Some African leaders regard United States President Donald Trump's decision to halt aid to the continent as an opportunity to foster self-reliance. They have already initiated plans to mobilise the necessary resources to reshape Africa's aid landscape. “Trade, not aid, is now the pillar of our policy in Africa,” said United States ambassador Troy Fitrell, from the Bureau of African Affairs, in a speech on 14 May at business summit in Abidjan.The declaration settles any doubts over the Trump administration's position on aid towards Africa. The US – the world single largest aid donor in the world, according to the United Nations – no longer wants to disburse billions in foreign aid, despite the fact that it represents a small percentage of its entire budget.In 2023, the US spent $71.9 billion in foreign aid, which amounts to 1.2 percent of its entire budget for that fiscal year.President Donald Trump repeatedly stated that aid is a waste. For years, Africa has been the region receiving more funding from the United States than any other.Across the African continent, Trump's executive orders were initially met with shock, anger, and despair — but also with a renewed determination to change course and place African resources at the heart of African healthcare.In February, at an African Union summit, Rwandan President Paul Kagame announced that the AU's health institutions, including the Centres for Disease Control, would take the lead in seeking alternatives to US funding.“Africa now finds itself at a crossroads. The health financing landscape has shifted dramatically.“I propose that, over the next year, we work together to define new mechanisms for concrete collaboration on healthcare among governments, businesses, and philanthropies,” he told African leaders.“The work of building our continent, including our healthcare systems, cannot be outsourced to anyone else.” To untangle what is going on, for this edition of Interntional Report, RFI interviewed Eric Olander, editor-in-chief of the China-Global South Project; Chris Milligan, former foreign service officer at USAID, in Washington; Mark Heywood, human rights and social justice activist in South Africa, co-founder of the Treatment Action Campaign (TAC); Onikepe Owolabi, vice president of International research at the Guttmacher institute in New York; Monica Oguttu, founding executive director of KMET, Kisumu Medical and Education Trust, in Kenya.

During the past decade, public confidence in education has been declining. In this episode, SUNY Chancellor John B. King Jr. joins us to discuss his new book that provides a compelling narrative of the value of education in transforming lives. Chancellor King  has a long history of involvement with education. After graduating from Harvard, he acquired a Master's degree from Teacher's College at Columbia University and taught high school social studies. He later co-founded Roxbury Preparatory Charter School and served as a co-Director for five years. Under his leadership, students in this school attained the highest scores of any urban middle school in the state and closed the racial achievement gap. After acquiring his doctoral degree from Columbia and a law degree from Yale, Dr. King served as New York State's Education Commissioner from 2011 to 2014. He left NY for a while to work in the Obama administration as Deputy Secretary of Education from 2015 to 2016 and joined Obama's Cabinet as Secretary of Education from 2016 to 2017. Following his work in the Obama Administration, Dr. King continued to advocate for increased educational equity and access as President and CEO of the Education Trust. He now serves as Chancellor of the State University of New York. We're interviewing Dr. King in his role as the author of his new book and not in his role as the SUNY Chancellor. Mayor Levar Stoney discussed his proposal for a Child Care and Education Trust Fund with Randy Wilson of the Randy Wilson Podcast at Stony Point Fashion Park.  If Richmond, VA gets this casino, the annual gaming tax revenue from the destination resort and casino project will address Richmond's early education childcare crisis. The Mayor believes that the Richmond Child Care and Education Trust Fund will make early childcare and education more affordable by providing tuition assistance, grants to certain community-based providers to improve facilities and increase their capacity, and support Richmonders who teach and care for children by providing aid and technical assistance to obtain credentials that will allow them to increase their earnings.

Started in 1887 by three well-known convicts, The Prison Mirror is often considered the best prison newspaper in the United States. But it is just one of many. In the 1980s, Robert Taliaferro was a writer and editor for The Mirror, as it was called in those days. Shannon Ross is a writer who started The Community in 2014 when he was in prison. The newsletter, which he still edits today, reaches half of Wisconsin's prison population. With hosts Adam Carr and Dasha Kelly Hamilton, Robert and Shannon come together to talk shop. His work is published in News and Letters Committees and he is the author of Always Color Outside the Lines: Freedom for the Artist Within (2018). He recently graduated from Metro State University in St Paul, MN where he was the Outstanding Student Award recipient for the College of Individualized Studies and also gave the Commencement address. He is beginning a graduate degree program in the fall and will be studying Urban Developmental Initiatives and Adult Education.Dasha Kelly Hamilton is a writer, performance artist and creative change agent. She applies the creative process to facilitate dialogues around human and social wellness. She is the author of novels, poetry collections, spoken word albums, and a touring production called Makin' Cake. She was Poet Laureate for both the City of Milwaukee and the State of Wisconsin. Her A Line Meant project is a statewide poetry exchange for traditional Wisconsin residents and residents of Wisconsin prisons.Adam Carr is a storyteller, artist, filmmaker, radio producer, urban explorer, community organizer and historian. He is also a lifelong Milwaukeean and works at the intersection of community and communication. He helped organize events to acknowledge the 50th anniversary of the open housing marches in Milwaukee and is the author of “Explore MKE: Your Neighborhood, Our City,” a children's book made in collaboration with third graders. He works for the Milwaukee Parks Foundation as the Director of Strategic Partnerships.

She comes to NCTQ from her role as Senior Associate Commissioner for Instructional Support in the Massachusetts Department of Elementary and Secondary Education (MA DESE) where she implemented policies and programs across teacher development, educator preparation, and curriculum and instruction that drove historic improvements for students—including record graduation rates, the highest rating NAEP performance, and dramatic increases in higher-education participation and success. After having started her career as an elementary teacher in Baton Rouge, Louisiana, Dr. Peske served as Director of Teacher Quality at The Education Trust and later as the Vice President of Programs at Teach Plus. Over her three decades in education, she has been named a "Future Chief" by Chiefs for Change (2021), a Broad Academy Fellow (2019), and a recipient of the Governor Paul Cellucci Award for Leadership and Mentoring in State Government (2017). Dr. Peske earned her master's degree and doctorate in Administration, Planning, and Social Policy from the Harvard Graduate School of Education. More than 60% of Tennessee third graders could be at risk of being held back this year. That's because, under a state law that passed in 2021, students who score less than proficient on the English language arts portion of the state's big standardized test may not advance to fourth grade. In previous years, only a little over one third of Tennessee's third graders scored “proficient” or above on the TCAP. But the law does include exceptions for certain students, and interventions that can help kids get caught up while allowing them to move on to the fourth grade. In this episode, we dig into how the law works and what students stand to be most impacted. We hear from a policy expert and local education official, as well as a teacher and parents about how this law will impact students. But first, we check in with Executive Producer Andrea Tudhope for our weekly @Us! segment. We go over listeners' comments and questions from the last week. The research on the overrepresentation of Native Americans behind bars is long and vast. But a new report shows numbers that exceed what we've seen in the past: Native people are incarcerated at a rate 38% higher than the national average and are held in proportions higher than any other ethnic group in at least 19 states. Today on Native America Calling, we'll look at how, according to the report, tribes and tribal courts are part of the problem and could be part of the solution with Nikcole Whipple (Round Valley Indian Tribe member), Justice Fellow at the Education Trust; Amber Miller, reentry staff attorney for the Yurok Tribal Court; and attorney Nikki Borchardt Campbell (Paiute Indian Tribe of Utah and Ute Indian Tribe), executive director of the National American Indian Court Judges Association.

Making your first contribution [1:30] Taking advantage of the Baby Scholars Program [2:17]  Investing the money carefully [3:30] Using your CHET account for qualified expenses [10:46] Creating tremendous tax-deferred growth [13:00] Get the ball rolling The first thing you need to do to take advantage of the CHET Plan is to make a contribution. Simply opening the account is not enough. But hurry! You have until the end of the year to do so for a deduction in 2022. If you have a child under the age of one or you adopted a child in the last year, you can get up to a $100 bonus by taking advantage of the Baby Scholars Program. Within 60 days of opening the CHET, that $100 bonus will be deposited into your account if you do so by midnight on the child's first birthday or within one year of adopting your child. Like any investment, the key to maximizing your returns with a CHET account is using caution around how the money is invested. These plans are supposed to be easy. They are set up so that investors need to exert minimal effort to manage them. However, just because something is being done for you does not mean it's the best option. Listen to this episode to hear my insight on how you should invest funds in a CHET account! Understanding qualified expenses  If your child is going off to school next Spring and you're about to write a $10,000 tuition check, you have a potential $10,000 deduction just sitting in the bank. Putting that money into a 529 plan like the CHET plan is the easiest way to create a deduction for yourself by simply making a $10,000 contribution and then pulling it out. But a big mistake people make with CHET accounts is not using that money for qualified expenses so that it counts as a deduction. Qualified expenses include tuition, fees, books, supplies, computers, computer software, and internet access. Room and board also qualify, but the student needs to be enrolled at least half time, and it doesn't matter if they live on or off campus. Unfortunately, things like renting a car, maintaining a vehicle, travel costs for flying home, and health insurance do not qualify. Other uses for CHET account funds include up to $10,000 per year for elementary and secondary school tuition and a $10,000 lifetime maximum to pay off student loans. From engineering to higher education in public policy and research President Voight shared her background, “I took a pretty circuitous route to the position where I am now… I started out in civil engineering and minored in women's studies. Then I worked in engineering for several years after college. I was consulting mostly for Departments of Transportation. What I realized was that even the perfect engineering design wouldn't come to fruition unless the policy were in place to actually make it happen.” As a result of her bigger picture, she went back to school for public policy. She leans on her engineering skills of problem-solving. In grad school she explored both urban policy and planning and education, social and family policy. She was drawn to the education side. After several years at Education Trust, she transitioned to IHEP. The draw of higher education in public policy President Voight discussed access to higher education for students of color and students from low income backgrounds. “I think of policy as incredibly exciting. It's what drives the real impact and change for real people on the ground.” One of the ways her work matters is increasing Pell Grant money regularly to help students with increased costs. Advice for younger professionals to cultivate trust and confidence in your integrity Observing leaders in those early career steps help one see positive and negative examples. President Voight explained one of the leaders she learned from taught her to “set high expectations for yourself and those around you, and people can rise to meet those expectations.” Another leader taught her “dogged determination.” She appreciated the empathy that the leader showed in recognizing her employee's feelings of just wanting to be done with a product and get it out the door when she was asking them to edit it a little more. The leader also listed the pros and cons of putting that extra work into it to motivate her staff to put in the extra effort. In the end, going back to doing more research and increasing the quality of the final product really made a difference. What is needed from higher education at this moment? “Through the pandemic, we've seen dramatic changes within higher education, and we've seen the inequities that have long existed come to the fore in new ways. We've seen them deepen and become more clear, especially as we've seen enrollment declines over the last two years… Higher ed turned on a dime and went online rapidly.” She acknowledged the positive things that came out of higher ed being more nimble and listening to students' needs, like needing internet access and meeting that need. Advice she received from others President Voight learned from her dad, who took her skiing when she was little. She found there is a tendency to hold one's breath when going fast down the mountain with the adrenaline rush. He advised her, “Remember to breathe.” She said that applies in her professional work as well, when things get fast in the policy world. Advice for others “Every task is an opportunity to show people what you have to offer.” She also recommended getting out there to meet with people in the field for coffee and lunches to “develop your network.” Her third piece of advice is to read articles related to your work to “build your knowledge base.” --- Send in a voice message: https://anchor.fm/innovationalliance/message

Today, it's another installment in our election-year series, Conversations with the Candidates: 2022. Tom's guest is John B. King, Jr.. He is an educator who served as the U.S. Secretary of Education from 2015-2017, during the last couple of years of the Obama Administration. Following that, he was appointed President and CEO of the Education Trust, a national non-profit that advocates on behalf of students of color and students from low-income families. From 2011-2015, Dr. King was the Commissioner of Education of the State of New York. Dr. King holds an undergraduate degree from Harvard, a master's degree and doctorate in education from Columbia, and a law degree from the Yale Law School. He is 47 years old. He is married to a fellow educator, Melissa Steel King. They have two school aged children, and they live in Silver Spring. This is John King's first campaign for public office. He is one of ten contenders in the Gubernatorial primary. Dr. King has chosen Michelle Siri, the Executive Director of The Women's Law Center of Maryland, as his running mate for Lt. Governor.
