Scioccante, per il numero di perdite tra i civili, non è che l'ultimo di una serie, che ha visto le forze russe colpire la popolazione ucraina. Solo una decina di giorni fa, il 4 aprile, un missile balistico russo aveva colpito un parco giochi a Kryvyi Rih, nell'Ucraina centrale, uccidendo 19 civili, tra cui nove bambini.Un attacco, quello di Sumy, che ci riporta a parlare della guerra in Ucraina. L'ultima volta che ci eravamo occupati del conflitto – un mese fa - si discuteva dell'ipotesi se non di pace, almeno di una tregua. Eppure la promessa pre-elettorale di Donald Trump di porre fine alla guerra in tempi rapidi sembra sempre più lontana dalla realtà dei fatti. Ma c'è davvero da stupirsi dell'azione russa? De todos sus antecesores, al que más admira Donald Trump no es a Ronald Reagan como a menudo se cree, sino a Richard Nixon, presidente de Estados Unidos entre 1969 y 1974. En el pasado llegaron a tener hasta cierta relación epistolar y, siempre que Trump ha tenido ocasión, ha reivindicado su figura como la de uno de los grandes presidentes del siglo XX. El origen de ambos es muy diferente. Nixon provenía de una familia humilde de California, Trump de un acaudalado promotor inmobiliario de Nueva York. Les separaban más de treinta años de edad, pero ambos comparten un espíritu combativo y, sobre todo, vengativo. Nixon no sólo acabó con la guerra de Vietnam reconociendo la derrota, también reconfiguró por completo las relaciones diplomáticas del Estados Unidos de la época acercándose a la China popular para privar a la Unión Soviética de un aliado. Los paralelismos con nuestro tiempo son evidentes. Fue Trump quien decidió hace cinco años abandonar Afganistán asumiendo que eso estaba perdido, y quien quiere rehacer las relaciones exteriores de su país. En este aspecto tendríamos algo parecido a un Nixon a la inversa. Quiere alcanzar un gran acuerdo con Vladimir Putin para reordenar el tablero geopolítico. Eso implica marginar a Europa y abandonar a Ucrania, pero también debilitar a China. Esto no es una suposición. Keith Kellogg, enviado de Trump a Ucrania, explicaba hace unas semanas en la Conferencia de Seguridad de Munich que el nuevo Gobierno intentará romper la alianza de Rusia con China, Irán y Corea del Norte ofreciendo a Putin un trato que no pueda rechazar. Más o menos lo mismo que ofreció Nixon a la China de Mao Zedong en 1972 y que aquella vez resultó muy exitoso, ya que las relaciones entre Estados Unidos y China no hicieron más que mejorar en las décadas siguientes. Que Trump quiera ir por ahí no es del todo inesperado. Trump y sus seguidores, entre ellos el vicepresidente JD Vance, son partidarios de terminar cuanto antes con la guerra en Ucrania, aunque sea a costa de los ucranianos, y acto seguido desentenderse de Europa para concentrarse en China. El objetivo no es nuevo, se trata de uno de los pilares del trumpismo desde 2017 y ahí Putin aparece ahora como un inmejorable aliado. Pero la historia nunca se repite, en el mejor de los casos rima y en ese tema ni siquiera eso. Cuando Nixon visitó Pekín en el 72, China y la URSS ya habían roto y su relación atravesaba un momento especialmente malo. Hoy, Rusia y China son aliados muy cercanos. China es el mayor comprador de petróleo y carbón ruso, provee el 90% de sus chips y ofrece un vital apoyo militar y tecnológico. Comparten además intereses diplomáticos, realizan ejercicios militares conjuntos y ambos están interesados en debilitar a Occidente a través de foros internacionales como el de los BRICS. Para Putin China es mucho más importante que Estados Unidos. Si rompiese con los chinos el coste a pagar sería mucho mayor en un momento en el que la economía rusa anda muy afectada, la inflación es alta y tiene el mercado europeo prácticamente cerrado. Un acuerdo con Estados Unidos que incluyese alejarse de China sería desastroso para sus intereses. Tendría además un efecto añadido. En tanto que Estados Unidos ha dado por buena la invasión de Ucrania, Xi Jinping se vería alentado a actuar sobre Taiwán sin temor a que se lo recriminen. En definitiva que, por la cuenta que le trae, aunque Putin podría llegar a ofrecer algún que otro gesto superficial dirigido a inflar el ego de Donald Trump, es poco probable que sacrifique su alianza con China. El miércoles pasado Donald Trump reveló que había mantenido una “larga y productiva” conversación telefónica con Vladimir Putin. El objetivo de la misma era poner fin a la guerra de Ucrania, que dentro de una semana cumplirá tres años. A la conversaciones le siguió un intercambio de prisioneros y una publicación del propio Trump en la red social Truth en la que detallaba sus intenciones de negociar la paz en Ucrania, pero sin contar con Ucrania ni con sus aliados de la OTAN. Acto seguido saltaron todas las alarmas en Europa, donde acababa de dar comienzo la conferencia de seguridad de Múnich. No muy lejos de allí, en Bruselas, había aterrizado poco antes el nuevo secretario de Defensa, Pete Hegseth, para informar a sus aliados de las nuevas condiciones que quieren imponer desde el Pentágono, y de la negativa estadounidense a aceptar a Ucrania como nuevo miembro de la alianza atlántica. Los dos movimientos cayeron como un jarro de agua fría en las cancillerías europeas, pero fueron recibidos con júbilo en Moscú, donde no tenían del todo claro que el nuevo Gobierno estadounidense iba a ponerse de su lado de un modo tan explicito. Ya durante el fin de semana el secretario de Estado, Marco Rubio, matizó la posición de su país. Le dijo a su homólogo ucraniano que no tienen intención de mantenerles al margen de las negociaciones. Horas más tarde el enviado estadounidense en Ucrania, el teniente general Keith Kellogg, dio más detalles especificando que Rusia y Ucrania tendrían que negociar entre ellas y que Estados Unidos se limitaría a mediar entre ambos. Lo que no tienen previsto es adjudicar a las potencias europeas papel alguno en esas negociaciones. El pesimismo recorre Europa desde entonces. La confianza en el futuro de la relación transatlántica está en mínimos y ni siquiera Volodímir Zelenski sabe muy bien a qué atenerse. Para Zelenski cualquier acuerdo de paz pasa por garantías firmes de su independencia al margen de lo que se termine acordando. Esas garantías desea que se las ofrezca la OTAN. Los líderes europeos pretenden dar una respuesta unitaria convencidos de que sin ellos no habrá paz duradera. Quieren, por un lado, participar en esas negociaciones y, por otro, colaborar en la reconstrucción de Ucrania después de la guerra. En eso Trump parece estar de acuerdo. Su Gobierno ha indicado que serán necesarios efectivos militares europeos sobre el terreno para que se cumpla el acuerdo de paz, una medida que seguramente ningún parlamento apruebe si no se le da a Europa la oportunidad ser partícipes de las negociaciones en las que se firma ese acuerdo. El presidente del Consejo Europeo, Antonio Costa, fue concluyente al respecto. Anticipó que no habría negociaciones creíbles ni paz duradera sin contar con Ucrania y la Unión Europea. Para Costa la solución pasa por el reconocimiento de que la amenaza rusa va más allá de Ucrania, es decir, que una paz frágil que permita a Rusia reanudar la guerra no es aceptable. En el Kremlim lo ven de forma muy diferente. Putin ve llegado su momento de conseguir, sino una arrolladora victoria, si al menos un triunfo parcial anexionando las regiones de Ucrania que su ejército ocupa desde 2022. Eso sí, no las tienen todas consigo y no saben a qué atenerse. Trump es impredecible. En el ámbito internacional lo mismo apoya una causa que la contraria en función de sus necesidades. El entusiasmo del pasado miércoles puede fácilmente convertirse en amargura. Eso con Trump siempre está a la distancia de un tuit. Am Mittwoch hat US-Präsident Trump mit dem russischen Machthaber Putin über die Ukraine gesprochen und damit für viel Wirbel gesorgt. Im Interview mit Host Anna Engelke ordnet der Militärexperte Nico Lange von der Münchner Sicherheitskonferenz das Telefonat ein. Er kritisiert, dass die Europäer nach dem Anruf „einen weinerlichen Eindruck“ gemacht hätten. Damit zeige man seine Schwäche noch öffentlicher. Dabei hätten die Europäer alle Möglichkeiten, sich in Verhandlungen zwischen Russland und den USA einzubringen. Problematisch hält Nico Lange vor allem die Kommunikation von Donald Trump und seinem Umfeld – auch gegenüber der Ukraine. Gleichzeitig rät der Sicherheitsexperte der Bundesregierung und den Europäern, Wege zu finden, direkt mit den USA zu sprechen. Dafür sei die Münchner Sicherheitskonferenz eine gute Gelegenheit. Noch hat die US-Regierung keinen Plan für ein Ende des Krieges in der Ukraine vorgelegt. Gut möglich aber, dass der US-Sondergesandte für die Ukraine und Russland, Keith Kellogg, einen solchen in der kommenden Woche bei der Münchner Sicherheitskonferenz präsentiert. Welche Ideen kursieren, erläutert Claudia Major im Gespräch mit Host Anna Engelke. Die Sicherheitsexpertin von der Stiftung Wissenschaft und Politik weist darauf hin, dass es in den USA zwei Strömungen gibt. Die eine plädiere für einen „Frieden durch Stärke“, die andere für einen "Frieden durch Anpassung an russische Forderungen". Beide Lager hätten gemein, dass sie eine NATO-Mitgliedschaft der Ukraine kritisch und die Europäer für die Absicherung eines möglichen Waffenstillstandes in der Verantwortung sehen. Allerdings sei Europa ohne die USA sehr schlecht aufgestellt, betont Sicherheitsexpertin Major. Den Europäern fehle es an militärischer Handlungsfähigkeit. Majors Schlussfolgerung: "Wir Europäer zahlen wieder einmal dafür, dass wir in den letzten zehn, zwanzig Jahren nicht genug in unsere eigene Verteidigung investiert haben.” Außerdem hapere es bei den Europäern nicht nur an der militärischen Einsatzfähigkeit, sondern auch an der politischen Geschlossenheit. Während über einen möglichen Waffenstillstand und dessen Absicherung diskutiert wird, läuft der Krieg weiter. Ukrainische Truppen haben zum zweiten Mal in diesem Jahr eine Offensive in der russischen Region Kursk gestartet.
