Day 669 - Is Israel about to conquer the entire Gaza Strip?

Welcome to The Times of Israel's Daily Briefing, your 20-minute audio update on what's happening in Israel, the Middle East and the Jewish world. Editor David Horovitz joins host Amanda Borschel-Dan for today's episode. Prime Minister Benjamin Netanyahu is set to convene a limited security meeting today to discuss military plans for Gaza. According to reports based on leaked information, following yesterday’s cabinet meeting, Netanyahu told ministers he intends to seek cabinet approval for a full re-occupation of the Gaza Strip. Horovitz delves into the pushback from several sectors of Israeli society -- including hostage families and security officials past and present -- and raises the possibility that this plan could be a negotiating lever to bring Hamas to the table. This idea to conquer and/or occupy the entire Gaza Strip comes as a report released Monday by the Hostages and Missing states that the 20 living hostages held by Hamas in Gaza are at an “immediate risk of death” due to starvation. The terrible conundrum of whether it is possible to simultaneously defeat Hamas and still get the hostages out alive has become increasingly more acute as the war continues. With this new leaked potential plan, Borschel-Dan wonders, has Netanyahu given up on the hostages? Horovitz responds. The government voted unanimously on Monday to dismiss Attorney General Gali Baharav-Miara from office, following months of confrontation between the two sides, in a decision that will have deep legal and political reverberations given the government’s long-running efforts to weaken the judiciary. The move was then frozen by the High Court until the justices can rule on its legality. Horovitz gives three scenarios explaining why the government moved forward -- during the Knesset recess -- with this controversial step. Also on Monday afternoon, lawmakers on the Knesset Foreign Affairs and Defense Committee voted 9-7 to appoint Likud MK Boaz Bismuth as their chairman, officially pushing out former chairman Yuli Edelstein in a move designed to end an impasse over legislation on military draft exemptions for the ultra-Orthodox community. What makes Bismuth a better candidate to push legislation forward? Check out The Times of Israel's ongoing liveblog for more updates. Dr. Greg Williams—a globally recognized negotiation and body language expert known as the “Master Negotiator.” He joins me on the show to share insights from over 30 years of experience and his Harvard training. We discuss the importance of meticulous planning and how to recognize and counter aggressive negotiating maneuvers. Dr. Williams shares real-world examples—from complex business deals to high-pressure hostage situations—highlighting the power of adaptability, reading nonverbal cues, and understanding motivation in every negotiation. Packed with actionable advice and memorable stories, this conversation is designed to empower you to approach every negotiation with confidence and integrity. Whether you're facing internal politics or tough procurement professionals, Dr. Williams' expertise will inspire you to refine your negotiation skills and achieve win-win outcomes. Outline of This Episode [03:16] Negotiation tactics vary based on context and goals, requiring adaptability in approach and tone [07:59] Strategies to use in internal conflict in negotiations  [11:16] Use questions to assess if demands are genuine or a negotiation tactic [13:27] Take note of background information for future leverage [17:56] How a hostage situation involving a father with a gun to his son's head was resolved by a body language expert  [20:19] You're always negotiating—what you do today influences tomorrow's activities Closing in High-Stakes Sales Deals A common misconception is that negotiation strategy and tactics are interchangeable. Dr. Williams clarifies the distinction: strategy is the guiding plan you lead with, while tactics are the tools you use to implement that strategy. Tactics support, build upon, and adapt to your strategy as the negotiation unfolds. For example, if your strategy is to make the opposing party feel valued and appreciated, a logical tactic might be to extend an unexpected, thoughtful gift. This gesture utilizes the power of reciprocity—people tend to give back when they receive, which can open the door to more concessions and a friendlier negotiation environment.  Building Adaptive Negotiation Strategies No two negotiations are the same, so an effective negotiator remains flexible and tailors their approach to the unique personalities, organizational goals, and circumstances involved. Confidence, amenability, assertiveness, or neutrality—each can be powerful, but only when used at the right moment. Reading the room and even modulating your voice are subtle yet powerful indicators that shape the dynamics at the negotiation table. The Crucial Role of Preparation and Planning “Planning is everything,” Dr. Williams insists. Entering a negotiation underprepared puts you at a sharp disadvantage. Effective negotiators plot out “what-if” scenarios, establish mile markers to track progress, and construct exit strategies in case the deal veers off-course. Preparation also means looking inward—evaluating your objectives and the motivations of all stakeholders at the table. Dr. Williams highlights how, in complex sales involving multiple internal divisions, misaligned teams can be their own worst enemy, sometimes negotiating harder with each other than with the external party. Internal alignment through clear objectives, information sharing plans, and even mock negotiations helps ensure the team is unified and prepared for whatever the other side brings. Recognizing and Countering Aggressive Tactics Professional procurement negotiators often deploy aggressive moves like last-minute demands or “nibbling” for additional concessions at the end. Dr. Williams advocates assessing the true intent and long-term value of the deal before reacting. By calmly asking probing questions—such as “Why do you need that?”—the negotiator can reveal whether these are genuine concerns or just red herrings designed to extract further concessions. Information gained during these exchanges is invaluable. As Dr. Williams demonstrates through a mock scenario on the podcast, even casual comments about personal or organizational motivations can be leveraged in future negotiations. Top Dos and Don'ts of Negotiation Dr. Williams also shares his top three negotiation dos: Never confuse lack of preparation with being prepared. Enter with your facts, scenarios, and exit plans in hand. Seek to understand motivations. Every party brings hidden drivers to the table—learn them before negotiating. Don't assume a verbal agreement is the end. Post-negotiation follow-up is crucial to ensure all parties stay committed. Conversely, avoid entering deals blindly, neglecting to clarify the other party's interests, and failing to validate the agreement after the negotiation ends.  As Dr. Williams recounts from his own challenging experience negotiating a hostage situation, the most effective negotiators blend empathy, preparation, and adaptability. Whether a life-or-death standoff or a multi-million dollar business deal, the underlying principle remains: leverage your value by viewing every interaction as part of an ongoing negotiation. The best negotiators plan, listen, adapt, and always look for the motivations that move the deal forward.  Rabbi Aharon Zulberg from Johannesburg, South Africa, like so many other Jews worldwide (and other very fine people, think of Dr. Julie Snyder from Beaufort, SC who jumped into action when she heard that knee pads were needed for soldiers – featured in our podcast “An Outpouring of Kindness” at the time the October 7 War broke out) wish to contribute to those affected by the war in Israel. Rabbi Zulberg is a pragmatist and he realized that South African Jewry, with a weak currency could not compete with North American and European communities. Still, he and so many others wished to help and do something, so a collection of items to be sent to those most-impacted in Israel was assembled and dispatched. But this was just the catalytic enzyme of what would become a project totally unique to South Africa. Whether you are negotiating for a raise or having a tough conversation with your spouse or friend, there are ways to make these conversations go better for you and everyone involved. He has been involved in a lot of high stakes negotiations in his career and he is author of the book How to Untie a Balloon: A Negotiator's Guide to Avoid Popping Under Pressure (https://amzn.to/3Ia2c72) What are the best practices for living a long and healthy life? Just last week, PM Benjamin Netanyahu spent three very full days in Washington DC conferring with President Trump and overseeing his most senior advisers get down to brass tacks with their US counterparts. The expectation – fed by repeated statements made by the President – was that a deal to end the war with Hamas and free the remaining hostages was close. So close. The families of those in captivity dared to allow themselves to feel hopeful. Until the PM returned to Israel. And suddenly, there was yet another impassable breach. This time? Israel cannot agree to withdraw from the Gaza Strip on the terms acceptable to Hamas. Each side blames the other. And at this point, Israelis are so worn out they don't care. More than 75% of Israelis want this war to end now. More than 60% of voters who supported the government coalition want this war to end now. And they all want every last hostage returned to Israel. Now. Not tomorrow. Or the day after. Now. And PM Netanyahu seems impervious to this very grim and determined national mood. According to a Channel 12 Israeli television report, later today, Israel will present new maps for the IDF’s redeployment in the event of a ceasefire-hostage release deal along the Morag Corridor and perimeter around Gaza after Hamas rejected its previous offer. Magid updates us on the status of the Doha talks and speaks about the blame game from both sides. We hear about how the Trump administration is playing the "Witkoff card" -- or when US envoy to the Mideast Steve Witkoff will finally join the talks and what it will signify when he does. We turn to the results of Prime Minister Benjamin Netanyahu's trip to Washington, DC, even as he comes home without any overt deals. What else was on the table for the trip and what was accomplished? Over the past day, security forces arrested six people in connection with an incident in the West Bank yesterday, where settlers allegedly killed two Palestinians on Friday. US citizen Saif al-Din Kamil Abdul Karim Musalat was allegedly beaten to death in Sinjil, a village north of Ramallah, the Palestinian Authority health ministry said. A second man, Mohammed Rizq Hussein al-Shalabi, 23, died after being shot during the attack, according to the Palestinian Authority health ministry. Magid describes what we know about this incident and weighs in on whether any rigorous investigation will be launched. Check out The Times of Israel's ongoing liveblog for more updates. Welcome to The Times of Israel's newest podcast series, Friday Focus. This Friday, join former hostage Keith Siegel and host Jessica Steinberg for a deep dive into what life is like for Siegel, five months after his release home from captivity in Gaza. Siegel discusses his need to do everything he can for the remaining hostages, including those with whom he was held hostage during periods of his 484 days of captivity, and who are still held captive. He speaks about the depraved terror he experienced and witnessed in captivity, the moments of grace, and his hope and optimism that Prime Minister Benjamin Netanyahu's visit to the White House will possibly bring the war to an end. America maintains a promise to its citizens. A promise to never leave them behind and stop at nothing to return them to American soil. Over 200 Americans are wrongfully detained or taken hostage each year across the globe. The Special Presidential Envoy for Hostage Affairs is responsible for bringing them home. Ambassador Roger Carstens served as the SPEHA from 2020-2025. A West Point Graduate, Green Beret, Army Ranger, and seasoned security leader, Roger and his team brought home close to 70 Americans during his tenure; including high profile cases such as WNBA star Brittney Griner and Wall Street Journal Reporter Evan Gerskovich. Roger joined Fran Racioppi from the McCain Institute in Washington, DC for a conversation on the role of the SPEHA, why countries take Americans for leverage, and just how America negotiates with terrorists. We explore the effects of wrongful detention and hostage taking on America's national power, how families are turned completely upside down, and why only a Warrior Diplomat has the character required to make deals with America's adversaries.Roger and Fran also share the mission of Hostage US; a non-profit instrumental in supporting hostages and wrongful detainees - and their families - through captivity, return and reintegration. Watch, listen or read our conversation. Special thanks to the McCain Institute for hosting us and sharing their mission to defend and enhance human rights across the globe.
