The case concerns a former Poway school district trustee, T.J. Zane, and a current member, Michelle O'Connor-Ratcliff, and their Facebook and Twitter pages. At issue: whether public officials with social media pages where they discuss public business can block individuals, or if doing so violates the First Amendment. The biggest bribery investigation in US military history revolves around a Malaysian defense contractor who just made an escape as brazen as the case itself: Leonard Francis aka Fat Leo snipped off his ankle monitor and disappeared from house arrest.We're talking about the case of Leonard Glenn Francis, a defense contractor who owned a company named Glenn Defense Marine Asia, or GDMA for short. He bribed his way literally to the top of the US Navy chain of command, and the fallout included an admiral who was short-listed for chairman of the joint chiefs of staff, but now is the first serving admiral to be convicted and serve jail time in US history. His father's abuse of his mother, both physical and emotional, led to Leo having the same duality of obsession with and dislike of women. Like his father, this would ultimately be Leo's undoing, as the angry wives of US Navy officers like Michael Misiewicz were the ones who provided the initial reports to the NCIS which began the Fat Leonard investigation into the US Navy Pacific fleet chain of command. 2 Leo grew from scrappy husbanding agent to preferred military contractor between the time of the USS Cole bombing and 9/11, by providing whatever "services" the US Navy officers he dealt with wanted. Women, booze, parties, hotel suites, 5 star meals... Leo could get it if you wanted it, as long as you had some influence in the US Navy that could turn Leo a profit down the line. Leo even procured a former British ship, which he renamed "The Braveheart", to serve as a floating brothel-slash-casino which followed the 7th fleet around the south Pacific with diplomatic clearance. Even when NCIS caught wind of Leo's exploits, he was difficult to prosecute both because of the reach of his influence within the chain of command, and because Leo also had the NCIS director at Quantico, Virginia on his payroll. As it turned out, special agent in charge John Beliveau had befriended Leo when he was a security aide to an admiral in Japan years before. In fact Leo was so problematic to prosecute that he wasn't... earlier this month he removed his ankle monitor and disappeared from his San Diego home. As it turns out the security company contracted to look after him wasn't doing their job very well either, they hadn't been to his home in days and didn't notice the tampering with the ankle monitor for 6 hours. 3 Leo was due to be sentenced tomorrow, but he's now on the run. Growing up, he would travel to different destinations with his family, his first foreign trip being that to Italy.   Today, he has changed the trend of car ownership with a car subscription model providing tremendous appeal and flexibility to the millennials.  We are talking about Greg Moran, the co-founder and CEO of India's first and largest self-drive mobility platform, Zoomcar. Zoomcar is present in 45+ cities across India. After studying management from USC Marshall School of Business, LA, California, Greg Moran came to India. He disrupted the way India rents a car.  Being a foreigner with no roots in India, carving a niche for himself in a new country was no easy job for him.  He always wanted to do something big in business but didn't have a clear idea of what it was. He went to the University of Pennsylvania and studied International Business. He shares some of the enjoyable moments from UPenn and how the four years impacted him and broadened his perspective. Sustainability has always been a major part of his work ethic. He was the founder and president of the energy club at USC. Before going to business school, Greg worked as an investment banker with Fieldstone Private Capital Group. San Diego businesswoman Gina Champion-Cain, charged a year ago with securities fraud in a civil case, pleaded guilty in federal court Wednesday to criminal charges of conspiracy, securities fraud and obstruction of justice in connection with a $400 million Ponzi scheme.Champion-Cain, who will be sentenced Oct. 13, declined to comment to the Union-Tribune as she walked out of the courtroom, her attorney by her side. The maximum prison time for the three charges is 15 years, although Champion-Cain has agreed to cooperate with the probe into the scheme she orchestrated, which investigators are still unravelling, and that could earn her a reduction in her sentence.Champion-Cain remains free on $100,000 bond.

It was another Wednesday in California's long lockdown spring, and late in the day Gov. Gavin Newsom signed off on Executive Order N-54-20.The four pages of text began with seven “whereas” clauses laying out the reasons and purpose for what followed: a dozen densely worded paragraphs, suspending timelines and waiving requirements embedded in obscure corners of state regulations, from the Vehicle Code to the Public Resources Code.The April 22 order was one of more than three dozen such orders Newsom has churned out since March 3, when he declared a state of emergency because of the coronavirus pandemic that has since killed 2,546 residents and sickened tens of thousands more.With the Legislature not in Sacramento since mid-March, Newsom has effectively been a one-man government, and the executive orders have largely been the vehicle he has used. The Assembly returned on May 4 and the Senate is due back Monday which will likely bring governance back to something resembling what it was before the pandemic with more input from legislators.

A lawsuit seeking records of accusations of sexual misconduct by employees of the San Diego District Attorney has settled, with the office turning over the records and agreeing to pay nearly $100,000 in legal fees incurred by a public records advocacy group which sought the information. The group, the First Amendment Coalition, filed suit in July 2018. The San Rafael-based group had asked under the state public records law for all records of sexual misconduct by DA employees. Instead the District Attorney's Office had provided summaries of six cases but not the actual records.

Late last year just weeks before he retired, former San Diego County Assistant District Attorney Jesse Rodriguez ordered a secret investigation — using district attorney staff — into the ex-boyfriend of his daughter, who was locked in a contentious custody dispute over their infant son. The inquiry began in early November and appears to have lasted until the week before Christmas, according to internal documents obtained from the District Attorney's Office under the state Public Records Act that outline the probe. The records show that Chief Deputy Dominic Dugo directed the investigation using a senior investigator, Tony Giralamo. That's an increase from the previous five-year period examined in the first “Crime Counts” story published in March, which showed 13 percent of census block groups had violent crime go up by 100 percent or more from 2013 to 2017. The updated analysis includes data from 2018, and shows the average number of violent crimes among city census blocks was 27. The San Diego Union-Tribune examined neighborhoods with violent crimes at or above that average and calculated a percent change from 2014 through 2018 to focus on areas with a sharp increase or a large raw number of crimes. Prosecutors also said he texted a photograph of himself next to the dead fighter and wrote he “got him with my hunting knife.” As he recounted the allegation of Gallagher posing next to a dead body for a photograph, Hunter, also a veteran who served in Iraq and Afghanistan, said “a lot of us have done the exact same thing.” He said he, too, had a photo taken of himself next to a dead combatant, but said he did not text it or post to social media. Hunter called the military justice system “corrupt,” run by lawyers and bureaucrats intent on pursuing “war fighters.” He said he would support a pardon of the two men from Trump, who has indicated he was considering doing so. Hunter also said the civilian justice system was as bad as the military, saying ambitious prosecutors were simply out to get “wins” under their belts.

In a surprise move, the $5.1 million judgment and jury finding that blamed Adam Shacknai for the death of Rebecca Zahau in a Coronado mansion eight years ago was wiped out and the entire case dismissed after the family of the deceased woman reached a settlement with Shacknai's insurance company. The announcement by lawyer C. Keith Greer came at the start of a scheduled hearing to argue post-trial motions. It took Shacknai by surprise, as well as his lawyer — and added yet another twist to the controversial death of Zahau, which has now been investigated twice by the San Diego County Sheriff's Department and was the subject of a captivating civil trial last year. As the Chief Operating Officer at Wiretap, Greg Moran has a unique talent for asking the people around him to go beyond the limits they see for themselves – a standard he also adheres to, as he turned down multiple enterprise CIO jobs to join Jeff Schumann at this venture-backed software start-up. Greg leverages his extensive background in technology, strategy and digital transformation to scale the company, with a focus on sales and operations. A far cry from the jungle of Zambia where he grew up, Greg launched his career as an IT consultant in Columbus, Ohio, advising clients on strategy and process. It was after joining Bank One (now JP Morgan Chase), though, that Greg really started leaving his mark. As Enterprise Chief Technology Officer, Greg designed and implemented the integration strategy to convert the bank to a single, unified application platform – a platform that still runs JP Morgan Chase today. When he transitioned to Ford Motor Company, Greg’s path to success really took off. He led Ford’s efforts to build high-scale application delivery capability in every major market – across the Americas, the European Union and the Asia Pacific – overseeing a team of 5,000. Later, Greg worked closely with the Ford family to lead corporate strategy at a pivotal time in Ford’s history, leaving behind a corporate legacy well-documented in Bryce Hoffman’s book American Icon. Greg was then recruited by the CEO of Nationwide Mutual Insurance to create the Business Transformation function – a key role to propel Nationwide’s transition from a house of brands to a branded house approach. He later took over as SVP and CIO for IT infrastructure and operations, overseeing a team of 2,000 and the buildout and commissioning of one of the few Tier 4 data centers in the U.S. While working at Nationwide, Greg met Jeff Schumann, kicking off the great relationship that the pair now uses to build and run Wiretap. At Wiretap, and throughout his career, Greg creates an environment that inspires great leaders to emerge and thrive. A natural mentor, he believes in transparency and a gentle candor. This is also evidenced by Greg’s commitment to Junior Achievement, where he is a current board member and past chair. Greg is also an executive fellow on the Ohio University College of Business faculty and sits on the board and advisory board of Koios Medical and MyAgData, respectively. Recorded at Essentials of Emergency Medicine 2017, Greg Moran, MD reviews current thinking on cellulitis diagnosis and management. Greg is a professor of emergency medicine at Olive View-UCLA medical center who, in addition to emergency medicine, is fellowship trained in infectious disease and has over 100 publications in journals including: New England Journal of Medicine, British Medical journal, JAMA, Lancet, and Annals of Emergency Medicine. Greg is a thought leader in the field of emergency infectious disease and a super nice guy. In this segment, Greg covers: a common cellulitis mimic; admit vs discharge of patients with cellulitis; what bugs cause cellulitis and, taking that into account, what antibiotic should I use- double coverage, single coverage?   The great cellulitis mimic: Stasis Dermatitis Similar in appearance to cellulitis Often bilateral (where cellulitis is usually unilateral) Risk factors include venous stasis, lymphedema Fluid goes into the interstitial space -> into the dermis -> and then causes superficial redness and irritation Treatment Many recommendations out there, many of them consensus, opinion or based on weak data Elevation Compression if the patient can tolerate it Wet dressings if there is crusting and exudative eczema Topical steroids (medium to high potency) such as triamcinolone, fluocinonide, fluticasone ointments If you think there could be infection at play, consider a short course of oral antibiotics (also consider topical if there’s a break in the skin or part of the leg is looking particularly red and angry)   Admit or go home? Inpatient mortality for cellulite is low (somewhere in the low single digits percent) No validated decision instruments regarding admission or discharge 2014 study Predictors of Failure of Empiric Outpatient Antibiotic Therapy in Emergency Department Patients With Uncomplicated Cellulitis  found that fever, chronic leg ulcers, edema, lymphedema, cellulitis at a wound site or recurrent in the same area were risk factors for outpatient treatment failure Does this mean that patients with these risk factors need mandatory admission? It doesn’t, but it gives an inkling of who might do poorly or at least fail outpatient antibiotics Bottom line: no clear consensus on who can be discharged but low inpatient mortality suggests we may be over-admitting A nice review of the admit or discharge cellulitis question can be found here   Single or double antibiotic coverage Effect of Cephalexin Plus Trimethoprim-Sulfamethoxazole vs Cephalexin Alone on Clinical Cure of Uncomplicated Cellulitis.
