She has published numerous articles and book chapters on early modern and modern monarchy in Britain, memory of the English Civil Wars, and the portrayal of history on screen. She began teaching at the Open University in 2021. Her first monograph, a biography of Queen Charlotte, was published by Routledge in 2024. She is currently working on a second monograph which examines the public images of the four queens of Georgian Britain and which will be published by Palgrave Macmillan.Rosalind Freeborn started her career as a book publicist and moved into the world of music handling the publicity for the London Philharmonic Orchestra. Later she ran her own PR consultancy working with creative clients in the fields of art, design, retail and architecture. She is also an artist who exhibits and sells her work regularly. In 2022 Rosalind appeared on a Channel 4 life drawing programme demonstrating her unique collage technique using fragments of paper. She was prompted to write Prince George & Master Frederick after investigating her grandmother's story that her family might, in some way, be connected to King George III. Her research uncovered the real-life history of Frederick Blomberg and she found his story so fascinating that she wrote this novel which is her first published work.

In this episode, Dr Amy Saunders and Dr Johanna Strong join Susannah to speak about their Royal Studies Journal Cluster, “Queenship and Cross-Confessional Identity”. The Cluster features in the December issue of the Royal Studies Journal and is available open-access through the RSJ website. Guest Bios:Amy has recently completed a PhD in early modern history and heritage at the University of Winchester, supervised by Dr Ellie Woodacre and Dr Simon Sandall. Her research examines the representation of Stuart royal narratives in modern heritage sites, exploring the reconstructed narratives of James VI & I, Anna of Denmark, Charles I, Henrietta Maria, Charles II, and Catherine of Braganza. Confessional and national identity are central themes in Amy's research and are relevant in both her work on the seventeenth century and the modern heritage sites she examines. Her forthcoming book chapter, “Curating a Conduit: Elizabeth Stuart, Motherhood and National Identity in Heritage Sites”, explores how James and Anna's daughter Elizabeth has been repositioned as the ideal ‘English' royal woman in modern heritage sites in England. Johanna completed her PhD at the University of Winchester under the supervision of Drs Ellie Woodacre and Simon Sandall. Her thesis focused on how narratives of religion, national identity, and gender influenced the creation and perpetuation of Mary I's legacy in the dominant English historical narrative from 1558 until 1660. Her research has been featured on a variety of podcasts and informed Winchester Cathedral's 3-part series on Mary I and Philip II's wedding at the Cathedral. Her first published chapter appeared in Valerie Schutte and Jessica S. Hower's award-winning volume Writing Mary I: History, Historiography, and Fiction and her first monograph is forthcoming. Grant was bored by the spring game while Lee explains why the spring game was pretty interesting to him (1:25). We get into the breakdown beginning with Jackson Arnold and his play (8:30). Lee wants to talk about Michael Hawkins because there was a spring narrative about him looking really good, yet we didn't see much evidence of that in the spring game (23:15). The offensive line with Jackson Arnold played really well. Overall we're encouraged by what we saw from the OL (25:35). Deion Burks was terrific, but no other pass catchers really stood out (33:20). Sawchuk, Hicks, and Franklin all looked good at running back. The room looks to be in better shape than last season. Have we seen the last of Jovantae Barnes in an OU uniform (43:30)? We switch over to the defense and begin with the defensive line. Lee liked a good amount of what he saw, while Grant is very skeptical of the interior part of the line. Can the Sooners pick up some of these big D-linemen in the portal (56:45)? Not much to say about the linebackers aside from Kobie McKinzie looked good. Grant is still high on Jaren Kanak. Was he at fault for the second Burks TD? Lee could not figure out what coverage OU was in on the two long TDs (1:08:00). Thoughts on the OU secondary. Lee thinks Dez Malone may be a starter at corner. Grant liked what he saw from RSJ, but overall the secondary was slightly disappointing (1:13:50). Happy New Year— RSJHappy 2024, dear readers! We hope 2023 was good for all of you. If it wasn't, we are glad that it's behind you. We didn't have too bad a 2023 ourselves. This newsletter went along swimmingly (or so we think) and we had our book ‘Missing in Action: Why You Should Care About Public Policy' published on 23 January 2023. Why haven't you bought it yet? Anyway, it seems to be doing well based on the modest expectations we had of it. I'm yet to see the pirated versions of it peddled at traffic signals. Heh, that will be the day. But then I see it on shelves of all decent bookstores and that's quite reassuring. That apart, Pranay had another book (one productive chap, I tell you), When The Chips Are Down on semiconductor geopolitics which is an area that's going to get more interesting and contentious in this decade. All in all, we ended up writing 44 editions during the year totaling up to over a hundred thousand words. A good year, I guess.On to 2024 then. Like in the past, we will indulge ourselves a bit in the first edition of the year. First, looking back at our predictions for 2023 and seeing how badly off we were and then next week, I will be doing a bit of crystal ball gazing for 2024.Before I bore you with that, let me share with you this wonderful excerpt from a paper I read recently. Titled ‘Enlightenment Ideals and Belief in Progress in the Run-up to the Industrial Revolution: A Textual Analysis', it covers an area of eternal fascination for me - Enlightenment and its impact on Western Europe. Interesting conclusions and a must-read:“The role of cultural attitudes—specifically, of Enlightenment ideals that had a progress oriented view of scientific and industrial pursuits—in Britain's economic takeoff and industrialization has been emphasized by leading economic historians. Foremost amongst them is Joel Mokyr (2016), who states that the progress-oriented view of science promoted by great Enlightenment thinkers, such as Francis Bacon and Isaac Newton, among many others, was central to what would become the “Industrial Enlightenment,” and ultimately Britain's Industrial Revolution. In this paper, we test these claims using quantitative data from 173,031 works printed in England in English between 1500 and 1900. A textual analysis resulted in three salient findings. First, there is little overlap in scientific and religious works in the period under study. This indicates that the “secularization” of science was entrenched from the beginning of the Enlightenment. Second, while scientific works did become more progress-oriented during the Enlightenment, this sentiment was mainly concentrated in the nexus of science and political economy. We interpret this to mean that it was the more pragmatic works of science—those that spoke to a broader political and economic audience, especially those literate artisans and craftsmen at the heart of Britain's industrialization—that contained the cultural values cited as important for Britain's economic rise. Third, while volumes at the science-political economy nexus were progress-oriented for the entire time period, this was especially true of volumes related to industrialization. Thus, we have unearthed some inaugural quantitative support for the idea that a cultural evolution in the attitudes towards the potential of science accounts in some part for the British Industrial Revolution and its economic takeoff.”2023 Predictions ScorecardI had 8 predictions across the global economy, Indian economy and Indian social and political order. So, this is how does the 2023 report card looks like.Global EconomyThis is what I had written:#1 The trend of securing your supply chain for critical products will get stronger.….but it is clear to most large economies that on issues that concern national security, it will be foolhardy to not plan for worst-case scenarios any longer. And national security could mean anything, really, but I can see on energy and key technology, nations will opt for more secure supply chains with watertight bilateral partnerships than be at the mercy of distributed, multilateral chains. I won't go as far as calling it ‘de-globalisation' yet, but this ‘gated globalisation' is a trend that's here to stay.This is playing out but a bit slower than what I expected. Disentangling and building domestic capabilities isn't easy. And it is costly. But through the year we had increasing curbs on what hi-tech (GPU chips, AI research) and defence companies domiciled in the West could export to China. At home, we continued the push on PLI on electronics and tech equipment with debates on how much value-added manufacturing is really coming through in these schemes. Also, interestingly, we are continuing down the path of decoupling from global ‘default platforms' especially in financial services. The Rupay platform is continuing to get bigger with a specific push from the government to derisk payment infrastructure from global networks like Visa and Mastercard. Also, in a recent statement, the central bank has suggested building a homegrown Cloud Computing infrastructure that will be used on regulated entities in India so that they aren't tied into global Cloud service providers. #2 The fears of elevated inflation and a recession in the US in 2023 are overblown. The recession is due, but it will come a bit laterMy view is that as supply chain issues ease up with China opening up, energy demand going up and the US continuing to be at almost full employment, we might have a 2023 where for the most part, the US inflation will be higher than target, Fed will continue to remain hawkish, and the growth will hold up. This will mean the real risk of recession will be more toward the end of the year than now.Turns out I was accurate. In fact, the US economy has held up even better than I expected. And the Fed almost softened their tone by their last meeting of the year.#3 Big Tech will continue to be under the coshI half expect India to gradually move all payment and eCommerce arms of Big Tech into a structure that's domestically controlled and owned in 2023. Third, FTC, with Hina Khan at the helm, will accelerate antitrust and competition law changes to reduce the dominance of Big Tech.I think I got this right in a big way. Through the year, fintechs have offloaded ‘troublesome' shareholders (read Chinese investors) and there is a real trend of what's called ‘reverse flipping' where unicorns that were domiciled outside of India for tax and regulatory reasons are coming back home. Reason? Well, if you ask them they will tell you because they believe in the India story. That's very convenient. The real reason is domestic regulators are making it difficult for a non-domiciled company to get a full bite of the Indian apple. From data security and storage requirements to tax and fund transfer regulations, the entities that are essentially Indian but are registered outside India to avoid ‘regulatory inconvenience' are now facing business inconvenience in following that model. Here's more on this. Indian EconomyI think I wrote more about the Indian economy in 2023 than any previous year. Much of it was about my surprise, in a positive way, on how much better it was doing than my expectations. Now as I read what I had written at the start of 2023, I think I had somewhat forgotten during the year that I was quite optimistic about the economy at the start of the year. Here's what I had written:#1 Greater optimismI am a bit more optimistic about the broader numbers than most, and I will explain why. I think GDP growth will come in around 6.5 per cent for FY24, and inflation will be around 5 per cent. We might see a couple of rate hikes in the next few months, taking the repo rate to 6.75 per cent, but that will be it. I see domestic consumption to remain strong and exports, in the light of the shift away from China, to be good for manufacturers, and how much ever I might struggle to get behind the PLI scheme, it will yield some short-term benefits. IT exports might be a dampener, but on balance, I see more upside to these predictions.Couldn't have gotten it more right. I think the growth for FY 24 might come in at 7 per cent. Repo ended up at 6.5 per cent and domestic consumption and manufacturing have stayed strong while IT exports have gone worse over the year. #2 Digitalisation: Wave 2There will be a significant push on digitalisation in lending and eCommerce. The UPI infrastructure has revolutionised payments and, along with GST, has accelerated the formalisation of the economy..... Also, as I mentioned in an earlier point, doing this will also mean shifting the balance of power from Big Tech-owned entities to an open platform or domestically controlled entities. I sense a strong push in this direction in 2023.This was a no-brainer, really. I expected a bit more traction on platforms like OCEN and ONDC which haven't taken off yet. The digitisation of the financial services sector has made low-value credit much easier for people to access. And UPI and digital KYC have enabled that to an extent that unsecured individual lending saw its biggest year ever in 2023. In fact, by the end of the year, we saw the central bank intervening to increase risk weights on these advances for banks and NBFCs and trying to bring down growth rates. The risk of an asset bubble because of faster and easier access to credit seems to become real based on the data they were reading. #3 The expected capex cycle push from the government will not come.There are a couple of reasons for it. First, this government has always been careful about fiscal deficit, and it is particular about the risk of the fiscal space. The government has committed to a 4.5 per cent target for the union government deficit in the next 3 years from the current levels, that's expected to be 6.4 per cent. I see a tightening in the fiscal stance during the year with a gradual reduction in some of the pandemic-related subsidies and better targeting of the benefits improving distribution efficiency. The other reason for a muted capex spend is the likely belief that the private sector credit capex cycle seems to be picking up. Got it mostly right except for the private sector capex cycle bit. That didn't show up in 2023 as I was expecting. Government capex actually slowed as it kept its glide path to a 4 per cent union deficit by 2026. The efficiency improvement in tax collections and subsidy disbursement also helped in broadly sticking to the fiscal plan for the year. And as I expected, this government doesn't need to loosen its purse strings in an election year. It has multiple other tools in its armoury to swing people's opinion in favour of it.  India: Political and SocialI had generally anticipated a more-of-the-same year despite some of the noise surrounding opposition efforts at the start of 2023. BJP with PM Modi at the helm, is possibly the most formidable political force in the world and it can turn its missteps too into its advantage. We saw this during the pandemic when its response was poor and too late. But that's all water under the bridge now. It is also helped by a coincidence of circumstances where China has gone off-track and India is able to play its ‘swing power' role to its fullest advantage in global geopolitics. All of this has meant it has a compelling domestic narrative to offer to the people of India rising in global prominence. This has tremendous capital at least among the middle class and the Hindi heartland. Back to what I wrote at the start of the year:#1 More of the sameThe expected consolidation of opposition forces to counter the BJP isn't going to happen early enough for it to mount a credible challenge in 2024. There are eight state elections in 2023, and I suspect BJP will see reverses or very close fights in a couple of them where it is the incumbent (MP and Karnataka)....But it is hard to see opposition consolidation or a credible case that they can make to counter the electoral juggernaut of the BJP at this time. Congress, the other national party, isn't capable of moving the masses either with its agenda or its leadership. The vacuum in national politics looks set to stay.Ho hum. BJP lost Karnataka like I thought they would. MP was a surprise and it only shows how poorly Congress has performed through the year. Everything else is, as they say, same same.#2 More Exit, Less VoiceI have made the point in the past about social fault lines tripping us up while we magically have a growth window that's opened up for us again. This holds true. The space for opposition or dissent has shrunk; more importantly, even the fight for protecting or broadening that space has gone out....The state would be dependent on citizens if they value their loyalty and would then pursue a policy that listens to their voice. However, if the state doesn't value it and the citizens know their voice won't matter, the only option is to exit. For certain sections of our citizenry, they are possibly at this stage of engagement with the state. This scenario might not hurt the majority today, but we would do well to remember it has never been a good idea for the state to not value the loyalty of its citizenry in the long run. Nothing has changed on this. I guess this macro trend has only exacerbated in 2023.So there I am with my report card. Not too bad, I guess though Pranay may again complain that these were quite generic and unless we make very specific predictions, it all seems to come true at the end of the year. Well, I will try to do that next week with my 2024 predictions. But don't hold your breath on that, Pranay.  A Framework A Week: Four Components of an Economic StrategyTools for thinking about public policy— Pranay KotasthaneMontek Singh Ahluwalia writes that any economic strategy has four components: slogans, targets, programmes, and policies. Slogans refer to rhetoric employed by the government. Ahluwalia calls it the “front end” of economic strategy. Rhetoric is necessary in a representative democracy for communicating the government's position on an issue in a simple, catchy form without going into the details of the accompanying policy measures. Think Garibi Hataao, Shining India, Inclusive Growth, Sabka Saath Sabkaa Vikaas, and Minimum Government and Maximum Governance. Targets are specific, measurable goals of an economic strategy. An example is the articulation that India will become a developed country by 2047. The World Bank comes up with a GDP per capita threshold for classifying an economy as a high-income one. So the target becomes a guiding light for policies and programmes and also serves as a tool for holding the government accountable.Programmes refer to government-led measures involving public expenditure. Policies are government directives that allow or disallow specific economic activities. The difference can be understood using another popular three-fold classification which says that all governments do only three things — produce, finance, and regulate. This means programmes are government actions that involve producing or financing, while policies are about regulating. For example, bank recapitalisation is a programme where the government is financing public sector banks. In contrast, the Foreign Trade Policy 2023 lays down the rules that govern all exports and imports. This four-fold classification is useful for policy analysts for two reasons. One, it doesn't look at slogans cynically. Economic narratives are important. Slogans are often launchpads for powerful narratives.Secondly, differentiating policies from programmes is crucial. The default government tendency is often to bat for government-run programmes. Think Production-linked Incentives (PLI) and export subsidies. There are enough and more programmes from the past to tinker with and regurgitate them into a new programme to “solve” the economic problems of the day. However, chronic economic problems might need a fundamental change in policies that cannot be fixed by programmes alone. India's manufacturing underperformance is one such example. Though there have been many a programme for overcoming this challenge, the solution lies in changing trade, tax, labour, and doing business policies. Another example comes from the 1991 economic reforms. At the time, many politicians thought that India only needed a debt restructuring programme. However, the reformers successfully argued that India needed a change in tax, business, and investment policies; a new programme alone wasn't good enough. For an illustration of this framework, check this article by Montek Singh Ahluwalia on the problem with India's public sector banks.PolicyWTF: Screws are Strategic This section looks at egregious public policies. Policies that make you go: WTF, Did that really happen?— Pranay KotasthaneThe Department to Ground Foreign Trade, or less accurately, the Directorate General of Foreign Trade (DGFT), is a gift that keeps giving. Their latest policy move is to restrict the import of cheap screws so that India can become a self-reliant vishwaguru of screws. A screwpower, maybe? In a notification issued on 3rd Jan, the DGFT banned the imports of screws priced lower than ₹129/kg. Indian manufacturers used to import these from France, China, Australia, Bangladesh, Brazil, and Belgium.So, the government wants to do an import substitution of a humble product that costs ₹129 per kg and already has a diversified supply chain. If this isn't ridiculous enough, think about the impact on Indian manufacturers who relied on these imports. They are the ones getting screwed here because they will end up paying more for the same product. Long-time readers might experience déjà vu as there was a similar policy restricting the imports of mosquito electronic racquets in 2020, to which RSJ had paid proper obeisance in edition #129. In other news, one of the issues blocking the India-UK FTA is that Indian EV car manufacturers don't want the high import duties to be dropped. Currently, electric cars priced above $40000 are slapped with a 100 per cent import duty, while those below $40000 are levied a 70 per cent duty. Domestic manufacturers argue that a reduction in import duty will stall the sunrise industry. These two stories in recent months illustrate the slippery slope of industrial policy in low state capacity conditions. A domestic subsidy for manufacturers can still be justified because every other country is doing that. It's become an entry pass of sorts to play the manufacturing game. But to couple domestic production subsidies with import restrictions makes these policies scarily close to the import substitution regime in the pre-1991 era. Every government makes mistakes. However, low state capacity results in governments repeating the mistakes of the past as there is no institutional memory. We seem to be reaching that point with India's industrial policies. This observation also stands empirically. Check out the New Industrial Policy Observatory (NIPO) released by the IMF (hat-tip to Niranjan Rajadhyaksha for sharing the accompanying paper on X). The database classifies industrial policy actions over the last few years into eight categories: export barriers, import barriers, domestic subsidies, export incentives, FDI measures, Public procurement measures, Localisation content measures, and miscellaneous. This is by far the most detailed database of industrial policy measures I've seen—a fantastic tool for scholars working in economic policy.Now here's my initial analysis looking at the data for India in NIPO. Of the 195 industrial policy measures that India has taken, 55 are distortionary trade measures, illustrating that we are repeating import substitution ideas of the past. There's more to this. In the database, one can also classify industrial policies sectorwise. Here again, we see that import tariffs feature across most sectors. Such mindless import substitution will lead to export contraction, as Indian companies become uncompetitive and bow out of international competition. We have seen this movie before.P.S.: Look at this chart of trade as a per cent of GDP for the world's five largest economies. Trade is a higher proportion of India's GDP than is the case for Japan and China. It's been that way for the last ten years. Trade is far more important to India than we realise. Kladno a, pendant plus d'un siècle, été le haut lieu symbole de la sidérurgie conquérante tchécoslovaque. Mais, depuis vingt-cinq ans, cette ville voisine de Prague porte les stigmates d'une désindustrialisation qui a coïncidé avec la chute du communisme en République tchèque. Une friche industrielle s'étend sur plusieurs centaines d'hectares et défigure la ville jusqu'en son cœur. La mairie, en quête d'une nouvelle zone industrielle, veut réhabiliter l'ancien site laissé à l'abandon. Les enjeux de cette revitalisation sont multiples. Au début du siècle dernier, Kladno était surnommée la « Manchester tchèque » en raison de son développement industriel rapide après la découverte de mines de charbon dans les années 1850. L'empereur François-Joseph Ier lui accorde, en 1898, le titre de ville minière royale. Quand Karl Wittgenstein installe une fonderie à Kladno, en 1889, plus de 150 mines de charbon sont en activité.L'entrepreneur et industriel autrichien a fait fortune dans l'acier et la sidérurgie. Il est devenu l'un des principaux « maître de forges » de l'Empire austro-hongrois. Il baptise cette nouvelle usine d'après le nom de sa femme, Léopoldine. La légendaire Poldi est née. Elle devient un emblème de l'industrialisation. C'est l'une des plus importantes usines métallurgiques d'Europe. Un fleuron de l'économie tchèque.Vaclav Jamek, écrivain de langue française et tchèque, est né à Kladno en 1949. Il se souvient de l'usine Poldi, de la lueur rouge qui éclairait le ciel, quand il était enfant. « De temps en temps, le ciel s'éclairait le soir, d'une grande lueur rouge. C'était lié aux hauts-fourneaux. Quand les hauts-fourneaux ont disparu, la lueur rouge a disparu. Mais je l'ai connue quand j'étais enfant. »Kladno était aussi une ville rouge aux convictions syndicales bien ancrées. « Maintenant, elle est à droite, précise Vaclav Jamek. Mais jusqu'au changement du régime, la ville a été un centre du mouvement ouvrier. À Kladno, on se souvient toujours de la grande grève de 1889, noyée dans le sang. » Un film, The Strike, immortalise ce conflit social, en 1947.Son père était ouvrier à Poldi, mais Vaclav Jamek n'a pourtant jamais pénétré dans l'usine. « C'était très sévèrement gardé et je m'arrêtais à la porte quand je venais voir mon père. » Une ville dans la ville. Mais c'était au temps de la toute-puissance du charbon et de la sidérurgie. La splendeur n'est plus qu'un souvenir. L'usine Poldi commence à décliner sous le régime communiste. Après 1989, le processus de privatisation échoue. L'acheteur, Vladimir Stehlik, considéré comme le sauveur de l'industrie nationale, devient le fossoyeur de l'aciérie la plus célèbre du pays. Le scandale tient en haleine les Tchèques pendant des années. L'usine ferme ses portes en 1997 et 20 000 employés se retrouvent au chômage. Vaclav Jamek a déjà quitté Kladno, mais il se souvient que « les gens étaient assez furieux, d'autant que Poldi n'était pas une entreprise condamnée par avance. C'était vraiment la faute de ceux qui avaient voulu privatiser l'usine ». Kladno devient une cité-dortoir. Elle accueillait chaque jour des dizaines de bus remplis d'ouvriers venus de Prague. Désormais, ses habitants rejoignent Prague, chaque jour, pour y travailler. Aujourd'hui encore, plus de vingt-cinq ans plus tard, Kladno est comme balafrée : une immense friche industrielle de plusieurs centaines d'hectares dévore le cœur même de la ville. Les années 1990 signent, à Kladno, la fin de l'activité sidérurgique mais aussi de l'extraction minière. Le musée de la mine de Mayrau reste aujourd'hui le témoin de cette époque révolue depuis la fermeture de la dernière mine du district en 1997. Le musée a ouvert en 1994 à l'occasion du 120e anniversaire de la mine. Il retrace l'épopée minière du site de Vinarice, près de Kladno.La visite est une plongée dans le quotidien des mineurs de fond. Le temps y semble suspendu. Le dernier chariot remonté, l'immense salle où les centaines de mineurs suspendaient leurs vêtements de travail en fin de journée, avant la douche collective. Autant de lieux figés au dernier jour de travail. L'ancien maire de Kladno, Dan Jiranek, nous a donné rendez-vous dans la friche, à côté des trois hauts-fourneaux qui trônent toujours sur un vaste terrain vague. Des arbres poussent désormais au sommet des trois immenses cheminées. « Ces trois hauts-fourneaux sont le symbole de l'histoire industrielle du site. C'est aussi le signe que la nature reprend ses droits. »Dan Jiranek, qui fut maire de Kladno entre 2010 et 2014 puis entre 2018 et 2020, a un lien particulier avec l'usine Poldi. Il fut apprenti, obligé de se former à un travail manuel, car « je ne pouvais pas aller à l'université. Mes parents avaient été expulsés du Parti communiste tchèque pour avoir participé au mouvement de démocratisation de 1968. Après l'intervention soviétique, tous les démocrates qui ne se repentaient pas de leurs erreurs étaient expulsés ». Dan Jiranek finira par étudier à l'université et travaille à l'unité recherche quand il quitte Poldi, en 1996, quelques mois avant la faillite. Il est élu maire de Kladno en 2010, trois ans après la fermeture de l'usine. La réhabilitation de la friche Poldi n'est pourtant pas sa priorité. « Notre plus grand défi était de traverser avec succès cette période d'incertitude liée à la chute du communisme. Il fallait penser aux milliers d'ouvriers licenciés après la faillite. Avec un taux de chômage de 10%, ce qui est très élevé au regard des standards tchèques, la question centrale était celle des transports en commun pour que les gens puissent se rendre à Prague, où se trouvaient les emplois. Sur cette friche, nous ne pouvions rien faire, car nous avions perdu tout contrôle sur le site, à l'issue de l'échec du processus de privatisation. » L'équipe municipale décide alors de développer une autre zone industrielle sur du terrain agricole, dans le sud de la ville. « Ce fut l'une des premières zones industrielles modernes en République tchèque », précise Dan Jiranek qui se souvient « de la décision de bon augure quand une compagnie japonaise s'y installe. Cela a incité d'autres investisseurs à venir ». Quelques années plus tard, c'est Lego qui choisit Kladno. Le Danois a désormais deux usines sur place. L'une emploie 2 000 personnes, l'autre 150.Un succès industriel localSi des entreprises étrangères ont su relancer l'économie locale, la privatisation de Poldi a aussi permis un succès industriel local. Celui de l'entreprise Beznoska, qui commercialise des prothèses orthopédiques. Aujourd'hui, son atelier se trouve toujours dans le bâtiment qui accueillait, depuis les années 1960, la branche prothèse de l'usine Poldi. L'homme de cette réussite industrielle, c'est Vladimir Beznoska. Employé chez Poldi, il venait de prendre sa retraite, après avoir dirigé pendant trente ans la filiale prothèse de Poldi. Son petit-fils et directeur marketing, Pavel Milata, raconte la naissance de l'entreprise familiale. « Après la chute du communisme, les dirigeants tchécoslovaques ont décidé de privatiser l'entreprise Poldi. Les employés ont alors demandé à mon grand-père, qui avait pris sa retraite, de revenir. Il était très strict, mais juste. Les gens l'aimaient beaucoup. C'est ainsi qu'il a abandonné sa retraite et, en 1992, il a fondé la société Beznoska, mais il avait déjà 70 ans. » Vladimir Beznoska reste PDG de l'entreprise jusqu'en 2012. C'est ensuite le père et aujourd'hui le frère de Pavel Milata qui préside aux destinées de l'entreprise. Beznoska exporte environ un tiers de ses implants, principalement en Europe, mais aussi en Afrique du Sud, avec pour projet de pénétrer le marché sud-américain, avec notamment le Brésil. Les implants commercialisés par la société sont exposés sur une table. Pavel Milata attire notre attention sur une prothèse de hanche. « C'est la cinquième génération. » Conçue par Poldi en 1968, elle a été baptisée « la tige d'acier de Poldi ». Deux cent cinquante mille opérations réalisées avec cet implant. À côté de l'« ancêtre », le petit nouveau : une prothèse beaucoup plus petite, à laquelle Pavel Milata promet un avenir prometteur. Il s'agit d'Elis, un implant trapézo-métacarpien. « Je suis persuadé que cet implant va prendre une dimension considérable dans les années à venir, car les traumatismes du pouce se multiplient en raison de l'utilisation excessive des téléphones portables. » Le casse-tête de la réhabilitation de la friche industriellePour comprendre le casse-tête que représente, pour chaque équipe municipale de Kladno, la revitalisation de la friche industrielle, il faut regarder une carte de la ville. L'une d'elle trône dans le bureau d'Ondrej Rysk. Conseiller municipal chargé du développement urbain, il est l'une des chevilles ouvrières de cette réhabilitation. On comprend l'ampleur de la tâche quand Ondrej Rysk délimite sur la carte les contours de la friche : « Presque la moitié de la ville est en fait une friche industrielle. Elle commence derrière la mairie, où se trouvait la fonderie, donc à 200 à 300 mètres du centre-ville. » Plus de 350 hectares au total. Une partie sera rattachée à la ville pour la construction de logements et de commerces, l'autre doit accueillir de nouvelles industries, principalement des entreprises de l'industrie légère. Mais, revitaliser une friche industrielle implique une décontamination des sols. À Kladno, le processus est complexe, car la zone ne compte pas moins de 200 propriétaires. « La plupart des terrains de la friche sont des propriétés privées, c'est donc aux propriétaires d'assurer la décontamination. Pas à la mairie », précise le conseiller municipal. Devant cette tâche immense, la mairie peut compter sur les conseils techniques du UCEEB qui accompagne aussi Prague dans la réflexion sur le développement urbain. Cet institut de recherche pour le développement durable de l'Université technique tchèque de Prague (CVUT) s'est installé sur la friche, il y a neuf ans. Michal Kuzmic est coordinateur de projet pour le UCEEB. Il est impliqué dans le projet SPARCS* auquel a adhéré Kladno. L'objectif est de créer un réseau de communautés durables à énergie positive et à zéro carbone. Dans cette perspective, Michal Kuzmic appelle de ses vœux une réhabilitation ambitieuse. « Il y a un véritable intérêt à faire du développement de cette friche une vitrine des nouvelles technologies en matière de production d'énergies renouvelables, de développement durable, de bâtiments à énergie positive. Pour y parvenir, le principal défi est de pouvoir conclure des partenariats au bon moment avec les investisseurs. En tant qu'institut de recherche, nous découvrons parfois l'existence d'investissements lorsqu'ils sont quasiment conclus. C'est un problème, car dans ce cas, vous ne pouvez plus influencer les choix, faire valoir les technologies disponibles. C'est un potentiel gaspillé. »Le projet PanattoniAprès des années d'abandon, un projet de revitalisation d'une partie de la friche a émergé à l'initiative de Panattoni associé au groupe d'investissement RSJ. Panattoni, compagnie américaine, est l'une des plus grandes sociétés privées de développement d'espaces industriels dans le monde, avec 53 bureaux en Amérique du Nord, en Europe et en Asie. « L'un des éléments constitutifs de l'ADN de Panattoni, c'est le développement de friches industrielles », nous explique Pavel Sovicka, directeur général pour la République tchèque et la Slovaquie depuis 2008. Il nous reçoit dans ses bureaux installés à Prague et reconnaît que rénover des friches est toujours risqué. « On ne sait jamais avec les friches industrielles ! Vous avez beau tout prévoir, avoir acquis de l'expérience, mais vous ne savez jamais ce que vous allez découvrir tant que vous n'avez pas creusé. » Le développeur d'espaces industriels précise que le précédent propriétaire a assuré la dépollution du sol.Le projet est de construire deux vastes entrepôts sur 88 500 mètres carrés avec 2 000 emplois à la clé. Pavel Sovicka vante les atouts de cette revitalisation : « Les entreprises bénéficieront d'un emplacement idéal avec des infrastructures déjà disponibles, de la proximité de l'aéroport et des universités de Prague. Pavel Sovicka apprécie la volonté affichée de l'équipe municipale de Kladno de développer son parc industriel, alors qu'à Prague, certains projets engagés en 2014 par Panattoni sont toujours en attente de permis. « À Prague, la principale préoccupation est de savoir combien de logements ou de bureaux seront construits. Les entreprises sont repoussées toujours plus loin de la ville. » Début prévu des opérations cet été, pour une fin des travaux espérée en 2028. Les brochures de Panattoni font souvent référence à Poldi. Interrogé sur cette volonté affichée de s'inscrire dans une continuité historique, Pavel Sovicka acquiesce : « C'est un nom, un logo dont tout le monde se souvient. »Le choix des entreprisesOndrej Rysk, tout comme Dan Jiranek, ont insisté, lors de nos entretiens, sur la vigilance qu'ils porteraient aux activités des entreprises qui s'installeront. L'un et l'autre rejettent des entreprises chimiques polluantes, ou un grand nom de la logistique, qui implanterait des entrepôts géants générant une intense circulation de camions et peu d'emplois.Mais seront-ils en mesure d'imposer leurs choix face aux investisseurs ? Si le conseiller municipal reconnaît qu'il sera difficile de s'imposer face au secteur privé, l'ancien maire de Kladno, Dan Jiranek, aujourd'hui président du comité de la Bohême centrale sur l'impact environnemental des activités industrielles, est plus optimiste : « On pourra se le permettre, vu le taux de chômage ici. On pourra dire non à toute entreprise qui ne conviendra pas à notre réglementation en matière d'impact sur l'environnement. On a les moyens de patienter pour avoir des propositions qui correspondent à nos attentes. »Le club de hockey espère un sponsorUn autre dirigeant espère beaucoup d'une reprise de la vie économique à Kladno. C'est le président du fan club de l'équipe de hockey sur glace : Jaroslav Zelenka. Pour tout amateur de ce sport, le nom de Kladno est immanquablement associé à celui de Jaromir Jagr, le plus grand joueur de hockey tchèque, une idole nationale. Du temps de la grandeur de l'usine Poldi, les finances du club, fondé en 1924, étaient assurées et l'équipe caracolait en tête du championnat. Aujourd'hui, Jaromir Jagr est revenu dans sa ville d'origine. À 50 ans, il continue à jouer et porte à bout de bras les « Chevaliers de Kladno » qui ont regagné péniblement l'Extraliga (première division), mais restent sous la menace d'une relégation. Le retour de Jaromir Jagr et son implication ravissent Jaroslav Zelenka mais ne sont pas de nature à le rassurer totalement. « Je suis toujours inquiet concernant les finances. Tout repose sur Jaromir Jagr, sur sa capacité à récupérer assez d'argent pour financer le club. » Président du club de fans depuis vingt ans, Jaroslav Zelenka regrette aujourd'hui qu'« il n'y a plus d'entreprise assez importante pour financer un club de hockey, ou si elles en ont les capacités, il n'y a plus de volonté de jouer le rôle de principal sponsor ».Kladno a aussi son groupe de rock alternatif. Zrni est composé de cinq musiciens. Ils se sont rencontrés alors qu'ils étaient au lycée à Kladno. Jan Fiser, le violoniste, veut croire que la ville de son adolescence a influencé la musique du groupe. La pochette de leur premier album a été prise dans la friche de Poldi, en 2009. « Kladno est une ville laide, mais nous essayons de voir sa beauté cachée. Sur le premier album, Voni, nous avons une chanson dont le refrain dit : "Bonjour, je vais prendre une bière" (rires). Quand on veut voir un peu de poésie dans des endroits laids, il faut parfois prendre une bière ». En février dernier, Zrni a enregistré son dernier album : Siroko Daleko. Et même si, à l'exception du bassiste, ses membres vivent désormais à Prague, l'une des chansons évoque encore Kladno. « Nous avons l'habitude de dire que nous sommes les enfants des fleurs de Kladno, parce que nous étions tous des hippies en ces années-là. Je pense qu'il s'agit surtout d'un certain état d'esprit, la joie d'être entre amis, de faire de la musique, de ne se soucier de rien d'autre. Le temps de notre jeunesse à Kladno. »À Kladno aujourd'hui, la ville veut croire à une seconde jeunesse.
