Now that we’re in 2025, one thing’s for sure – a General Election is on the horizon. Synopsis: The Usual Place host Natasha Ann Zachariah hunts for new perspectives on issues that matter to young people. When exactly? That’s anyone’s guess. But political parties are already up and about, ramping up efforts to touch base with voters. And, judging by the recent episode between some volunteers of Progress Singapore Party and People’s Action Party in Bukit Gombak in Chua Chu Kang GRC, the political temperature is rising. In the lead-up to the polls, The Usual Place host Natasha Ann Zachariah looks at how MPs, and others involved in the GE, are preparing themselves. In this week’s episode, Senior Minister of State in the Prime Minister’s Office Desmond Tan stops by to talk about his experience so far as a first-term MP. Mr Tan, who has been an MP for Pasir Ris-Punggol GRC since 2020, said he “won’t call it a job because... it’s an elected role that has no fixed job description and no fixed terms of reference”. The 54-year-old, who spent almost three decades in the Singapore Armed Forces before joining the People’s Association, said that he had to “level up very quickly” when he joined politics and took on positions in the government. When he ran for office in the last GE as a rookie, he lost 3.5kg during the hustings. In anticipation of this year’s campaign, he’s gaining some weight, and is also more emotionally ready for the work. For one thing, he has built relationships with the residents in his ward, and has put in the work since the last election to serve them. And how does Mr Tan, NTUC’s deputy secretary-general, deal with criticism over a hot potato issue like, say, the failed Allianz-Income Insurance deal? “Sometimes there may be disagreement (in) opinions, but we have to continue our path,” he said. “As long as I speak the truth and I’m clear about my conscience, I have nothing to worry about.” On a lighter note, Natasha asked him what he thinks of the nickname some voters bestowed on him in 2020 – “Down-To-Earth Desmond” – and what nickname he would pick for himself, if he had to. This case illustrated the delicate balance required between pursuing financial strategies and adhering to a social mission, especially in a cooperative structure transitioning to a corporatized entity. 2. NTUC 1961 History & Income Cooperative Mandate: They expanded on the broader historical role of National Trade Unions Congress with the People's Action Party since 1961, vs. the now-defunct leftist Singapore Association of Trade Unions (SATU). Singapore has just passed a new Platform Workers Bill - aimed at ramping up protection for platform workers such as delivery riders and private-hire and taxi drivers. They will see higher Central Provident Fund (CPF) contributions to support their housing and retirement adequacy, work injury compensation and representation in union-like associations.  The increased CPF contributions will gradually match those of salaried employees. This will be mandatory for platform workers aged 30 or younger in 2025, and optional for those who are older. Under the new SkillsFuture Jobseeker Support Scheme, lower- and middle-income workers who have lost their jobs would get up to S$6,000 over a period of up to six months. Four weeks of government-paid paternity leave will be made mandatory from April 2025. And additionally, a new Shared Parental Leave scheme will also be introduced, comprising 10 extra weeks of paid leave, shared between both parents. Those are among some of the key support measures announced at the National Day Rally and also issues that have been actively championed by the Singapore labour movement over the years. Shiyan Koh, Managing Partner of  Hustle Fund, and ​​Jeremy Au talked about three main points: 1. Allianz Insurance Acquiring NTUC Income: Jeremy and Shiyan dissected the business logic and new facts that have emerged, especially regarding the current competition and performance challenges facing NTUC Income. They addressed the confusing public communications, emphasizing the need for transparent messaging to maintain stakeholder trust and societal confidence. They also reflected on the lessons for nonprofits and social enterprises regarding the importance of the constitution to safeguard social objectives. 2. USA Civilian Nuclear Deal: Singapore signed a thirty-years long “123” agreement to access US nuclear energy technologies and expertise that are under export controls. 95% of Singapore's electricity is powered by fossil fuels, with low opportunities for solar, wind, geothermal and other renewable sources. Nuclear modular reactors would be one of the few ways to achieve Singapore's ambitious 2050 net zero carbon emissions pledge. America signed similar deals with Australia, India, Indonesia, Japan, Philippines, Taiwan and Vietnam - with implications for energy security, diplomatic alliances and optionality for national defense. 3. Politicians vs. Technocrats: They explored the contrasting leadership styles and political approach of Tim Walz, JD Vance, and Mitt Romney. With different experiences as teacher, veteran, venture capitalist, management consultant and community organizer, they exhibit the difference in skillsets between governance and winning votes. They compare this to Singapore's policy and political landscape, and whether technocrats or retail politicians better serve their communities. Jeremy and Shiyan also discussed the role of regulatory oversight in corporate transitions, the influence of legal structures on organizational missions, and the cultural implications of business practices across different regions. NTUC Income Insurance Privatization by Allianz: Jeremy and Shiyan explored the implications of selling a majority stake of NTUC Income, Singapore's insurance cooperative, to Allianz. Allianz CEO's “We're not in Asia to buy top line; we want to build a resoundingly profitable business” reflects how this acquisition will transfer wealth from policyholders towards current shareholders. They debated the public policy rationale behind the decision, in light of the complexities of balancing profitability with social benefits in the insurance sector. 3. Singapore is a rapidly ageing society, with over 17% of our population being 65 years old and above as of June 2021. As a result, the retirement and re-employment ages for Singapore workers will be raised progressively to 65 and 70 respectively, which will result in an increase in older employees at workplaces over time. How prevalent is ageism in Singapore?  What more can be done to encourage employers to hire older workers? On the second episode of the third season, which is in conjunction with IPS' annual flagship conference, Singapore Perspectives 2023, host and Associate Director at the Institute of Policy Studies Liang Kaixin chats with Mr Heng Chee How, Deputy Secretary-General of the National Trade Union Congress (NTUC), as well as Associate Professor Helen Ko of the Master & PhD in Gerontology Programmes at the Singapore University of Social Sciences. They discuss tackling ageist stereotypes at the workplace, catering upskilling programmes to the needs of older workers, and the ways in which workplaces can transform themselves to become more age-friendly. She is an active advocate for hiring seniors in the workforce. She has conducted many training programmes for seniors and employers, focusing on seniors employability and counselling of seniors. A/Prof Ko received her Doctor of Education from the University of Western Australia in 2015, where her research focused on training older adults. She was awarded the thesis prize for Best Piece of Research. She also holds a certificate in Counselling, Clinical Programme, from the Counselling & Care Centre, Singapore (1990). She has published several books including Counselling Older Adults: An Asian Perspective and Gerontological Counselling: An Introductory Handbook. She has served on various national committees, including the Inter-Ministerial Committee on Ageing Population. Heng Chee How Deputy Secretary-General at the National Trade Union Congress (NTUC) and Senior Minister of State for Defence Mr Heng Chee How is a Deputy Secretary-General of the National Trades Union Congress (NTUC).  He joined the NTUC in 1995. Within the Labour Movement, he held numerous appointments, including being the Chief Executive Officer of the NTUC Club and the Executive Secretary of numerous key unions.  He has been a member of the NTUC Central Committee since 1997. He advocates on mature workers' issues on various platforms, including tripartite committees on older workers as well as in Parliament.  His work has been instrumental in the passing of legislation to better safeguard retirement re-employment rights of older workers and tripartite guidelines that foster their fair treatment in workplaces. In addition to his work at the NTUC, Mr Heng is a Member of Parliament since 2001 and Senior Minister of State for Defence since May 2018 On Diversity is a podcast inspired by the Institute of Policy Studies Managing Diversities research programme. This week, Jay and Theo talk with Anny Huang, DVP & Head of Digital Business for Singaporean insurer Income (previously NTUC Income). Singapore's only insurance co-operative, Income is also one of the country's oldest and largest insurers. It is also one of the most forward-looking. Income is the only composite insurer to offer all of its products and services online and has ranked as the number one digital insurer in Singapore for the last two years. Anny describes the pressure to retain that title as more insurers and InsurTech players enter the market. Central to Income's success is its commitment to providing a fantastic digital experience. While Income has a digital transformation office, Anny believes true digital transformation starts with the BAU staff. She began by looking at marketing's core activities to identify ways that technology could improve tactics and increase returns. By adding a data person to her team, it became possible to analyze how marketing activities in various channels produced financial returns for the business. Once it became possible to identify the weak links or failure points in these connections, Anny built a MarTech team to find solutions and improve returns – supported by machine learning and the Google Cloud team. Anny sees a key part of her role as being on top of the latest technologies and digital trends – which requires her to be naturally and insatiably curious. Whether she's configuring her own smart home or checking out the latest apps her son has found, Anny never stops exploring, experimenting, and playing. Her formidable skills, experience, and passion for digital technologies of all kinds sees the discussion turn to gender biases in tech roles. According to McKinsey, the finance and insurance industry in Singapore is leading the way when it comes to gender parity – particularly at the executive level. But as certain roles in the industry continue to be dominated by males, Anny is proof, if proof were needed, that digital talent is defined by passion, not gender.
