Home lending is on the rise – up 17.5% in the six months to December. The Banking Association's latest report also shows almost a quarter of new loans going to first home buyers. Chief Executive Roger Beaumont says it's encouraging, because a few years ago they were thought to be locked out of the property market. He told Mike Hosking that there's been a relatively flat housing market, combined with a significant reduction in interest rates. This program, created to address historical housing discrimination, offers 0% interest loans for down payments and closing costs to racial minorities. The investigation, triggered by a letter obtained by The Center Square, questions whether the program violates the Fair Housing Act by discriminating based on race and ancestry. HUD's assistant secretary, Craig Trainor, likened the program to 'Animal Farm,' suggesting some Washingtonians are being treated as 'more equal than others.' The program distributed $60.2 million in loans in its first year, funded by a real estate document recording fee. The expansion of eligibility raises further questions about fairness and equal opportunity in housing.

More people are reporting trouble getting insurance in some parts of the South Island. Major insurer AA Insurance has paused new home insurance policies in Westport and Canterbury's Woodend. Insurance Council chief executive Kris Faafoi spoke to Corin Dann.

Many Kiwis re-fixed their mortgage last year and will be re-fixing their mortgage again this year too. Four in five borrowers have re-fixed in the past year – a 13-year high. And more than two-thirds of fixed rate loans are due to come up for renewal this year. Westpac Chief Economist Kelly Eckhold told Mike Hosking most people have been opting for one-year or 18-month terms, instead of longer periods.
