McMaster, as they discuss the Belarusian opposition, her fight for freedom, and the importance of countering Russian aggression in Europe. With Belarus at the center of geopolitical tensions in Eastern Europe, Ms. Tsikhanouskaya discusses the nature of the Stalinist Lukashenka regime and mechanisms used to maintain their grip on power, what the opposition has accomplished and its future priorities, including the release of political prisoners and holding free and fair elections, her views on the war in Ukraine, and the future of Belarus and other democracies relative to the axis of aggressors of Russia, China, Iran and North Korea. ABOUT THE SPEAKERS Sviatlana Tsikhanouskaya is the National Leader of Belarus and Head of the United Transitional Cabinet. Independent observers determined that Tsikhanouskaya won the Belarusian presidential election on August 9, 2020, defeating the long-standing dictator Alexander Lukashenko. Tsikhanouskaya entered the presidential race after the Lukashenko regime arrested her husband for declaring his own candidacy. The regime forced her into exile, but she inspired mass peaceful protests throughout Belarus. In response to Russia's invasion of Ukraine, Tsikhanouskaya launched an anti-war movement to prevent Belarus' involvement and led underground resistance efforts against Russian troops. She has advocated for the release of over 1,500 political prisoners and free and fair elections, earning her numerous international awards and two Nobel Peace Prize nominations. H.R. McMaster is the Fouad and Michelle Ajami Senior Fellow at the Hoover Institution, Stanford University. He is also the Bernard and Susan Liautaud Fellow at the Freeman Spogli Institute and lecturer at Stanford University's Graduate School of Business. He was the 25th assistant to the president for National Security Affairs. Upon graduation from the United States Military Academy in 1984, McMaster served as a commissioned officer in the United States Army for thirty-four years before retiring as a Lieutenant General in June 2018.

Margaret Hoover sits down with three Belarusian dissidents–exiled opposition leader Sviatlana Tsikhanouskaya, athlete-turned-activist Katya Snytsina, and theater director Natalia Kaliada–to discuss their fight against Aleksandr Lukashenko's dictatorship. Kaliada is co-founder of the Belarus Free Theatre, which recently debuted the play KS6: Small Forward in New York, starring Snytsina and telling the story of her journey from Belarusian Olympic basketball player to political activist. In 2020, Tsikhanouskaya's husband Sergei Tikhanovsky was arrested shortly after announcing he would run against Lukashenko. He remains in custody today, but Tsikhanouskaya ran in his place, failing to unseat Lukashenko in an election widely seen as a sham. Snytsina recalls how the mass protests that followed that election inspired her to speak out and leave the national women's basketball team. Kaliada discusses the genesis of the play and explains why art can be a uniquely effective weapon against dictators. Tsikhanouskaya reflects on life in Belarus today, offers a warning for Americans about the urgency of defending democracy abroad, and looks ahead to the country's January 2025 presidential election, which she expects will be a “farce.” This interview was recorded in September after a performance of KS6: Small Forward at La MaMa Experimental Theatre Club in New York. While the war in Ukraine rages on, another fight continues in its neighbour to the north, Belarus.  In 2020, its dictator Alexander Lukashenko faced massive protests in the streets and is widely seen by the international community to have lost the presidential election to an unlikely opponent, Sviatlana Tsikhanouskaya. Tsikhanouskaya ran in the place of her husband Siarhei, who was arrested by the authorities in May 2020.  While Siarhei remains in prison in Belarus, Sviatlana, who was exiled almost immediately, leads the opposition from abroad. Her goal is to work with international allies to build the framework for a post-Lukashenko future for Belarus. She was in Canada this week for high-level meetings with the Government of Canada, allied ambassadors and the Belarusian community. She joined StrategyCorp's Garry Keller for a conversation on the challenges she faces, and what Canadians can do to support freedom and democracy in Belarus.

In her address to the IIEA, Sviatlana Tsikhanouskaya, Leader of the Belarusian Democratic Movement, discusses the current threats to the future of Belarus and Europe, including human rights violations, the impact of economic sanctions against Belarus, and Lukashenka's acceptance of a plan to place Russian nuclear arms in Belarus. In March of 2023, the Office of the UN High Commissioner for Human Rights published a report on the Situation of human rights in Belarus in the run-up to the 2020 presidential election and in its aftermath. The report details systematic and widespread human rights violations as a direct result of the policies employed by the current Government of Belarus. This event is part of the IIEA's Global Europe Project, which is supported by the Department of Foreign Affairs. About the Speaker Sviatlana Tsikhanouskaya is the Leader of the Belarusian Democratic Movement, who contested the 2020 Belarusian presidential election as the main opposition candidate, following the detention of her husband Siarhei Tsikhanouski. Following the disputed result of the Presidential Election, Ms. Tsikhanouskaya has been based in Lithuania as the official representative of the Belarusian democratic opposition in exile where she heads the Coordination Council to facilitate the peaceful democratic transfer of power in Belarus. In March 2023, Ms. Tsikhanouskaya was convicted in absentia by a court in Minsk and found guilty of high treason, inciting social hatred, attempts to seize power, forming an “extremist” group and harming national security. Before running for President, Ms. Tsikhanouskaya was an English teacher and interpreter, and has since been awarded the Sakharov Prize by the European Parliament.

Sviatlana Tsikhanouskaya is the leader of Belarusian democratic forces, who numerous independent observers say beat the autocratic president Alexander Lukashenko in a presidential election on August 9, 2020. She stepped into the race after her husband was arrested for his presidential aspirations. Mr. Lukashenko has publicly dismissed her as a “housewife,” сlaiming that a woman can't become president. After her forced exile, Ms. Tsikhanouskaya inspired unprecedented peaceful protests around Belarus, some of which numbered hundreds of thousands of people. She has visited more than 20 countries gathering support for a democratic Belarus and continues to advocate for the release of more than 500 political prisoners and peaceful changes through a free and fair election. In the past year, more than 35,000 people have been detained in Belarus, according to the United Nations. Tens of thousands of Belarusians have fled abroad. Ms.Tsikhanouskaya has become a symbol of peaceful struggle for democracy and female leadership. On July 27, President Joe Biden met with Tsihanouskaya, and he issued a statement that "The United States stands with the people of Belarus in their quest for democracy and universal human rights." In 2020, Lithuanian President Nauseda and Norwegian MPs nominated her for the Nobel Peace Prize. In her address to the IIEA, Sviatlana Tsikhanouskaya, Belarusian Opposition Leader, discusses the possible ways forward for the Belarusian opposition, the feasibility of new elections, and what possible role she believes Ireland can play. The outcome of the Belarusian Presidential elections on 9 August 2020 led to peaceful protests among the people of Belarus and the emergence of a broad democratic movement against the incumbent Aliaksandr Lukashenka. In her address, Sviatlana Tsikhanouskaya argues that the government of Belarus responded to these protests with violence and repression, including the detention and imprisonment of political opponents, continued harassment of civil society and of independent media. She also highlights how the hijacking of a Ryanair flight in May 2021 and subsequent detention of Raman Pratasyevich has exacerbated relations between Belarus and the EU and undermined peace, security and rule of law in Europe. Finally, she argues that despite growing political pressure and economic sanctions, Aliaksandr Lukashenka continues to refuse to engage with democratic opposition representatives.  About the Speaker: Sviatlana Tsikhanouskaya is a Belarusian human rights activist and opposition leader who contested the 2020 Belarusian presidential election as the main opposition candidate, following the detention of her husband Siarhei Tsikhanouski. Following the disputed result of the Presidential Election, Ms. Tsikhanouskaya has been based in Lithuania as the official representative of the Belarusian democratic opposition in exile where she heads the Coordination Council to facilitate the peaceful democratic transfer of power in Belarus. Before running for President, Ms. Tsikhanouskaya was an English teacher and interpreter, and has since been awarded the Sakharov Prize by the European Parliament. She also has very close ties to Ireland, having spent many summers in Ireland since she was a child.

OK, here's the scene:A flight is heading from Greece to Lithuania, flying over Belarus. The pilots get notification of a bomb threat. A fighter jet forces the plane to land. A couple of passengers are then detained by Belarusian authorities.This isn't a plot point in an action film. And there was no bomb.Related: Belarus opposition figure demands 'new, democratic, open country'Yesterday, Ryanair Flight 4978 was intercepted and one of the passengers detained was 26-year-old Belarusian dissident Roman Protasevich. The operation was reportedly approved by Belarusian President Alexander Lukashenko, a man referred to as "Europe's last dictator."Related: Belarus targets journalists, activists in new raidsThis evening in Belarus, a new video was released of Protasevich after his arrest, posted initially on a pro-government Belarusian channel.In the video, Protasevich says he is in good health and is being treated well. Possibly under duress, he also confesses to plotting riots in Minsk — crimes that carry a 15-year penalty. His forehead appears bruised in the video.Sviatlana Tsikhanouskaya, the Belarusian human rights activist and politician who ran as the main opposition candidate in the 2020 Belarusian presidential election, shared the video on Twitter: The regime's propaganda channels posted a video of arrested Raman Pratasevich, saying that he is treated lawfully in the Minsk Detention Center №1. This is how Raman looks under physical and moral pressure. RyanAir is headquartered in Ireland. The plane was registered in Poland. The flight was going from Greece to Lithuania. Today, heads of EU states met to discuss potential sanctions.Katia Glod, a Belarus analyst with the Center for European Policy Analysis, joined The World's host Carol Hills, from London, to share the latest insights on this operation and what it means for global politics. Carol Hills: First of all, who is Roman Protasevich?Katia Glod: Roman Protasevich is a Belarusian journalist, the famous blogger. Roman is a founder of the very popular Telegram channel, which is called NEXTA, which was behind mass protests in Belarus, which erupted last August. And Roman Protasevich, at the time, he was part of this NEXTA team. Nowadays, he is the editor of another very popular Telegram [messaging app] channel called "Belarus of the Brain," which has several hundred thousand subscribers, and is also very widely read in Belarus.Why did Alexander Lukashenko approve this brazen operation?Well, first of all, we have to realize that Lukashenko is a very revengeful person. He has been well-known for taking revenge against his opponents. And NEXTA, obviously, displayed Lukashenko and the regime, the security services, to a great extent, because, as I've just said, they mobilized people to organize protests. Another reason is an attack on mass media, which we have seen in Belarus basically since last summer. Now that Protasevich is in Belarusian custody, what is likely to happen tohim?Well, he's likely to face up to 15 years in prison. The likely charges are [going] to be organizing public disorder and also stoking social strife. So, that means that he's currently somewhere at the KGB prison or one of the detention facilities in Minsk. We know that his girlfriend was transported to one of the detention facilities in Minsk, the so-called Okrestina prison, which became very famous during the August protest, because this is where tortures and beatings of many protesters happened.You mentioned the mass protests against Lukashenko last summer. They were followed by a harsh government crackdown that continues to this day. Does this arrest change anything for Belarusians who oppose Lukashenko?Unfortunately, it doesn't change much for Belarusians inside Belarus. It's that perhaps more people will be thinking about immigrating, and leaving the country obviously creates another international precedent. It puts the Belarusian regime onto a new level of priority. If, for example, we can say that before, Belarus has been more of a moral issue, a moral dilemma, particularly for the European Union, it was not nice that human rights have been abused in Belarus or that the elections were rigged, but it has not really until now affected directly the rights of European citizens. Yesterday's incident has shown that now Lukashenko's regime became a real threat to international norms, and real threats to European security. And Belarusians inside Belarus do hope that the West could take tougher sanctions against the regime.It's interesting, President Lukashenko had to know that the world would harshly condemn him for doing this. And he knew of this and he did it anyway. What does that tell you? Well, it tells us that the regime has lost control of political thinking, that the regime is really waging a war because its goal [is] only to stay in power, regardless by which means. It tells us that the regime is not prepared to negotiate with the opposition or with the West and that it's not backing off.What role might Russia have here? Do you think Russian governmentofficials were in the loop on this?We do know that there were actually four people who did not board the flight back to Vilnius. And apart from or Roman Protasevich and his girlfriend, there were two Russian citizens. And the speculation is that either they were Belarusian KGB or that they were Russian FSB agents. And perhaps that Russia lent a helping hand to Belarus. Well, either way, Russia would not be the country that would try to punish Belarus or would try to tell it that that's not the right way forward.How do you think the United States should respond to this event?So far, we have seen only a statement of Mr. Blinken, who obviously condemned the situation and said that there should be given an adequate response. I think it will be a real test to the unity between the US and the European Union — whether the US will join the European Union in offering a very tough stance against the behavior of the Belarus regime.This interview has been edited and condensed for clarity.

A prominent opponent of Belarus' authoritarian president was arrested Sunday after the airliner in which he was traveling was diverted to the country after a bomb threat, in what the opposition and Western officials denounced as a hijacking operation by the government.Raman Pratasevich, who faces charges that could bring 15 years in prison, was aboard the Ryanair flight from Athens, Greece, to the Lithuanian capital of Vilnius when it changed course to head for Minsk."I saw this Belarusian guy with girlfriend sitting right behind us. He freaked out when the pilot said the plane is diverted to Minsk. He said there's death penalty awaiting him there," passenger Marius Rutkauskas said after the plane arrived in Vilnius following several hours in the Belarusian capital."We sat for an hour after the landing. Then they started releasing passengers and took those two. We did not see them again" Rutkauskas said.Flight tracker sites indicated the plane was about 10 kilometers (six miles) from the Lithuanian border when it was diverted. There were conflicting accounts of the move.The press service of Belarusian President Alexander Lukashenko said the president himself ordered that a MiG-29 fighter jet accompany the airliner after he was informed of the bomb threat. Deputy air force commander Andrei Gurtsevich said the plane's crew made the decision to land in Minsk.But Ryanair said in a statement that Belarusian air traffic control instructed the plane to divert to the capital.Lithuanian President Gitanas Nauseda called the incident a "state-sponsored terror act." He said that the European Council would discuss the case Monday and that he would propose banning Belarusian planes from European Union airports and "serious sanctions" against Lukashenko's government."Belarusian airspace is completely unsafe for any commercial flight, and it should be deemed this not only by the EU but by the international community. Because now, this instrument could be used for any plane crossing Belarusian airspace," said Lithuania's foreign minister, Gabrielius Landsbergis..Pratasevich is a co-founder of the Telegram messaging app's Nexta channel, which Belarus last year declared as extremist after it was used to help organize major protests against Lukashenko. The protests have dwindled in recent months, but Belarus authorities are continuing to crack down on opposition with arrests.The Belarus presidential press service said the bomb threat was received while the plane was over Belarusian territory. Officials later said no explosives were found on board.Passengers were taken off the plane in Minsk. After the plane arrived in Vilnius, Defense Minister Arvydas Anusauskas said Pratasevich's girlfriend and four other people did not reboard."We will find out who are the other four that did not travel with the rest. Lithuania has launched an investigation to find out what really happened on that plane," he said on Facebook.Exiled opposition leader Sviatlana Tsikhanouskaya called on the International Civil Aviation Organization to begin an investigation."It is absolutely obvious that this is an operation by the special services to hijack an aircraft in order to detain activist and blogger Raman Pratasevich," she said in a statement. "Not a single person who flies over Belarus can be sure of his safety."The ICAO later said it "is strongly concerned by the apparent forced landing."Belarusian authorities said there were 123 passengers on the plane. Today on The Leaders' Brief - The World Health Organisation classified four variants of the 2019 coronavirus, including one first reported from India, last year, as a “variant of global concern.” The other three variants include those reported from the UK, South Africa and Brazil. According to preliminary investigations, the B.1.617 mutation first reported from India spreads more easily and has already been reported from 30 other countries. India, itself, has become the epicentre for the 2019 coronavirus and is reporting anywhere between 300-400,000 cases every day.  Jerusalem, for the past one week, has been experiencing what is being termed its worst violence in years. Tensions flared up between Palestine's Hamas group and Israeli forces this Monday after the former fired rockets towards Jerusalem in retaliation to clashes between Palestinians and Israeli security forces at a compound hosting Islam's third holiest site, the al-Aqsa mosque. According to the Palestinian Red Crescent over 700 Palestinians were injured in clashes.  The 27-member European Union is readying a fourth round of sanctions against senior Belarus officials in response to last year's controversial presidential elections that saw Alexander Lukashenka win a sixth term in office with over 80% of the vote share. Thousands of protestors have been arrested since last year, after the country's first and only president Alexander Lukashenka won the August 9th Presidential polls with an improbable 80% vote share. In early spring 2020, mass political mobilization began form in Belarus, caused by economic turmoil and exacerbated by Lukashenka's inadequate response to the coronavirus epidemic. The coronavirus epidemic began developing in Belarus in early March, exactly when the more active phase pf Lukashenka's election campaign began to unfold. By June, following the controversies and the regime in downplaying the impact of COVID-19, Belarus was among the 15 most-affected countries with the highest number of identified coronavirus cases per capita. The people responded by self-organization, crowd-funding and coming to the understanding that the state is no longer there to provide for them.Ahead of the election, the three main opposition candidates were arrested or forced to flee the country. The only true opposition candidate able to legally registered became Sviatlana Tsikhanouskaya - who was joined by two other women (Veranika Tsapkala and Maria Kalesnikava). Their campaign over the summer draw huge crowds and giving the already politicized and angry society a new hope for change. This episode takes us through the year 2020. Today on The Leaders' Brief - After the signing of the Abraham Accord between Bahrain, UAE, and Israel, over a million people have reportedly signed an online charter, called the Palestine Charter, against normalization with Israel.  Hundreds of women were detained a few days ago in the Belarusian capital, Minsk, during a protest march demanding an end to President Alexander Lukashenko's rule. Opposition leader Sviatlana Tsikhanouskaya praised the brave women of Belarus and said the women are “marching despite being constantly menaced and put under pressure.” The United Kingdom Space Agency is giving over $1.3 million to 7 firms to advance novel sensor technologies and smart algorithms to improve surveillance on objects moving overhead. The initiative will radically improve the UK's ability to interpret data focused on tracking satellites and space debris. She also argued that the UN is "a place where dictators, murderers and thieves denounce America and then put their hands out and demand that we pay their bills." What are we to make of this?The killings of George Floyd, Breonna Taylor and others seemed to have been overtaken in the public consciousness by COVID-19, party conventions, and the resumption of professional sports, but protests have ignited again in the wake of the Sunday incident in which unarmed Black man Jacob Blake was shot multiple times in the back by police in Kenosha, Wisconsin, with his three young children present. On Friday night, police in Lafayette, Louisiana, shot and killed Trayford Pellerin, a 31-year-old Black man, outside a convenience store. Tuesday marks three months since Floyd was killed in Minneapolis, Minnesota. How does this keep happening?"President Donald Trump's reelection campaign announced Sunday that Secretary of State Mike Pompeo will address this week's Republican National Convention," Common Dreams reported Monday.
