I recently read the book "Climate Uncertainty and risk" written by Dr. Judith Curry, who is one of the leading US climate scientists but also an important heterodox thinker. I loved her book, not only because of her take on climate change, but also because she covers a lot of essential topics that are applicable in other complex problems as well. Judith Curry is president of Climate Forecast Applications Network (CFAN). Previously, she was professor and chair of the School of Earth and Atmospheric Sciences at the Georgia Institute of Technology and professor at the University of Colorado-Boulder in the department of aerospace engineering sciences program in the atmospheric and oceanic sciences and environmental studies program. Dr Curry published more than 200 reviewed scientific articles and gave 13 testimonials at US congressional hearings. In our conversation we discuss about the state of climate and climate science. What role does uncertainty play in assessing climate change and climate risk? Why urgency in measures might be a disaster. What role do carbon emissions play and can wind and solar energy help in mitigating climate change? What role does or should nuclear energy play? Do many prominent environmentalists hate nuclear even more than climate change? However, uncertainty cuts both ways, what does this mean in terms of climate, tipping points, systemic attractors, regime shifts? What role do natural effects play in climate change, like volcanoes (think of the year without summer)? How can we reduce vulnerability and why does deindustrialization and becoming poorer as a society not seem to be a clever way to handle complex risks? At the moment it rather seems that we are crippling our economy without reducing the footprint on the planet while at the same time reducing our resilience. “There are no solutions, only tradeoffs.”, Thomas Sowell What does resilience mean on a societal level and what can we do to achieve it? How is resilience connected to global existential risks? "At that point we are making the environment worse, and doing nothing for the climate and we are messing up our economy over this crazy net zero stuff." Is energy transition on the scale some countries attempt to do it, a risk far greater than risks related to climate change in the 21st century? What are wicked problems (showing complexity, uncertainty and ambiguity)? Why do predict than act approaches (which work for tame problems) not work on wicked problems? "Climate change is the mother of all wicked problems." What is the utility of models in general and climate specifically? “This is exactly what models are for—to serve as working hypotheses for further research.”, Ludwig von Bertalanffy How do climate models work? What is a scenario and how can scenarios be of use in assessing climate change? Why did we see such a heatwave this summer and autumn? What are likely reasons and what does the hot summer and August of this year tell us about anthropogenic climate change and the next decades? How to deal with extreme risks that are unlikely, like a Carrington Event? What are microgrids and how could the help making a society more resilient? What is the difference and utility of caution, precaution and the precautionary principle? Why is the precautionary principle problematic and how could a proactionary principle helt? What are principles of robust decision making? How do incrementalism and local decision making contribute? Is the seed — select — amplify (Meyer, Davis) idea and antifragility connected? Why do we see deep quality problems and politicisation in science? How is gate keeping of major institutions abused to stop critical discussion, including top journals like Nature and Science? Why did cancel culture blossom in academia and create a toxic intellectual environment? "The whole incentive system has become completely perverse." Careerism, ideology or money? Which is harming science the most? “Big Science may destroy great science, and the publication explosion may kill ideas. Ideas, which are only too rare, may become submerged in the flood.”, Karl Popper Should we separate science and activism or is a scientist ethically required to become an activist under certain conditions? "Once you became a political activist, it is game over for your credibility as a scientist." However, being a scientist and activist for a politically popular topic is currently highly rewarded. Can people handle complexity or should we simplify complex topics to easy to understand soundbites? And if so, who does the simplifying? Should we hide the scientific debate or even cancel it, to be able to send a simple message? "In the old days, disagreement was the spice of academic debate and life. Now we are out to cancel our opponents." Dr. Gebel spielt auch eine wesentliche Rolle in der Etablierung einer ambitionierten Sonderentwicklungszone mit dem Namen Prospera in Honduras und berät andere Sonderwirtschaftszonen weltweit. Aber das Thema des Gesprächs ist breiter: wir beginnen mit der Frage, was modernes Staatswesen ausmacht, was Freiheit bedeutet, was die Rolle von Bürger und Staat sind, wo die Ursprünge und philosophischen Ideen liegen und was bis zum heutigen Zeitpunkt in verschiedenen Nationen daraus geworden ist. Wir beide stimmen darin überein, dass wir eine beginnende, schwere Krise in den westlichen Demokratien, beziehungsweise Verwaltung erkennen. Die Frage ist: wie ist diese zu erklären und wie könnten Wege heraus aussehen? »Heute haben wir es mit einer Überdehnung des modernen Staates zu tun, und zwar sowohl wohlfahrtsstaatlich wie ökologisch. Mit dem Wohlfahrtsstaat, der eigentlich schon in der traditionellen Gemeinwohlformel angelegt ist, kehrt das summum bonum zurück: das größte Glück der größten Zahl; der gehobene Lebensstandard wird als politisches Recht definiert.«, Norbert Bolz Bismarck gilt als Erfinder des Sozialstaats, was war die damalige Motivation? Wie hat sich der Sozialstaat seit damals entwickelt? Führen falsche Anreizsysteme für Politiker in die Krise, denn Gratisleistungen des Staates erscheinen nur gratis, sind es aber natürlich nicht? »Es gibt in westlichen Demokratien keine klassisch liberalen Parteien mehr, das sind alles Umverteilungsparteien geworden« »Die Gruppe der Menschen, die tatsächlich produktiv und wertschöpfend tätig ist, wird immer kleiner.« Dazu passt auch der Gedanke des mittlerweile 93 jährigen Thomas Sowell: »You have people making [political] decisions, for which they pay no price when they are wrong. No matter how high a price other people pay.« Dr. Gebel hat ein Konzept entwickelt, das er Freie Privatstädte nennt und wir diskutieren über das Konzept, welche Rolle Verwaltung und Regierung einnehmen sollen, wie Anreizsysteme verbessert werden können und vergleichbare andere Ansätze, die in eine ähnliche Richtung gehen. Kann es so etwas wie Verwaltung als Dienstleistung geben? » Der Staat sollte aus meiner Sicht theoretisch kein Monopol auf das Staatsgebiet haben. In Liechtenstein haben wir das verwirklicht. So zwingt man den Staat, ein guter Dienstleister zu sein.«, Hans Adam II von Liechtenstein Wir sprechen dann über die zwiespältige Entwicklungen des 19. Jahrhundert, Engels und den Manchester-Kapitalismus. Welche Rolle spielt Solidarität, Menschwenwürde? Wer soll diese Gewährleisten, und in welcher Form? Welche Rolle spielt Selbstorganisation (bottom up) im Gegensatz zu staatlichen Top Down Mechanismen? Ab wann gleitet ein Sozialstaat in einen »Nanny-State« ab, ganz nach dem alten sozialistischen Motto »Von der Wiege bis zur Bahre« in der Hand des Staates? Gibt es in Deutschland nur mehr vier Grüne und eine rechte Partei, und sind letztlich alle auf dem Pfad des »Rent Seeking«? »Aus dem Recht der Bürger, nach ihrem Glück zu streben, wurde längst die Pflicht des Staates, für dieses Glück zu sorgen. Dass in einer Demokratie die Bürger diesen Staat ausmachen und deshalb solche Forderungen an sich selbst adressieren müssten, wird gerne vergessen«, Konrad Paul Liessmann Machen wir den Fehler einen vermeintlichen Idealzustand mit dem Ist-Zustand zu vergleichen? Warum gelingt es auch nicht mehr — nach Cicero — dass die Begabtesten in die Politik gehen, sondern wir heute eher eine negative Auslese erleben? »Wenn man merkt, dass man ein totes Pferd reitet, sollte man absteigen.« Titus Gebel erklärt dann sein Konzept der freien Privatstädte genauer, auch die Abgrenzungen zu Charter Cities und Sonderwirtschaftszonen im Allgemeinen. Warum sind seiner Ansicht nach die Anreizsysteme in diesen Konzepten besser? Welche Rolle spielt der Markt — als Entdeckungsverfahren — und wie können wir evolutionäre Prinzipien auch in Verwaltung und Staatswesen etablieren mit Mutation, Nachahmung, Reproduktion, beziehungsweise dem »Seed, Select, Amplify« (Meyer, Davis) Prinzip? Probieren und Scheitern sollte wieder möglich werden, sonst gibt es auch weiterhin keinen Fortschritt. »Es wäre besser, wir würden in einer Welt von 2.000 Liechtensteins leben, die alle ein veschiedenes System haben als in 200 Staaten.« Aber ist es realistisch, dass sich Koordination von viele kleine Einheiten global bei wesentlichen Fragen umsetzen lässt? Wie könnte ein solches System überhaupt umgesetzt werden, wo doch alle Landflächen von existierenden Nationen kontrolliert werden? Gibt es eine reale Chance der Umsetzung? Oder gibt es schon exisitierende Beispiele? Dr. Gebel spricht über Beispiele in China, dem Nahen Osten, Saudi Arabien und Südamerika? Sind diese Ansätze nicht nur Gated Communities für die Elite? Was macht ein Gemeinwesen? Ich fühle ja auch keine Gemeinschaft zu anderen Gästen in einem Hotel? »Es gibt zwei Arten von Menschen: die einen, die ihre Meinungen anderen aufzwingen wollen, und die anderen, die das nicht wollen und die sagen, Leben und Leben lassen. Public school students are allowed to earn one hour of elective credit for Bible study or religious instruction as long as church and community leaders provide the location, instructors, transportation and policies. School officials cannot be involved in the classes nor can the classes take place on school property. The elective credit opportunity, known as released-time education, is not a new concept nor is it outside the law. In 1952, the U.S. Supreme Court in Zorach v. Clauson, 343 U.S. 306 upheld the right for school boards to adopt a policy allowing for religious instruction in this manner. On this week’s TAB News, co-hosts Jennifer Rash and Debbie Campbell talk with Stan Davis and Winston Greer of School Ministries Birmingham to understand more about how released-time education works and why churches should get involved. In 1959 "Big Daddy" Dave McCormick was hosting the Hi Fi Club, a syndicated radio show, on C-FUN. The producers would send the package but the local deejay would run the contests, read the commercials and follow the scripts supplied. Dave's show became so popular station management suggested he take over programming, and Dave took C-FUN to its very first Top 40 format. Dave was creative and went up against established CKWX and won the ratings battle. He was inventive, promotion minded and saw the future. He knew what the kids wanted and delivered with great deejays and music. Dave hired Frosty Forst, Jerry Landa, Brian Lord, Andy Laughland and Al Jordan and called them the Good Guys. He was the first in North America to use this phrase. When I returned from working in the US in 1961, I returned to CKWX but times had changed and C-FUN was now King of the Hill. When Dave quit C-FUN in 1962 to take a job in California radio, we worked together on the transition. We both announced the C-FUN top 50 songs of the week on a 4 hour radio show. Dave returned in later years to CFMI with his new show and a feature he called Discumentary. Dave McCormick passed away yesterday and the radio people who knew him loved him as listeners over the decades will long remember his gifts to Vancouver radio. We all will miss him. Rest in Peace old friend. Back in December 2009 I wrote about this painting on redrobinson.com. "The timing couldn't be better for the genius of Bruce Stewart to strike again with this brand new “fantasy” painting of Dave McCormick and the original C-FUN deejays. Bruce has the ability to capture the essence of an era. This period at C-FUN was the first fling at Top 40 that was totally driven by Dave. He left in early 1962 and that is when I joined the illustrious group. Brian “Baby Blue” Lord left at the same time. I, as a boy of almost fifteen, in hospital for a small procedure, but bed-bound for almost two weeks. Nothing to do but count the holes in the acoustic ceiling tiles, over and over — and listen to C-FUN, when Roy the Boy was ‘Crying', and Paul Anka was ‘Kissing on the Phone'… all I could think of was the hot days and how they were passing me by, outside my window. And that imaginary summer view inside another window: the ‘Control Room' and the board, where mischief was afoot, with Big Daddy at the controls, the Good Guys providing backup, awaiting their turn at the mike, taking requests, spinning the disks and weaving the magic! A fantasy image of what the listener (me) imagined just what the DJ board at C-FUN might look like amid the chaos of a Summer Soundathon week — if radio had pictures! Only in the mind's eye of a listener, out there, everywhere around a place called Funland! In the late 60s, when I was working summers at UBC, I did an illustration for a dual Ampex tape deck module (reel to reel) commissioned by Stan Davis, whose company Broadcast Technical Services produced the module. Long after, I learned that Stan (now sadly passed) designed and built the technical end of C-FUN in the early 60s. I guess he was my inspiration for this piece, although a lot of my ‘technical' input was made up — part of my ‘imagining' concept. It IS a change from the other illustrations on the Vancouver Top 40 site, however! I kept adding more and more ‘stuff', until it became a bit of a MAD magazine piece with subplots abounding... cats keeping the mice population down, and Frosty passing a chipped 45 to a harried and overworked Dave!'”
