Cuối năm 2024, đầu năm 2025, chính giới châu Âu đối mặt với một diễn biến chưa từng có. Tỉ phú Mỹ Elon Musk, người đã đóng góp nhiều cho chiến thắng của Donald Trump và dự kiến đảm nhiệm vị trí quan trọng trong tân chính quyền Mỹ, liên tục cổ vũ nhiều đảng cực hữu châu Âu, trực tiếp đả kích chính phủ các nước châu Âu như Đức, Anh, Tây Ban Nha. Hàng loạt tiếng nói trong chính giới châu Âu tố cáo Musk sử dụng mạng X để tung « tin giả », gieo rắc thù hận, thao túng công luận, tấn công nền dân chủ châu Âu. Các hành động của Elon Musk nhằm những mục đích gì ? Châu Âu có khả năng đáp trả ra sao ?***Trong những ngày đầu năm 2025, tỉ phú Mỹ, chủ nhân mạng X, cáo buộc thủ tướng Anh Keir Starmer, thuộc Công Đảng, đã « đồng lõa » với mạng lưới tội phạm lạm dụng tình dục trẻ em, khi ông là lãnh đạo cơ quan công tố Hoàng gia. Elon Musk đòi bỏ tù nữ bộ trưởng Anh Jess Phillips, bị cáo buộc « phạm tội mang tính diệt chủng » đối với trẻ em gái Anh. Trong những ngày cuối năm 2024, tỉ phú Mỹ liên tục lên án thủ tướng Olaf Scholz và tổng thống Đức Walter Steinmeier là « bất tài », « độc tài », khẳng định đảng cực hữu AfD là lối thoát cho nước Đức, đang « bên bờ vực sụp đổ về kinh tế và văn hóa ».Can thiệp bầu cử: Nắn gân Liên Âu trước khi Trump nhậm chức Trong cả hai trường hợp Đức và Anh, mục đích trực tiếp của Elon Musk là tác động đến tiến trình bầu cử, cổ vũ cho các đảng cực hữu tại hai nước này. Tỉ phú Mỹ quyết định ủng hộ Tommy Robinson, một chính trị gia cực hữu Anh hiện đang ngồi tù vì bất tuân lệnh tòa án không cho phép lặp lại các lời lẽ sỉ nhục nhắm vào một người tị nạn. Tommy Robinson cũng là người sáng lập một băng nhóm chủ trương các hành động bạo lực chống người nhập cư, người Hồi Giáo tại Anh. Ngày 06/01, Musk tung lên mạng X câu hỏi : « Nước Mỹ có nên giải phóng người dân Anh khỏi chính quyền tàn bạo của nước này ? ». Chúng ta đứng trước một nỗ lực triệt để ủng hộ các đảng chống hệ thống tại châu Âu, hoặc nói chung là các đảng phái đi theo chủ trương bài châu Âu giống với Musk. Reform UK chính là đảng đã cổ vũ cho việc Anh rời khỏi Liên Hiệp Châu Âu. AfD là đảng thân chế độ Putin, chống Bruxelles. Đảng này cực đoan đến mức mà ngay cả lãnh đạo đảng cực hữu Pháp RN Marine Le Pen cũng không chấp nhận cho tham gia vào nhóm nghị sĩ của RN ở Nghị Viện Châu Âu. »Loạt tấn công của Elon Musk đã bị tổng thống Pháp Emmanuel Macron lên án là nằm trong chiến lược của một « International réactionnaire » (Liên minh quốc tế các thế lực phản động). Thủ tướng Tây Ban Nha Pedro Sánchez, trong phát biểu tại lễ kỉ niệm 50 năm ngày qua đời của nhà độc tài Franco hôm 08/01/2025, đã cực lực chỉ trích ông Musk: « Liên minh Quốc tế các thế lực phản động, như tổng thống Macron đã nói cách đây ít ngày, hay liên minh các thế lực siêu cực hữu, mà chúng tôi đã liên tục lên án từ nhiều năm nay tại Tây Ban Nha, do người giầu nhất hành tinh đứng đầu, đã trực tiếp tấn công vào các định chế của chúng ta, kích động hận thù, công khai kêu gọi ủng hộ các thế lực hậu thân của chủ nghĩa phát xít Đức trong cuộc bầu cử Quốc Hội sắp diễn ra tại nền kinh tế số một của châu Âu. »Chế độ « gia đình trị » tấn công Nhà nước Pháp quyền: Cuộc đọ sức giữa 2 mô hình ? Đối với nhà báo Pierre Haski, liên minh Musk – Trump có kẻ thù chung là « chủ nghĩa đa phương quốc tế ». Châu Âu là mục tiêu « triệt hạ » bởi vì xã hội châu Âu dựa trên luật pháp, không chấp nhận tham vọng tái lập « uy quyền tuyệt đối » của nước Mỹ theo tư tưởng Trump:« Chúng ta có liên minh giữa Trump và Elon Musk – người muốn tái lập uy quyền tuyệt đối của nước Mỹ, chống lại chủ nghĩa đa phương. Musk căm ghét chủ nghĩa đa phương, tức là quản lý tập thể các vấn đề của thế giới, với Liên Hiệp Quốc, với các tổ chức chuyên trách. Các tập đoàn công nghệ muốn ít quy định hơn, muốn ít trở ngại hơn đối với các hoạt động của họ. Có sự liên kết giữa hai thế lực, quyền lực chính trị với quyền lực kinh tế - công nghệ, như trong thế giới hiện tại. Trọng tâm của chủ nghĩa tư bản hiện nay đang chuyển dịch về phía họ. Châu Âu là một cản lực, bởi châu Âu được xây dựng dựa trên luật pháp, dựa trên các quy tắc. Trong con mắt của họ, cản lực này cần phải bị triệt hạ. » Musk và Trump hứa hẹn nhiều thay đổi lớn, nhưng theo nhà chính trị học, chuyên gia về địa chính trị và công nghệ Asma Mhalla, mục tiêu của cặp bài trùng này là xây dựng một chế độ « gia đình trị », bất chấp luật pháp. Trong một cuộc tọa đàm trên đài France Inter, thành viên LAP - Trung tâm nghiên cứu Nhân học Địa-Chính trị của l'EHESS/CNRS - nhận định :« Những lời hứa hẹn của họ đối với chúng ta, đó là sự thay đổi cách mạng, là sự đoạn tuyệt với quá khứ. Trên thực tế, họ hoàn toàn không phải là như vậy. Ngược lại, họ chính là sự tiếp nối của những gì sai lạc của xã hội chúng ta. Cái mà họ đưa ra hoàn toàn không phải là tự do, cho dù là tự do tuyệt đối hay không. Hoàn toàn không phải như vậy, mà thực chất là : Các vị thích đi theo ông chủ nào ? Bộ máy cầm quyền nào ? Bộ máy của họ hay bộ máy trước đó ? Đây hoàn toàn không phải là mang lại một cái mới, mà là cùng một cơ chế, nhưng đã trở nên tồi tệ hơn. Tôi tin rằng, với Trump và Musk, chúng ta đang chuyển từ một Nhà nước pháp quyền của nền dân chủ phương Tây – dĩ nhiên với rất nhiều khuyết tật, với những lệch lạc méo mó đáng bị lên án… đặc biệt là từ đại dịch Covid - sang một chế độ chính trị rất khác, một chế độ ‘‘hậu - pháp quyền'', tức một chế độ gia đình trị, chế độ của cánh hẩu, với một luận điệu cực kỳ nguy hiểm. Chế độ đó là: Nếu đi với ta, các người sẽ được hưởng lợi, nếu chống lại ta, các người sẽ bị trấn áp ! ». Hướng đến một xã hội bất cần « sự thật » … Để áp đặt một chế độ chính trị kiểu như vậy, cần phải thao túng được công luận. Chuyên gia về địa-chính trị và công nghệ Asma Mhalla chú ý đến việc những người chủ trương quan điểm này hướng đến một hệ thống tuyên truyền phủ nhận ý nghĩa của « sự thật », thái độ tôn trọng các sự kiện  - vốn là nền tảng căn bản của một nhà nước pháp quyền, của chế độ dân chủ :« Tôi nhớ lại nhà báo Katharine Viner, trưởng ban biên tập The Guardian, hồi năm 2016, đã sử dụng khái niệm ‘‘Hậu-sự thật'' (post-truth). Đây chính là cái mà họ tiếp tục theo đuổi hiện nay. Chính sách ‘‘Hậu-sự thật'' đi liền với phổ biến những điều dối trá. Tất cả các kỹ thuật dối trá mà họ sử dụng - dù là fake news (tin giả), deepfake (tin giả với trợ giúp kỹ thuật số - trí thông minh nhân tạo), tin đồn hay thông tin tách khỏi bối cảnh… - tất cả đều là những chiến thuật bao vây, nhằm nhào nặn nhận thức của con người, nhằm thao túng công luận và các phương tiện truyền thông. Họ không còn quan tâm đến vấn đề ‘‘sự thật'', hay chính xác hơn là ‘‘tiến trình xác định sự thật'' (régime de vérité) nữa.  Đọc thêmMạng truyền thông QAnon, ‘‘đồng minh'' trong bóng tối của TrumpTrong khi đó, việc kiểm tra tính chất chân thực của các sự kiện, được thuật lại trên truyền thông, lại chính là điều cần phải tiếp tục được thực hiện, bởi đây chính là một tiêu chuẩn, khẳng định sự tồn tại của nền dân chủ chúng ta. Tính chân thực của sự kiện, dựa trên các dữ liệu, cho phép Nhà nước pháp quyền vận hành được, ví dụ như trong trường hợp có các khiếu kiện, khiếu nại... »  … Từ « mạng xã hội mở » trở thành cỗ máy tung tin giả, tuyên truyền cho TrumpTheo nhiều nhà quan sát, mạng xã hội Twitter, được Musk mua lại với 44 tỉ đô la cuối năm 2022, đã được sử dụng để phục vụ mục tiêu này. Năm 2024, mạng X (tên gọi mới của Twitter) có hơn 400 triệu người dùng, trong đó gần một phần tư là dân Mỹ. Hơn 200 triệu người theo dõi Musk trên X. Tháng 7/2024, Musk chính thức ủng hộ Trump. Trong thời gian 5 tháng trước cuộc bầu cử tổng thống Mỹ, các thông điệp của Musk trên X được hơn 130 tỉ lượt người xem, nhiều gấp 15 lần Trump.Theo điều tra của Center for Countering Digital Hate – CCDH (Trung tâm chống hận thù kỹ thuật số), trụ sở tại Anh, được công bố hồi tháng 11/2024, chủ nhân X trong năm 2024 đã công bố 87 thông điệp về bầu cử Mỹ, bị những người kiểm tra tin giả xác định là sai lạc. 87 thông điệp của Musk, vẫn được đăng tải trên X, thu hút 2 tỷ lượt xem.Khi tiếp quản mạng xã hội X, Musk xác lập « Community Notes » (các báo động của cộng đồng người sử dụng), thay cho tính năng « Birdwatch », về danh nghĩa là để phát hiện tin giả, thay vì nhờ đến dịch vụ thẩm định bên ngoài. Tuy nhiên, theo một khảo sát của CCDH, có đến hơn 70% thông tin sai lạc về bầu cử Mỹ được đăng tải mà không đi kèm với « báo động của cộng đồng ». Và ngay cả khi có « báo động của cộng đồng », các tin giả, tin sai lạc thu hút số người xem đông gấp 13 lần các « báo động của cộng đồng » đi kèm. Nhiều tài khoản tung tin giả, thuyết âm mưu, bị đóng cửa dưới thời Twitter, nay được Musk cho trở lại.Tung hô « tự do ngôn luận tuyệt đối » và đè bẹp các quan điểm khác  X dưới quyền của kiểm soát của Musk đã trở thành một kênh tung tin giả, vận động tranh cử cho Donal Trump. Một nhóm phóng viên điều tra chuyên mục « L'Œil du 20 Heures » của đài Pháp France Info mới đây đã thử mở một tài khoản trên mạng X và đã chứng kiến thực tế là tài khoản này ngay lập tức bị hút vào quỹ đạo thông tin do chủ nhân mạng X, Elon Musk, chủ trương. Tài khoản mới lập, của phóng viên France Info, được mời theo dõi các doanh nghiệp của Musk, theo dõi tài khoản của Trump.Về mặt chính thức, tỉ phú Elon Musk cổ vũ « tự do ngôn luận tuyệt đối », đặc biệt là tự do trên mạng X, lên án chính quyền nhiều nước châu Âu kiểm duyệt, đàn áp tự do ngôn luận. Trên thực tế, X bị cáo buộc đã sử dụng « các thuật toán » giúp cho các quan điểm mà Musk ủng hộ trở nên áp đảo trên mạng này.Hai nhà nghiên cứu Laurence Grondin-Robillard và Nadia Seraiocco, Đại học Québec (Canada), trong bài « De Twitter à X : Comment Elon Musk façonne la conversation politique américaine » (tạm dịch là : Từ Twitter đến X : Elon Musk nhào nặn đối thoại chính trị Mỹ như thế nào), đã tố cáo mạng X của Musk từ bỏ chính sách « minh bạch về thuật toán » của Twitter một thời trước đây, cho phép người sử dụng lựa chọn giữa « các thông tin theo trật tự thời gian hoặc các thông điệp được nhiều người coi nhất ». Giờ đây các thuật toán - quyết định sự hiện diện của thông tin trên dòng sự kiện của người sử dụng - trở thành « hộp đen » đối với các nhà quan sát.Đạo luật DSA bảo vệ đa nguyên chính trị: Phương tiện tự vệ chính của Liên ÂuBài « L'interférence d'Elon Musk dans les élections en Allemagne : quel rôle pour le Digital Services Act ? » (Can thiệp của Elon Musk vào bầu cử ở Đức : Luật về Dịch vụ Kỹ thuật Số của châu Âu có vai trò gì ?), trên trang mạng Le Club des Juristes, nêu bật khả năng chính quyền châu Âu sử dụng Luật về Dịch vụ Kỹ thuật Số DSA, có hiệu lực từ năm 2023 (sau ba năm chuẩn bị), để chấn chỉnh các mạng xã hội nằm trong phạm vi điều chỉnh của đạo luật này.Trong số khoảng 10.000 nền tảng trên mạng đang hoạt động tại thị trường châu Âu, chỉ có hơn 20 nền tảng là đối tượng của DSA (theo Touteleurope.eu). Ngoài X, còn có 16 nền tảng « rất lớn » khác, với hơn 45 triệu người sử dụng, chiếm 10% dân số châu Âu (như Alibaba AliExpress, Amazon Store, Apple AppStore, Facebook, Google Play, Instagram, TikTok, Wikipedia, Youtube…) và hai công cụ tìm kiếm Bing và Google Search.DSA không chỉ loại trừ các thông tin « bất hợp pháp », ngăn ngừa các thông tin « có hại » phổ biến rộng rãi (tin giả, tin bóp méo…), mà còn bảo vệ đa nguyên chính trị trên truyền thông. Theo đạo luật này, các nền tảng mạng xã hội « rất lớn » như X có nghĩa vụ bảo đảm cho người sử dụng « có thể lựa chọn và làm chủ thực sự các luồng thông tin mà họ cần, đồng thờitôn trọng sự đa dạng và tính đa nguyên về quan điểm với tư cách phương tiện truyền thông » (điều khoản 35, đoạn 3 của DSA).  Theo tác giả bài viết trên Le Club des Juristes, giáo sư luật công Anastasia Iliopoulou-Penot (Đại học Paris II Panthéon-Assas), một số thẩm định ban đầu cho thấy các hệ thống định hướng thông tin của X dường như đã không tuân thủ đòi hỏi này. Không tuân thủ quy định của DSA, mạng xã hội X có thể bị phạt đến 6% doanh thu toàn cầu và thậm chí bị loại khỏi thị trường châu Âu.Bị đẩy vào chân tường, Liên Âu có dám mạnh tay với « cánh tay phải» của Trump ?Giới chuyên gia về kỹ thuật số và chính trị ắt hẳn không quên vụ công ty Anh Cambridge Analytica bị cáo buộc sử dụng thông tin về hàng trăm triệu người dùng Facebook để tác động đến thái độ của cử tri Anh về Brexit (chia tay với Liên Âu) và quyết định bầu cho Donald Trump hồi 2016 của cử tri Mỹ (Bài « Comment Cambridge Analytica est devenue une arme de destruction démocratique massive / Cambridge Analytica đã trở thành một vũ khí hủy diệt hàng loạt với nền dân chủ như thế nào », L'Express, ngày 04/03/2020). Nỗ lực can thiệp vào bầu cử châu Âu của Musk đã quá rõ ràng. Welcome to The Nonlinear Library, where we use Text-to-Speech software to convert the best writing from the Rationalist and EA communities into audio. This is: Community Notes by X, published by NicholasKees on March 18, 2024 on LessWrong. I did an exploration into how Community Notes (formerly Birdwatch) from X (formerly Twitter) works, and how its algorithm decides which notes get displayed to the wider community. In this post, I'll share and explain what I found, as well as offer some comments. Community Notes is a fact-checking tool available to US-based users of X/Twitter which allows readers to attach notes to posts to give them clarifying context. It uses an open-source bridging-based ranking algorithm intended to promote notes which receive cross-partisan support, and demote notes with a strong partisan lean. The tool seems to be pretty popular overall, and most of the criticism aimed toward it seems to be about how Community Notes fails to be a sufficient replacement for other, more top-down moderation systems.[1] This seems interesting to me as an experiment in social technology that aims to improve group epistemics, and understanding how it works seems like a good place to start before trying to design other group epistemics algorithms. How does the ranking algorithm work? The full algorithm, while open-source, is quite complicated and I don't fully understand every facet of it, but I've done a once-over read of the original Birdwatch paper, gone through the Community Notes documentation, and read this summary/commentary by Vitalik Buterin. Here's a summary of the "core algorithm" as I understand it (to which much extra logic gets attached): Users are the people who have permission to rate community notes. To get permission, a person needs to have had an account on X for more than 6 months, be verified, and have committed no violations of X's rules. The rollout of community notes is slow, however, and so eligible account holders are only added to the Community Notes user pool periodically, and at random. New users don't immediately get permission to write their own notes, having to first get a "rating impact" by rating existing notes (will explain this later). Notes are short comments written by permitted users on posts they felt needed clarification. These are not immediately made publicly visible on X, first needing to be certified as "helpful" by aggregating ratings by other Community Notes users using their ranking algorithm. Users are invited to rate notes as either "not helpful," "somewhat helpful," or "helpful." The results of all user-note pairs are recorded in a matrix r where each element run{0,0.5,1,null} corresponds to how user u rated note n. Users only rate a small fraction of notes, so most elements in the matrix are "null." Non-null elements are called "observed" ratings, and values of 0, 0.5, and 1 correspond to the qualitative ratings of "not helpful," "somewhat helpful," and "helpful" respectively. This rating matrix is then used by their algorithm to compute a helpfulness score for each note. It does this is by learning a model of the ratings matrix which explains each observed rating as a sum of four terms: ^run=μ+iu+in+fufn Where: μ: Global intercept (shared across all ratings) iu: User intercept (shared across all ratings by user u) in: Note intercept (shared across all ratings of note n) This is the term which will eventually determine a note's "helpfulness." fu, fn: Factor vectors for u and n. The dot product of these vectors is intended to describe the "ideological agreement" between a user and a note. These vectors are currently one dimensional, though the algorithm is in principle agnostic to the number of dimensions. For U users and N notes that gets us 1 + 2U + 2N free parameters making up this model. These parameters are estimated via gradient descent every hour, minimizing the following squared error loss function (for observed ratings only): run(run^run)2+λi(i2u+i2n+μ2)+λf(||fu||2...

Dr. Srijan Kumar is an Assistant professor at Georgia Tech with research interests in combating misinformation and harmful content on online platforms, building robust AI models prone to adversarial attacks, and behavior modeling for more accurate recommender systems. Before joining Georgia Tech, he was a postdoctoral fellow at Stanford University and completed his Ph.D. in computer science from the University of Maryland. We are so sorry but we messed up.  The previous episode that was published was an interview with Judith Mirembe.  For some reason, the full conversation did not go out.  Here is the full-length interview.  Those who listened to part of it before, please fast forward to 22:00 minutes.   Our guest today is Judith Mirembe who is currently based in Uganda.  Judith is a bird guide and researcher with a passion for birds, keen on their conservation as well as protection of their habitats. This passion stems back from when she was a kid where she learnt birds in her local language and appreciated the cultural stories attached to them. She is the Chairperson of the Uganda Women Birders' Club, that started in 2013 as an initiative to introduce women to birdwatching, a profession that is dominated by men in Africa. This passion led her into starting a non-profit organization, Shoebill-Watch Uganda whose major aim is to protect the Shoebill and other bird species in Uganda. She holds a Masters Degree in Environment and Natural Resources and has done a number of courses by the Tropical Biology Association (TBA) on application of Citizen Science in research and conservation of species. She has in the past (2016-2019) worked with Nature Uganda, a Birdlife International Partner in Uganda as the research and monitoring coordinator where her major role was to coordinate bird population monitoring in Uganda. Judith is a Zoological Society of London (ZSL) EDGE (Evolutionally Distinct and Globally Endangered ) of Existence Fellowship Alumni (2017-2019) where she together with the local communities on the shores of Lake Victoria carried out research on the Shoebill, a globally threatened bird species. She has continued this amazing and ground breaking working with the local communities at Mabamba wetland where she has trained the local guides to use a mobile phone tool to monitor the Shoebill and the threats it is faced with as they go about their routine of guiding tourists. She is the editor for the Birdwatch, a newsletter talking about Uganda's birdwatching sector Here are some questions that Judith answered in the interview. For people who have not visited Uganda, can you tell us some of the species of birds that we can see there? What are some of your favorite species and why? Please talk about the different habitats that are found in Uganda.  Please tell us what is special about the shoebill and why you started the conservation program for this bird? Tell us some of the cultural symbolism associated with birds? For example, do people believe that certain birds bring them good luck or bad luck? What are some of the spectacular raptors that you see in Uganda? What about ground dwelling birds such as ostriches which we don't see in India.  The national bird of Uganda is the gray crowned crane. Is there any folk belief or any stories associated with this bird? Why did Uganda choose this as the national bird? You have some incredibly beautiful birds in Uganda. Can you describe a few of your favorites. Maybe the turaco?  India's national bird is a great Indian bustard. You also have bustards in Uganda. Can you talk about that? You also have hornbills-- some pretty impressive ones.   What made you start Uganda Women Birders? Lastly, please tell us about conservation efforts that are happening in Africa and specifically in Uganda.
