Good morning, RVA! It's 70 °F, and it looks rainy out there, y'all. You can continue to expect a chance of rain, on and off, for most of the day. Saturday and Sunday, though, look beautiful if rather hot. This weekend, enjoy some time outside, stay hydrated, and get some rest.Water coolerAs of this morning, the Virginia Department of Health reports the seven-day average of new COVID-19 cases, hospitalizations, and deaths as: 229, 31, and 9.1, respectively. VDH reports a seven-day average of 28.7 new cases in and around Richmond (Richmond: 7.3; Henrico: 5.9, and Chesterfield: 15.6). Since this pandemic began, 1,329 people have died in the Richmond region. 43.8%, 54.8%, and 51.1% of the population in Richmond, Henrico, and Chesterfield have received at least one dose of a COVID-19 vaccine. Here's this week's stacked chart of new cases, hospitalizations, and deaths, and you can, finally, really, totally, see a drop off in COVID-19-related deaths across the state. These are truly low numbers that we haven't seen since last July. Now, with the power of a ton of folks being vaccinated, I'm hoping we'll see those number fall even lower and stay there.Speaking of the power of vaccines! I know that's a lot of numbers up there to throw at you before you've had a sufficient amount of coffee, but I do want to point out that both Henrico and Chesterfield now have more than 50% of their population with at least one dose of a COVID-19 vaccine. Possibly related, or at least worth bringing up in that conversation, Sabrina Moreno at the Richmond Times-Dispatch reports on the low vaccine uptake among Black Richmonders who, at this point, make up the largest share of positive COVID-19 cases—75% of the city's cases from April to May. It's complicated stuff why a person may or may not choose to get vaccinated, and I encourage you to tap that link and read through some of the reasons.Whittney Evans at VPM scored an interview with Richmond Police's Chief Smith, which you should definitely read in its entirety. Actually, give the audio at the top of the page a listen so you can get a feel for the tone, which sounds a lot less defensive than the text reads. Evans asks if RPD has made any new policy changes since last summer's protests, to which Chief Smith responds: “A few…You're gonna have to give me a chance to go back and pull some of those. We changed the chemical munitions policy. The way chemical munitions are used and when they are used…You're asking very specific questions that you did not prepare me to go get—I would have to get the policy.” I have a lot of thoughts on that, both policywise and PRwise. Mostly about that latter though: The Chief is the face of the Police Department and one of the top four or five public figures in the entire City. Part of that job is being prepared, taking interviews, and building trust with the public. Again, please listen to the audio to get a feel for the Chief's tone—but that you need the audio to clarify these pretty bad quotes is not great. I'm thankful that VPM decided to include the audio (and RPD should be, too).The RTD's Michael Phillips reports that the Washington Football Team will bring its summer training camp back to Richmond, but with one big change: “the city will not be asked to make a $500,000 contribution to the team for its appearance. Instead, the team will rent out the Leigh Street facility for the week at a cost of $100,000.” Not having to pay the richest NFL team in the country, but having them pay us seems like the right order of things.Mike Platania reports in Richmond BizSense that Leek & Thistle will open down in the Bottom this weekend. This spot will sell mostly frozen to-go meals that you reheat at home, and it's another one of those pandemic-inspired changes that I'm interested to see if/how it sticks around. For whatever reason, maybe a year of not going to restaurants, but picking up a frozen meal seems way more appealing to me now than it did in 2019.This is an actual headline in the actual New York Times newspaper website: “U.S. Finds No Evidence of Alien Technology in Flying Objects, but Can't Rule It Out, Either.” OK.For anyone keeping track, Sunday is the five-year anniversary of me shutting down RVANews. It makes me sad to think about, but I love doing what I'm doing now. It is wild, though, to think that some readers of this newsletter have never even heard of RVANews!This morning's longreadOur Digital Pasts Weren't Supposed to Be Weaponized Like ThisI specifically remember having conversations a decade ago about how leaked nudes or embarrassing social media missteps wouldn't be a thing in the 2020s. How could they with whole generations of people growing up on the internet while documenting and sharing more and more of their lives publicly? Turns out, I was way, way wrong.Ms. Ball thought so too. She lost that long-ago Congressional race and is now a media commentator and the author of a book about the new political age. She said in a recent interview that she thought her so-called scandal would be a temporary blip before society adjusted and “that people would grow more accepting” of photos or problematic comments from the past. “It's the polar opposite,” she said. “It's more reactionary and judgmental than it's ever been.” Why haven't repeated calls to replace digital shaming with empathy and compassion resonated? Good morning, RVA! It’s 30 °F, and the snow’s gone. Highs today should creep back up nearly to 50 °F—and we might even see temperatures in the 60s later this week.Water coolerAs of this morning, the Virginia Department of Health reports 3,817↗️ new positive cases of the coronavirus in the Commonwealth and 8↗️ new deaths as a result of the virus. VDH reports 374↗️ new cases in and around Richmond (Chesterfield: 99, Henrico: 149, and Richmond: 126). Since this pandemic began, 477 people have died in the Richmond region. For the first time ever, Virginia’s seven-day average of new reported cases has broken 3,000 (at 3,005). The seven-day average of new hospitalizations has been over 100 for the last three days, and the number of new deaths—which typically lags hospitalizations by a couple of weeks—has started to creep upwards. In fact, there are so many new cases, that VDH has had to start triaging their case investigation and contact tracing. Bizarrely, in that same news release, the state also announced that they’ll adopt new CDC guidance that gives folks a couple ways to shorten their quarantines should they get exposed to COVID-19. There’s a good table a ways down on the aforelinked page that’ll give you the “residual post-quarantine transmission risk (%) with and without diagnostic testing,” and will show you why the CDC thinks that the numbers work out for shorter quarantines. However, and this is a big however, VDH still recommends that the best option for most folks is to quarantine for a full 14 days: “The safest option is still to quarantine for 14 days after last exposure. Any quarantine shorter than 14 days balances reduced burden against a small possibility of spreading the virus.” Optically, it’s weird to pair this new guidance and a small possibility of spreading the virus with skyrocketing case counts, but, with basically no federal or state-level financial support for folks sent into quarantine, 14 days away from a job can be devastating. At the Richmond Times-Dispatch, Sabrina Moreno reports that the Governor may consider new restrictions this week.As foretold, the RPS School Board met last night and voted to “remain completely virtual for the second semester beginning on February 8, 2021.” I’m sure we’ll hear more from Superintendent Kamras in today’s RPS Direct email, but, until then, the RTD’s Kenya Hunter has the details from last night’s meeting. This whole thing is so utterly complex, I don’t really have a great take on what it all means right now. Given the terrifying pervious paragraph, planning for fully-virtual school this winter makes a lot of sense. Will that decision still make sense come April, when, theoretically, we’ve got a bunch of vaccine on the ground and jabbed into arms? How can you even know? Is it better to make a long-term plan now or do a whole semester of will-they-won’t-they? I have no idea, but we’re about to find out.City Council met last night and approved the Mayor’s appointment of Lincoln Saunders as the City’s new Chief Administrative Officer. Here’s the quote from the mayor: "I’m thankful that Richmond City Council has voted to consent to my appointment of Acting CAO Lincoln Saunders. He is familiar with the daily operations of the administration and trusted to lead the city by the members of the administrative team, both of which are vital in serving as Acting CAO. This decision will ensure the continuity of city programs and services. Ms. Reid has been a vital leader during an unprecedented period of crisis in our city, working to keep the wheels of government turning despite a global pandemic. My intention is to appoint her to the CAO position in a permanent capacity as soon as she makes a full recovery. In the meantime, I ask that you join me in lifting her and her family up in prayer.”The RTD’s Michael Paul Williams has a look at Richmond’s history of social change and civil rights movements. Good stuff if you’re unfamiliar with some of Richmond’s lesser known, post-1860s history. I had no idea about this: “The narrative of Richmond as the land that racial unrest forgot is by design, according to University of Richmond historian Julian Maxwell Hayter. He described a strategy by 20th-century Byrd Machine segregationists to portray Richmond and Virginia as ‘the kind of benign version of their Deep South brethren.’ There was ‘a concerted effort by people in power to try to get the country to look away from Virginia and its relationship to slavery and the segregated system,’ Hayter said – an effort that purposely downplayed racial violence, as part of a strategy to tap the flow of federal dollars into Virginia.” Fascinating/horrible.Mike Platania at Richmond BizSense says the owner of the former Baja Bean spot (and the old RVANews headquarters, RIP) has two really great infill projects in the works. John Conrad will drop some three-story, mixed-used buildings into one of my most hated surface-level parking lots at 1505 W. Main Street—the one right next to Beauvine Burger Concept. Conrad also has plans to squeeze in some new buildings on top of the parking lot at 1520 W. Main Street. Folks willingly giving up parking lots to build stuff for people brings me great joy!The City has announced a second round of the Richmond Recovers Grant Program, funded with $2 million of CARES Act money. Small businesses can apply for up to $15,000 to “reimburse the cost of employee wages, including the cost of benefits; rent and utilities for commercial workspaces; PPE and cleaning supplies; E-Commerce expenses; and working capital.” You can find the application here and you have until December 16th to get it filled out and submitted.Reminder: This coming Monday, City Council will vote on Richmond 300, an update to our city’s Master Plan. If you’re looking for language to use, check out this thread from @RVAbikedad.This morning’s longreadHow Scientists Tracked Down a Mass Killer (of Salmon)I know I’m the #bancars guy, but we really should have some bigger conversations about the non-emissions part of car-related pollution.On a rainy day in 2012, they filled stainless steel containers with a translucent dark liquid coming out of the spout. This time, the salmon exhibited the bizarre symptoms and promptly died. “What is it in that mixture?” Dr. McIntyre recalled thinking. “This is just water that’s on the road, it’s what we tramp through in our rain boots.” It must be something that people don’t regularly measure, she figured. Enter Edward P. Kolodziej, an environmental engineer and chemist at the University of Washington. His lab used a machine called a high resolution mass spectrometer to compare the chemical composition of highway runoff with that of water collected from two urban creeks where the salmon were dying. The samples shared chemicals related to tire particles. So the team brewed up a test concoction by soaking shredded tire tread in water. Good morning, RVA! It’s 74 °F, and the hot, hot weather is back. Expect highs in the 90s with Feels Likes™ around 100 °F. Time to get sweaty.Water coolerThis is awful, and I’m just going to quote straight from the Richmond Police Department release: “At approximately 8:35 p.m. [yesterday], officers responded to the 2300 block of Bethel Street for several reports of random gunfire. Once on scene, they found three adult males suffering from apparent gunshot wounds. One male was pronounced at the scene, one was transported to a local hospital with life-threatening injuries and one was transported with non-life threatening injuries. Two other individuals with apparent gunshot wounds were self-transported to a local hospital—an adult female with non-life threatening injuries and a juvenile in his teens with life-threatening injuries.”As of this morning, the Virginia Department of Health reports 664↘️ new positive cases of the coronavirus in the Commonwealth and 4↗️ new deaths as a result of the virus. VDH reports 124↘️ new cases in and around Richmond (Chesterfield: 14, Henrico: 83, and Richmond: 27). Since this pandemic began, 308 people have died in the Richmond region. Through their dashboard, VCU reports two new cases and nine new people in either isolation or quarantine. They’ve also started doing and reporting prevalence testing—which is when you test a bunch of asymptomatic folks to see how much virus is out there hiding among the apparently healthy. The University reported 38 of theses tests with just one positive.Last night protestors again took to the streets of the Fan and Downtown, stoked in part by the police shooting of Jacob Blake in Kenosha, Wisconsin and in part by more internet flyers (this time, however, asking for a peaceful protest). The CT’s Andrew Ringle has a short thread on Twitter with a few pictures and videos. As far as I can tell, this protest ended after a couple of hours without any police involvement.Not to needlessly rag on the RPD comms, but I have to roll my eyes at this tweet that says “Join RPD in the fight against COVID-19. Social distance and wear a mask.” and is accompanied by a picture of four masked and distanced officers. That’s nice, but what about allllll of the unmaked and incredibly in-your-face officers in this video? Or this video? Or this picture? Or how about these pictures? And those are all just from August! I think, instead of a rah-rah join us! messaging, I’d like to hear something along the lines of “We’ve done a bad job at protecting the health of Richmonders over the past several months and are recommitting to wearing masks and keeping our distance to help prevent the spread of COVID-19.”Henrico County has hired Eric English as their next chief of police, effective Monday, September 14th. English currently serves as the Harrisonburg chief, and served in the RPD from 1989 through 2018. You can read Henrico’s press release here and this quick, sports-slanted interview by the RTD’s John O’Connor from back in June.Finally, as far as police-related news goes, the City has released the video from the second meeting of the Mayor’s Task Force to Reimagine Public Safety. I haven’t listened yet, but, if you’ve got two hours, give it a spin.The New York Times has a long piece on the intersection between redlining and dangerous neighborhood heat levels that heavily features Richmond. This should all sound very familiar to you because it’s based on the work of Richmond’s very own climate scientist, Dr. Jeremy Hoffman (well, he’s chief scientist at the Science Museum, but I say we get to claim him as a city). If you start overlaying Richmond’s redlining map with other data, you start to see upsetting connections almost everywhere—tree cover, paving, other built-environment things, but also life expectancy, income, and a bucketful of important social determinates of health.The RTD’s Kenya Hunter says Hanover County Public Schools have backed out of their opt-in, in-person instruction plan for all grades…for one day. Pre-K, kindergarten, first, sixth, and ninth grades will meet on September 8th, and everyone else will return to school on September 9th. I get that those are transitional grades, but I’m not really sure how a single, solitary day gets you much virus risk mitigation. I guess we’ll see how it works in a couple of weeks.Survey time! SIR has put together two surveys to understand how young people perceive Richmond and how the region can better attract and retain college students and young professionals. Here’s the survey for young professionals and here’s the one for college students. This data will go toward updating their YRVA study from back in 2013. Here’s a story about that from RVANews, which is the long-ago news ancestor to this very email!This morning’s longreadEliminate Local GovernmentI don’t agree with all of this, but I always enjoy reading something that gets me thinking about the Dillon Rule. What wouldRichmond be like if we had no local government at all and the state set all of our policies? Would we see more progressive allowances for cities or the exact opposite?Progress does not come from localism. Housing, for example, is generally more plentiful when decisions are made at a higher level. Zoning is a national law in Japan, and the national government does not care about the opinions of local NIMBYs and therefore has made it easy to build more housing on your own property. And those were his exact words when he handed me this CD. He was particularly excited about the Scissor Sisters’ version of Pink Floyd’s "Comfortably Numb" which at that point had not hit the masses yet. I don’t know how he did, but Dave always could find nuggets of goodness way before anyone else.As he cued the tune up on the above pictured CD that is this week’s show, he turned to me with a fiendish grin and said, "You are gonna love this."And as always, he was right. I totally loved it.This past Wednesday, David Castleman passed away after a long bout with melanoma. He was my friend, confidant, and comrade and my world would not have been as funny, interesting, or gloriously profane without him in it. It really is hard for those of us that loved him to think of this world without him in it. I knew his situation was bleak when he was diagnosed with terminal cancer about a year and a half ago, but as fucked up as this sounds, I thought he was being over dramatic. He had beaten cancer twice before so why would this time be any different?Sadly, that was not the case. In the words of one of our favorite authors Charles Bukowski, "The gods play no favorites."To give you an idea of the type of relationship we had, a coupla of months ago he came to town with his family, and we were hanging out at a friends house with a bunch of people for a pot luck. As always, Dave, despite being in debilitating physical pain, was holding court while filling up a friend’s hard drive with music (this was something he always did; he was always turning people onto books, movies, and music). As the evening progressed, Dave got up from his comfy spot on the one-man sofa and an acquaintance of ours took over his spot in his absence. When he came back into the room and found his spot taken, he asked her to move. Not knowing the direness of his physical situation, the woman reluctantly relinquished the sofa with a touch of subtle but obvious annoyance. "What’s wrong with you, David?" she said as she got up.Without hesitating, he answered bluntly, "I have terminal cancer."When he said it, the whole room stopped. Up until that point, the mood had been light and airy as those of us close to him tried to keep reality at bay, but now, the ugly reality of his situation was exposed. As the room resonated with a deafening silence, from the other room, I did what I always did when David spoke with his distinctive candor.I burst out laughing. And I’m not talking about a mere chuckle or two; I was convulsing in laughter, which delighted him greatly. The outburst broke the silence and eventually the party (as well as the mortified woman) carried on while the two of us giggled like children. "You have terminal cancer" I said still giggling. "I know; that means I can sit anywhere I want" was his response.Later that evening after the party ended, the two of us were sitting alone, and I asked him if he was going back to his old job once he got better. "I’m not going to get better, Chris. I’m going to die." I tried to brush it off, but the way he said it, I knew he was serious.Still, I tired to make light of his situation."Come on, dude, you ain’t going to die. You’ll beat this shit like you beat it all the other times. Besides, cancer seems to like you. You two make such a beautiful pair."That made him laugh."No, I’m going to die. This shit is going to kill me this time."We sat for a while, and I told him that I loved him. As I got up to leave, we embraced, and he told me he loved me too.As I was driving home that night, I thought about how we first met. Mutual friends had introduced us back in the mid-80’s because both of us were dealing with extreme physical pain and I guess they figured we’d get along because of it. At that point, he had testicular cancer and I was suffering from cluster headaches. We became fast friends and we dubbed ourselves the pain brothers.We passed the time making light of each other’s physical aliments. "Ah, little pussy is having another headache? Maybe if you weren’t such a bad person, you wouldn’t be feeling this way" he’d say as I rolled around the floor writhing in agony sometimes puking on myself, "but you are a bad person so you are only getting what you deserve.""Fuck you, Hitler" was my go to response when I could actually formulate words.We went on like this for years.Eventually, my cluster headaches stopped, but Dave’s physical aliments continued and got worse. The only reason I wish my headaches didn’t stop is because of David. I felt I had left him in the lurch all alone without his pain brother to commiserate with. To his credit, he never held my newly pain free life against me ("But you are still a dick" he’d say), but I always felt bad whenever he was in pain and I wasn’t. It just didn’t seem right.Beyond that, dudeman always (and I do mean always) turned me onto music. And the best thing about his musical choices: he never stopped being interested in the here and now. Sure, he loved the stuff of old that we both cherished, but what really got his motor running was finding out about and turning his friends onto new stuff. I could always count on him to turn me on to something that I had never heard before. Over the two plus decades we knew each other, I can’t even begin to tell you how much music he opened my ears to (he found the "Here’s The Man With Music" intro song on the Bopst Show header), and his appetite for culture and devious wit will forever influence how I listen to things.When I was doing radio full time, I tried many times to get him to have his own radio show, but for whatever reason, I could never get him to it so for this week’s Bopst Show, I pay tribute to the man that always made my life better not only with music, but with every fiber of his being.So ladies and gentlemen, it is my great honor to present to you this week, The Castleman Show.I love you David.
