Bonnie Grant is the executive director of PHL Life Sciences, a division of the Philadelphia Convention and Visitors Bureau (PHLCVB). She is proud of her work in helping Philadelphia generate economic impact and employment opportunities. Her role involves sales and supporting associations in planning their meetings, including site visits and media strategies. She is passionate about connecting the life sciences and hospitality in her hometown. Grant began her career in higher education as a public relations professional, where she helped recruit students and position educational institutions. She then moved on to work under two mayors for the city of Philadelphia, where she was responsible for special events, festivals, and parades. She also worked for the Philadelphia Eagles, running community initiatives and events for a few years. Eventually, she joined the Philadelphia Convention and Visitors Bureau, specifically for their Business Development Division for PHL Life Sciences. Her role there is to market the city as a destination for life sciences meetings. Life Sciences' Unique Challenges While life sciences is a popular sector for destination marketing organizations to focus on, Philadelphia has taken it up a notch by creating a separate division complete with an advisory board. PHL Life Sciences not only promotes the city as a meeting destination but also highlights the advances of the local life sciences community. The scope of life sciences is broad, as is the range of associations that run meetings in the city. From citywide conferences led by professional teams of planners to smaller meetings run by volunteers or assistants, PHL Life Sciences is there to help. Unique Destination Opportunities Grant enjoys bridging life sciences and hospitality and seeks more opportunities to showcase the city's assets to attendees and leadership. Where possible, she pushes for dedicated sessions to explore the destination's offerings. One of many venues she invites attendees to explore is the Barnes, a museum and education space that houses the impressive collection of impressionist art collected by Dr. Albert C. Barnes. Dr. Barnes co-invented the antiseptic Argyrol and later became an art collector and sponsored artist William Glackens to purchase art in Europe. Looking to the Future Grant is confident that Philadelphia will remain a premier destination for life science meetings and events. She will continue actively looking for ways to streamline the RFP and destination selection processes. PHL Life Sciences is focused on connecting local resources with scientific minds and removing logistical challenges so that meetings and events in Philadephia can be memorable experiences.

Larry Needle, Executive Director of PHL SPORTS, part of the Philadelphia Convention and Visitors Bureau, discussed his office's work in bringing sports convention and travel business to Philadelphia.  Formed as the Philadelphia Sports Congress, PHL Sports pitches this city for professional, amateur and collegiate sports.  Citing the incredible infrastructure Philadelphia boasts, including hotels, restaurants, a subway and public transit and of course, the sports complex, he described the draw of Philadelphia.  Sports travelers need food and entertainment beyond their events and Philadelphia has museums, parks and children's attractions nearby. He talked about the impact sports has on our economy, beyond their initial spending, they are more likely to return to the city for vacations or other events.  Beyond the professional sports franchises, heritage collegiate relays and local running events, Philadelphia looks forward to hosting a number of the world's biggest sporting events over the next five years, including six NCAA Championships, WrestleMania 40 in 2024 and an epic summer of 2026 which will include the PGA Championship, Major League Baseball All-Star Game and FIFA World Cup 2026.  The storied Army-Navy Game will return in 2027. Kevin Cassidy, Director and Representative to the Bretton Woods and Multilateral Organizations of the United Nations International Labour Organization Office in Washington, DC, highlights the main goals of the ILO in advancing social justice and promoting decent work that was adopted as the social justice definition from the Declaration of Philadelphia Convention which declared that “all human beings, irrespective of race, creed or sex, have the right to pursue both their material well-being and their spiritual development in conditions of freedom and dignity, of economic security and equal opportunity.”  ILO has four priority action programs: a transition from the informal to formal economy; a just transition towards an environmental and sustainable society; decent work outcomes in global supply chains; and decent work in crisis and post-crisis situations. Historically the ILO has largely focused its technical work on developing countries and emerging economies, however, it does engage in activities in developed economies.

As a general rule, I oppose the impeachment of elected officials (appointed officials are a different matter). The recent conventional thinking is that – in general – it's a waste of time as neither side has the actual votes to impeach a given President. That did not stop Trump from being twice impeached, but, and I think that this is important, those were political moves that were less about Trump than they were about control of the House and Senate. When debating the Presidency during the Philadelphia Convention, there were two main points of consideration. First, HOW to elect the President? And while those discussions could occupy us for many hours, of equal if not quite as debated issue was how to get rid of a President that was not up to standards? Benjamin Franklin suggested that there were really only two options, first and easiest, was simply to assassinate a bad leader. But that comes with other obvious issues. So another method was needed, and borrowing from the British legal system, impeachment was adopted. What wasn't done was adding a specific definition as exactly what “high crimes and misdemeanors” actually means? It's kinda like porn. The American Revolution served as a test to see if the 13 colonies could come together to “identity as a people, as a nation,” Richard Reinsch says. The question after the war was “had they actually become in effect one people and no longer 13 separate colonies or even 13 separate states?”After the war, the Articles of Confederation served as America's frame of government, but it quickly became apartments that the articles could not successfully create a strong united country, according to Reinsch. “The problem with the Articles of Confederation… is they don't create in effect any central government that can actually regulate, that can tax, that can conduct an authoritative foreign policy, [or] that can regulate commerce,” he said. The founding fathers acknowledged that a central government was needed to bring the diverse states together and create a sustainable union. By the time the founding fathers “go to the Philadelphia Convention in 1787, there's a consensus throughout the 13 states that there's a problem, and that the weak and ineffectual government has to be remedied in some capacity,” Reinsch says. Hamilton had been one of the men who had pushed hard for the Philadelphia Convention. He had also fully expected to be one of its leaders (a story oddly absent from the musical). What he had not expected was to be a third wheel on the New York delegation, constantly thwarted by the duo of Clinton supporters who disagreed with him on pretty much everything, putting New York firmly in the camp of the small States who were opposing the Virginia Plan. This week, he makes the fateful decision to do something about his inability to get any points across. Among the founders of the nation stand many from Boston. For all the firebrands, the one who seemed more determined than any other to win American liberty was Sam Adams. No... he was not a brewer. Yes, he did make malt - one of the main ingredients in beer, but he left the brewing to those who would honor his name later as they created their beverage in Boston. Sam Adams was a skilled speaker and publicist. He used the newspapers and broadsides of the day to enflame passions and encourage action against British taxes. even the last royal Governor of Massachusetts would later say that no other man was as effective in promoting the American position against the Crown. Later he would serve as a representative in the Continental Congress, where he would sign the Declaration of Independence. After the war, he would serve as Governor of Massachusetts, but things did not go so well for the old firebrand. Ultimately events would lead to the Philadelphia Convention, of which Sam Adams wanted no part. "I smell a rat," he famously said of the Convention. As a leading Anti-Federalist he believed with passion that the proposed Constitution was a bad idea and would usurp not just the States, but the very liberties of the people for which he had worked so hard. General Welfare Clause to pay the Debts and provide for the common Defense and general Welfare of the United States; Of all the limitations upon the power to tax and spend, the General Welfare Clause appears to have achieved notoriety as one of the most contentious. The dispute over the clause arises from two distinct disagreements. The first concerns whether the General Welfare Clause grants an independent spending power or is a restriction upon the taxing power. The second disagreement pertains to what exactly is meant by the phrase "general welfare." The two primary authors of The Federalist Papers set forth two separate, conflicting interpretations: James Madison advocated the ratification of the Constitution in The Federalist and at the Virginia ratifying convention upon a narrow construction of the clause, asserting that spending must be at least tangentially tied to one of the other specifically enumerated powers, such as regulating interstate or foreign commerce, or providing for the military, as the General Welfare Clause is not a specific grant of power, but a statement of purpose qualifying the power to tax. Alexander Hamilton, only after the Constitution had been ratified, argued for a broad interpretation which viewed spending as an enumerated power Congress could exercise independently to benefit the general welfare, such as to assist national needs in agriculture or education, provided that the spending is general in nature and does not favor any specific section of the country over any other. Although The Federalist was not reliably distributed outside of New York, the essays eventually became the dominant reference for interpreting the meaning of the Constitution as they provided the reasoning and justification behind the Framers' intent in setting up the federal government. While Hamilton's view prevailed during the administrations of Presidents Washington and Adams, historians argue that his view of the General Welfare Clause was repudiated in the election of 1800, and helped establish the primacy of the Democratic-Republican Party for the subsequent 24 years. This assertion is based on the motivating factor which the Kentucky and Virginia Resolutions played upon the electorate; the Kentucky Resolutions, authored by Thomas Jefferson, specifically criticized Hamilton's view. Further, Jefferson himself later described the distinction between the parties over this view as "almost the only landmark which now divides the federalists from the republicans...." Associate Justice Joseph Story Associate Justice Joseph Story relied heavily upon The Federalist as a source for his Commentaries on the Constitution of the United States. In that work, Story excoriated both the Madisonian view and a previous, strongly nationalistic view of Hamilton's which was rejected at the Philadelphia Convention. Ultimately, Story concluded that Thomas Jefferson's view of the clause as a limitation on the power to tax, given in Jefferson's opinion to Washington on the constitutionality of the national bank, was the correct reading. The Taxing and Spending Clause (which contains provisions known as the General Welfare Clause and the Uniformity Clause), Article 1, Section 8, Clause 1 of the United States Constitution, grants the federal government of the United States its power of taxation. While authorizing Congress to levy taxes, this clause permits the levying of taxes for two purposes only: to pay the debts of the United States, and to provide for the common defense and general welfare of the United States. Taken together, these purposes have traditionally been held to imply and to constitute the federal government's taxing and spending power. Constitutional text. The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defense and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States; Background. One of the most often claimed defects of the Articles of Confederation was its lack of a grant to the central government of the power to lay and collect taxes. Under the Articles, Congress was forced to rely on requisitions upon the governments of its member states. Without the power to independently raise its own revenues, the Articles left Congress vulnerable to the discretion of the several State governments—each State made its own decision as to whether it would pay the requisition or not. Some states were not giving Congress the funds for which it asked by either paying only in part, or by altogether ignoring the request from Congress. Without the revenue to enforce its laws and treaties, or pay its debts, and without an enforcement mechanism to compel the States to pay, the Confederation was practically rendered impotent and was in danger of falling apart. The Congress recognized this limitation and proposed amendments to the Articles in an effort to supersede it. However, nothing ever came of those proposals until the Philadelphia Convention. Powers granted. The power to tax is a concurrent power of the federal government and the individual states. The taxation power has been perceived over time to be very broad, but has also, on occasion, been curtailed by the courts. 1788 ratification. Transmitted to the Congress of the Confederation, then sitting in New York City, it was within the power of Congress to expedite or block ratification of the proposed Constitution. The new frame of government that the Philadelphia Convention presented was technically only a revision of the Articles of Confederation. After several days of debate, Congress voted to transmit the document to the thirteen states for ratification according to the process outlined in its Article VII. Each state legislature was to call elections for a "Federal Convention" to ratify the new Constitution, rather than consider ratification itself; a departure from the constitutional practice of the time, designed to expand the franchise in order to more clearly embrace "the people". The frame of government itself was to go into force among the States so acting upon the approval of nine (i.e. two-thirds of the 13) states; also a departure from constitutional practice, as the Articles of Confederation could be amended only by unanimous vote of all the states. Three members of the Convention—Madison, Gorham, and King—were also Members of Congress. They proceeded at once to New York, where Congress was in session, to placate the expected opposition. Aware of their vanishing authority, Congress, on September 28, after some debate, resolved unanimously to submit the Constitution to the States for action, "in conformity to the resolves of the Convention", but with no recommendation either for or against its adoption. Two parties soon developed, one in opposition, the Anti-Federalists, and one in support, the Federalists, of the Constitution; and the Constitution was debated, criticized, and expounded upon clause by clause. Hamilton, Madison, and Jay, under the name of Publius, wrote a series of commentaries, now known as The Federalist Papers, in support of ratification in the state of New York, at that time a hotbed of anti-Federalism. These commentaries on the Constitution, written during the struggle for ratification, have been frequently cited by the Supreme Court as an authoritative contemporary interpretation of the meaning of its provisions. The dispute over additional powers for the central government was close, and in some states, ratification was affected only after a bitter struggle in the state convention itself. On June 21, 1788, the constitution had been ratified by the minimum of nine states required under Article VII. Towards the end of July, and with eleven states then having ratified, the process of organizing the new government began. The Continental Congress, which still functioned at irregular intervals, passed a resolution on September 13, 1788, to put the new Constitution into operation with the eleven states that had then ratified it. The federal government began operations under the new form of government on March 4, 1789. However, the initial meeting of each chamber of Congress had to be adjourned due to lack of a quorum. George Washington was inaugurated as the nation's first president 8 weeks later, on April 30. The Evolution of Multiculturalism After Greg spent some time getting settled in his career, he started to understand the economic impact that multiculturalism had on destinations across the globe. But once he moved from the board of directors to a leadership position in PHLDiversity, he started working to expand the table beyond culture. It embraced all communities like women and LGBT, and DEI (diversity, equity, and inclusion) continues to evolve over the years. Now, Greg and his team are focused on eliminating barriers and creating access for people of color. Creativity and DEI Normally we talk about examples of creativity used to promote diversity, equity, and inclusion in the travel and tourism industry. But in this case, the PHLDiversity organization is an example in and of itself. The organization has been around for over 30 years, and in the late 1980s, Philidelphia was not known as a tourist destination. When Atlantic city started to gain notoriety, the city needed to find a way to engage diverse communities as gaming expanded. This led to the formation of a new organization that brought black voices into the discussion. Through his cooperative leadership style, he creates a secure and productive environment for the team's success. Mike handles C-Level searches across all sectors of business and often assists other recruiters with their assignments. Before serving as President & CEO of SearchWide™, Mike served as Senior Vice President of Sales and Marketing for the Philadelphia Convention and Visitors Bureau (PCVB). During that time, the Philadelphia Business Journal named him one of the city's most successful business leaders under the age of 40. While at the PCVB, he was integral in recruiting the sales team that worked with him to attract nearly every major convention in the hospitality industry, including Meeting Professionals International (MPI), American Society of Association Executives (ASAE), and the 2000 Republican National Convention. Previously, Mike spent 9 years with Marriott International in various sales leadership positions in Dallas, San Antonio, and Chicago. Learning things he thought he knew Although he found it hard to leave Marriott International, Mike felt fortunate to be offered the job of Senior Vice President of Sales and Marketing for the Philadelphia Convention and Visitors Bureau (PCVB). He learned a lot there about things he thought he knew but did not know, and about the exhibition space, especially. What prompted Mike to start his company, SearchWide™  Many years ago, PCVP hosted MPI (Meeting Professionals International) in Philadelphia. At the time, Mike was the Chairman of the foundation and he was also the Chairman of the Host Committee. At the leadership dinner before the event, one of the leaders of MPI suggested that Mike start a search firm. Three weeks later, he did just that! Developing relationships The essence of being involved in organizations like MPI is networking and developing relationships. If you do that, opportunities are sure to present themselves. Starting out Mike's first two clients were known and respected leaders in the industry with whom he had a bond of trust.  The vision Mike decided to start in the hotel industry and venture out from there. Today, hotels are their staple and they are also in convention centers and stadiums.  Family When Mike wanted to start his business, he was in his mid-thirties and his fourth child had just been born. All of his children were under the age of six and his wife still encouraged him to go ahead with starting his business. Networking and expanding your reach Finding new clients is all about getting out of your comfort zone, expanding your network, and growing your circle. You always need to stay connected with your previous coworkers and learn about new businesses. Relationships are vital Travel, tourism, hospitality, and events are expansive, global businesses that have many facets to them, and nobody knows every aspect of them. If you don't have relationships there, perhaps go into business with someone who does because people are going to do business with you if they know you and they trust you. The key The key to getting new clients is that you have to have someone at the front, driving the top line and being a connector for the business. Chief connector Mike likes to be the chief connector and that is what he focuses on. Furlough Mike sees furlough as false hope. He always suggests that people on furlough should act like they're not going back to work. Finding a job Finding a job is a full-time job, so you need to work at it every single day. Know what you're good at Other industries value people from our industry, so identify your transferable skills and know what you're good at, in case you decide to cross over into a different industry. Skills you should develop If you are not a comfortable consensus builder, project leader, or communicator, you should develop some of those skills. In our industry, you need to educate yourself on health, safety, and security.  Innovation At this time, your ability to innovate is what will most likely get you the job. More than 200 years later, it is still a hotly debated topic – perhaps not as much as it was when in its infancy, but still brought up daily. While everyone reads the same words, they draw different conclusions – what, exactly, did the framers mean when they used this or that word? What, really, is the extent of this or that power? Few wish to disregard it entirely, but more than a few prefer cherry-picking aspects they agree with. Alongside the Declaration of Independence and the Bill of Rights, it is one of the foundational documents of the United States of America. The Bill of Rights is a part of the Constitution (the first 10 amendments, of the 27 total at this point in time) but was created and ratified after the Constitution, which is why it’s not included in the above download. What exactly is the Constitution? It’s the supreme law of the United States of America. It defines what Americans have come to know: the three branches of government, the powers vested in them, the process for election to the federal government, the requirements for said election, the powers granted to the states, and the limits on each aspect of the government. It is a living document; it is not meant to be stagnant, but rather it ought to evolve with the times. The needs of the 19th century were different from he needs of the 18th century, when it was created; and the modern world is far different from anytime before. Change is not only allowed, but actively encouraged (albeit glacial). To learn about how the Constitution came to be, this Library of America edition is a great start. Bob and Ben speak with Jeffrey Engel about the history of Presidential impeachment and how understanding the past can inform the debates surrounding the impeachment of current and future Presidents. Jeff explains the reasons the delegates to the Philadelphia Convention in 1787 chose to enshrine impeachment in the Constitution, how the process works, and what they meant by “other high Crimes and Misdemeanors” (it turns out that last part isn't as vague as you might think). He also talks about the reasons for the impeachments of Andrew Johnson and Bill Clinton, why Richard Nixon was so close to being removed from office when he resigned on August 9, 1974, and why Nixon and Clinton's decisions in the face of impeachment might have a lasting effect on American politics today. Jeff's new book Impeachment: An American History, which he co-authored w/ Peter Baker, Jon Meacham, and Timothy Naftali is out from Modern Library on October 16, 2018. Dr. Jeffrey A. Of all the states that - even for a fleeting moment - thought that they might be able to go their own way and reject the Constitution, Virginia is probably the only one that really had a chance of success. But Virginia is also the center of The Enlightenment in America; and it is her leaders who have the confidence of the nation. So much so, that Madison almost won't make it home in time to be elected to the Virginia Convention, because he is busy conducting the Nations business which is entrusted to Virginia. It is here that the most eloquent Anti-federalist of all, Patrick Henry, will probably join forces with George Mason, a man who attended the Philadelphia Convention but refused to sign the final document. Together, they look to face down the Federalists. If they succeed, Virginia will not ratify and it will be likely that other States remaining to consider the Constitution will follow her example. Patrick Henry will take the lead. He has a long history of being a defender of individual, particularly religious conscience, and States rights. He has opposed Madison and Jefferson before; this time he means to pull out all of the stops to prevent what he sees as a usurpation of power from the people. Mason has become surprisingly (one might say, Samuel Adamsish) passive. Madison, having just made the convention, faces the most important task of his life...

So much so, that Madison almost won't make it home in time to be elected to the Virginia Convention, because he is busy conducting the Nations business which is entrusted to Virginia. It is here that the most eloquent Anti-federalist of all, Patrick Henry, will probably join forces with George Mason, a man who attended the Philadelphia Convention but refused to sign the final document. Together, they look to face down the Federalists. If they succeed, Virginia will not ratify and it will be likely that other States remaining to consider the Constitution will follow her example. Patrick Henry will take the lead. He has a long history of being a defender of individual, particularly religious conscience, and States rights. He has opposed Madison and Jefferson before; this time he means to pull out all of the stops to prevent what he sees as a usurpation of power from the people. Mason has become surprisingly (one might say, Samuel Adamsish) passive. Madison, having just made the convention, faces the most important task of his life...

By 1786, the United States were on the brink of utter destruction as a nation. The government had no way to raise money, no way to defend the borders, and no way to protect individual rights. Armed insurrection was a real threat, and armed invaders stood ready to pounce on whatever was left. The Philadelphia Convention was more than just "fixing” the government. It was, quite literally, the last chance for the American dream. In the Preamble, we see how the Convention proposed to save the nation, what it would accomplish and it took a direct aim at those who would support the fatally flawed government already in place. (Editors note: We apologize for the excessive background noise. Ben was home from school today, and he was just wound up and wasn't going to calm down for anything.
