Este martes se celebra el Foro China-CELAC en Pekín, cuando se cumplen 10 años de este mecanismo de diálogo y cooperación entre China y los 33 países de América Latina y el Caribe. El encuentro se realiza en medio de tensiones comerciales entre Estados Unidos y China y el deseo del gigante asiático de aumentar su presencia en Latinoamérica. El foro China-Celac (Comunidad de Estados Latinoamericanos y Caribeños), que tiene lugar en Pekín este martes, busca aumentar el acercamiento entre el gigante asiático y la región latinoamericana, con quien ha incrementado su cooperación comercial en los últimos años.Según explica Loreto Leyton, directora de la Fundación Chilena del Pacífico, China concentra casi el 13% de las exportaciones de América latina y es origen de cerca del 21% de sus importaciones, una cifra relevante en el comercio de la región, aunque el primer socio comercial siga siendo Estados Unidos.Leyton señala que, para Chile, “China es un destino fundamental de prácticamente toda su canasta exportadora, liderada por el cobre, pero en la que también ocupa un espacio muy importante otras exportaciones, como los productos agrícolas, salmones, madera, entre otros”. El Sector agrícola y de minerales; claves en la relación de China y América LatinaEconomistas como Rebecca Ray, investigadora de la Universidad de Boston, coincide en que los sectores claves de esta cooperación son y seguirán siendo el agropecuario y el de minerales.“En los últimos 20 años más de la mitad de las exportaciones de la región ALC (América Latina y el Caribe) hacia China han sido de cinco productos. Todos esos productos son materias primas, minerales y agropecuarias entre el cobre, el petróleo, la soja y la carne de res, por ejemplo”. Para Ray, todas las oportunidades de diálogo dentro del mecanismo China-Celac, los llevaría a avanzar y fortalecer las relaciones comerciales en esas dos áreas comerciales, que son los “sectores con mayores oportunidades de seguir creciendo”. La Franja y la Ruta, pieza central de la política exterior chinaAdemás de estos sectores también destaca la inversión china en infraestructura con mecanismos como la Iniciativa de la Franja y la Ruta, la versión del actual gobierno de Xi Jinping de lo que se conocía como la histórica ruta de la seda y que se considera una pieza central de la política exterior de su Gobierno. Con ella, China se beneficia al encontrar nuevos socios que no logra en su económica doméstica.“En estos momentos la economía China pasa por días difíciles, los inversionistas, las grandes empresas chinas siempre están buscando oportunidades, pero hay pocas oportunidades domésticas en comparación con la década pasada, cuando China tenía tasas de crecimiento económico de más que 10% al año”, explica Ray.La economista indica que está búsqueda de crecimiento del gigante asiático es uno de los incentivos para la iniciativa de la Franja y la Ruta, que desde un principio intenta “encontrar nuevos países, nuevos proyectos para las empresas chinas y expandir su presencia a nivel mundial, especialmente en mercados en los que son líderes, como el de las energías renovables”. A pesar de que el foro Celac-China es un encuentro ministerial, los presidentes Gustavo Petro de Colombia, Luis Inácio Lula da Silva de Brasil y Grabriel Boric de Chile destacan por su presencia directa en el evento, mostrando así su interés en consolidar a Pekín como su gran socio comercial.

The days of China easily handing out billions of dollars to build infrastructure in developing countries around the world are now over. The Chinese can't afford it anymore and many of the borrowing countries just don't have the capacity to take on more debt.But that doesn't mean the Chinese aren't lending anymore. They are.
