Veterans Affairs Secretary Doug Collins attempted to assuage lawmakers' concerns Tuesday over how the agency plans to deliver critical health tech services amid drastic cuts to its workforce. Appearing before the Senate Appropriations Military Construction, Veterans Affairs, and Related Agencies Subcommittee, Collins said the VA is full steam ahead on planned deployments of its oft-troubled electronic health record at additional facilities, and is also pushing forward on the rollout of its External Provider Scheduling tool. The VA said in February that it had dismissed 1,000 employees, while the Associated Press reported in March that it planned to cut 80,000 staffers. The Oracle EHR system, meanwhile — plagued by technical problems since its launch during the first Trump administration — is scheduled to be deployed at 13 medical facilities by 2026. A suite of Elastic products will be discounted for agencies by up to 60% under a new deal announced Tuesday by the General Services Administration. The agreement, part of the GSA's OneGov strategy to modernize how the government purchases goods and services, will give agencies access to discounts of Elastic's self-managed solution starting at 27.5%, climbing to higher savings based on governmentwide annual spending. Stephen Ehikian, GSA's acting administrator, said in a press release that the pact “represents a significant step in our efforts to drive cost efficiencies and modernize IT infrastructure across the federal government.” Additionally, discounts start at 15% for FedRAMP Moderate cloud deployments via GovCloud, jumping to 32% at the top volume tier. VA Secretary Denis McDonough says a “series of massive mistakes” led to his department approving nearly $11 million in bonuses to career executives who weren't eligible to receive them.“You cannot read the statute and say that this was an acceptable use of that statute,” McDonough told members of the House VA Committee at a hearing Tuesday.VA's inspector general office, in a report released last month, found the department improperly awarded $10.8 million in critical skills incentives (CSIs) to more than 180 executives last fall. The VA Secretary mandated this toxic exposure risk for all VA workers through the Covid- 19 mandates, yet included a policy that the Toxic Exposure Risks cannot be claimed due to any vaccination! He was confirmed by the United States Senate on July 23, 2018, and sworn in on July 30, 2018. Mr. Wilkie served as the acting Secretary of VA from March 28 to May 29, 2018.  Before confirmation as VA Secretary, Mr. Wilkie served Secretary James Mattis as his Under Secretary of Defense for Personnel and Readiness—the principal advisor to the Secretary and Deputy Secretary of Defense for Total Force Management as it relates to readiness, National Guard and Reserve component affairs, health affairs, training, and personnel requirements and management, including equal opportunity, morale, welfare, recreation, and the quality of life for military families. The son of an Army artillery commander, Mr. Wilkie spent his youth at Fort Bragg. Today, he is a United States Air Force Reserve colonel assigned to the Office of the Chief of Staff. Before joining the Air Force, he served in the United States Navy Reserve with the Joint Forces Intelligence Command, Naval Special Warfare Group Two, and the Office of Naval Intelligence.Mr. Wilkie has more than 20 years of federal service at the national and international levels. During the George W. Bush Administration, Mr. Wilkie served both Donald Rumsfeld and Robert Gates as Assistant Secretary of Defense from 2005–2009, and he was the youngest senior leader in the Department. Mr. Wilkie was Special Assistant to the President for National Security Affairs and a National Security Council senior director under Dr. Condoleezza Rice. He also has extensive experience in the United States Congress, including recent service as Senior Advisor to Senator Thom Tillis and service as Counsel and Advisor on International Security Affairs to the Majority Leader of the United States Senate, the Honorable Trent Lott. Mr. Wilkie shepherded the Senate confirmation process for James Mattis, Robert Gates, and Admiral Mike Mullen (CJCS), and he was responsible for the preparation of General David Petraeus and Ambassador Ryan Crocker for their multiple appearances before Congress in defense of the Iraqi Surge. Mr. Wilkie was Vice President for Strategic Programs for CH2M HILL, one of the world's largest engineering and program management firms, where for five years he held program management and advisory assignments as diverse as the London 2012 Summer Olympics and the reform and reorganization of the United Kingdom Ministry of Defense Supply and Logistics System (DE&S). Mr. Wilkie holds an Honors degree from Wake Forest University, a Juris Doctor from Loyola University College of Law in New Orleans, a Master of Laws in International and Comparative Law from Georgetown University, and a Masters in Strategic Studies from the United States Army War College. A graduate of the College of Naval Command and Staff, Air Command and Staff College, the United States Army War College, and the Joint Forces Staff College, Mr. Wilkie has published articles in the Naval War College Review, Parameters, Armed Forces Journal International, Air and Space Power Journal, and Proceedings. He holds personal and unit decorations and the Defense Distinguished Public Service Medal, the highest noncareer civilian award of the Department. Matthew G. Including why one vet suffering from PTSD was denied shelter because of his fully licensed service dog. A major overhaul of Veterans Affairs is making it easier for veterans who are sick from exposure to burn pit smoke and other toxins to get treatment. In the past, veterans had to prove their sicknesses were connected to their service in the military. But with the passage of the PACT Act, that has changed. Trying to improve mission delivery in a political mud bath just doesn't work. That's according to former Secretary of Veterans Affairs David Shulkin. As his new book, It Shouldn't Be This Hard to Serve Your Country," details, public service can be a challenge. Federal Drive with Tom Temin talked to him about a range of matters, including the decision to scrap the decades-old VistA electronic records system; and how, after a career in medicine and hospital administration, he joined the department as undersecretary for health during the Obama administration. As VA secretary, Shulkin ran into a storm of negative publicity when his wife accompanied him on a European trip. And even though the inspector general mostly exonerated him, the damage was done. In his book, Shulkin discusses this incident only months after a flattering New York Times story about his early days in the job.
