Chiteme, confirmed that government viewed the production of green hydrogen as an important component of the country’s economic recovery from the Covid-19 pandemic. The DSI has initiated a process to develop a hydrogen society roadmap and is also overseeing a process to develop a research and development roadmap for energy storage solutions more generally. “At the end of the day, as a country we have opportunities to export value-added materials that are part of the energy storage value chain, whether it is precursor materials for the lithium-ion battery value chain or green hydrogen for various applications,” Chiteme said during the Sanea workshop.

Global trade has been slowing significantly of late; last year, it grew by only 2.8 percent, on par with global GDP for the first time in many years, and is expected to do the same this year. This lackluster growth is particularly problematic for developing economies. While the origins of this slowdown are many, a decline in the pace of trade policy liberalization no doubt plays and important role. In the context of stalled multilateral negotiations under the WTO, more aggressive concerned regional liberalization, or "mega-regionalism", has been proposed as a possible solution. Mega-regional trace negotiations currently include the Trans-Pacific Partnership (RCEP) between ASEAN and six Asian partners; and the Trans-Atlantic Trade and Investment Partnership (TTIP) between the United States and EU. At present, only the TPP has been signed (February 2016) - though not ratified. Given that it is slated to be modern "21st Century" trade agreement embracing deep integration, the TPP could have not only significant direct economic effects but also far-reaching ramifications for global trade governance. Using a Computable General Equilibrium (CGE) model, we consider the economic ramifications of the TPP but also analyze the political economy of mega-regionalism as well its implications for the future of the global trading system, with a focus on developing economies. Michael G. Plummer has been Director of SAIS Europe since 2014. A SAIS Professor of International Economics since 2001 and the Eni Professor of Economics since 2008, he was Head of the Development Division of the Organization for Economic Co-opration and Development (OECD) in Paris from 2010 to 2012; an associate professor at Brandeis University (1992-2001); and Editor-in-Chief of the Journal of Asian Economics (Elsevier) 2007-2015. He was president of the American Committee on Asian Economics Studies (ACAES) from 2008 until 2015 and is currently a nonresident senior fellow at the East-West Centre. A former Fulbright Chair in Economics and Pew Fellow in International Affairs at Harvard University, he has been an Asian Development Bank (ADB) distinguished lecturer on several occasions and team leader of projects for various organizations including the Association of Southeast Asian Nations, the United Nations, the OECD, the ADB and the World Trade Organization. He has taught at more than a dozen universities in Asia, Europe, and North America. Professor Plummer has advised several governments on the Transpacific Partnership (TPP) negotiations and is member of the editorial boards of World Development, the Asian Economic Journal; and the Asean Economic Challenges and Future Direction (Cambridge Univ. Press, 2015); The Transpacific Partnership and Asia-Pacific Intergration: A Quantitative Assessment (PIIE, 2012); and Realizing the ASEAN Economic Community (ISEAS, 2009), and is author/co-author of over 100 journal articles and book chapters.
