Wisconsin Assembly Rep. Jill Billings could have made some big money betting on the prediction markets over the $1.8 billion budget surplus deal that fell through last week. Now, though, that's illegal, after a Gov. Tony Evers executive order banning state employees and their families from making those types of bets. We get into all of it with Billings (D-La Crosse) — specifically how the deal to lower property taxes, send money to schools, give out $300 rebate checks and end taxes on tips and overtime fell through. Billings talks about her process for supporting the deal, but also the specific trade-offs she wasn't happy with. Plus, Billings tells the story about a legislator's joke that hinted to her the deal was not going to pass the state Senate — getting back to how she could have made a big bet on the deal. We also discussed how the Legislature had just three days to vote on this $1.8 billion package, and compared that to the $500 million Milwaukee Brewers stadium funding deal that was hashed out in public for over a month. State Assembly Rep. Tara Johnson in studio discussing whether Wisconsin should get into the gerrymandering wars, ways to better communicate with constituents and some of the dilemmas she’s hearing from those in her district. We started the show discussing outreach — holding office hours, hosting town halls and other ways to reach constituents. That conversation started because Johnson has put 70,000 miles on her car, including hosting town halls throughout the state on her proposal for a BadgerCare public option. After that, we got into some of the issues she’s hearing, including one that’s a big off the radar but relatable to the housing crisis happening everywhere — outside entities are coming into Wisconsin, buying up mobile home parks and jacking up the rent and utilities. The second half of the show dealt a bit with the gerrymandering wars, as Republican states are changing their voting maps and stopping elections in the middle of voting, while Democratic states are going to the polls and asking voters if they want to change their maps. An issue started by Donald Trump telling Texas Republicans to change their voting maps. Johnson was asked multiple times if she would be in favor of changing voting maps if things kept getting worse for Democrats. In Wisconsin, politicians who control the Legislature decide how the maps are drawn but Gov. Tony Evers called a special election a month ago to change this process to a nonpartisan voting commission. Though Republicans have gaveled in and immediately out of all 13 prior Evers’ special elections, this one remains open. And Johnson talks about where she stands on the issue. Good Friday may have acted as a distraction from policy attention at the governor's mansion. Wisconsin Senator Pat Testin, chair of the Senate Agriculture and Revenue Committee, says that Good Friday was a bad day for livestock operations in the state. Governor Tony Evers decided to veto legislation that would have put a freeze on proposed fee increases proposed by the WI Department of Agriculture, Trade and Consumer Protection. These annual fee increases range from 205% to nearly 1,700%! The livestock, marketing and trucking industry had collaborated with DATCP to find some common ground, but it wasn't enough for the governor. On a positive note, it looks like there will be some state funding made available for farmers, land owners, and municipalities dealing with the fallout of PFAS contamination. Testin says many of the impacted parties may have been unaware of the PFAS risk when practices were put into place. This money would be targeted at clean up of impacted areas. Wisconsin Gov. Tony Evers does the Friday news dump, vetoing no tax on tips and overtime, and the state doesn’t have a villain to make voters care about a Supreme Court race. Those were the big topics we covered with UW-La Crosse political science professor, Dr. Anthony Chergosky. We also looked at the politics behind whether leaders in the state Legislature and the governor — who are all retiring — are going to do anything with property tax relief and the budget surplus. But, we began with Chris Taylor smoking Maria Lazar in funding in the Wisconsin Supreme Court race which is on the spring ballot, but because there’s no Elon Musk to bring attention to it, and the balance of the court isn’t on the line, it’s almost going unheard. After that, we discussed the reasoning behind Evers vetoing no tax on tips and overtime — two of over 20 bills he vetoed. Part of that discussion included that Evers is retiring so there are no repercussion to the vetoes, which seem unpopular. That led us to another issue with Evers retiring — the fact that it’s just him, Assembly Speaker Robin Vos and Senate Majority Leader Devin LeMahieu being the only ones negotiating possible property tax relief. Stadium food prices are getting out of hand, and Wisconsin state Sen. Brad Pfaff was in studio to discuss how legislative action could bring costs down for fans. Pfaff (D-Onalaska) broke down his “Stop the Squeeze” bill, which would cap concession prices at state-funded stadiums at 20% profit margins. We also compared what must be the best and worst concession deals in baseball — a St. Louis Cardinals ticket-food package that has to be cheaper than a lot of restaurants, while the LA Dodgers’ all-you-can-drink soda price is so steep that Pfaff couldn’t even guess the cost. Also on the show, we discussed Gov. Tony Evers and Republican leaders Devin LeMahieu and Robin Vos working behind the scenes on a compromise for property tax relief and public school funding. Pfaff noted the irony of these closed-door talks, as all three men are set to leave office after this term, leaving the rank-and-file legislators, who are actually running for re-election out of the loop. We started the show discussing the possibility of a special session called by Evers to establish a nonpartisan redistricting commission to create fair voting maps, and got into how the Legislature is already done with its work for the year — highlighting a state Senate session that lasted only one day this month in a frantic attempt to pass 111 bills, of which only 80 made it to a vote before leadership called it quits.See omnystudio.com/listener for privacy information.

WORT 89.9FM Madison · Slaying the Gerrymandering Dragon iuscely Flores(photo courtesy LinkedIn) In 2023, the Wisconsin Supreme Court ruled 4-3 that state assembly and senate district maps created by the Republican-led legislature in 2011 violated Article IV of the Wisconsin Constitution.  Rather than submit to district boundaries drawn by the court itself, the Legislature agreed to maps proposed by Governor Tony Evers after an extensive public participation process.  Although that case effectively ended what election experts called the worst partisan gerrymander in the nation, the process by which those maps were created remains intact.  With gerrymandering back in the news with recent congressional maps in Texas and California, Governor Evers signed an executive order calling for a special session of the Legislature to consider a constitutional amendment to make nonpartisan redistricting the law of the land.  Iuscely Flores is the Organizing Director for Fair Maps Wisconsin, who joined the Monday Buzz on March 23, 2026. One silver lining in Wisconsin, after Robin Vos removed his block, Governor Tony Evers is finally able to sign into law the long overdue expansion of post partum Medicaid. We welcome former state representative Sandy Pasch to highlight a dangerous bill on the Governor's desk that conflates legitimate criticism of Israel with antisemitism. The bill passed the Legislature and will be law unless it is vetoed by Governor Evers. Sandy details why the bill is so dangerous and asks everyone who cares about free speech to call Governor Evers today to demand a veto. Mark Rice, from WISDOM, joins us to celebrate a legislative victory for incarcerated people and their loved ones in Wisconsin. The bill provides access to healthcare for incarcerated people with substance use disorders through a Medicaid extension that would also cover general health care needs. We close with a discussion of the Legislature's “last spasm” of activity, including Representative Cruz and Phelps' public school proposal to use half of the remaining state budget surplus for funding public schools. Speaker Vos decries lack of Senate action on the GOP data center bill, warning it will cost the Republicans seats in the Legislature this November. Regardless, the impact is to leave the data center boom largely unregulated. Wisconsin soybean growers are closely monitoring what's happening specifically with US/China agriculture discussions. Friday the WI Soybean Association issued a statement expressing optimism about the progress, but also anxiety about market already lost. Bob Bosold talks with WI Soybean past president, Sarah Stelter, about her strategies facing these market issues. She stresses how important it is to stay involved in the process. She also explains different alternative uses soybeans are investigating including railroad fuel and firefightin soy-foam. Warmer weather on the way for the front part of this week. Stu Muck explains what he sees developing for the week across the state. 33 days that the federal government's been shut down. Farmers are just like other citizens - nervous. Ben Jarboe speaks with Stephanie Plaster, UW-Extension Business Outreach Specialist, about how farms approach affordable health care. She says if it's just a husband/wife team, they usually don't plan on seeing a doctor. However, Plaster says when you introduce kids - that all changes. The US Meat Export Federation is pleased to see some weekend development with China that could open more doors for US pork. Two bills have been signed into law by Gov. Tony Evers designed to shore up rural responders and the services they provide. Pam Jahnke talks to WI Senator, Howard Marklein, about the listening sessions he conducted to find out about the unique challenges faced by EMS groups serving rural Wisconsin. Marklein says disparities on reimbursement for services provided, as well as reimbursing educational expenses that future emergency responders faced, are part of what the bills should address. For contempt of court in the Kilmar Abrego Garcia and Rogue Deportation Flight cases. The target to at least be fined, maybe jailed, for contempt of court has got to be Stephen Miller. The picture is clarifying slowly, the focus is sharpening painstakingly, but it seems evident now that contempt cases being built by District Judges Jeb Boasberg and Paula Xinis – the effort to get depositions about, and charge somebody with, contempt of court in the abduction of Mr. Abrego Garcia AND the renditioning of dozens of others to El Salvador after Boasberg ordered the plane to NOT take off – the slow, methodical attempt to finally, at long last, about damn time, hold SOMEBODY in the Trump Crime Administration responsible for SOMETHING… this whole move to put somebody behind bars, is, in both courts, targeting… Stephen Miller. Based on reporting by NBC, by the Akron Law Journal, by Brian Beutler in "Off Message" and otters: the finding by Judge Boasberg of probable cause for contempt citations against the Trump Gang, and these depositions scheduled by Judge XINIS are apparently designed to confirm what Miller and the other Trumpian monsters are boasting about in private – Miller is the architect of the deportation scheme and especially its baseline component of cruelty. The man who has allegedly hated Hispanics since a girl he asked out in high school turned him down, is also the architect of the scheme to disobey the District Court orders to bring Abrego Garcia home AND to disobey the Supreme Court in the process. The man who greets every warning from a court or an attorney or a human with a conscience to stop now before it is too late for him, by getting louder, and angrier, and more monstrous, the man behind whatever step towards Ethnic Cleansing is next, is Stephen Miller. And it sure looks like Judges Boasberg and Xinis want to put the man Beutler refers to as the "monstrous twerp-fascist" behind bars. AND TRUMP GETS CRAZIER: Literally wants 11-year olds to give up their dolls and pencils for the sake of his delusion, and doesn't know if he has to uphold the constitution and has just infuriated all the Veterans by re-naming Veterans Day "Victory In World War 1 Day" and creating a "Victory In World War 2 Day" on the anniversary of a day when... World War 2 wasn't won. B-Block (34:30) THE WORST PERSONS IN THE WORLD: Trump clowns Labor Secretary Lori DeRemer-Chavez and Secretary of Lies Karoline Leavitt tie with some whoppers.
