Unmasked locals prompt Wenatchee School Board to take meeting online; Omak Stampede attendees test positive for COVID-19

Good Morning it's Thursday August 26th, and this is The Wenatchee World's podcast, Slices of Wenatchee. We're excited to bring you a closer look at one of our top stories and other announcements every Tuesday, Thursday, and Saturday.    Today --- A group of about 30 unmasked and vocal people disrupted the Wenatchee School Board meeting Tuesday night. It caused the board to empty the room and take the meeting online instead.   Before we jump in, The Wenatchee Wine & Food Festival has been postponed because of an increase in COVID-19 activity in Chelan and Douglas counties. Our Publisher announced the postponement over the weekend. We still hope to hold the festival later this year, so stay tuned. Details on ticket refunds or exchanges will be announced next week.   Now our feature story…   A group of about 30 unmasked and vocal people disrupted the Wenatchee School Board meeting Tuesday night. It caused the board to empty the room and take the meeting online instead.   The incident began when some board members expressed concern about those in the room that weren't wearing masks.   Board member Martin Barron, specifically, suggested that anyone who wished to comment be masked. And that's according to the state mandate. But board member Julie Norton made a motion to continue the meeting and take public comment despite the majority of people in the room without a mask.   Board President Laura Jaecks and board member Maria Iñiguez then said they were uncomfortable being in the same room with so many unmasked people, and at that point they took a recess to decide how to proceed.   As this was all happening, people from the audience started yelling at the board. Jaecks began to pound the gavel on the table for order.   And after a 15-minute recess, the board, minus Jaecks and board member Michele Sandberg, came back into the room and voted to continue the meeting online. They also invited those who wished to comment to do so... online.     She explained that public comment is always welcome and appreciated, but they can't conduct the business of the board in a disorderly fashion when folks are calling out from the audience. She emphasized that she realizes it's emotional and tempting, and that people are only standing up for what they think is right - but it's their job to keep an environment where they can conduct the business of the board at the same time.   And while several people signed up to comment, only four people actually commented online.   One Wenatchee parent, Rachel Petro, said she was really looking forward to testifying in person.   Petro explained that she'd like to encourage the board to take a look at their governance and how they operate meetings in terms of interaction with the public. She continued to say that having public comments after a presentation on a policy is pretty much standard procedure in all legislative bodies.   Jeff Ovitt was also in attendance. He said he was feeling a little disappointed with the way the board handled things. In his opinion, the board didn't have to push everyone out - they're local people and tax supporters. Ovitt asked the board to keep the forum open and allow all people to speak, masks or not - they need to be heard.   This meeting came just ahead of the start of school in the Wenatchee and Eastmont School districts. It also follows Governor Jay Inslee's decision to require vaccinations for teachers and staff.    So far, Wenatchee Superintendent Paul Gordon said it's still early to talk about staff leaving due to the vaccination requirement. At this point they're still waiting for the official forms to come from the state for both medical and religious exemptions.   But the clock is ticking for employees to meet the October 18th deadline set by Inslee. That deadline means employees must get their first shot of Pfizer or Moderna in early September… if they haven't already.   Ultimately Garn Christensen, the Eastmont superintendent, summed up the situation by saying that all of us want to get angry. But that doesn't help anyone at this point. This is a time we need to be understanding and patient. There are many individuals that are sick with this and many families who've lost loved ones. And we have health workers that are just overwhelmed. We need to take a big deep breath and look backwards. We're better than we were a year ago.   Stay up to date on this story at wenatcheeworld.com.   Before we continue, a special thanks to our friends and sponsors at Confluence Health. This applies to people who have been in close contact with someone who attended as well.   As of yesterday the cases that were identified were residents of Okanogan and Skagit counties as well as the Colville Reservation.   Okanogan County Public Health is working with the Colville Federated Tribes Health and Human Services and other county public health partners to identify other cases in people who may have attended the event.   Now, some history -    Did you know that Surviving the Game is a 1994 action thriller film filmed in and around Wenatchee? Starring Ice-T, Rutger Hauer, and Gary Busey, it is loosely based on the 1924 short story "The Most Dangerous Game" by Richard Connell. The film revolves around a homeless man accepting a businessman's offer to work in a remote cabin, only to be tricked into being bait for a hunting game. You can stream the film on YouTube, Amazon, and Apple TV for $2.00.   Thanks for listening. Today's episode is brought to you by Equilus Group, Inc- Building Your Financial Success. In this extended episode, we start off considering the movement and subglacial features of the Cordilleran Ice Sheet's Puget Lobe, with its extensive tunnel valley systems and drumlins, and search for its obscure moraine. Arguments for catastrophic and gradual formation are discussed, as we head east into the flood-scoured basalt plateau and then also north into southern British Columbia for further examples. The Great Lakes Region, New York's Finger Lakes, Lake Pend Oreille, “Lake” Missoula, Omak Plateau and Okanagan Valley, Moses Coulee and the Mansfield Channels, are all components of the Ice Age Floods “question” that we are fascinated by interpreting. Good Morning it's Thursday April 15th, and this is The Wenatchee World's podcast, Slices of Wenatchee. We're excited to bring you a closer look at one of our top stories and other announcements every Tuesday, Thursday, and Saturday.    Today --- In response to a state Supreme Court ruling in February that struck down Washington's drug possession law, officials in Chelan and Douglas counties have passed a new ordinance criminalizing the possession of controlled substances.   Today's episode is brought to you by Equilus Group Incorporated. Equilus Group, Inc is a Registered Investment Advisory Firm in the states of Washington, Oregon, and Idaho. Equilus Group, Inc- Building Your Financial Success. Learn more at Equilusfinancial.com. Member SIPC and FINRA.   Now our feature story…   In response to a state Supreme Court ruling in February that struck down Washington's drug possession law, officials in Chelan and Douglas counties have passed a new ordinance criminalizing the possession of controlled substances.   Back on February 25th, The state Supreme Court ruled the state's law around unlawful possession of a controlled substance was unconstitutional. Why? Because it lacked a knowing element. The decision came from an incident in Spokane where a woman was arrested while wearing a pair of jeans that she didn't know had meth in the pocket. The jeans had been given to her by a friend.   And since that ruling in February, police have not been able to arrest anyone for simple possession of drugs.   Craig Meidl, the Spokane police chief discussed the complications that this has led to shortly after the ruling   But on Monday, The Douglas County Commission announced that on April 6 they had passed an ordinance that makes possession of a controlled substance a gross misdemeanor. The misdemeanor is punishable by up to 364 days in jail and a fine of up to $5,000.   The commission explained that the ordinance was adopted to protect the public health and safety of the community. They also explained that it was put in place in response to the Washington State Supreme Court's decision in State V. Blake.   Chelan County passed a similar ordinance on Monday. According to Chelan County Prosecutor Doug Shae it deems possession of a controlled substance a misdemeanor. Their ordinance takes effect April 23.   Prior to February Washington was the only state in the country that didn't have an element in its law that required authorities to prove a suspect knowingly possessed drugs.   To address this the Douglas County Commission said its ordinance includes the required mental element, making it constitutionally sound. They also noted that they believe in protecting the community from the unlawful use of controlled substances, the increase in crime that comes along with it, and the physical and mental harm it can create.   For more on this story, and to stay up to date on developments, visit us at wenatcheeworld.com.   --   Before we continue, a special thanks to our friends and sponsors at Confluence Health. The event is part of the Earth Day celebration on Tuesday, April 20th.   It'll be on Zoom from 1:30-2:30 p.m. and it's free and open to the public.    Armstrong is an award-winning Okanagan-Canadian author and artist. She's also a traditional knowledge keeper of the Syilx Okanagan people.   Armstrong will discuss the ethical concepts that underpin the traditional ecological knowledge practiced from her perspective. You'll hear about how people interact with the lands they occupy, and how that's intertwined with how people interact with each other.   Armstrong will also address how seeking ancestral knowledge can impact the next generation. The importance of intimacy with the land, taking responsibility for relationships, and building resilient communities in the face of cultural and environmental destruction will all be at the forefront of the talk.   You can find a link to register for the event on our website, wenatcheeworld.com.   Now, some history…   Buried in the backwoods near the Bavarian themed mountain town of Leavenworth is the Old Leavenworth cemetery. To get there, visitors will follow a winding road until they reach the Icicle rail station. Across the road is a dirt driveway that eventually leads to the cemetery. It's small. Easy to miss. Tucked behind evergreens. It's a place of mystique and many names. To some it's the old leavenworth cemetery, to others, the north road cemetery, and to some locals the pioneer cemetery.    According to Matt Cade, the board president of the Greater Leavenworth Museum it's believed that it was the town's first cemetery, and the resting place of its first settlers.   Construction began on the Great Northern Railroad during the 1890's, and it was then when the area began to see its first settlers - mostly miners, fur traders, and loggers. Then in 1906 the town of Leavenworth was officially established. And just a year later the cemetery was sold to the Leavenworth Cemetery Association. The organization is now defunct. Since then the city  doesn't coordinate maintenance, instead it's owned by those with plots. Family members are responsible for the upkeep.   But since 2014 members of the Upper Valley historical society along with some community volunteers have taken on some responsibility - cleaning up twice a year.    You can read more about this story in our latest issue of Foothills Magazine.    Thanks for listening. Good Morning it's Tuesday March 9th and this is Slices of Wenatchee. We're excited to bring you a closer look at one of our top stories and other announcements every Tuesday, Thursday, and Saturday.    Today -  PUD divers begin fish study that is required every 10 years to ensure survival rates of the Chinook salmon. --   Now our feature story…    Chelan County PUD diver Donnie Lane was lowered from a crane into the frigid Columbia River at Rock Island Dam last week.   In what looked like part of a magic act, Lane stepped out of the cage that he was lowered in, and slipped beneath the murky water.   Lane is part of a PUD effort to install 25-foot aluminum I-beams to the upriver side of Rock Island dam. All to get ready for new fish tag detection equipment.   In April, 1,000 yearling Chinook salmon will be tagged and released from both this dam and Rocky Reach dam. Why? To measure survival rates.   The fish study is required every 10 years to assure a 91% survival rate or higher through the dam system.    In a recent video on the Douglas County PUD youtube page, Andrew Gingrich, the Fisheries Biologist explains the requirement…   PUD Senior Fisheries Biologist Lance Keller said the new sensors will be able to identify individual fish as they go through the dam. They will also be able to locate the fish downriver.   Over the past 10 years since the last study was done, these tags that are inserted into the small fish have gotten more than 50 percent lighter.    Diving supervisor Brent Thrapp said that the PUD has a crew of six certified divers who perform from 400 to 500 dives every year. They also work in other departments.   Even though the water is just above freezing, the divers' suits are fed a supply of warm water that keeps them from getting too cold.   Part of the diving equipment is a video camera that other divers monitor inside a trailer nearby.   Last week, the crew was determining how to remove old pipes and brackets that had been attached to the dam about 20 years ago and that were covered in thick algae.   A two-way communication system allowed Lane to talk with the divers inside the trailer as they determined how to pull away the old metal. Another diver was on standby, his helmet and coiled air, water, and communication tubing sitting nearby on the deck.   Once the brackets are installed, the sensors will be slid down the I-beams, lowered into place in the river. From there, the fish will be monitored as they approach, go through, and leave the dam headed for the Pacific Ocean.   The results of the study should be completed by September of 2021. In 2010, the PUD showed a survival rate of 94 percent for spring chinook through the Rock Island Dam Project.   For more on this story, and for major updates visit us at wenatcheeworld.com.   -   Here's what else you need to know about today…   The state's mass vaccination site at the Town Toyota Center is prioritizing second doses. A varying number of first-dose appointments are still expected to be posted to the state's registration site every Sunday at noon. Once new appointments are posted, people can also call the state's hotline to book a time: 1-888-856-5816 or 1-800-525-0127.   /   High-risk critical workers over 50 and people over 16 with co-morbidities will be among the next population groups to be vaccinated in the state, according to the state Department of Health.    /   With vaccine doses still limited, thousands of NCW residents have been unable to book appointments or have been added to a waitlist over the past couple weeks.   /   The COVID-19 community testing that was previously at the Town Toyota Center has been moved to the former state Department of Transportation building, 1551 N. Wenatchee Ave.    And remember, for all news related to vaccinations and covid-19 visit us at wenatcheeworld.com/news/coronavirus.   - Before we continue, a special thanks to our friends and sponsors at Confluence Health. Skiers took the big rope tow to the top of the hill at the Leavenworth Ski Hill.   Then, one by one they took turns barreling down the hill towards a 25x50-foot pond, 3 feet deep.   Skiers of all ages were trying their luck, attempting to skim across the pond. A mix of ages 7 to 17 and even some adults.    It's all part of the great fun called the Pond Skim, which has taken place on the final day of the ski season at the Leavenworth Ski Hill for at least three years -- maybe longer.   Leavenworth Winter Sports Club General Manager James Munly said that LWSC moved the pond further up the hill this year, so the skiers could hit the pond with greater speed to have a better chance to make it across.    No doubt, the Pond Skim is a crowd-pleaser, especially on a bright sunny day. The parking lot at Ski Hill was overflowing with cars lining up.   Volunteer Cat Vollinger said the Pond Skim was a good way to bring the community together, and a fun way to end the season. Kind of a grand finale.   Munly said this has been a great season for the club financially. Even with the pandemic, he said LWSC was able to put money in the bank as well as keep the community and employees safe and healthy this past winter.   He told us that they're thankful for a great season and are looking forward to getting some good projects done this summer.   Those planned summer projects include new restrooms by the lodge, thinning trees and brush on the nordic trails and putting in culverts so rain events don't destroy the trails.   They'll  also buy another groomer, and are even looking into doing some trail extension up here if they get approval from the Forest Service to do some summer operations.   The Ruby Theater in Chelan was built in 1914, it was named after Ruby Potter, the step-daughter of its manager, Frank Potter.    Potter committed a murder/suicide in 1919, killing his wife and leaving behind 15-year-old Ruby. That year the owners sold the theater to a barber named Kelsey from Omak. The Kelseys operated the theater themselves until 1937, then leased it to operators through 1972. The theater reopened in 1974.   With the exception of those two years, the Ruby has been showing movies for over ninety years. It's one of the oldest movie theaters in Washington.   -   Thanks for listening. Good Morning it's Thursday February 4th, and this is The Wenatchee World's podcast, Slices of Wenatchee. Member SIPC and FINRA.   Picture a bright sunny day on the snow-covered Waterville plateau. The topography is flat as far as the eye can see, but somewhere out there is a ski area.   As you meander toward the ski hill, following the signs, you find your way to the elevated land — just past a couple of barns — to the Badger Mountain Ski Area. Almost. Getting to the ski area requires a 500-yard hike up a hill. There, you'll encounter a couple rope tows and a T-rope carrying skiers and snowboarders.   This is the Badger Mountain Ski Area in all its glory. It's a nonprofit affair run entirely by volunteers. An all-day lift ticket will cost you just $10.   Steve Hickman is the man in charge and he's been on the board of directors since 1998. Hickman's been the vice president for the past 10 years. He says it works fantastic with the volunteers, who are organized by the non-profit group.   He told us if you make it fun, the volunteers will come and help out. Hickman said there are about 30 or more volunteers. They rotate so they all have a chance to ski.   Jeff Smoke has been volunteering for two years. For him, it's a chance to help out the ski hill and make sure it continues in the community.   Smoke says that it's been a part of his family's memories for years and years. He also noted that it's a great spot for kids with some of the best snow around.   Dietrich Daling has been volunteering since he graduated from high school five years ago. Though he would rather be riding, he says that volunteering is not too bad. To Daling there would not be much to do in Waterville if there was no ski hill.   The final step before you call it a day at Badger Mountain Ski Area, don't forget to get yourself a Lions Club Burger. For $7, you get a burger, chips and drink.   The Wenatchee Community Concert Association board has voted to cancel its shows that had been originally scheduled through May. Unsurprisingly, the decision is due to ongoing state mandated COVID-19 restrictions.   Board member Richard Bliggenstorfer said that there are a lot of people missing out this year. This would have been the Concert Association's 84th season, and everyone is disappointed.   The Wenatchee High School, which has an auditorium that is used for the shows, will not be opening its doors for a concert until at least fall.   Among the canceled shows are Hooray for Hollywood, which was originally planned to take place on Valentines Day,  The Everly Set which was planned for March 21st, and Seraph Brass - planned for May 10th.   Bliggenstorfer said other venues were looked at, but none of the alternatives could meet capacity needs - so hopefully this virus gets contained and the school can open its doors again..   On the first weekend of May 1920, the Wenatchee Ladies Musical Club staged the inaugural forerunner of what is now called the Washington State Apple Blossom Festival. It was originally the idea of Susan Evelyn Wagner, who had enjoyed such events in her home country of New Zealand.   The Wenatchee Valley Museum hosted an online “Conversations with a Curator” event where Kasey Koski discussed the history of the festival. Here's a clip. You can find the full version on the Wenatchee Valley Museum & Cultural Center youtube page.   Before we go, we'd like to remember the life of Maxine Love of Wenatchee. Maxine was raised in Oroville, and graduated from Oroville High School, in 1942. Soon after she married Warren Love. Warren was stationed at the Army Air Corp base in Tucson, AZ, where the couple made their first home. Maxine later moved to Omak in 1944, where she resided until 2017, when she moved to RiverWest Retirement Community in Wenatchee. Maxine was a wonderful homemaker, enjoying raising her children, making delicious meals, and always having a container of a variety of cookies. She enjoyed many family gatherings, where the food was as plentiful as the laughter. She loved her yard, growing beautiful roses, and an amazing vegetable garden. Her husband, Warren, would remark that Maxine was never idle. In the evenings, the family would watch TV, but Maxine would be busy creating beautiful stuffed animals and dolls for her grandchildren. She hemmed, mended, and even darned socks. Maxine was known for the beautiful clothing she made. She once mentioned that if she would have gone to college, she would have become a clothing designer. After Warren retired, the two of them enjoyed many new hobbies and activities. They started to play golf, and soon, they were enjoying many days of golf a week. Dance lessons also started and they renewed their love of dance.  Warren and Maxine spent many years traveling to Arizona for the winter months. They also enjoyed trips to Hawaii with good friends where there was plenty of golfing and dancing. Maxine leaves us with a legacy of love and laughter. She is now reunited with the love of her life and, no doubt, is golfing and dancing for eternity.   Thanks for listening. Good Morning it's Tuesday December 29th and this is Slices of Wenatchee. We're excited to bring you a closer look at one of our top stories and other announcements every Tuesday, Thursday, and Saturday. Today - a historical look at the Columbia River's local influence. Now our feature story… If you had been standing on the banks of the Columbia River in the Wenatchee area some 100 years ago, the view would've been much different from today. The currents and the shoreline in those days meandered in different locations than it does now.  Had you been here a thousand years ago you would've watched the native tribes conducting their daily lives and on occasion, holding multi tribal gatherings with thousands of participants.  The Columbia River was the connector. For traders and travelers too. And in 1811 a man named David Thompson led a crew of explorers along the Wenatchee River to the Delta where it meets the Columbia river. There, the Thompson party encountered a hesitant group of horsemen of the Sinkowarsin tribe and, after a lengthy session of pipe smoking, the Thompson crew followed the horsemen to their village near the Rock Island rapids. The visit went well. And in the evening, the explorers moved on. At the time, the Rock Island rapids at the time were notorious for being rough and nearly impassable. But the local tribes found the location good for fishing.  But these days, the strong currents are controlled by the Rock Island Dam which began operating in 1933. One concern with the Rock Island Dam construction was the preservation of the hundreds of petroglyphs at the site. Luckily, as many as 140 of the petroglyphs have been preserved in the form of photographs and drawings. You can still see them on display at the Wenatchee Valley Museum and Cultural Center.  Unfortunately some locations were not preserved when the dam was built; the river delta lost much of its landmass when the water rose higher. In fact, the confluence of the Wenatchee and Columbia rivers, now known as the Horan Wetlands and Wildlife Area, looks nothing like before the dam. Since 1930, the confluence delta has submerged by 37%.  Another change - the pipeline bridge running between Wenatchee and East Wenatchee. It was completed in 1908. Not only did it carry water across the river, but people as well. Soon the ferries were no longer needed.  Even more important than bridges, was the railway - which reached Wenatchee in 1892. The ease of railroad transportation gradually won over the slow and hazardous river travel - and by 1915 the sternwheelers had served their purpose.  The Columbia River keeps on serving the Wenatchee area as a natural resource. The present day expeditions are done by fishermen and kayakers on leisurely outings. And one thing remains unchanged: the eagles still find their food in the currents like they always have. Next, you may not be traveling too much these days, but we have great ideas for day trips you can take this winter season!  Okanogan isn't known for being very populous, but what it lacks in residents it makes up for in wide open land. With quaint towns and breathtaking landscapes, the county is the perfect place to get out and explore! Whether you're a history buff, golf enthusiast, fisher, skier, or shopaholic, there's something for you. Sitzmark Ski Area has 80 acres of terrain for all skill levels, they even offer snowmobiling. Then there's Omak, the shopping heart of the Okanogan Valley, with big box stores and restaurants. IT's also home to the 12 Tribes Casino, the newest and biggest casino in North Central Washington.  There's also Winthrop, known for its rustic cowboy aesthetic that it's been sporting since 1971. It has store fronts in 1800's style with saloons and breweries. It's also home to the Methow Trails headquarters which manages the 120 trail system. There, you can ski or snowshoe! The expanded role of the foundation reflects the growing presence of Confluence Health in North Central Washington, with offices throughout the region. Brian Gunn is a member of the Confederated Tribes of the Colville Reservation. He is a Principal at Powers Pyle Sutter & Verville PC in Washington DC. Brian is someone I’ve admired for a long time. In addition to being a lawyer that has taken on several large cases and initiatives as part of his work in Indian Country, he is low key and always maintains his sense of humor. Brian discusses how his general low key demeanor has positively impacted his clients’ cases. It reminded me of the saying “you can shear a sheep many times, but you can only skin it once.” Brian grew up in Omak, Washington. He attended Washington State University. He served on the school’s newspaper and as part of his work, he decided to reach out to Bill Kunstler for an interview. To his surprise, the well known civil rights attorney agreed to speak with Brian for 45 minutes or so. He was surprised at the interest and access Kunstler gave him, and it sparked his interest in the law. I think this is one of the best nuggets of information from this conversation. Brian’s story demonstrates that it’s usually worth making the reach to email someone, approach them at a conference or connect via social media. Nine times out of ten you may hear nothing back, but occasionally you will connect and the encounter can change your path or theirs, and that’s worth it. https://www.youtube.com/watch?v=UL7Ct_urpUY After attending the University of Washington School of Law, Brian knew he wanted to end up in DC. So he moved and has been there working on behalf of Indian Country ever since. Brian and I discuss the challenges and effort of being a tribal leader, and his interest in the work of Hunter Thompson. We recorded the conversation on 9/11 and we discussed how individuals  email communications at his law former law firm (located in one of the towers) were published several years ago. They are a surreal read. Brian encourages people to engage tribal leaders and get to know them, and the work they do. He shares how much he has learned through working with tribal leaders, and that when he is looking for advice, they are often to whom he reaches out. I think that’s good advice, and extends beyond tribal leaders, too. To take the conversation full circle, nine times out of ten it may be unfruitful, but you never know what you can accomplish if you do.

A new season and a new podcast from myself! Generally House podcasts are usually about 'The next big hit' but this time, i've decided to take a different perspective and return to some of the old classics we've all heard over the past few years. These tracks have not only been massive hits in the London clubs, but each track also shares a special significance to a memory or event I'm sure we've all experienced while being in this fantastic city! Hence, this mix (in two parts) is dedicated to all my amazing friends here in London and is why i've entitled it 'Do You Remember...?' Featuring classic tunes including both Amanda Wilsons 'Love on my Mind' and 'Intoxicated'. The storming Cube Guys mix of 'Elektro', Mark Knights infectious '8 Letters' and the unforgettable 'I just can't get enough' by Herd and Fitz, as well as many more. This mix is full of music to remind you of how far house has come over the years, and is one I'm very excited to share with you all! Here's to the next decade of house... Dare to dance?
