Last month, three firefighters — Paul Butrim, Kelsey Sadler and Kenny Lacayo — died while fighting a fire in a vacant house in South Baltimore. That tragedy put the issue of Baltimore's vacant houses back in the headlines, and top of mind for many. For many others in our city, vacant houses and blight have been part of their lives for decades. Over the years, city officials have tried to address the problem of abandoned homes in a number of different ways. One idea currently being discussed in the Baltimore City Council is to revive the Dollar House program, a program that was implemented more than 40 years ago. Since 2016, the Maryland Dept of Housing and Community Development claims to have demolished or stabilized 5,000 units, and they promise that 400 more are in the pipeline for demolition. But there are still 14,990 vacant houses in Baltimore City, according to the latest tally by the Mayor's office. Two weeks ago, Baltimore Mayor Brandon Scottordered a review of what city agencies are doing about those vacant houses, which the Mayor has promised will “inform a plan to deal with Baltimore's vacant housing stock." The review is to be completed by the beginning of next month. Today on Midday, a conversation with the senior leadership of the Baltimore City Department of Housing and Community Development about the plan to rid the city of blight, and the overall strategy for creating safe, quality affordable housing for the thousands of Baltimore City residents who need it. February 3, 2022 — The state Department of Cannabis Control is proposing to adopt a conflict of interest code, in keeping with the Political Reform Act, which prohibits public officials and government employees from using their positios to influence policy decisions that could benefit them financially. The public comment period on the proposed code, which lays out disclosure categories for decision-making employees, opened last week and is open until March 15. Genine Coleman is the Executive Director of the Origins Council, a statewide cannabis advocacy organization. She thinks the proposed code has a lot of potential for protecting professional reputations and engendering trust in an industry that's still fraught with uncertainty. In a parallel development this week, Mendocino County Cannabis Program Director Kristin Nevedal announced that she'd resigned from her volunteer positions at two advocacy organizations, one of which she co-founded. Though one of them is an industry association, Supervisor Ted Williams, who played an active role in bringing Nevedal to the county, said those positions were what assured him of her expertise in cannabis policy. The cannabis program had exhibited a failure to thrive in various county departments, under a string of unqualified people. Nevedal made her announcement to the board of supervisors, after informing them that the state had just notified her that it was more than doubling the equity grant funding to the county.
NOAA's Fishy Surveillance and Monitoring: An Update on NCLA's Lawsuits Against the Agency This week saw activity in two of NCLA's lawsuits against NOAA. In Relentless Inc., et al. v. U.S. Dept. of Commerce, et al., NCLA filed an opening brief in the U.S. Court of Appeals for the First Circuit. The lawsuit argues the lower court erred in holding that the Magnuson-Stevens Act allows the National Oceanic and Atmospheric Administration (NOAA), as well as Department of Commerce (DOC), and the National Marine Fisheries Service (NMFS) to create an at-Sea Monitoring Program and force regulated fishermen to pay for it. Dissatisfied with the amount of monitoring they could perform with the funds from Congressional appropriations, these agencies formulated and implemented the Industry-Funded Monitoring Omnibus Amendment to “increase monitoring” and “assess the amount and type of catch and more precisely monitor annual catch limits.” But the new rule ignores Congressional limits on burdening fishers in the New England fisheries. Also this week, charter boat captains across the Gulf of Mexico asked the U.S. District Court for the Eastern District of Louisiana for a stay of an unlawful GPS-tracking requirement for their vessels. The rule requires all for-hire charter boat captains off the Gulf of Mexico to install vessel monitoring systems, a kind of GPS tracking device, on their boats to supply 24/7 location information to the U.S. Government. The requirement is set to take effect on March 1, 2022. Less than 24 hours after NCLA filed the motion, Judge Morgan ordered the government to respond and granted our request to have the response shortened. What's going on? We speak with Dr. Natanya Duncan, Director of Queens College Africana Studies. Likely many of you are gearing up to relax and root for your favorite team during Superbowl 2022 which takes place at the SoFi Stadium in Inglewood, Los Angeles on Sunday February 13th. Inglewood is a community facing gentrification with a large Black and other people of color population. But what is going on behind the scenes as law enforcement promises to crack down on those viewed as “undesirables”, houseless people and sex workers. For every Superbowl there is the claim promoted by law enforcement and anti-sex worker campaigners that the bowls are a haven for sex trafficking. Not so says a coalition of sex worker organizations. They are planning to expose racist and sexist trafficking and the superbowl misinformation, and the misinformation about trafficking generally. Our final guest is Alex Makulit an organizer with USPROStitutes Collective.
Iris D. Tommelein is a Professor of Engineering and Project Management in the Civil and Envir. Engrg. Dept. at UC Berkeley. She focuses on developing theory and principles of project-based production management for the architecture-engineering-construction industry, what is termed 'lean construction.' She is an expert on construction site logistics, layout, materials- and supply-chain management. Professor Tommelein directs the Project Production Systems Laboratory (P2SL - p2sl.berkeley.edu), a research institute dedicated to developing and deploying knowledge and tools for project management as well as a learning lab for the Northern California construction industry. She is active in the International Group for Lean Construction and until recently served on the Board of Directors of the Lean Construction Institute (LCI). He has a Master's degree in Veterinary Forensics from the University of Florida, and is currently working on a PhD studying fatal dog attacks. He also wrote the newest U.S. Dept. of Justice curriculum on police-dog encounters so officers can respond to calls with aggressive dogs and not have to take physical action. How common are human deaths from dogs? What happens to a dog that's bitten or killed someone? How can you spot signs of aggression in your dog or another dog? Tom's Newsmaker guest today is Jason Mitchell, the Director of the Baltimore City Department of Public Works. Mitchell comes to Baltimore from Oakland, Califoirnia, where he served as the assistant city administrator. He became acting director at the Baltimore DPW in May of last year, and he was confirmed by the City Council in July. Before the search for his job got underway, the City Council approved a 30% pay increase for the Director position. His salary of $245,000 makes Mr. Mitchell the fourth highest paid employee in city government, behind Visit Baltimore CEO Al Hutchinson, Police Commissioner Michael Harrison and City Administrator Christopher Shorter. The DPW faces a number of difficult challenges, chief among them a severe labor shortage, which has led to backlogs and a cutback of many services. Recycling, for example, is now collected every two weeks instead of every week, street sweeping has been severely curtailed, and workers are having a difficult time keeping up with requests to address illegal dumping. The department was also saddened last month when Jake Rogers, an employee in the Solid Waste Bureau, was shot to death at his home, in front of his three young children. The department is also dealing with on-going problems with the water billing system, and last week, the State Department of the Environment sued the city over problems at wastewater treatment plants. In this first part we review how Taft became president, his political beginnings and future ambitions. He is the only President that would go on to become a Supreme Court Justice. He held the title of Chief Justice. Taft continued the trust-busting ways of his predecessor, initiating 80 lawsuits, twice as many as Teddy Roosevelt! He was instrumental in the creation of the Food and Drug Administration, Dept of Labor and the Children's Bureau. Taft was not happy in his role as president and really flourished professionally AFTER his presidency, which is also included in part two on Taft. There is always more to learn!

Stephanie Oddo is an educator, entrepreneur, and Laguna Niguel City Council candidate. Most recently, Stephanie has found much reward in serving as Director of Government for the League of Women Voters of Orange Coast. She launched the League's first-ever Observer Corps. The Corps inspires, trains and empowers volunteers to observe and report on their local city and county public meetings. The program currently observes 7 cities and 4 county boards. Stephanie is the founder of Healthcare Mask Collaborative (HMC). HMC served almost 150 organizations, had over 220 sewers who sewed and distributed over 65,000 cloth masks during the COVID-19 pandemic. As the first Democrat to ever run a serious campaign in Laguna Niguel, Stephanie earned over 11,000 votes and was the next on the ballot to win in the 2020 election. Stephanie is now launching a new nonprofit with her business partner that will empower and educate women on how to report certain crimes against them. Stephanie has also served as President of the Laguna Niguel Rotary Club where she spearheaded two efforts that are still in practice today: a free local dental clinic that serves approx. 100 people a year and an effort to obtain the club's first Global Grant (raising money for medical equipment that trained doctors in Latin America how to perform free surgeries to burned children).
