Finance chief says loan hobbles contractor Putnam's finance commissioner is recommending that the county spend $4.7 million to pay off the loan used to acquire its golf course in 2003 and rebid the contract to run the operation. Michael Lewis told the Legislature's Audit Committee on Monday (June 23) that the county would save $477,000 in interest with the early payoff of the tax-exempt bonds whose proceeds were used to buy the former Lake MacGregor Golf Course in Mahopac. He also presented an alternative in which the county would use $1.7 million to pay off a portion of the bonds, saving $175,198 in interest, when they are eligible for redemption on Jan. 15. In addition to saving on interest, retiring the bonds would release the county from IRS rules that have proved "restrictive" for Homestyle Caterers & Food Services of Yorktown Heights, the company hired to provide beverage and food service for golfers and events. Those rules mean that Homestyle cannot "claim ownership, claim depreciation and/or amortization deductions, investment tax credits or deduct for any payment" related to the golf course, according to Lewis. Because of the restrictions, Putnam also owns the drink, food and pro shop inventory and is responsible for the cash-handling, said John Tully, the commissioner of general services. Without those rules, a company holding the golf course contract would own the inventory and simply pay Putnam a share of the revenue from the course. In addition to Homestyle, Putnam contracts with Troon Golf to run and maintain the golf course and its pro shop, and a third company hired "to protect our interests and make sure that those two other contractors are playing nice in the sandbox, and that they're coordinating events and all things together," said Tully. "There would be a benefit to the county to only have one person or one entity to deal with, and that entity could be one of the three operators that are there today or somebody new," he said. Putnam spent $11.35 million in 2003 to purchase a 375-acre property, which included the money-losing golf course and its banquet facility, the former Mahopac airport and Hill-Agor Farm. The county took the money from $40 million it received under a watershed agreement signed with New York City but later had to repay $5 million to the fund. Since the purchase, the county has spent millions more on upgrades, ranging from repaving the parking lot to renovating the clubhouse. The upgrades included making the facility accessible to people with disabilities to settle a lawsuit filed in 2016 by Westchester Disabled on the Move Inc. Homestyle has also faced accusations. A 2018 report by the Journal News centered on catering contracts that appeared to show that the campaign of then-County Executive MaryEllen Odell and a nonprofit founded by Legislator Amy Sayegh and directed by an Odell assistant were charged less than other groups for events at the course. Odell's campaign denied the accusation. Sayegh is now the Legislature's chair. In 2022, the Legislature voted to use $400,000 of Putnam's $19.1 million in federal pandemic relief funds to renovate the golf course's restaurant, despite a $272,000 profit the year before. Putnam reallocated the money after being told the golf course project did not meet eligibility guidelines. Legislator Nancy Montgomery, who represents Philipstown and part of Putnam Valley, has repeatedly called for more disclosure about the golf course finances. "I like the idea of saving money," she said on Monday. "But I think, for the public's interest, we need to review everything from the inception of the golf course."

In today's show, Betty interviews Sonya Takau from Dingo Culture and Alix Livingstone from Defend the Wild all about the native Australian dingo. We learn about the character of the dingo, their role in Australian ecosystems and what makes them unique. We go on to discuss some of the significant threats facing the dingo and strategies for securing their future led by First Nations land custodians. Sonya Takau is a Jirrbal Rainforest Aboriginal woman living in Tully, Far North Queensland. The dingo is highly significant to Sonya and her family. To Sonya, the dingo is kin, and she has a cultural obligation to protect them from harm. As well as Sonya's cultural ties to the dingo, she has a particular personal passion for the species and shares her home with an orphaned wild-dingo named Bina. Sonya is the director of Dingo Culture, a platform dedicated to representing the Aboriginal perspective on the dingo, which has been drowned out for the past 233 years. Dingo Culture's mission is to create legislative change to recognise and protect dingoes as culturally significant animals. In 2023, Sonya played a key role in bringing about the first of its kind National Inaugural First Nations Dingo Forum, which brought together First Nations people from across the country to have their say on current dingo management across the country. At the conclusion of the forum a historic National First Nations Dingo Declaration was produced, which outlined the cultural significance of the dingo and called for a new, non-lethal, model - caring for Dingoes on Country. Alix Livingstone is the Founding Director of Defend the Wild. She is motivated by a desire to address the complex challenges confronting Australian wildlife. Alix possesses a wealth of experience and a deep commitment to collaborating with various stakeholders on the ground to ensure that solutions can be found that benefit wildlife, ecosystems, and communities. Alix is highly skilled in crafting high-impact public awareness campaigns aimed at reshaping public perceptions and driving positive change. She actively participates in lobbying efforts targeting Government and peak industry bodies to advocate for legislative and policy reforms that prioritise the welfare of communities, wildlife, and the environment. Alix spearheaded the development of Defend the Wild's Dingo campaign, which was featured on ABC's 7.30 program, shedding light on the government-sanctioned treatment of Dingoes across Victoria. Additionally, she played a pivotal role in launching the #DropCroc campaign, featured on Channel 10's 'The Project,' unveiling the practice of factory farming Saltwater Crocodiles under the guise of conservation. This episode was recorded in Reno, Nevada, during the 2025 Western Dairy Management Conference. The panel is reviewing a presentation given by Dr. Rick Grant, who was unable to be on the podcast. The presentation was based on the idea that crowding is a subclinical presence. If you manage it with people and resources, a dairy can do very well. But if something happens in that crowded situation, like a disease or heat stress, it can tip performance over the edge. Evaluating time budgets for cows can allow for the identification of places to improve. Beds are vitally important. If a cow doesn't have a bed due to crowding then she's not lying down, chewing her cud, which is what allows her to be as efficient as possible. (3:19)Jason thinks about time budgets as a tool for managing stress. Jim agrees and notes that crowding is part of every cow's day, but we can manage to minimize that time in most instances. Jason and Jim talk about some of their approaches to evaluating crowding when they work with a dairy, and where pain points are often located. (5:57)Jason liked Dr. Grant's takeaway message that the cow doesn't necessarily care she's overcrowded as long as she has a bed she doesn't have to fight for and room at the feed bunk she doesn't have to fight for. He describes a very successful client who is overcrowded, but everything else is managed well. All other stressors have been removed, so the only stressor remaining is the overcrowding. But when additional stressors compound crowding, then dairies experience issues. He adds there is a huge opportunity for error when feeding to slick bunks in an overcrowding situation. (16:15)Jim talks about different measures of efficiency. Is it milk per cow, milk per free stall, milk per parlor stall, or milk per pen? He thinks the real answer is “it depends,” and the answer might be different for each dairy. Jason notes that the bank wants to see assets on a balance sheet, and the cows are the assets. (19:24)The group discusses geographical differences in overcrowding. Jim's observations show crowding increases as one moves east in the US. Tom agrees and notes 20-30% of the available stalls are in his part of the world. Overcrowded cows eat faster, and this impacts rumen efficiency, probably leading to lower de novo fatty acid synthesis and overall lower components. The panel talks about whether or not there is such a thing as an “overcrowding ration.”(20:59)The panel relays some real-world examples of crowding where dairies would cull cows to decrease milk production, but production would remain the same because the cows were now less crowded. They talk more about other management strategies that need to be on point if a dairy is going to overcrowd. (27:50)The panel wraps up with their take-home thoughts for dairy producers and nutritionists. Jim and Jason share their contact information with the audience. More people could be set to fly Jetstar due to ongoing angst around aviation prices. This comes following a Commerce Commission complaint from a man who was stunned by the cost of an Air New Zealand direct flight to Wellington. The airline defended its prices, saying their fares reflected the 'true cost of flying'. Jetstar CEO Stephanie Tully told Mike Hosking travel remains important to people, and they play an important role. She says most people are feeling a cost of living pressure, and that's where Jetstar becomes a good choice. It's also seen an uptick in reliability.
