We also ponder the futures of Hakim Ziyech, Callum Hudson-Odoi, Trevoh Chalobah & Conor Gallagher. After missing out on Lionel Messi, Saudi Arabian football team Al-Hilal made a record €300 million ($535m) bid for Kylian Mbappé overnight, an offer which could see the France striker join Cristiano Ronaldo in the oil-rich kingdom. Paris Saint-Germain confirmed the offer for its player and has given Al-Hilal permission to open negotiations directly with Mbappé. The 2018 World Cup winner is in a contract stand-off with PSG after his decision not to take up the option of a 12-month extension on his deal. Instead, he plans to walk away as a free agent at the end of the upcoming season when he is widely expected to join Real Madrid. PSG cut Mbappé from its preseason tour of Japan on Saturday, with the French club determined to sell him unless he can be convinced to sign a new contract. A new deal now looks highly unlikely with relations between the 24-year-old Mbappé and PSG becoming increasingly tense. Saudi Arabia has sought in recent years to buy its way into international sports. Besides Ronaldo, whose contract reportedly earns him up to US$200m a year, Saudi-funded LIV Golf has shaken up professional golf. The moves are part of efforts by Saudi Crown Prince Mohammed bin Salman to leverage the kingdom's oil wealth to provide new jobs and opportunities for Saudi Arabia's youth. However, critics have dismissed the efforts as “sportswashing”, attempting to leverage professional sports to clean up the kingdom's image as it remains one of the world's top executioners and waging a yearslong war in Yemen. US intelligence agencies also believe Prince Mohammed ordered the killing and dismemberment of Washington Post columnist Jamal Khashoggi in 2018. Earlier this year, Al-Hilal failed in an attempt to sign Messi, with the Argentinian choosing to join Inter Miami instead. The bid for Mbappé would make him the most expensive soccer player in history, overtaking the US$262m PSG paid for Neymar, who joined from Barcelona in 2017. The offer represents Saudi Arabia's most ambitious move yet as part of a determined recruitment drive to lure the game's biggest players to the country. After Ronaldo agreed to join Al-Nassr in December, Saudi teams have gone into overdrive by targeting leading names from Europe's top leagues. Real Madrid great and current Ballon d'Or holder Karim Benzema signed for Saudi champions Al-Ittihad last month and has been joined by 2018 World Cup winner N'Golo Kante. Roberto Firmino, Kalidou Koulibaly and Marcelo Brozovic are among other big names to head to the lucrative Saudi league, which is making mega-money offers to players in a bid to raise the profile and quality of football in the country. While that was not enough to convince Messi to join Al-Hilal after leaving PSG, more stars are expected to follow in the footsteps of Ronaldo and co. Premier League players like Riyad Mahrez and Jordan Henderson have recently been linked with moves from Manchester City and Liverpool, respectively. The reported salaries and commercial deals for Ronaldo, Benzema and Kante could earn them a combined figure of nearly US$1 billion. Mbappé has said he plans to see out the final year of his contract, which would leave PSG powerless to prevent him from leaving for nothing next year. The French champions, who are owned by Qatar Sports Investments, have already seen Messi leave for nothing in return and are determined to earn a fee for a player who is widely considered one of the few capable of taking over from Messi and Ronaldo as football's biggest star. His omission from PSG's touring squad in Japan raises the possibility that he could be benched next season if he refuses to sign a contract or agree to leave during this transfer window. Al-Hilal are said to be among a host of clubs that have been alerted to his potential availability, but it is unlikely any could match the bid that has been put forward. There has been an expectation that he would join Madrid, who had a bid of US$190m rejected by PSG in 2021. Madrid are in need of a topiclass forward after losing Benzema at the end of last season. Mbappé had until July 31 to trigger a one-year extension on his contract. Matt Andrews, the faculty director of the Building State Capability program at Harvard Kennedy School, says the reasons why African nations haven't done better at soccer's world championships have a lot in common with why much of the continent's economic promise has also gone unfulfilled. The World Cup, the biggest championship in soccer—or football, depending on where you are from—is currently underway and it's one of the two most-watched sporting events on the planet, the other being the Olympic Games. Yet even though it's a world-wide event, the list of World Cup champions is dominated by European countries like France, Italy, and Germany, plus a handful of South American ones like Argentina and Brazil. No African nation, meanwhile, has ever made it even as far as the semifinals, although Morocco will have the opportunity to make history tomorrow when they face off against Portugal in the quarterfinals. Some possible reasons for Africa's lack of success were recently outlined in a research paper by Matt Andrews, the Edward S. Mason Senior Lecturer in International Development at HKS and faculty director of the Building State Capability program. Andrews, who grew up as a soccer fan in South Africa, says the problem isn't talent—in fact, top professional soccer teams around the world are loaded with African-born players. Instead, Andrews says the reasons Africa's soccer teams don't do better look a lot like the reasons their economies don't do better—they lack the institutional support that would help them realize their latent talent and promise. Matt Andrews is here today to talk football, goals, aspirations, and how to put African on a winning path.Matt Andrews is the Edward S. Mason Senior Lecturer in International Development at Harvard's Kennedy School of Government. He has worked in over 50 countries across the globe as a civil servant, international development expert, researcher, teacher, advisor and coach. He has written three books and over 60 other publications on the topics of development and management. He is also the faculty director of the Building State Capability program at Harvard, which is where he has developed – with a team – a policy and management method to address complex challenges. This method is called problem driven iterative adaptation (PDIA) and was developed through over a decade of applied action research work by Matt and his team. It is now used by practitioners across the globe. The Biden administration has been trying for months to negotiate the release of WNBA star Brittney Griner and another American jailed in Russia, Paul Whelan, Asked Tuesday whether a swap was possible before the end of the year, Russia’s deputy foreign minister responded that “there always is a chance.” He reiterated Moscow's call for the U.S. to discuss the issue discreetly. Earlier this month, Griner began serving a nine-year sentence for drug possession at a penal colony about 350 kilometers (210 miles) east of Moscow. Golf – PGA – Tiger Woods doesn’t ‘have much left in this leg’ to compete Tiger Woods is painting an uncertain future when it comes to his golf and the friction in the golf world. Woods is at the Hero World Challenge in the Bahamas only as a tournament host. He says plantar fasciitis in his right foot makes it hard to walk. He says he doesn’t have much left in this leg. MLB – Jeimer Candelario agrees to 1-year contract with Nationals Infielder Jeimer Candelario has agreed to a one-year deal with the Washington Nationals to give them someone to compete for the starting job at third base. The 29-year-old Candelario is a switch-hitter who is coming off a down year for the Detroit Tigers. He hit just .217 with a .272 on-base percentage in 2022. In 2021, Candelario tied for the major league lead with 42 doubles and batted .271 with a .351 on-base percentage, 16 homers and a career-best 67 RBIs. He was with the Chicago Cubs in 2016 and the start of 2017, then was traded to Detroit during the 2017 season. Daryl Boston returns as first base coach. Castro spent the past eight seasons as Atlanta's assistant hitting coach and was part of a staff that helped the Braves win the 2021 World Series. Ecuador would have advanced from Group A and Senegal would have been eliminated if the score stayed 1-1. The Netherlands beat Qatar 2-0 in the other match to win the group. Senegal finished second while Ecuador and Qatar were eliminated. Netherlands 2, Qatar 0 – Netherlands beats host Qatar 2-0 to advance at World Cup The Netherlands finished off the worst showing by any World Cup host nation by beating Qatar 2-0. The Dutch advanced to the round of 16 by winning Group A while the already eliminated Qataris became the first host to lose all three of its group games at soccer's biggest event. Cody Gakpo put the Netherlands ahead midway through the first half with his third goal in as many matches and Frenkie de Jong doubled the advantage five minutes into the second half. They are Neuza Back of Brazil and Mexico's Karen Diaz Medina. FIFA also picked Kathryn Nesbitt of the United States to work at the Al Bayt Stadium as the offside specialist in the video review team. FIFA made the historic appointments for the 44th of the 64 games being played in Qatar. FIFA – Croatia charged after fans taunt Canadian World Cup player A disciplinary case has been opened against Croatia at the World Cup after the team's fans taunted a Canada player with Serbian family ties. FIFA says the charge against the Croatian soccer federation was “due to the behavior of its fans.” It cited rules relating to discrimination and security at games. Canada goalkeeper Milan Borjan was born in an ethnic Serbian region of Croatia that was part of the conflict that split the former Yugoslavia in the 1990s. Le Sénégal s'est qualifié pour les huitièmes de finale du Mondial-2022 en battant l'Équateur 2 à 1 lors de la troisième et dernière journée du groupe A. Le Sénégal, champion d'Afrique en titre qui devait absolument gagner pour se qualifier, s'est imposé grâce à un penalty d'Ismaïla Sarr juste avant la mi-temps, puis par Kalidou Koulibaly. Le Sénégal se hisse en huitièmes de finale pour la deuxième fois de son histoire. Les supporters ont laissé explosé leur joie à Dakar et à Doha.
