We start out Season 5 of the True Blue Podcast talking with Constable Ari Knazan an 11 year veteran of VicPD. Ari was hired a little later in life compared to the average recruit but obviously that meant he brought a breadth of life experiences with him to the job. He has a couple of great stories behind his motivation for becoming a police officer. Victoria Police was the only department that he applied for and loved that he got hired in the city he lived and played in. Ari worked in Patrol for the first 7 years of his career, was a Domestic Violence investigator in support of Patrol before moving to the General Investigation Section (GIS). He's now back in Patrol and looks forward to some Field Training of rookie officers and some acting Patrol Sergeant duties. Ari's Martial Arts background allows him to be part of the Department's Use of Force training cadre, which he does as a secondary duty.Ari met Chuck Norris in Las Vegas when he was 9 years old, and he says that encounter became his motivation for getting into martial arts training. Michael served in a variety of assignments, including Flight Leader, Flight Commander, Senior Watch Officer, Chief of Command Post, and Chief of Security Forces.Michael served all over the United States, Europe, the Middle East, and South America. He was also a Security Forces Phoenix Raven with the unique identifier of #1173. Michael honorably separated from the Air Force as a Captain in 2004.Immediately after the Air Force, Michael was hired by the Walnut Creek Police Department, where he served in a variety of assignments including Patrol Officer, Driver Training Instructor (EVOC), Field Training Officer (FTO), SIU Detective, Undercover CA DOJ Narcotic Task Force Agent (Contra Costa County), Public Information Officer (PIO) and Patrol Sergeant. Our guest in this episode of the Leadership Under Fire Humanizing the Narrative Podcast is Lieutenant David Pawling. Lieutenant Pawling started with the Barrington New Jersey Police Department in 2011. He previously served as a Patrol Officer, Patrol Sergeant, and Detective Sergeant before being promoted to Lieutenant in 2022. Lt Pawling serves as the Emergency Management Coordinator in Barrington and has been a member of the Zone 5 SWAT team since 2015. I am a retired sworn law enforcement professional and multi-agency police chief with over 25 years of experience in municipal policing. I served as the Chief of Police for the City of Ithaca Police Department and prior to that served as the Chief of Police for the City of Oneonta Police Department. Both agencies serve vibrant, fast-paced, and progressive cities in Upstate New York. During my tenure with the City of Oneonta Police Department, I served in the capacities of Patrol Officer, D.A.R.E. Officer, Patrol Sergeant, Interim Detective Sergeant, Lieutenant, and ultimately Chief of Police for nearly five years. For the majority of my career, I also served as a senior instructor in defensive tactics, firearms, physical fitness, and police general topics. While Chief in Oneonta, my Department earned full New York State accreditation, which formed our path to becoming a well-respected and high-performance agency.Upon retirement in 2017, I assumed the role of Director of Research, Development, and Training for the New York State Association of Chiefs of Police. In this capacity, I led the organization's efforts in improving and advancing the policing profession while serving as a resource for over 500 police chiefs and command-level officers throughout New York State. In September of 2018, I was recruited by the City of Ithaca Police Department to serve as their Deputy Chief, with the expectation of ascending to the position of police chief within one year to replace their current chief upon his pending retirement. I accepted this opportunity and within eight months of hire, became the Acting Chief and within one year, was sworn in as the permanent Chief of Police. Through a positive and results-oriented leadership approach, I always endeavored to build strong collaborative community relationships through an emphasis on continual outreach, professionalism, accountability, and quality police services. During my tenure I also led the Department through its most tumultuous time including the global pandemic, many months of civil unrest, the police reforms in accordance with New York State Executive Order 203, and numerous high-profile incidents.Upon retirement in the Spring of 2021, I accepted a faculty position with the University of San Diego, teaching in their nationally acclaimed Law Enforcement and Public Safety Leadership (LEPSL) Master's degree program. Chris Tomaino spent 26 years with the Las Vegas Metropolitan Police Department; retired in 2020 at the rank of Captain. Chris was the SWAT Commander when the Route 91 Harvest Festival Concert mass shooting occurred in October 2017. His previous command level assignments include the Special Weapons and Tactics Bureau, Convention Center Area Command, the Homicide & Sex Crimes Bureau, and the Northwest Area Command. Before promoting to Captain, Chris worked a wide variety of assignments during his career with the LVMPD; Patrol Officer, Field Training Officer, Vice Detective (TDY), Gang Detective, Patrol Sergeant, PSU Sergeant, Robbery Sergeant, Federal Task Force Sergeant, Patrol Lieutenant, Administrative Lieutenant, Internal Affairs Lieutenant, and Critical Incident Review Team Lieutenant where one of his primary duties was overseeing the investigation of Officer Involved Shootings and other significant use of force incidents. Today, Chris works with Constellis Corporation's Centerra Group-which is presently contracted by the United States Marshal Service (USMS) for the 2nd and 9th Circuits. Ernie Louttit's a son, brother, father and soon, a Moshum or ‘grandfather'. He's a Missanabie Cree from Northern Ontario. He grew up in a town call Oba, about 1,000 kilometers or a 12 & a half-hour drive north of Toronto, Canada. While now it is a place where he goes to heal his soul, it was a rough start. He dropped out of school and started working on the railroad at age 15. In 1978 at 17, he joined the military where he stayed for 8 years. While he served, he went to Cyprus with the Princess Patricia's Canadian Light Infantry (PPCLI). Later in his career, he became a member of the Military Police, stationed in Wainwright, Alberta at the PPCLI Battle school. The largest training centre in Western Canada. He was honorably discharged in 1987 and shortly thereafter joined the Saskatoon Police where he served as a Patrol Officer and then Patrol Sergeant for 30 years. He was known on the streets of Saskatoon as ‘Indian Ernie', affectionately by the people he served, and not so affectionately by the people he regularly arrested. Since his retirement, he's written 3 books about his experiences and the lessons they taught him. Colleagues, civilians and criminals alike have picked up his books, curious to see if their own stories might appear. There are a number of stories that stand out, including his efforts to interfere with the source of Lysol and cooking wine sold to the desperately addicted. His testimony in the Stonechild inquiry and the so-called ‘Starlight tours' which involved at least 2 members of the Saskatoon police driving First Nations people to the outskirts of Saskatoon, leaving them stranded in freezing temperatures. Three men died, including 17 year-old Neil Stonechild. He proudly served in patrol for his whole career believing he could do his best work, boots on the ground, in his community instead of from behind a desk. When he retired in 2013, he carried with him thousands of stories, experiences and mental images, many of which he has not been able to shake. Writing and speaking about those experiences have helped, as well as a strong and supportive family. Immediately after the Air Force, Michael was hired by the Walnut Creek Police Department where he served in a variety of assignments including Patrol Officer, Driver Training Instructor (EVOC) Field Training Officer (FTO), SIU Detective, Undercover CA DOJ Narcotic Task Force Agent (Contra Costa County), Public Information Officer (PIO) and Patrol Sergeant. Michael was awarded the Walnut Creek PD Distinguished Service Medal in 2014 for his heroic and life-saving actions during a Fatal Officer-Involved Shooting in 2012. Michael ultimately medically retired in 2018. He is now a Peer Volunteer at the West Coast Post Trauma Retreat (WCPR) and an Ambassador for Save A Warrior (SAW). Michael is a dedicated advocate for awareness, prevention, education, training on Post Traumatic Stress Injury (PTSI) and First Responder Suicide Prevention. Mark DiBona was born and raised in Boston Massachusetts. In 1985, Mark began his Law Enforcement career with the Braintree Police Department and later transferred to the Amtrak Police Department. During 1993, Mark moved to Florida and continued his Law Enforcement with the Seminole County Sheriff’s Office, where he retired as a Patrol Sergeant in March of 2019. During his career, Mark held several positions and assignments to include Peer Support Team and Critical Incident Stress Management Team. Mark is a Police Academy Instructor at the Seminole State College Police Academy. Mark is dedicated to advocating for the elimination of the stigma concerning mental health issues of Law Enforcement Officers and also prevention of Law Enforcement Officer suicides. Tim Eggebraaten has been a police officer since 1992 and had many different roles during his career with the Detroit Lakes, MN Police Department – DARE Instructor, Patrol Sergeant, Investigative Sergeant, K-9 Handler, and Chief of Police from 2011 – 2016. Tim retired from the DLPD in November 2016 after 24 ½ years in law enforcement and 3 years as a correctional officer in Clay County, MN. Tim and his wife, Denise, have three sons and make their home in Detroit Lakes. Like everybody else, Tim faces the challenges of balancing family life with the rigors of the career and trying to keep himself physically, mentally, and spiritually healthy. The emotional roller coaster of police work started to catch up with Tim during his tenure as Chief of Police and it reached a critical point when one of his best friends and partners took his own life on May 13th, 2012. Tim began talking about his own career path and leadership journey in 2016 and found that talking with others about personal and emotional topics really helped in his own healing process and learned that others can benefit from knowing that they are not alone in their own journey. Tim will talk (and sing) with your organization about keeping the harmony in our lives and finding that balance sothat we can truly be successful in all aspects of our lives. Tim has spent many years performing as a one-man-band and will use the power of music during his presentation to inspire and move your audience.

In 1990 Hopkins was hired by the Washoe County Sheriff’s Office where he attended High Sierra Law Enforcement Academy. In 1993, he was transferred to the Patrol Division of the Washoe County Sheriff’s Office where he worked until 1997 as a D.A.R.E. (Drug Abuse Resistance Education) Officer, G.R.E.A.T. (Gang Resistance Education And Training) Officer and one of the first CLO (Community Liaison Officers). In 1999 Hopkins was promoted to Patrol Sergeant. As a Patrol Sergeant, he ran teams, leading them through new policies and procedures. This position allowed him to instill the compassion and values in others necessary to make our jails and community safer.

Chief Devon Clunis began his career with the Winnipeg Police Service in 1987 and has served in major areas of the organization including Uniform Patrol, Traffic, Plainclothes Investigation, Community Relations, Organizational Development & Support, and Duty Office (city-wide operational command), as well as a number of administrative leadership roles. Chief Clunis is an avid community volunteer and has helped to raise over $1 000 000.00 on behalf of the Children’s Wish Foundation of Manitoba. He was appointed police chaplain in 1998 and has provided support to his members in that capacity, as well as providing support to members of New York City Police Department in the aftermath of the attack on the World Trade Center. The Winnipeg Police Service formally recognized his excellence in policing and community work by awarding him the James Toal Award of Excellence in 2002. Chief Clunis was promoted to Patrol Sergeant in 2002, Sergeant in 2004, Inspector in 2007, Superintendent in 2010, and appointed Chief of Police October 2012. In addition to his leadership and management skills, Chief Clunis has overseen the development of an in-house leadership development program for Service members. He is a well- respected leader who believes the future of our city hinges on the creation of a culture of safety for all citizens and is honored to help lead in this area. Devon is married to his wife Pearlene and has two daughters Taylene and Atira. Early in the episode Chief Clunis gave his thoughts on having an informed community, "I think it’s important we educate the public, that we have a very informed public. Regarding police practices, procedures and why maybe we can’t tell you. I think when we have a public that is more informed, more engaged; when we have to make those difficult decisions, they will understand." Later the Chief had this to say about being good to each other, "A candle loses nothing by lighting another candle." In today's episode, we talk with Sgt. Chris Hurst of the Lowell Police Department about hitting a grand slam run with one simple video that only added to their string of home runs they have accumulated with their community outreach. The Lowell Police Department The City of Lowell is a farm community in Kent county Michigan, approximately 15 miles east of Grand Rapids. The jurisdiction is 3.1 square miles and has a population of approximately 4000. The business base is retail, dinning, fast food, manufacturing, and agricultural. The Lowell Police Department is a full time, 24 hour department. We employ 6 fulltime officers, 13 part time officers, two full time civilians on staff, and volunteer Retired Senior Volunteer Patrol (RSVP). We primarily run one car per shift. Our staff consists of a Chief of Police, Patrol Sergeant, a detective (dual role as a patrol officer), and two full time patrol officers. Because we are a small department, the Patrol sergeant is also responsible to respond to calls and general patrol. We run 12 hour shifts (6a-6p/6p-6a), with supplemental officers on the weekends as a second car in the summer on weekend evenings. Our part time staff are fully certified officers and fill in for the full time for vacations, training, and other time off. The part time officers are responsible to hold the same standard as the full time. Our RSVP personnel are seniors from our community who volunteer their time helping out the department with non-law enforcement tasks at events, property checks, and so forth. They are uniformed and use a marked department (non- patrol) vehicle. We have two Ford Explorer Interceptors, two Chevy Impala’s, two unmarked Impala’s (Detective & Chief car), a Chevy S-10 for our RSVP patrol, a John Deere Gator (for our local fair), and a former USMC motorcycle. Our vehicles are fully equipped with on board cameras and laptops. We carry the X26 Taser, the Bushmaster AR15, Freeze +P spray, and the AXOM Taser Body Cameras. We rely on the Kent County Sheriff Department for lodging our arrestees and for processing OWI drivers (Datamaster Breathalyzer). Beyond the normal law enforcement work, we are a community policing department. We unlock cars, assist our citizens with loose animals, conduct ordinance enforcement, respond to medical emergencies, conduct child seat checks, shop with a cop, our now famous “surprise traffic stop Christmas video”, conduct property checks for residents of vacation or away for an extended period of time, and assist with other problems that may arise in the community. Lowell PD also hosts a Citizens Police Academy for those that qualify. SGT Chris Hurst National Guard Duty: Enlisted in 1983 in Big Rapids, MI, retired from duty in October of 2003. I spent 20 years with the 126th and 125th Infantry Regiment. I retired at the rank of Sergeant First Class/E-7, Platoon Sergeant. I was part of a heavy weapons company and qualified with the TOW missile system, a vehicle mounted weapon used to destroy enemy armor and fortifications. I trained and qualified in an assortment of weapons and vehicle systems (Humvee, M113 APC, M901 ITV, and the ¼ ton truck (jeep)) Lowell Police Department: I was hired as a part time officer in March of 1994, then brought on as a full time officer in October of 1994. I have had multiple experiences with Lowell PD. I have been a DARE officer for the elementary and middle schools and the detective. I am currently the patrol sergeant, the firearms instructor, infection control officer, and one of the department trainers for reality based training. I am also responsible for general patrol and policing duties. I assist with the West Michigan Criminal Justice job and decided to stay after she graduated. We police the many parks in our county.
