Beirne Roose-Snyder, Senior Director at the Preclusion Project, and Bergen Cooper, Senior Research Advisor at the Preclusion Project and Chief Operating Officer with the Torchlight Collective, sit down to talk with us about the history of this destructive policy, its long and heart-wrenching impacts, and what the future of the GGR might look like. The GGR, introduced in 1984 by President Ronald Raegan, is a presidential memorandum that is either reinstated or revoked depending on which political party is in the Oval Office. In 2017, the rule was expanded by the Trump administration to apply to all global heath assistance funding. The GGR has, and continues to, affect LGBTQI populations, people living in rural areas, people living with disabilities, sex workers, and healthcare providers, when accessing or providing abortion, contraception, gender-based violence care, HIV /AIDS care, STI care, and more. The Global Gag Rule (GGR) prevents foreign non-governmental organizations that receive U.S. foreign assistance funds from providing, advocating for, counseling on, or referring for abortion services even when done with their non-U.S. funds. Bergen Cooper, Director of Policy Research at Fòs Feminista and Kat Olivera, Associate Director for U.S. Global Policy at Fòs Feminista, sit down to talk to us about the unmitigated harm caused by the GGR and why permanent repeal of this rule is needed immediately. The Global Gag Rule, or the Mexico City Policy as introduced in 1984 by President Ronald Raegan, which is a presidential memorandum that is either reinstated or revoked depending on party lines. During the Trump administration, the Global Gag Rule was expanded and rebranded as the Protecting Life in Global Health Assistance Policy, and Biden revoked the GGR early in his tenure. Still, even when the GGR is not in effect, it can be impactful. When the policy is put into place, purposeful communications are made to ensure cooperation; when the policy is revoked, communications are one-off. In fact, Fòs Feminista's research team found an alarming breakdown in communication between the U.S. government and relevant global stakeholders. It was found that, this particularly damaging game of telephone resulted in the prolonging of the policy's implementation and unnecessarily prevented people from accessing legal abortions. The Global Health, Empowerment, and Rights Act (The Global HER Act) is a bicameral piece of legislation that would repeal the Global Gag Rule permanently. The overturning of Roe v. Wade has the potential to embolden anti-abortion policies like the GGR, which is why it's important to take advantage of our remaining time left with the Biden administration, the Senate majority, and the House to continue priming the Global Her Act and permanent repeal of the GGR. Especially when many countries' own national laws and policies permit for the funding and provision of abortion care, the United States' restriction of providers speech and services abroad is racist and unconscionable. The failure of the administration, Congress, and other government actors to monitor for and ensure compliance with the GGR revocation and provide clear communication only perpetuates the policy's harm. "FUNDING ABORTION In addition to restrictive state laws, the federal Hyde Amendment and subsequent federal and state laws banning public funding for abortion continue to limit access for low-income people, who are disproportionately women of color. Currently Medicaid covers abortion only in cases of rape, incest, or when the pregnant person's life is endangered by an illness, injury, or physical disorder. While the Hyde Amendment restricts state Medicaid programs from using federal funds to cover abortion outside the above circumstances, states can use their own funds to cover abortion. In 2020 sixteen states fund abortion services on the same terms as other pregnancy related health services, which means these states use their own funds to cover abortions in circumstances in addition to what the Hyde Amendment allows. Thirty-three states and the District of Columbia follow the federal standard and only provide abortions in the circumstances outlined in the Hyde Amendment. In 2017, over half of reproductive age women on Medicaid — 7.9 million women — lived in states that restrict abortion coverage. The Hyde amendment and its progeny have expanded in scope and currently also limit federal funding of abortion services for federal employees, women in the military and Peace Corps, American Indian and Alaskan native women who use the Indian Health Service, and women in federal prisons and immigration detention facilities. Currently, under the leadership of women of color organizations and their allies, activists are attempting to repeal Hyde and restore public funding for abortion health care. In a direct challenge to the Hyde Amendment, Congresswomen Barbara Lee (D-CA), Jan Schakowsky (D-IL), and Diane DeGette (D-CO), introduced the Each Woman Act in 2015 to ensure coverage of abortion for any person, regardless of how much she earns or the type of insurance she has. The All* Above All campaign unites organizations and individuals to lift the bans on public insurance coverage for abortions. Congress has also blocked foreign aid from covering or even providing information on abortion health care. The Helms Amendment — first passed in 1973 and named after the former ultra-conservative Senator Jesse Helms (R-N.C.) — bars the use of U.S. foreign aid funds to support abortion care. In 1984, Ronald Reagan instituted the Mexico City Policy, which came to be known as the “global gag rule.” Under this gag rule, foreign nongovernmental organizations that want to continue receiving any U.S. family planning funding must agree to stop providing abortion-related services or advocating for the expansion of abortion access, using any source of their funding. The global gag rule has been in place under Republican presidents since 1984, although repealed by every Democratic president. Queen’s Park’s spending of its own money on COVID-19 (not money transferred from the feds) has totalled roughly $9 billion, or just over $600 per person. In percentage terms, the Ford government has picked up the tab for just 6% of overall pandemic spending in the province. At the end of 2020, the province was holding back $6.4 billion in three different COVID-19 contingency funds. In today's News: Arkansas pro-life laws allowed The Eighth U.S. Circuit Court of Appeals in Little Rock, Ark., decided on Tuesday that it will not reconsider its earlier decision from this summer to lift a judge’s injunction against four Arkansas abortion restrictions. The court was sued by the American Civil Liberties Union and the Center For Reproductive Rights on behalf Of Little Rock abortionist, Frederick Hopkins, after its August decision to allow four Arkansas abortion restriction laws to take effect. Among the four restrictions previously blocked by a judge is a ban on second trimester dismemberment abortion procedures. Additionally, the court lifted the judge’s injunction against a sex-selective abortion ban, a measure specifying how aborted babies’ remains are to be disposed of, and a requirement that police must be notified, and fetal remains must be preserved from abortions committed on girls younger than age 14. Abortionist fined for false advertising A complaint filed by Reprotection, Inc. With Indiana Attorney General Curtis Hill’s office has resulted in fines for a Florida abortionist. Earlier in 2020, Reprotection Lodged a complaint against James Pendergraft, owner of the Orlando Women’s Center, for falsely advertising that it operated in Indiana. The complaint led to legal action brought by Attorney General Hill against the Florida-based abortion vendor. This resulted in a civil penalty fine of $9,000 for violating the Indiana Deceptive Consumer Sales Act. Reprotection, Inc. filed the complaint after discovering webpages by the Florida abortion business claiming to do abortions in various Indiana cities, including Muncie. Further, the advertising inferred that the dangerous chemical abortion pill could be administered in one day, which is not in compliance with FDA guidelines. Administration’s pro-life record praised President Donald Trump’s administration has been focused on protecting and fighting for the right to life, Vice President Mike Pence said yesterday. Pence’s remarks were delivered at a “Life Is Winning Event,” where the vice president highlighted the Trump administration’s pro-life accomplishments with leaders of the pro-life movement, including Marjorie Dannenfelser of the Susan B. Anthony List, Tom McClusky of the March For Life, David Daleiden of The Center for Medical Progress and Abby Johnson of And Then There Were None. Pence touted the administration’s reinstating of the Mexico City Policy, which ended government funding for abortions globally. Nevada churches win Nevada cannot impose on churches greater public health restrictions than those applied to secular businesses, the U.S. Ninth Circuit Court of Appeals ruled Tuesday in a victory for religious Nevadans. As previously covered by LifeSiteNews, Calvary Chapel Dayton Valley v Sisolak concerns a case made by Calvary Chapel, an evangelical church, that Nevada is unlawfully discriminating against houses of worship by allowing several public facilities, including casinos, to fill with crowds to 50 percent capacity while restricting religious gatherings to 50 people, no matter how large the building. In Calvary’s case, 50 percent capacity would be 90 people. This summer, the U.S. Supreme Court voted 5-4 against taking the case, letting the restrictions stand. But a three-judge panel of the Ninth Circuit unanimously sided with the church on Tuesday, courthouse news reports. In reaching their decision, the judges relied on the Supreme Court’s 5-4 decision last month in favor of catholic diocese of Brooklyn against similar capacity limits imposed by New York Gov. Andrew Cuomo.
In today's News: A Kansas school cancels Christmas A Kansas school has canceled its participation in Operation Christmas Child after an atheist group wrote to the school district alleging that the program “violates basic constitutional principles.” The annual project is sponsored by the Christian nonprofit Samaritan’s Purse, through which shoeboxes filled with gifts are sent to children in more than 160 nations. Liberty Middle School must “cease participation in Operation Christmas Child or taking any other actions promoting Christianity like including religious references over morning announcements,” the atheist legal group, Freedom From Religion Foundation, wrote to Tony Helfrich, the superintendent of Pratt School District, claiming “many egregious Constitutional violations [are] occurring” at the school. The Rev. Dr. Pittelko called to glory The Rev. Dr. Roger Dean Pittelko, who served as president of the LCMS English District from 1986 to 1997, died on Nov. 11. He was 88. In addition, he was a professor and supervisor of the D.Min. Program at Concordia Theological Seminary Fort Wayne, fourth vice-president of the LCMS (1998–2001) and chairman of the LCMS Commission on Worship (1983–1990 and 1992–1998). He also served as chairman of the Agenda Committee during the production of Lutheran Service Book. Biden administration to roll back abortion protections Americans can expect to be forced to send hundreds of millions of tax dollars to pro-abortion groups if Joe Biden is confirmed to be the winner of the white house. Biden, a pro-abortion Democrat, promised to reverse President Donald Trump’s progress for life when he takes office, including ending the Mexico City Policy and restoring Title X funds to Planned Parenthood. These two executive orders alone defunded Planned Parenthood and the British-based abortion chain Marie Stopes International of more than $200 million U.S. tax dollars. Among other priorities, Christianity Daily reports Biden also is expected to repeal a Trump executive order that granted relief to charities like the Little Sisters of the Poor. Biden would once again force them to follow the Affordable Care Act contraception mandate, which includes drugs that may cause abortions. Supreme Court Justice sounds a warning Supreme Court Associate Justice Samuel Alito gave a strong and impassioned speech to the Federalist Society National Lawyers Convention on Thursday, where he condemned efforts by the left to take away religious freedom — in particular efforts to force Christians like the Little Sisters of the Poor to fund abortions. Addressing the theme of religious liberty, Alito criticized the Obama administration for what he called a “protracted campaign” and “unrelenting attack” on the Little Sisters of the Poor, a group of Catholic nuns that Democrats have repeatedly tried to force to fund abortions.
What if Trump loses eventually? What then? That is what many pro-life conservatives are asking themselves. On today’s episode, Mark discusses the lessons learned from the 2020 presidential election with Seth Drayer, VP of Created Equal. Here are our lessons learned: We are a sharply divided nation. The mixed bag of a successful Louisiana amendment and a failed Colorado abortion ban demonstrates sharply divided culture. Also, more people voted FOR the LA amendment than voted for Trump, which is a sign there remain some pro-life Dems. The POTUS does matter. Some Christians argued prior to the election POTUS’s view on abortion didn’t matter because he has little influence over it. Joe Biden has already announced his plan (if inaugurated) to reverse the Mexico City Policy, restore funding to PP, etc. Statism indicates misplaced faith. The state is the highest authority to secularists, and the ultimate goal is getting their guy in power. Therefore, they were devastated when Trump won and danced in the streets now that Biden may have won. Christians acknowledge higher authority. The crackdown on conservative voices by BIG TECH has now officially occurred. It is past time to reconsider our dependence on these platforms to educate Americans. Moving to Parler is a short-term fix but does not address the problem of BIG TECH and overall media censorship. No president is a proxy for changing culture. There is no current political solution for abortion. Even with the addition of Amy Coney Barrett to the SCOTUS Roe is not going to be overturned any time soon. In today's News: Abortionist loses license The Alabama State Board of Medical Examiners has suspended the temporary medical license of abortionist Leah Nicole Torres and has ordered her to cease and desist the practice of medicine after it found she had lied repeatedly on her permanent medical license application and committed unprofessional conduct. She was ordered to immediately surrender her license certificate. Torres has until Sept. 21 to file an appeal with the Medical Licensure Commission. A full hearing in the matter has been set for Dec. 21, 2020, in Montgomery, Ala. Another city may become 'sanctuary for the unborn' One of Texas’ largest cities could soon become the state’s 15th “sanctuary city for the unborn” if pro-life activists have their way. With an estimated population of more than 260,000, Lubbock is the 11th largest city in the Lone Star State. On Aug. 25, State Sen. Charles Perry and State Reps. Dustin Burrows and John Frullo wrote a letter to Lubbock Mayor Dan Pope urging him to enact a sanctuary city ordinance that would ban abortion within city limits. Two weeks after the lawmakers sent the letter to Pope, more than 200 Lubbock residents gathered outside of Lubbock’s citizen’s tower to express support for the proposed ordinance. The letter to Pope comes as Planned Parenthood, the nation’s largest abortion business, announced plans to open a new abortion clinic in Lubbock by the end of the year. Netflix movie criticized A number of politicians, most of them Republicans, have come out in recent days condemning the new Netflix movie “Cuties,” which has been widely characterized as “child pornography.” Sen. Ted Cruz from Texas wrote in a letter to Attorney General Bill Bar stating, “I urge the department of justice to investigate the production and distribution of this film to determine whether Netflix, its executives, or the individuals involved in the filming and production of ‘Cuties’ violated any federal laws against the production and distribution of child pornography.” Missouri Sen. Josh Hawley asked the company to answer several questions, including about the fact that Netflix rated the movie “TV-MA” for “language” but not for “its graphic sexual content.” The rating “TV-MA” indicates that “these programs are intended to be viewed by mature, adult audiences and may be unsuitable for children under 17.” Sens. Mike Lee of Utah and Tom Cotton Of Arkansas also wrote to Netflix as did Rep. Tulsi Gabbard, the only Democrat to question the movie. The administration tightens Planned Parenthood funding President Donald Trump took another step to defund the abortion industry yesterday through a new proposed rule to expand the Mexico City Policy. The pro-life policy has been in place during Republican presidential administrations since Ronald Reagan, defunding the International Planned Parenthood Federation and other abortion groups of hundreds of millions of tax dollars. The new proposed rule could lead to even more cuts to pro-abortion groups. Released yesterday in the Federal Register, it would require all groups that receive global health aid contracts to agree not to promote and/or provide elective abortions, The Hill reports. Those that refuse would not receive taxpayer funding. Abortion activist groups quickly blasted the proposal, claiming it “hurts women and families worldwide.”

Democrats wasted no time asserting their priorities upon taking over the U.S. House of Representatives this week, proposing legislation to fund the federal government which would at the same time reverse one of President Donald Trump’s earliest pro-life accomplishments. The federal government has been partially shut down since Trump, facing pressure from conservatives, decided at the last minute in December to reject a government funding bill that didn’t include $5 billion to begin constructing the southern border wall he campaigned on. While the media is filled with distress over the shutdown and uncertainty over whether Democrats or Republicans will blink first, most of the government was already funded and remains in operation. Following her return to the office of House Speaker Thursday, Democrat leader Nancy Pelosi announced that her party would be “offering the Senate Republican Appropriations [Committee] legislation to reopen the government later today,” Fox News reports. The proposal would fund the Department of Homeland Security until February 8 and other federal departments until the end of September. The bill has been a political non-starter because it lacks wall funding, however, and pro-lifers are warning that it would also repeal the Mexico City Policy (now called Protecting Life in Global Health Assistance) that Trump reinstated shortly after taking office and later expanded. On his third day on office President Trump signed a memorandum re-instating what is known as the "Global Gag Rule" or sometimes alternatively as the "Mexico City Policy." This is a policy that Republican Presidents enact and Democratic presidents lift when they come to office. Simply put the rule places restrictions on NGOs that receive US government assistance about what they can say about abortion. As you can imagine, this policy is very much caught up in domestic US politics about abortion, but when Donald Trump signed the order re-instating the rule, his version of it went much, much farther than the George W. Bush administration or any republican administration since the Regan era. On the line with me to discuss the Global Gag Rule, it's history and impact on women's lives is Seema Jalan, the Executive Director of the Universal Access Project and Policy, Women and Population, at the United Nations Foundation. She does an excellent job of explaining the policy why the Donald Trump version of it is a big departure from previous republican administrations and in fact may affect every aspect of US global health assistance around the world.

At this moment, we still do not know which man will be taking the oath of office on Jan. 20 because of multiple lawsuits, recounts and audits — not to mention reported attempts at straight-up voter fraud through voting software and machines. Regardless of what the Marxist media tell you and what the U.S. bishops say, it ain't over until it's over. But however it turns out, what need to be clearly understood (from a Catholic point of view) moving forward are two important points. The first is that Trump completely remade the rank and file of the Republican Party, inverting American politics so what used to be seen as an elitist party of the rich is now the party of the middle class and working man — in short, the "little guy." That's a drape the Democrats wrapped around themselves for decades, even though they didn't really ever act on it — they just pretended to be fighting for the little guy. The second point is this: In aligning themselves so well with nearly every major talking point of the Democrats, the U.S. bishops, as a body, have joined the ranks of the elites, hammering on the little guy. The USCCB (and now Rome) treats "little Catholics" just like the Democrats treat the little guys. They lie to them, take their money, promise reforms, transparency (and so forth) and move along completely unaccountable for breaking every one of these promises. They, like Democrats, are emboldened by getting away with the stuff they get away with. It is rare — if ever — that you will find a whistleblower wearing a miter. They don't rat each other out because all their fingers are in the pie, one way or another. The elites lie, cheat, steal and kill. The bishops, and now Rome, have never really cared about the little Catholic for any time in living memory. They abandoned tens of millions to the vicissitudes of the day. Whatever came along — heresy, spiritual poison, you name it — it had to be dialogued with and understood from a "nuanced" point of view. Authentic Catholicism was understood by these homosexuals, thieves and liars as something of an embarrassment. So over the decades, it was watered down, massaged, discussed ad nauseam, until so little of the original remained that it was barely recognizable. Tolerance for individual sinners, a good and merciful thing, was expanded wildly to tolerance for evil principles, which opened the Pandora's box to a laying waste of the Faith. If it turns out that Biden is the one taking the oath on Inauguration Day, it will be in small part because the U.S. bishops rolled out the red carpet for him, splitting the Catholic vote right down the middle. The Evangelical vote, by comparison, went 86% for Trump. Ain't that a real knee-slapper? The Evangelicals, absent a crooked hierarchy, have been able to dodge the brainwashing of "social justice" and keep most of their moral houses in order when it comes to political awareness. One word here, however: While it's not the point of this Vortex, until Protestants get it right on contraception, the country is doomed — not to mention souls. Protestants need to finish the thought on morality. Contraception was the first domino to fall, pushed over by the Marxists so as to destroy the family and institute the State as god. But back to the bishops and their treachery: Protestant leaders are not successors of the Apostles — the bishops are. And to have delivered a nation into the hands of an elitist, atheist society of Marxists bent on world domination will be to their everlasting shame. For all their and Pope Francis' pretending to care for the poor, they sure have a funny way of showing it. According to Joe Biden, when he spoke with the pope to receive his congratulations, the two spoke about their shared concern for the dignity of all humans and climate change. What a crock. If the pope didn't tell Joe that he is excommunicated for his support for child murder, then precisely what sort of conversation did the both of them have about the "dignity of all human beings"? And the nonsense about climate change being caused by man is just that — nonsense. Pope Francis, either stupidly buying into the Marxist propaganda or being an actual willing part of it has linked up with the globalist elites. And that has given the green light to the Marxist bishops in the United States — you know, the ones who care for the "poor." And how precisely do they "care for the poor," especially those around the world? By supporting governments that support abortion and contraception, that's how. Biden has already said publicly that he will end the Mexico City Policy immediately. Well, that's $8–9 billion going straight to international abortion and contraception groups. It's hard to believe the bishops and Pope Francis don't know about that. And if they do know about it, how is that not supporting a government that uses abortion and contraception to "fight poverty"? The elites of the world fight poverty by killing the poor. First, they try to prevent them from being conceived, and if the truly little guy makes it past the pill, the condom, the IUD or the implant, then they just chop him up and kill him. And not only do the elites fund organizations that murder children, a Joe Biden administration, like every child-killing administration, will make foreign aid to struggling nations dependent on them adopting abortion as national policy. And for the record, the nations whose people are being marked for extermination just happen to be people who have dark skin, so when the Democrats and the bishops go on about racism, they can blow it out the hypocritical you-know-what. Perhaps the real cause for their celebration of all things Democrat is the embrace of sodomy — something too many of them have more than just a passing knowledge of. Again, do you think the pope mentioned to Biden that performing not one, but two gay civil "weddings" excommunicates him from the Church? It certainly reveals the lie of the USCCB's claim that "President-elect [sic] Biden professes the Catholic faith." No. He doesn't. The man hasn't received a worthy Holy Communion in decades. Nothing but sacrilegious. And for the record, since the bishops en masse have promoted and advanced his and the rest of the Party of Death's evil, the same can be said about them. Think about that the next time you see one of these homosexual, pro-sacrilegious-Holy-Communion destroyers of the Faith celebrating Mass. As St. Paul told the Corinthians, "They eat and drink their own damnation." The Vatican and the bishops just need to come clean: They are part of the global power structure (see the China accord hammered out by their favorite homopredator cardinal whose network they refused to reveal in their whitewashed report from last week). They care about the little guy only insofar as it allows them to smuggle in Marxism under the guise of "love for the poor" (which Marxism always dresses itself up as). Their entire empire is built on lies. The elites lie, cheat, steal and kill — and that includes the hierarchy.
