Thailand's prime minister said in July that eligible businesses and individuals can register from August for digital cash handouts, a controversial program that will cost billions of dollars and is meant to boost the lagging economy. The government announced in April the widely criticized ambitious plan, named the “Digital Wallet,” meant to give 10,000 baht (about $275) to 50 million citizens in digital money to spend at local businesses. Prime Minister Srettha Thavisin posted on the social platform X, saying the registration will begin August 1 and that he has given instructions to ensure the smooth implementation of the program. The “Digital Wallet” was a major campaign promise of the ruling Srettha's Pheu Thai party ahead of last year's general election. The government says that this scheme will cause an “economic tornado,” and Srettha has said the stimulus and subsequent consumption are expected to boost gross domestic product growth by 1.2 to 1.6 percentage points. However, economists have criticized the program, calling it an ineffective way to contribute to sustainable economic growth compared to other measures. Deputy Minister of Finance Julapan Amornvivat said that the Digital Wallet committee has agreed to exclude tens of thousands of shop owners and cash recipients who have a record of committing fraud in past programs. The plan also has certain limitations, such as excluding certain goods that are yet to be decided, and earlier proposals suggested oil, services, and online purchases should be among them. Julapan said the Commerce Ministry would handle the exclusions set to be announced in the fourth week of July after the detailed plan is submitted to the Cabinet. Thailand has in recent years suffered from a sluggish economy that appears to have deteriorated with no clear sign of growth. The ruling Pheu Thai party had initially suggested digital wallet payments for all Thais 16 and older, but later this was limited to only lower-income Thais, defined as people with yearly incomes not exceeding 840,000 baht (about $23,000) and savings in financial institutions not totaling more than 500,000 baht ($13,700). Wing expressed skepticism about the complete rollback of cannabis decriminalization, given its popularity, integration into the economic retail landscape, and its attraction as a tourism booster. They also discussed how 96.6% of public support for same-sex marriage is driving LGBTQ legal reforms and the parallels with Taiwan. They also touched on the push towards legalizing gaming casinos to attract foreign investment with a 17% tax on gross gaming revenue (one of the lowest tax regimes in the region) and further boost tourism receipts. 3. Fintech Market Study Optimism: Wing shared about WV's recent market study on Thailand's financial tech sector (which is ranked 4th globally in transaction value of real-time payments), thus indicating a robust digital payments infrastructure and entrepreneurial optimism. They also discussed the broader fintech landscape, including the country's debate on whether the consumer handout stimulus should incorporate blockchain technology (vs. existing mobile wallets), as well as the potential issuance of virtual banking licenses (despite challenges such as high minimum capital requirements). Jeremy and Wing also talked about the underreported issue of Bangkok's poor air quality, the importance of the national soft power strategy, and how the various reforms are synergistic with each other. This is part two of a two-part interview with Khun Ployjai Pintobtang, a lecturer in history at Chiang Mai University, about the history of democracy in Thailand and Asia. The discussion picks up where it left off, on the particular characteristics of Thai culture and society that might make it harder for democracy to take root. Greg begins by bringing up Ed's frequent point that there's essentially an ‘official' Thailand, how Thai elites describe their country, that is often at odds with what everyone knows is really happening in the country. Ed furthers the point that almost all Thai elites will give the ‘right answer': we want ‘real' democracy in Thailand, but then the very same elites go on to enact anti-democratic Constitutions.  A. Ploy concurs with these assessments and notes the difficulty as a Thai person in remaining optimistic given the apparently cyclical nature of Thai politics, where the government comes close to being truly democratic, only to fall back down into true authoritarianism due some ‘crisis' or another. A. Ed asks whether there is anything in the current political crisis that gives hope, and A. Ploy makes several points. The victory of Move Forward in the north of Thailand, the Pheu Thai stronghold, was unprecedented in the last 25 years. Also, the fact that Move Forward's base is made up of the Bangkok middle class and above, yet is pushing for truly progressive reforms, is a first in Thai history. However, reasons for pessimism exist as well. A. Ploy argues that no true change can happen until the current Constitution is seriously amended, which will be difficult to do given the current makeup of the Senate. She also notes that the next Prime Minister will likely be from the Pheu Thai Party, and there's no guarantee that Pheu Thai will really fight for the reformist agenda of the Move Forward Party now that K. Pita's bid is finished.  All three participants agree there are many more issues to discuss, and undoubtedly more drama is to come on the Thai political scene. Hence, a return visit for A. Bangkok đang đánh mất hào quang kinh tế. Khác với Việt Nam, Thái Lan  không tranh thủ được xung khắc Mỹ-Trung Quốc để thu hút đầu tư nước ngoài. Quyền lực trong tay tập đoàn quân sự từ 2014, những rạn nứt trong hàng ngũ quân đội, thái độ thân Bắc Kinh khiến Bangkok đang mất lợi thế của một con rồng châu Á. Những khó khăn kinh tế “đang ở phía trước”. Hai tháng sau bầu bầu cử Quốc Hội, Thái Lan vẫn chưa có chính phủ mới. Thủ tướng mãn nhiệm, tướng Prayut Chan O Cha đã từ chức. Toàn cảnh chính trị rối renỨng viên duy nhất đứng đầu nội các, Pita Limjaroenrat, chủ tịch đảng Khao Klaï (Move Forward -Tiến Bước) bị điều tra và có nguy cơ mất tư cách nghị viên. Đảng của ông tuy về đầu trong cuộc bầu cử hôm 14/05/2023 và giành được 152 trên tổng số 500 ghế tại Quốc Hội. Dù vậy, có thể ghế thủ tướng sẽ được dành cho một đảng khác – chẳng hạn là đảng Pheu Thai - Người Thái yêu Người Thái của gia đình tỷ phú Thaksin. Được đa số cử tri ủng hộ, đảng Khao Klaï có chủ trương đòi cải tổ chế độ quân chủ, nên ít có khả năng nhà vua ban hành sắc lệnh để đảng này điều hành đất nước. Để thay thế tướng Chan O Cha, người ra tranh chức thủ tướng phải hội đủ 372 phiếu của Quốc Hội Lưỡng Viện. Khi biết rằng đa số tại Thượng Viện trong tay phe quân đội và được nhà vua yểm trợ, hy vọng Pita Limjaroenrat trở thành thủ tướng đang thu hẹp lại dần.Trước ngần ấy trở ngại, giới chuyên gia đồng loạt cho rằng toàn cảnh chính trị Thái Lan ít có triển vọng nhanh chóng ổn định. Trên đài RFI, chuyên gia Đông Nam Á, Sophie Boisseau du Rocher, Trung Tâm Châu Á thuộc Viện Quan Hệ Quốc Tế Pháp IFRI nêu bật một “tình huống nẩy lửa” khi biết rằng liên minh cầm quyền sắp tới giữa hai đảng về đầu trong cuộc bầu cử Thái Lan vừa qua, (tức là giữa đảng Khao Klaï của ông Pita và đảng Pheu Thai của gia đình Thaksin vốn được thành phần ở nông thôn ủng hộ) sẽ là một mối liên minh “tùy theo tình huống”. Nhà chính trị học Eugénie Merieau, giảng dậy tại đại học Paris 1 - Panthéon-Sorbonne nói rõ hơn : về nhì trong cuộc bầu cử hôm 14/05/2023, đảng Pheu Thái (đảng này giành được 141 ghế ở Quốc Hội) đã lập tức tuyên bố liên kết với phe của ông Pita. Mục tiêu của gia đình Thaksin - với cô con gái của nhà tỷ phú đang sống lưu vong này trong cương vị chủ tịch đảng, là trở lại cầm quyền. Do vậy “không loại trừ khả năng đảng Pheu Thai đi tìm một điểm tựa khác”. Yếu tố chính trị và viễn cảnh kinh tế kém tươi sángTrong hoàn cảnh đó, Thái Lan liệu có thể là một điểm đầu tư an toàn ? Đảng này chủ trương dỡ bỏ các đại tập đoàn trong tay các doanh nhân Thái gốc Hoa, mà chính thành phần này thống lĩnh cỗ máy kinh tế Thái Lan. Có từ 70 đến 80 % dân số Thái Lan là nông dân, dù vậy các lĩnh vực công nghiệp dịch vụ và phát triển rất mạnh. Hiện tại quốc gia này đang chịu hai áp lực cạnh tranh rất lớn : Du lịch Thái Lan, động lực chính đem lại tăng trưởng và chiếm hơn 10 % GDP, thì đang bị Việt Nam qua mặt. Về công nghiệp, Thái Lan lâu nay được mệnh danh là chiếc nôi của ngành sản xuất xe hơi Đông Nam Á thì nay đang bị Indonesia cạnh tranh, nhất là trong lĩnh vực sản xuất xe điện, do Indonesia giàu các kim loại hiếm cần thiết để chế biến các bình điện. Hai thí dụ đó cho thấy Thái Lan đang trong thế kẹt và những khó khăn kinh tế đang ở phía trước. Thêm vào đó, khác hẳn với trường hợp của Việt Nam, Thái Lan đã không tận dụng được tình thế trong cuộc đọ sức thương mại Mỹ-Trung. Các doanh nghiệp nước ngoài trên con đường đi tìm những bãi đáp mới thay thế Trung Quốc đã không mấy chú ý đến Thái Lan như là họ đã quan tâm đến Việt Nam ”. Kèm theo đó là cái vòng luẩn quẩn giữa vế kinh tế và nguy cơ bất ổn về chính trị. Giáo sư David Camroux : “Đằng sau những vấn đề kinh tế đó thì còn có khá nhiều hệ quả về mặt xã hội và chúng tác động nhiều đến các tầng lớp trẻ. Tương tự như tại Trung Quốc, nhiều thanh niên Thái Lan có bằng cấp cao nhưng họ không tìm được việc làm xứng đáng. Thất vọng và bất mãn đó nuôi dưỡng tinh thần bài chế độ quân chủ ở Thái Lan”Trung Quốc một nhà bảo trợ “cồng kềnh” Ngân Hàng Thế Giới hồi tháng 4/2023 dự phóng GDP Thái Lan năm nay tăng 3,6 % và tỉ lệ này thấp hơn nhiều so với thành tích 5 % trong suốt giai đoạn từ 1999 đến 2008. Năm 2021 dưới tác động của đại dịch Covid kinh tế Thái Lan tụt giảm mất hơn 6 %. Xét về chỉ số phát triển con người Thái Lan bị sụt hạng trong ba năm liên tiếp. Cơ quan thẩm định tài chính S&P và Ngân Hàng Phát Triển Châu Á trong báo cáo gần đây nhất ghi nhận kinh tế Thái Lan “phục hồi chậm”.Trong bản thống kê vừa cập nhật hôm 17/07/2023 Tổng Cục Du Lịch Thái Lan ghi nhận : trong sáu tháng đầu năm 2023 Thái Lan đón 1,4 triệu lượt khách du lịch, chủ yếu là khách Trung Quốc, Nga và từ các nước láng giềng châu Á chung quanh. Để so sánh, năm 2019 trước Covid Thái Lan là điểm hẹn của từ 7 đến 10 triệu du khách một năm. Vào lúc mà ngành du lịch bảo đảm từ “15 đến 20 % thu nhập cho cả nước, tùy theo cách tính”, đây là một khó khăn mà Thái Lan cần nhanh chóng vượt qua.Nhìn đến một lĩnh vực khác là công nghiệp, bảo đảm 1/3 GDP, nhiều nghiên cứu quốc tế báo động chỉ số về năng suất công nghiệp của Thái Lan sụt giảm. Điều đó có nghĩa là cỗ máy sản xuất của nền kinh tế phát triển thứ nhì trong ASEAN “kém năng động”.  Trở lại với chỉ số tăng trưởng, năm 2022 GDP Thái Lan tăng 3,4 % theo báo cáo của Ngân Hàng Thế Giới, thua xa Việt Nam hay Malaysia, thậm chí thua cả Philippines. Một trong những lý do giải thích điều đó là Thái Lan đã không thu hút được đầu tư nước ngoài như trong trường hợp của Việt Nam.Dưới tác động kép một mặt là từ dịch Covid và chính sách chống dịch nghiêm ngặt của Trung Quốc, mặt khác là từ xung đột thương mại Mỹ-Trung, nhiều tập đoàn đa quốc gia bắt đầu di dời cơ sở khỏi Hoa Lục và chọn điểm đến là Ấn Độ hay Việt Nam. Điều bất thường là với cơ sở hạ tầng khá hơn so với nhiều nước trong khu vực Đông Nam Á, nhưng Thái Lan lại không được các doanh nghiệp nước ngoài xem là một điểm đến “ưu tiên”. Theo nhà chính trị học Eugénie Merieau, yếu tố Trung Quốc dường như là điểm bất lợi trong bài toán này.“ Trong dịch Covid vừa qua, Thái Lan chọn dùng vacxin Trung Quốc. Đó chính là điều khiến tập đoàn quân sự đang cầm quyền bị chỉ trích, bởi vì thuốc của Trung Quốc kém hiệu quả hơn là của Âu, Mỹ. Đó chính là lúc mà công luận ý thức được là chính quyền trong tay thủ tướng Prayut Chan O Cha từ sau cuộc đảo chính 2014 đang xích lại gần với Bắc Kinh cho dù điều đó có bất lợi cho người dân đi chăng nữa. Dù vậy Bangkok từ trước cuộc đảo chính luôn có lập trường thân Trung Quốc. Hoàng tộc cũng rất thân với Bắc Kinh. Song Thái Lan có truyền thống thân Mỹ. Đừng quên rằng Thái Lan từng là thành trì của Mỹ để kềm tỏa phe cộng sản tại Đông Nam Á trong Chiến Tranh Lạnh. Hoa Kỳ yểm trợ cả từ bên quân đội đến triều đình Thái Lan ”.Chuyên gia về Đông Nam Á viện Quan Hệ Quốc Tế Pháp IFRI Sophie Boisseau du Rocher giải thích thêm :“Vào thập niên 1970 Hoa Kỳ dựa vào cả bên quân đội lẫn gia đình hoàng tộc thì giờ đây Bắc Kinh đi lại đúng nước cờ của Mỹ. Kèm theo đó là những tác động về tình hình nội bộ Thái Lan như kết quả bầu cử hôm 14 tháng 5 vừa qua cho thấy, có nghĩa là đa số cử tri không tán đồng cặp bài trùng giữa bên quân đội với hoàng gia. Từ 2014 Thái Lan đã ngừng các công cuộc cải tổ cần thiết để hiện đại hóa cỗ máy sản xuất và điều đó đã có lợi cho các đối tác của chính quyền Bangkok trong Hiệp Hội Đông Nam Á ASEAN, đồng thời chính quyền Thái Lan đã lệ thuộc nhiều hơn vào Trung Quốc (...) Chỉ nội thí dụ chính quyền Thái Lan mua tàu ngầm của Trung Quốc với cái giá đắt hơn so với thị trường đã làm dấy lên nhiều tranh cãi ngay trong hàng ngũ quân đội. Điều đó cho thấy đang có những rạn nứt âm ỉ bên quân đội và đó là một sự phân hóa giữa các thế hệ trong giới sĩ quan. Một phe chủ trương kiểm soát, điều hành đất nước bằng mọi giá và một cách không minh bạch, còn bên kia thì cởi mở và tìm cách đưa ra hình ảnh của một nước đang ‘lột xác' để trở thành một nền kinh tế lành mạnh và hiện đại” … Trên đài RFI cựu giáo sư trường Khoa Học Chính Trị Paris David Camroux ghi nhận những khó khăn kinh tế của Thái Lan vẫn “ở phía trước”. Song quốc gia Đông Nam Á đang bước vào một giai đoạn chuyển tiếp về chính trị, kinh tế, về dân số và kể cả về địa chính trị. Dân số Thái Lan đang trên đà lão hóa, lực lượng lao động có khuynh hướng sút giảm từ hai năm trở lại đây. Ngoài ra như giáo sư David Camroux trường Khoa Học Chính Trị Paris vừa nêu, vị trí “con rồng châu Á” của nước này càng lúc càng bị một số đối tác khác trong ASEAN mà đứng đầu là Việt Nam thách thức. Trong điều kiện đó giải pháp còn lại là Thái Lan dứt khoát phải nâng cao trị giá gia tăng trong dây chuyền sản xuất, tức là đầu tư nhiều hơn nữa vào giáo dục, vào cơ sở hạ tầng và nâng cao năng suất lao động. Cùng lúc tương tự như rất nhiều các quốc gia khác trong khu vực, Thái Lan cũng cần tránh rơi vào thế phải chọn phe trong cuộc đối đầu giữa hai nền kinh tế lớn nhất thế giới là Trung Quốc và Hoa Kỳ, đồng thời tránh để biến mình thành một sân sau của Trung Quốc trên bàn cờ thương mại.

Surprisingly, it was the progressive Move Forward Party that emerged as the largest party, not pre-election favourite Pheu Thai. However, forming the government will be a tricky prospect as the incumbent coalition and the Senate could spoil the party for the opposition. The people of Thailand have signalled a desire for change – which is by no means a guaranteed outcome – but investors should already be preparing for the impacts and opportunities to come. Angela Mancini, Partner, speaks with Harrison Cheng, Director and South East Asia Lead Analyst to find out how businesses should prepare themselves in the short and medium term. The Move Forward party unexpectedly won the Thailand general election on Sunday 14 May, and seems likely to form the first non-military backed government since the 2014 coup. Move Forward will form government with another opposition party, Pheu Thai, which is led by a member of the Shinawatra family and had been the predicted winner. Move Forward are widely seen as the most progressive party in this election as they have been willing to engage with unions and even place union leaders high on their ticket. There is still a long road ahead for the Move Forward party to form government, and the balance of forces may not necessarily mean that they will be able to reform some of the most repressive laws in that country, namely, the Lese Majeste Law. There's also the ever looming threat of yet another military coup.On today's program, I speak with Thai activist, Junya Lek Yimprasert, who still remains in exile in Finland, but, possibly, things might be looking up for Lek.

Greg and Ed go over the election results, with Ed leading the way and doing his best to evaluate his pre-election predictions. First, Ed discusses the obvious way the election was NOT a surprise: the conservative parties (UTN, Palang Pracharath, and the Democrats) were destroyed as expected. If anything, their decimation was even worse than expected.  Second, Ed mentions how the election did involve somewhat of a shocker: the Move Forward Party overperformed and actually beat the Pheu Thai Party overall for total number of seats won. Ed notes that pre-election polls did show Move Forward gaining, but few people expected them to win outright. Why is this a big deal? Well, the Shinawatra spawned parties have won every election in Thailand since 2000, so these results do show a major shift in among the Thai electorate towards a Bangkok-based party. But significantly, Move Forward is a very progressive party, unlike the conservative Democrats who formerly dominated in Bangkok. So what grade does Ed give himself on his pre-election prognostications? Well, he did correctly note that Move Forward was gaining and the Bhuamjaithai was in general conservative despite their ‘progressive' stance on cannabis. However, Ed thought that a coalition between Move Forward and Pheu Thai would be difficult to achieve, but in fact Pheu Thai pledged to join Move Forward immediately. Grade: C+. Greg kindly chimes in with a slightly more generous assessment of B-. Liệu rằng kết quả này có sẽ là một dấu hiệu chấm hết cho những năm tháng cầm quyền của phe bảo thủ được quân đội hậu thuẫn? Bầu cử tại Thái Lan được giới quan sát đánh giá là một cuộc đọ sức dai dẳng giữa phe đòi dân chủ và phe bảo hoàng được quân đội hậu thuẫn. Nhưng điểm bất ngờ lớn nhất trong cuộc bỏ phiếu năm nay là đảng Move Forward (MFP), mang tư tưởng cấp tiến, dưới sự dẫn dắt của Pita Limjareonrat, một doanh nhân trẻ tuổi, đã về đầu khi giành được 151 ghế nhờ có được hơn 14 triệu phiếu bầu, vượt qua cả Pheu Thai, đảng đối lập truyền thống, một lực lượng dân túy ở Thái Lan do gia tộc Shinawatra lãnh đạo trong suốt hai thập niên.Báo chí Pháp nói đến « một làn sóng Mầu Cam, một cơn chấn động chính trị ». Trang mạng CNN của Mỹ thì cho đấy là một « đòn giáng chí mạng »,  « một lời quở trách trực diện, một sự bác bỏ quá khứ độc tài quân sự » của người dân Thái. Để phản đối sự thống trị của quân đội trong chính phủ, lá phiếu bầu luôn là công cụ duy nhất, được người dân Thái sử dụng một cách áp đảo nhằm ủng hộ các đối thủ chính trị của quân đội. Cuộc bỏ phiếu hôm Chủ Nhật 14/5, là một sự tiếp nối của truyền thống đó, khi cử tri Thái tham gia bầu cử với một tỷ lệ cao kỷ lục (hơn 75%). Phe ủng hộ dân chủ : Những con rối của phương Tây ?Điều nghịch lý là dù chiến thắng áp đảo, lãnh đạo phe đối lập Pita Limjareonrat chưa chắc có thể trở thành thủ tướng chính phủ. Quân đội trong lần nắm quyền sau cùng đã cho sửa đổi Hiến Pháp năm 2014, theo đó, để có thể nắm quyền, một chính đảng phải có được đa số tuyệt đối là 376 ghế trong tổng số 500 ở Hạ Viện. Nếu không hội đủ, các đảng, bất kể số phiếu phổ thông dù thấp hay cao, đều sẽ phải lao vào  vận động và tranh giành sự ủng hộ từ nhiều đảng khác để có được liên minh đa số cầm quyền. Nhất là ứng viên cho chức thủ tướng của đảng đối lập hay từ một liên minh nào đó đều phải có được sự chấp thuận từ 250 thượng nghị sĩ do quân đội bổ nhiệm.Điều này giải thích vì sao tướng Prayut Chan O Cha, sau khi tiến hành cuộc đảo chính năm 2014, và giũ bỏ áo nhà binh để ra tranh cử năm 2019 vẫn đảm nhiệm được chức vụ thủ tướng trong chính phủ liên minh, dù là Pheu Thai là đảng giành được nhiều phiếu nhất trong cuộc bầu cử năm đó. Liệu kịch bản này có sẽ tái diễn ? Ông Thitanan Pongsudhirak, trường đại học Chulalongkorn, được CNN dẫn lại, cảnh báo « cái giá phải trả sẽ là đắt, nếu ai đó muốn tìm cách giảm thanh thế kết quả bầu cử hay hình thành một chính phủ thiểu số ».Ngoài ra, tại Thái Lan, phe đối lập chủ trương cải cách luôn vấp phải sự cản trở từ phe bảo thủ đầy quyền lực, một liên minh quy tỵ quân đội, phe bảo hoàng và giới tinh hoa có ảnh hưởng. Về điểm này, nhà nghiên cứu Eugenie Merieau giải thích:« Giống như tại nhiều nước châu Á, quý vị có một kiểu lên án đó là một con rối trong tay phương Tây. Trong cuộc bầu cử năm 2019, FFP, rất được giới trẻ Thái ủng hộ, đã về thứ ba trong cuộc đua khi nhận được hơn 8 triệu phiếu. Thế nhưng, Tòa Bảo Hiến đã ra lệnh giải thể FFP và cấm 16 trong số các lãnh đạo của đảng năm đó tham gia chính trường trong vòng 10 năm. Tòa Bảo Hiến phán quyết rằng số tiền vay mượn của lãnh đạo đảng khi ấy là ông Thanathorn Juangroonggruangkit là tiền quyên góp, và do vậy đã vi phạm luật bầu cử. Nhật báo Libération ngày 23/02/2020 từng giải thích, trên thực tế, đảng cánh tả non trẻ này, được thành lập năm 2018, là một mối đe dọa cho quân đội và chế độ quân chủ. Cương lĩnh vận động tranh cử của FFP năm đó là kêu gọi một sự công bằng, dân chủ nhiều hơn, cải cách chế độ quân chủ và giảm bớt quyền lực của quân đội trên chính trường Thái. Theo nhận định của chuyên gia về Luật Công Eugénie Merieau, tại một đất nước có số cuộc đảo chính kỷ lục, 18 lần trong đó có 12 lần thành công trong chưa đầy một thế kỷ, thì quả thật, pháp lý là những công cụ tinh vi và hữu hiệu cho phép quân đội cùng phe bảo hoàng « vô hiệu hóa » đối lập mà không sợ bị Liên Hiệp Châu Âu và Mỹ trừng phạt:« Trong đời sống chính trị Thái Lan, khả năng Tòa Bảo Hiến giải thể các chính đảng là cực kỳ cao. Đảng Pheu Thai, tức đảng của ông Thaksin, đã từng ba lần bị giải thể, do vậy, đây sẽ một trong số các rủi ro và chỉ đến khi nào các công cụ pháp lý này không còn hiệu quả thì khi ấy đảo chính quân sự mới được tiến hành. Đây chính là điều đã xảy vào năm 2014. Thủ tướng Thái lúc bấy giờ là bà Yingluck Shinawatra đầu tiên đã bị Tòa án Tối cao phế truất, rồi sau đó là Tòa Bảo Hiến. In this show, Ed does his best to summarize the Thai political parties contesting the upcoming elections, as well as their various policy positions. As an overview, Ed notes a couple general themes. One is the possible return to power of the Pheu Thai party, the heir to the previous Thai Rak Thai party and Shinawatra clan. Thai people are not entirely sure whether they want to fully turn the page on the previous era in Thai politics, and this election will do a lot to settle this issue. Second, the populist handouts made famous (some would say infamous) by the Thai Rak Thai party are now practiced essentially universally by all parties, although the nature and extent of the ‘benefits' may differ. A winning electoral strategy (however ‘infamous') IS in fact a winning strategy, and none of the major parties have been able to resist the allure of easy promises.  Ed then does a quick run through of the six biggest parties in Thailand. Three parties can be said to represent the Thai establishment. The United Thai Nation party is a new party created to carry the banner of the current Prime Minister. It is thus conservative and nationalistic and represents a continuation of current policies. The Palang Pracharath stands for roughly the same things but offers a different former general as Prime Minister. The Democrat Party is the oldest political party in Thailand and represents the upper middle class elite of Bangkok, as well as a strong faction in the South.  Another three parties are anti-establishment, each in their own way. The Bhuamjaithai party made its name promoting the legalization of cannabis, and although they don't technically support full recreational use, stand for a more liberal approach to the popular herb. The Move Forward party is a Bangkok-based progressive movement that makes the boldest claims for reforming the Thai military as well as the strict lese majeste laws. And finally, the aforementioned Pheu Thai largely represents the poor rural population, especially farmers, and uses a more socialist-style approach to managing the Thai economy. While currently the anti-establishment parties are polling well, it's anybody's guess if the winning party will be able to form a coalition large enough to choose the Prime Minister. Prommin Lertsuridej is one of the Deputy Leaders of the Pheu Thai Party.  He is a former Deputy Prime Minister in charge of economic affairs and former Minister of Energy in the Thaksin government. He joins us to reflect on his time as a student leader and member of the Thai Communist Party in the 1970s and Pheu Thai's challenge in the upcoming election.

La question cruciale qui se pose aux 52 millions d'électeurs : « Est-ce qu'on va enfin sortir de ce face à face entre l'armée et le clan Shinawatra ? », pose ainsi Sophie Boisseau du Rocher, chercheuse au Centre Asie de l'IFRI. « De façon habile, Thaksin a nommé sa fille. Ce face à face qui ne permet pas aux partis alternatifs, aux jeunes comme Move Forward de vraiment prendre leur place sur l'échiquier politique nationale. »Le parti Move Forward espère faire carton plein chez les jeunes pro-démocratie qui sont descendus en masse dans la rue en été 2020. Mais réussira-t-il à renverser la table pour établir, aux côtés du parti Pheu Thai, un gouvernement plus démocratique ?Sunai Phasuk, représentant à Bangkok de l'ONG Human Rights Watch, craint que beaucoup de jeunes bouderont les urnes : « Les jeunes électeurs sont frustrés, ils sont très malheureux avec la politique thaïlandaise si peu démocratique. Ils veulent des changements, une transition vers une véritable démocratie. Le défi pour les partis pro-démocratie est donc de les convaincre qu'une façon d'y arriver est de participer aux élections. Il faut les convaincre que malgré les défauts, malgré un système électoral biaisé, il peut y avoir des changements, à condition qu'ils aillent voter en masse. »Une Constitution favorable au général PrayutAu pouvoir depuis un putsch militaire en 2014 et légitimé en 2019 par des législatives controversées, l'actuel Premier ministre, l'impopulaire général Prayut, peut compter sur une constitution façonnée à sa guise : « L'armée a mis en place tout un mécanisme qui lui permet de garder le contrôle et notamment cette fameuse Constitution de 2017 impose que le Premier ministre soit nommé à la fois par les députés et les 250 sénateurs qui sont eux nommés par le pouvoir », rappelle Sophie Boisseau du Rocher. « La question est de savoir : est-ce que ces sénateurs pourraient aller à l'encontre des intérêts de l'armée ? »C'est peu probable. En 2019, aucun sénateur n'a voté contre les militaires. Cette fois encore, seul un raz de marée permettrait à l'opposition de nommer le Premier ministre. « Il lui faudra gagner plus de 376 sièges sur les 500 pour contourner le vote des sénateurs. C'est un énorme défi. C'est un système électoral pourri jusqu'à l'os qui permet au général Prayut de continuer à gouverner le pays, peu importe son résultat aux élections. »Aux électeurs, il ne restera peut-être que la rue pour exprimer leur mécontentement, prédit Sophie Boisseau du Rocher : « La voix populaire n'est jamais entendue. Aujourd'hui, le sentiment général est que, s'il y a trop d'abus, de manipulations excessives, est-ce que la population va descendre à nouveau dans la rue ? C'est une question ouverte ! La voix populaire n'est jamais entendue. »
